A voluntary comprehensive environmental Risk Assessment was launched at the end of 2004 by the International Chromium Development Association. The completion is scheduled for mid 2006.EURAS, a leading environmental consultancy, was commissioned for this project, as this firm wrote in particular the Metals Environmental Risk Assessment Guidelines, the reference document for the metals and metals compounds, in particular for the forthcoming European new Chemical Policy and the Globally Harmonized System for the Classification and Labelling of Chemicals (GHS). This project follows a stepwise approach, comprising 3 distinct steps: - Initial Risk Assessment: compilation, evaluation of the existing effects and exposure data for chromium III compounds and chromium metal. This information will be used for the compilation of an initial Risk Assessment Report. - Data gap analysis: which type of additional effects data should be collected and/or which exposure scenarios merit a more detailed targeted risk assessment? Recommendations and/or suggestions for further research will be formulated. - Road map: prioritization and ranking of the different proposed research programs. The presentation will mainly focus on the results and recommendations of the initial environmental Risk Assessment from an International perspective and not from an European point of view. - Hazard assessment ? definition of the Predicted Non effect Concentration (PNEC) for each environmental compartment (water, sediment, soil) - Exposure assessment ? definition of the Predicted Environmental Concentrations (PEC) for each environ-mental compartment - Comparison of the local PEC with PNEC for the chromium III compounds and chromium metal EU industry sectors covered in the project: mining of chromite, metallurgical production of chromium metal, chromium containing alloys production, production of trivalent chromium chemicals and the main applications (pigments, leather tanning, etc..). The current status on the environmental Classification and Ranking for chromium III compounds, Chromium metal and its alloys in the GHS will also be covered.

In South African metalliferous mines, stoping operations are largely confined to narrow, tabular orebodies making mechanization extremely difficult. Limited flexibility in terms of stope width has necessitated drilling by means of handheld, pneumatic rock drills at most of our operations. As the largest producer of platinum in the world, we drill in excess of forty million stope blast holes per annum. Cleaning of the broken ore is also done by conventional means?utilizing scrapers and scraper winches. Conventional methods such as these carry high costs in terms of risk exposure as well as labour intensity. The purpose of this paper is to describe the development of a long hole stoping system suitable for the narrow platinum reefs. The new system had to be substantially safer and more cost effective than conventional mining. We selected a site that was conducive to mechanized mining and set out the parameters that we considered would meet our requirements. We then conducted a feasibility study to evaluate the conceptualized long hole stoping system in terms of specific goals. An analysis of the proposed system identified the Key Performance Indicators (KPIs). One of the most critical goals was to be able to create a man-free stope. This would mitigate the safety risk associated with normal stoping operations, as well as the inefficiency cost previously referred to.

Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.

The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

Paper written on project work carried out in partial fulfilment of B Eng Met Surface coatings persisting on zircon particles, after being leached in an acidic solution, are believed to be the cause of zircon misplacement during the electrostatic separation of heavy mineral beach sands. Electrostatic separation is employed to separate non-conductive zircon particles from more conductive rutile particles. Surface coatings on zircon particles are believed to render the non-conductive zircon particles more conductive, resulting in the contamination of the more conductive rutile stream with zircon particles. Resistivity measurements, X-ray photoelectron spectroscopy (XPS) and scanning electron microscopy (SEM) were performed to compare the surface characteristics of zircon particles found in the different product streams following electrostatic separation. XPS analysis showed that no significant difference exists in the outermost layer of the zircon particles found in the different streams. SEM analysis showed the existing surface coatings on zircon particles from different product streams to have similar chemical compositions. Resistivity measurements confirmed the results obtained from both the XPS and SEM analysis; no significant differences in the resitivities were observed. From the results obtained it suggests that surface coatings present on zircon particles are unlikely the primary cause of zircon misplacement. Zircon losses can possibly be a result of machine related aspects. Key words: XPS; SEM; resistivity measurements; electrostatic separation; heavy mineral sands.

