Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

During galena flotation of Rosh Pinah milled material, metal ions and salts contents of various water resources (deionized, simulated circulated, lead concentrate thickener, lead tailing thickener and borehole) influenced mineral recoveries, upgrade ratios, selectivities, froth stability and flotation kinetics. The various water resources employed during galena flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed by the ore, whilst ions associated with gangue minerals (dolomite and quartz) were released into the flotation pulp. Lead concentrate thickener water caused depression of sphalerite and pyrite, increased fast floating fractions for silver, copper minerals, sphalerite and quartz (unwanted), and improved slow floating rate selectivity against pyrite and sphalerite. Lead tailing thickener water enhanced sphalerite recovery during galena flotation (unwanted), and increased fast floating fractions of pyrite. Western borehole water did not affect galena recovery, but sphalerite and pyrite recoveries were unacceptably too high. Ions from copper, lead, and zinc salts tended to release high amounts of ions, such as calcium, magnesium, silicon, and manganese from gangue minerals (dolomite and quartz) during milling. During galena flotation, lead ions depressed sphalerite, pyrite and dolomite at a lead concentration of 400 ppm, but sphalerite was activated at a concentration of 800 ppm. Sphalerite was activated with copper ions (89% recovery, 2.09 upgrade ratio) and depressed with zinc ions (maximum recovery of 25%). This corresponds with findings in previous investigations. Dolomite and quartz were slightly activated with zinc ions. No evidence was found that lead and copper ions activated any gangue minerals during galena flotation. Fine phosphate feed is considered to be slime and normally disposed of as a discard in settling ponds or dumped as landfill. The purpose of this research was to establish whether commercially acceptable qualities and yields could be obtained from this material using dry separation methods. The results obtained from the electrostatic separation of <105 µm phosphate ore are presented. An existing separator was upgraded in order to improve on product and flotation concentrate recovery, to test different mineral, and to reduce particle residence time between the charging chamber and the separating zone of the separator. The operating conditions were varied according to the charges imparted to the particles in the electric field, and according to other device parameters. Parameters such as splitter position, charge reversal, rotation speed, charging voltage and separating voltage. The <105 µm phosphate feed was concentrated under both triboelectrification and inductive charging. The use of inductive charging and charge reversal resulted in a significant increase in grade for <105 µm phosphate feed, with the P205 grade increasing from about 12 per cent to 20.50 per cent, and a recovery of 26.30 per cent under a single stage of separation. It was found that better separation was achieved at rotation speed of 6000 r/min, -8 kV charging voltage, and 25 kV separating voltage.

Fluctuating SO2 gas streams represent a difficult task for designers of SO2 removal systems (with respect to designing the plant), but in spite of the designers great efforts to solve the problems, the operation of such plants requires much care and attention. A fluctuating gas flow usually results from metallurgical smelting processes. Both gas composition and gas flow rate may vary. The first part of this paper outlines some existing technical solutions and presents the Pros and Cons of the different solutions. These solutions outline are: - Sulphuric acid plants operated with a preheater permanent in operation - Sulphuric acid plants with concentration increase of SO2 gas either using regenerative SO2 removal or cryogenic partial condensation of the SO2 - Sulphuric acid plants with additional burning of sulfur to increase SO2 content - Single-stage sulphuric acid plants followed by a tail gas system (which is) designed for periods of low SO2 input In the second part, this paper describes some existing technical solutions for removal of SO2 at low concentrations (i. e. less than 0.1 - 2 %-by volume), which could be used as tail gas treatment system for acid plants. While selecting an appropriate solution, special attention should be given to operating costs, which usually to a large extend depends on the type of absorption agent and the costs for disposal of the sulfur compound produced.

Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. A new method, localized uniform conditioning (LUC), was proposed in 2006 for modelling grades of small blocks of ore when data spacing is too broad for their accurate modelling by the linear regression based techniques, such as kriging (Abzalov, 2006). It represents a modified uniform conditioning (UC) technique that calculates the grade distribution functions for the large panels. LUC uses partitioning of the panels onto the small blocks and then ranks them in increasing order of grade. Based on the block ranks, a single grade value can be deduced for each block from the UC model of the gradetonnage relationships of the corresponding panel. After being first presented in 2006, the LUC method has been implemented in ISATIS© (commercial software) and became one of the common approaches for grade estimation when data spacing is broad in comparison with the estimated block size. Several years of study on the LUC method and its application to different geological environments, have allowed identification of the strengths and weaknesses of the method, which are as follows: ? The method produces accurate grade-tonnage functions, which are in a good accordance with a volume-variance relationship principles ? An initial ranking of the selective mining unit (SMU) blocks can be made by direct kriging from the sparse data grid. Therefore, the LUC method can be particularly useful at the early stages of exploration and mining project evaluations when sparsely distributed data is often the only available information ? Accuracy of the local estimation depends on the SMU ranking techniques. When ranking performed by direct kriging of the SMU blocks their spatial distribution is approximate. When the variogram of the studied variable is characterized by a large nugget effect, the block ranks produced by kriging can significantly differ from their ?true? distribution ? Block ranking can be improved using auxiliary data, either geophysical or geochemical. This allows use of the LUC method for integrating different data sets. In particular, LUC can be used for grade control in open pits by integrating resource definition data (e.g. drill-hole assays) and blast-hole assays. The latter are used for the block ranking.

