"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. "A well-performing solvent-extraction circuit is a key part of producing good quality copper cathode. To ensure consistent operation, a good understanding of the circuit’s operation and an ability to rapidly troubleshoot key parameters is required. This paper briefly discusses the modeling of solventextraction circuits. The paper then goes on to discuss the determination of key performance parameters from plant data and comparing these with the circuit models to quantify circuit performance. The identification and troubleshooting of circuit issues is presented with a worked example. INTRODUCTIONA well-performing solvent-extraction (SX) circuit is a key part of producing good quality copper cathode. To ensure a consistent, high-quality operation, a good understanding of the circuit performance is required. Evaluating the performance of an SX circuit is an extensive topic. The objective of this paper is to focus on the evaluation that the metallurgist should be performing on a regular basis using flow and concentration data. This paper does not cover important topics, such as crud management, phase continuity, or organic management. Some basic SX modeling concepts are first be presented. The calculation of the parameters is then presented with a brief discussion and recommended ranges (where applicable). A worked example is used to provide a basis for further discussion on the evaluation of the calculated parameters and use of data collected.BASIC SOLVENT-EXTRACTION MODELING CONCEPTSThis section presents the basic modeling concepts used in SX simulation packages currently available. SX reagent suppliers have invested significant time and effort into collecting data on the performance of their reagents under different conditions. Based on these data, suppliers have developed packages which they normally make available to their clients for free. These are typically used for process design and plant optimization studies. For example, BASF developed ISOCALCTM and CYTEC Industries developed MINCHEM® and MEUMTM.Chemistry of Copper Solvent ExtractionLiquid–liquid extraction involves the selective transfer of a substance between two immiscible liquid phases by controlling the relative solubility in each phase. In the case of copper SX, the exchange is typically achieved by an oxime-based chelating mechanism. In particular, mixtures of aldoxime and ketoxime are normally used in conjunction with modifiers. More detail on this extensive topic can be found in Schlesinger et al. (2011)."

"Flotation plant design, construction and start-up can be challenging tasks, because multiple factors and disciplines have to be combined in an efficient manner, in order to execute a project that meets the technical, financial and timeframe expectations. Key considerations that need to be addressed when designing a flotation plant are process requirements, equipment integrability, automation, and up- and downstream processes/designs. Furthermore, several other lifecycle factors need to be considered, such as servicing and maintainability, operational costs, future expansions and decommissioning, among others. To address these challenges, Outotec has developed a new approach to designing flotation plants that targets eliminating most of the inherent risks that can be found in these types of projects. The new Outotec® plant is a fully modular approach in which the above-mentioned challenges have been taken into consideration in the design phase. As a result, the cPlant concept can give several benefits for new and experienced companies involved in the minerals processing business, such as lower risk investments, fast and cost-efficient flotation plant delivery, faster ramp-up period, easy plant expansions, fully automated processes and operation and maintenance ease. As well, dismantling and transportation of the cPlant to a new location is easy and fast, hence the new cPlant concept makes possible to exploit small, short-lifespan ore deposits and also retreat old tailings ponds that might contain valuable minerals and where the ore quantities are limited. Furthermore, cPlant is easily implemented for brownfields and temporary expansions during bigger expansions."

Industrial mining in Zambia started in the 1930s when the world class copper deposits near the border with Katanga were developed. The discovery of these deposits began at the turn of the century when the first claims in the Copperbelt were pegged at Chambishi, north of what became the town of Kitwe1. World War I and the difficulties of raising sufficient capital for such large scale undertakings delayed the exploitation of these deposits. Following this hesitant start, a large copper mining complex was built, resulting in the development of five major towns, all highly dependent on the mining and beneficiation of copper and cobalt. Copper became so important to the country that, on independence, the only non-mining town to make it onto a list of the top six was the capital, Lusaka. From commissioning of the mines to the end of the colonial period in 1964, copper production increased to just over 640 000 t annually2 (see Figure 1). After the establishment of the new Zambian state, production continued to increase, supported by a benign legislative environment and strong international copper prices. The government of Kenneth Kaunda was intent on improving the conditions of the rural poor and reducing unemployment in urban areas. To this end, the government embarked on an ambitious project of refocusing Zambia's economy away from the colonial role of commodity supply to one of decentralized mass employment. The Copperbelt industrial complex was key to the success of this approach, and in 1969 the Zambian State acquired a 51 per cent stake in Zambia's two main copper producing companies: Roan Selection Trust and Rhodesian Anglo American Corporation. The former became Roan Consolidated Mines Ltd (RCM) and the latter became Nchanga Consolidated Copper Mines Ltd (NCCM). In the year they were nationalized, the mines produced at least 720 000 t of copper? and employed approximately 48,000 workers (see Figure 2)2-4. The subsequent economic policies of the Zambian Government depended heavily on the state's ability to monopolize the proceeds of copper mining.