Work undertaken in the field of cut-off grade optimization has not advanced much beyond the work undertaken by Lane in 1988. His definitive work is based on the calculus of the Net Present Value criterion which is the most widely understood, consistent, and appropriate method by which sequential cash flows arising from the extraction of mineral reserves from an exhaustible resource can be represented. Although the mathematics is not complex Lane’s method is not a widely appreciated or applied approach to maximizing the value of a mining operation through selection and balancing of operational cut-off grades. Three stages in a mining operation namely, mining, processing and marketing were defined by Lane and the economics of each stage are identified and isolated to provide an optimum cut-off for each stage. Points of intersection along the present value curves for each stage of a mining operation are used to identify balancing cut-off grades at points where the capacity of the mining, processing and marketing stages is fully utilized and the Net Present Value of the operation is optimized. Data that simulate a small, deep-level Witwatersrand-type gold mine with an average grade of 6 g/t Au and a logrithmic variance of 1.2,are applied to the model to illustrate the benefits of representing cut-off grades in terms of present value curves for different segments of a mining operation. It is an honour to be invited as a speaker to this ICCR conference and a pleasure to be with you here in South Africa. I have been asked to talk about the competitiveness of coal versus other energy alternatives. Coal supplies nearly one-quarter of the global primary energy. Its most direct competitors are gas, nuclear and renewables. Oil is predominantly for transport fuels. Fuel oil is competitive with coal when crude is below its long-run average price and has some niche opportunities. But I will confine my comments to nuclear, renewables and particularly natural gas as the most potent current competitive threat to coal. Competitiveness is more than just cost and price; there is environmental acceptability, security or reliability and increasingly image. These factors are more of a spectrum than discrete issues. Dollars and cents remain the key issue for competitiveness but one must recognize the impact of politics in sustainable development and energy security.

The Skorpion Zinc Project demonstrated the viability of the production of zinc from non-sulphide (commonly called ?zinc-oxide?) ores, using the leach/solvent extraction/electrowinning process route. The success of Skorpion raised the profile of a number of other zinc oxide deposits, considered to be similar. However, a study of three such deposits demonstrates that the application of whole-ore-leaching may be limited and that the concentration of zinc, or at least the separation from acid-consuming gangue minerals, prior to leaching is essential to the successful recovery of zinc from these deposits. The recovery of zinc is dependent on an understanding of the geology of the deposit, the mineralogical association of zinc minerals with gangue minerals (Boni, 2005) and limitations of mining practice. Flow sheet development and the associated metallurgical test work to derive an economically viable treatment route from two of these deposits are discussed. Key parameters affecting zinc recovery by gravity separation and flotation are presented, demonstrating that even minor differences in mineralogy have a profound impact on zinc recovery and reagent consumption. The study also deals with the determination of appropriate design parameters through metallurgical mapping of the dense media separation process.

The thermal state in submerged-arc furnaces (S.A.F.) producing ferro alloys is important for the conditions of both the grade of alloy produced as well as specific energy consumption. The temperature profile in the S.A.F. is affected by the endothermic chemical reactions and the rate of gas evolution. The gas evolution commences at about 900 C due to the reduction of iron in the ore. A first-principle-based 2-D model has been developed to predict the temperature profile in the furnace. In this study, four ores of different grades have been considered in order to simulate the thermal profile in the S.A.F. The influence of the composition of the ore on the thermal profile and its significance in rationalisation of charge distribution to optimise the process are discussed.

Anisotropy is a characteristic of intact foliated metamorphic rocks (slates, gneisses, phyllites, schists). Testing was used to establish the anisotropic behaviour of selected gneissic rocks. The effect of anisotropy on various mechanical properties (strength, deformation) and dynamic properties (wave velocity) was examined. The rock samples were also tested at successively higher confining pressures in order to evaluate the effect of anisotropic behaviour at high overburden pressures.

Uranium is a naturally occurring radioactive material in the earth?s crust. Geological processes have resulted in concentration of uranium into ore mined for its gold content in South Africa. This uranium is present in the form of discrete particles of uranium minerals, generally oxides, which are normally insoluble. Chemical and physical processes during gold mining and extraction, particularly when carried out in conjunction with uranium extraction and sulphuric acid manufacture, act on the uranium minerals and the radioactive decay products of uranium. This may result insignificant accumulations of radioactive materials in certain parts of the process. There are a number of naturally occurring radioactive materials in the earth?s crust, such as Uranium-235, Thorium-232, andPotassium-40. This paper focuses on Uranium-238, together with its decay products, and how they affect the gold mines. Water plays a significant role in the redistribution of radionuclides, both as a physical transport medium, and as a solvent in which chemical reactions take place.