We consider the Grubbs estimation of the precision of an online gauge. Typically, this type of estimation involves independent results from two or more reference instruments (sampling and laboratory analysis operations). The properties of the estimator are then independent of the product variability. However, the use of more than one reference instrument entails significant additional costs. The two-instrument Grubbs estimator, which is based on results from a gauge and a single reference instrument, has the disadvantage that its standard error is heavily dependent on the degree of product variability. We propose a new estimator that has a variance that is more or less independent of product variability. In fact, the variance is typically less than that of the Grubbs estimator based on the use of two reference instruments. In order to function successfully, our methodology requires some prior knowledge of the extent of product variability and of gauge precision. In practice, such prior knowledge is often available and it is a weakness of the traditional two - and three-instrument Grubbs methods that no use is made of such knowledge. The efficacy and robustness of the new method is illustrated by Monte Carlo simulation.

The ConRoast process for the production of platinum group metals involves the use of a fluidized bed reactor for the removal of sulphur from ore concentrates by roasting prior to smelting in a DC-arc furnace. Test work was carried out in 2007 at Hazen Research in Golden, Colorado to provide the data necessary for a commercial roaster to be designed by Technip. This paper discusses the rationale behind the test work, the goals for calcine composition to be used as smelting furnace feed, the results of various roaster operating parameters in terms of calcine composition (particularly residual sulphur and the fate of trace elements), and the impact of the results in terms of a commercial roaster design.

The objective of this work is to quantify the effect of the rock mass surrounding a stope or a tunnel on the seismic signal so that the rockburst damage on the excavation can be derived. It has been shown that the transfer function of rock mass surrounding an excavation can be modelled using a damped oscillator. The method of estimating the transfer function is extended in this paper. The parameters of a damped oscillator are estimated using inversion techniques and the transfer function is modelled as a time-varying system. The technique is tested on data acquired at three different sites in two deep gold mines. Employment of a modal model of the transfer function was suitable in two cases. Application of this technique is essential to track the time variation of the natural frequency during ground motion caused by a seismic event.

This paper provides an overview of possible approaches for structuring the ventilation systems for mines that will become operational within the next decade. Features addressed in the paper include: aspects of airway design and layout in the absence of centralized vertical return shafts, the impact of using diesel-powered trackless equipment in conjunction with conveyor belts in the development and production phases of the project, and the need to balance increasing electrical power costs against the requirement for reduced capital expenditure. The paper provides brief descriptions of the strategies employed in real-life situations and presents an overview of various operational parameters affecting the design of ventilation systems that will be used as ?platforms? for much deeper mines in the future.

Paper written on project work carried out in partial fulfilment of M.Sc. (Chemical Engineering) degree Thermophilic bioleaching, conducted at temperatures in excess of 65°C, provides considerable benefit over mesophilic bioleaching, particularly through extending the extent of leaching of base metal minerals such as chalcopyrite. Thermophilic bioleaching is facilitated through a group of micro-organisms known as the Archae, well adapted to extreme environment. In order to maximize the space time utilization of the stirred tank reactor in the thermophilic bioleaching process, it is desirable to maximize the loading of the finely divided mineral phase present while not adversely affecting the microbial performance. In this paper, the effect of the loading of the solid particulate phase on the bioleaching performance of Sulfolobus metallicus was studied in a stirred tank reactor. Emphasis was placed on the effect of the concentration of the finely divided solid phase (35 ? 75 µm). A model system comprised of 3% (w/v) pyrite in the presence of varying quantities of quartzite in the range 0 to 24% (w/v) was used to obtain the different solids concentrations. The bioleaching experiments revealed similar bioleaching performance in the presence of 3 to 18% (w/v) total solids. Above 18% (w/v) total solids (15% quartzite loading), bioleaching was impaired progressively with increasing solids concentration. At the highest solids loading studied of 27% (w/v), bioleaching was still observed. In terms of mass transfer, oxygen transfer potential was not significantly influenced in the bioleaching process over the range of solids investigated.

Fracture initiation and propagation, being one of the most intensive subjects in rock mechanics; contribute significantly to the deformation of jointed rock masses. An experimental study on fractured granitic rock was carried out to determine the peak strength of specimen under triaxial loading conditions. The commonly observed failure mode for rock specimens in this study was found to be the shearing of the plane of weakness. The minimum peak strength of fractured rock is observed when the joint orientation is approximately 70° to the horizontal axis. Based on experimental test data, an empirical expression was developed to accommodate the effect of joint orientation and joint trace length in estimating the peak strength of fractured rocks. The predicted values of peak strength using the proposed equation well agree with the experimental results carried out on singly fractured specimens under triaxial loading conditions. The threshold stress values of crack initiation and propagation depend on joint geometrical parameters, their degree of interconnectivity, as well as surrounding stresses on the fracture plane.