"Artisanal mining is basic mining characterized by manually intensive work methods utilizing primitive or simple equipment and conducted by individuals or small groups exploiting deposits. Artisanal mining in Rwanda and Burundi is further complicated in that the techniques applied are often inadequate, resulting in low productivity and poor recoveries, and workers are paid low wages with owners reluctant to reinvest in the mining operations. A consequence of this vicious circle is often poor working conditions, with miners operating under unsafe and/or unhealthy working conditions. An additional problem is that mining is conducted in a manner that is detrimental to the environment.Artisanal mining is commonly more dangerous than large-scale modern mining operations. Artisanal operations are generally subsistence activities with the miners focusing more on immediate concerns than the long-term consequences of their activities. When miners have no other source of income, they will usually find ways to evade controls and carry on working. Machinery tends to be expensive and often far beyond the reach of most artisanal miners, and therefore there is a general tendency for workers to focus on labour intensive and riskier mining methods.This paper proposes the introduction of small-scale mechanization with labour-intensive manual mining utilizing a bench mining approach in artisanal mines operating in Central Africa. From the 1950s to the 1980s bench mining was successfully conducted in Burundi utilizing manual labour. In order to achieve a balance between job creation and project economics, the combination of manual and mechanized mining is proposed. Manual mining offers the benefit of local job creation while ensuring good mining techniques, such as minimizing mining loses and dilution. Through the introduction of mechanized loading and hauling activities, areas of high stripping ratios can be viably mined, thus increasing the amount of resources that can be exploited. The use of a loader and tractor-trailer arrangement is proposed, thereby improving throughput, productivity, and worker safety and, reducing the impact on the environment."

The three-product cyclone was originally developed in Russia and is now extensively used in China. The cyclone has recently entered the South African coal industry, and with the obvious advantages that this item of process equipment offers our ever-evolving industry it is safe to assume that it will add value to dense medium circuits in South Africa. Some of the possible applications include: ? Producing multiple products using a single dense medium circuit. These can typically be a primary product with calorific value of 27.50 MJ/kg and a secondary (middling) product with a calorific value of 22 MJ/kg ? High-density separation with a low circulating medium density. Anglo Thermal Coal and Exxaro have pioneered the use of these units at Umlalazi and New Clydesdale respectively. Extensive test work has been performed at Umlalazi to determine the efficiency of the unit and to determine how it compares with the conventional DSM (Dutch School of Mines) cyclone. Some people in the coal industry were initially sceptical and expected the performance of the three-product cyclone to be inferior to that of the conventional dense medium cyclone. The results of the test work have, however, shown that the efficiency of the unit is comparable to that of the cyclones currently employed. A valid concern expressed is the control over the cut-point density of the second stage separation, and work is on-going to find the optimal way to control the secondary separation density. Theoretically, the secondary separation density can be manipulated by changing the orifices of the unit, especially the spigot of the secondary stage. This remains to be proven, and a series of tests is currently being planned. Whatever the result of these tests may be, the three-product cyclone definitely has a place in the South African coal processing industry as it offers a low OPEX and CAPEX solution for producing multiple products from a single circuit, as well as the ability to operate at very high separation densities, while making use of low-density circulating medium. "Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidizing agent. This work shows how the performance of pressure leaching circuits may be improved by optimizing the configuration of autoclaves and the heat removal method. The objective was achieved by creating an autoclave model that combines mass balances, energy balances, and population balances. A base case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity increase options include circuits in which the additional autoclave is added in parallel, in series, and in series with thickening between the two autoclaves. The copper extraction, productivity, and cooling requirements for these options are compared. The series circuit with interstage thickening has the highest extraction and productivity; however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water, and flash recycling. The flash recycle option results in the highest copper extraction, and the quench water option the lowest copper extraction. IntroductionBackgroundCopper sulphide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work.In the pressure leaching process, sulphide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidizing agent, usually oxygen, is required to oxidize sulphide ions to sulphate ions. The oxidation of sulphur to sulphate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. I, as the Chairman of the Technical Committee would like to express thanks and high appreciation to all the Committee members for their whole hearted efforts in all respects without which it would not have been possible to complete these proceedings in the scheduled time. Technical Committee desires to place on record their gratitude to Organising Committee for their synergic cooperation all through in successfully executing multifarious tasks, associated with such a grand international technical Congress.