The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

Eng (Mining Engineering) degree The Self-directed work team concept is the product of relentless performance pressure on American industries during the late eighties and early nineties from other world industrial leaders like Japan. The concept proved to be a successful vehicle by which the Americans could increase their production and improve their safety statistics. The aim of this study is to evaluate the concept as a means to improve the overall performance on South African goldmines. he study is directed by a historical research section, answering questions like: ?Why do we need to change? ?What is a Self-directed work team? ?What are the principle advantages of the concept? ?What are the essential requirements for the concept to succeed? The study also includes an empirical research section that focuses on the current Self-directed work team situation in the South African gold mining industry. The empirical research section is limited to three case studies within Anglogold due to a study period of only six weeks. The mines chosen for the case studies have been labelled Mine 1, Mine 2 and Mine 3. The latter being the base mine allowing for a more in depth study. This includes a perception analysis towards Self-directed work teams within the mine. The study proves the truth of the Latin proverb ?Tempora mutantur, nos et mutamur in illis? meaning ?The times are changing, and we are changing with them?. The chief change catalysts identified are a dwindling gold price and a projected labour crisis. From the study it is evident that the Self-directed work team concept disposes of the critical parameters required for a dramatic improvement in performance. The study also indicates that for the concept to succeed, certain factors like top-level commitment and management-employee trust have to be in place. Sadly, the concluding part of the study proves that very few of the identified critical success parameters are present in the South African gold mining industry. This can serve to explain why the industry only has success with the concept when monetary gain is the chief motivator. The study only focuses on the reasons why the concept is not performing to its full potential and does not wander into explaining the reasons for the current unsupportive milieu in the industry. Self-directed work teams could well rescue the South Africangold mining industry but currently we are driving a square pin into a round hole! This study examined the group differences in accident susceptibility among underground coal mine workers accounting for their personal and workplace characteristics. A logistic regression model was used for this purpose. Data were collected from five underground coal mines for a period of four years. The case study results revealed that different age and experience groups of workers bear no significant differences in their accident susceptibility; however, the workplace location and occupation groups show significant differences in their risk of injuries. It is inferred based on the logistic model results that among the three occupation groups, the face workers are more susceptible towards accidents/injuries compared to the haulage and other workers. Direct reduced iron (DRI), produced by the reaction between iron ore and reducing gasses, is used as a source of low-residual iron, in addition to ferrous scrap and pig iron, in the production of steel mainly through the electric arc furnace (EAF) route of steelmaking. The main DRI technologies in use are those of Midrex and Hyl, but in recent years a myriad of newer processes emerged based on variations in feedstock, reducing agent and fuel sources. Since the beginning of the nineties, DRI has increasingly emerged as a cheaper, low-residual iron feedstock for EAFs, which have traditionally relied almost entirely on ferrous scrap feed. The main stimulus behind the interest in DRI has been the increasing popularity of the EAF and the ?mini-mill? set-up as the favoured steelmaking option compared to the traditional and much less flexible blast furnace/ basic oxygen converter. This, however, has been creating a problem with regard to availability of low-residual scrap, resulting in upward pressure on high quality scrap prices and leaving DRI, traditionally the ?expensive alternative?, as a much more competitive consideration. The second main determinant has been the increasing production efficiency of existing steel plants which, in the light of improvements such as continuous casting and near net shape casting, has been constraining the supply of low-residual domestic scrap, traditionally the prime source of EAF feed. The explosion of current and proposed DRI projects has been accentuating the mounting interest of global role-players in assuring the availability of reliable sources of low-residual iron units for the future, especially in cases where definitive competitive advantages exist with regard to proximity to primary sources of iron ore and fuel (gas or coal).

At first I read this paper with interest, which grew to fascination, and ended up with horror. Such reactions to a supposedly scientific contribution are rare, and I believe the coal mining community must be warned in the strongest possible terms against the recommendations that this paper makes. The paper purports to have assessed statistically two sets of data on methane concentrations recorded in the return air from Turkish longwalls. The first set of data, from their Table I, is reproduced in Table I below. The data have been rearranged in classes to indicate the underlying distribution. While there is only limited data (N=33), the distribution looks as if it could be the sum of two normal distributions with means around 0.5 and 0.8, or possibly a log-normal distribution. What is quite clear is that it is nota single normal distribution.