A quantitative rockburst hazard assessment procedure was introduced on Elandsrand Gold Mine at the end of 1994. It is currently used to evaluate the seismicity-related risk in production areas on the mine. Six parameters related to seismicity, geology, mining layout, and production are rated and results are used as a planning tool on a regular basis. The applied assessment can be considered successful in that it promotes awareness of the seismic hazard and provides an opportunity to address seismicity-related mining problems. A comparison between high risk panels and those working areas with rockburst incidents showed that high hazard ratings reliably forecast the occurrence of larger events in the following month but they do not necessarily predict those working places with rockburst-related accidents. From this one may conclude that high levels of seismicity do not coincide with high rockburst rates.

The effect of SiO2addition on the decomposition of Li2CO3was investigated at temperatures up to 1000ºC. It was found that addition of SiO2greatly enhanced the decomposition of Li2CO3. The main decomposition reaction started at around 600ºC, and completed just above the melting point of Li2CO3. The major decomposition product was Li2O?SiO2irrespective of the Li2CO3to SiO2mixing ratio while both reactants were available. It was ascertained that a liquid layer betweenLi2CO3and SiO2particles formed and facilitated the decomposition reaction. The governing reaction of the decomposition was the one between the dissolved Li2CO3and SiO2in the liquid layer to form Li2O?SiO2. The decomposition rate was independent of the Li2CO3/SiO2mixingratio until either one had been completely exhausted. When excess Li2CO3existed, it further reacted with the initial product of Li2O?SiO2to form 2Li2O?SiO2. When SiO2was found in excess, on the other hand, no further reaction took place. This is attributed to the fact that uponLi2CO3exhaustion there is no liquid phase available to facilitate further reaction. The apparent activation energy of the decomposition of Li2CO3in existence with SiO2is 198 kJ mol-1.

The aim of short-term production scheduling is to decide which blocks of ore and waste to mine in which time period (shift, days, weeks or months) so that several operational and geometrical constraints can be satisfied simultaneously. Since 1960s several mathematical programming approaches were developed for solving production scheduling problems that are based on a combination of various operational research approaches such as linear programming (LP), integer programming (IP), dynamic programming (DP), etc. A number of models have been developed in the past three decades but some models have limited application especially to geometrical mining constraints. One of the geometrical constraints is block accessibility. All blocks must be accessible to mining equipments on the same bench. In this paper a binary integer programming model is developed in order to incorporate block accessibility constraints in an efficient manner. This mathematical model insures that each block has been open and can be loaded and transported easily by shovels and trucks.

World HCFeCr production is 6.0 million tonnes. Correspondingly 1.1-1.6 t slag / t FeCr is produced depending on the raw material basis. Essentially all FeCr is produced in submerged arc furnaces, while the role of competitive technologies like DC is limited. In all furnaces fluxes are used to optimize the slag composition. Vital characteristics are smelting point, electric conductivity and viscosity. The main components of FeCr slag are SiO2, Al2O3 and MgO. Additionally it consists of Cr-, Fe-oxides and CaO. Granulated slag and/or classified slag products are produced depending on the production process. The slag products are mainly marketed in road and civil construction purposes but also in producing refractories. Normally crushed and screened slags are produced simultaneously when recovering alloy. The leachate of slag products is low and performance results are excellent. Slag products successfully replace natural sand and macadam. Generation of waste is essentially reduced. Producing and using slag products are described as BAT-technology and it is an essential environmental aspect. Outokumpu Tornio Works produces 320 000 t FeCr-slag/a. This paper deals with formation of slag in smelting process, its chemical composition, physical and structural characteristics, utilization and product specifications as well as environmental aspects. The slag products are standardized and CE marked. Additionally the role of slag in smelting and alloy recovery is reviewed in this paper.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

The introduction of extra low profile (XLP) mechanized equipment within Anglo Platinum is aligned with the overall New Mining Technologies strategy to focus on continuing modernization of our mining operations` incorporating injury-free production and cost-effective mining technologies. The method allows for the introduction of a suite of ultra-low profile equipment in narrow reef (1.2 m) stoping operations. For the first time it is now possible to achieve total trackless mechanization at these widths and indications are that XLP mining has the potential to add more value when benchmarked with conventional mining and low profile (1.8 m) room and pillar methods. Various mine layouts were tested at different sites within Anglo Platinum and the XLP breast mining layout proved to be the most effective. This paper describes the results of the trials at Waterval Shaft and concludes with recommendations on our future strategy on implementation of XLP technology within Anglo Platinum.