Over the last 40 years, numerous investigations have focussed on the preg-robbing capacity of carbonaceous material during gold ore processing. Various techniques have been applied to characterize the physical and chemical properties of the carbonaceous material in efforts to predict its preg-robbing capacity. The present study, which forms part of an ongoing investigation, is specifically designed to increase the understanding of preg-robbing in ores containing carbonaceous material. In excess of 100 samples from 13 gold mines located in major gold provinces of the world have been incorporated into the present study. These samples were characterized using industry standard metallurgical techniques and were shown to have gold adsorption capacities ranging from a few grams to many hundreds of grams of gold per ton of ore. Further analysis showed that the crystalline nature of the carbonaceous material, which is related to its geological history, is important in determining the preg-robbing capacity of an ore. This finding builds on the common understanding that the preg-robbing behaviour of an ore is related to the amount (or abundance) of carbonaceous material present in that ore. In this study, Raman spectroscopy was used to evaluate the physical nature of carbonaceous material. This is a tool which has been successfully applied by researchers for the characterisation of carbon materials, with respect to crystallite size and lattice defects. Raman analysis of the samples included in this study showed varying degrees of disorder in the carbonaceous materials from the different deposits. Comparison of the Raman spectra with the gold loading capacities of the samples indicated a direct relationship between the structure of the carbonaceous material and its capacity to preg-rob gold. From this, a simple and robust method has been developed based on the Raman spectra of the sample and carbonaceous material content to predict the preg-robbing capacity of an ore. The potential exists to develop a predictive tool using Raman spectroscopy for characterising the preg-robbing capacity of an ore. Such a tool would have potential application in projects ranging from the early stage of exploration through to more detailed feasibility studies and mining operations. The result of applying the predictive method outlined in this paper would be the effective and proactive management of the deleterious influence of carbonaceous material on gold recovery in mining operations.

Most copper/cobalt ores from the Central African Copperbelt contain sulphidic compounds, which are not extractable in direct leaching. Roasting provides the possibility to transfer the valuable components into leachable compounds. In an operation window defined by temperature and off-gas composition it is possible to selectively oxidize iron sulphides to haematite and copper/cobalt sulphides to sulphates. Selective sulphating of the valuable minerals is an important condition for the subsequent leaching stage. The dissolved copper and cobalt are recovered by solvent extraction and electrowinning. This technology has been part of an established process for many decades. The concentrates from recent projects on the Copperbelt have lower sulphur contents, and frequently higher copper contents, than those from older projects. The paper shows the consequences of this trend for plant operation and explains useful counter actions by means of case studies. Autothermal combustion is ensured even at very low sulphur contents. Off-gas treatment has so far been based on SO2 removal through sulphuric acid production. The generated acid is used to make up acid losses in the hydrometallurgical plant section. This well-proven process combination is still the preferred route if the feed sulphur content is high enough; however, some cases may require different off-gas cleaning concepts without compromising on clean air quality. Roasting in a fluid-bed furnace remains the core of the technology. Fluid-bed roasters are easy to operate and provide an excellent control of the calcine quality. Different feeding and heat-recovery systems are used to provide a tailor-made solution for each project. Outotec built it first sulphatizing roaster in Zambia about 30 years ago. At that time, the roasting of metal sulphides was already one of the main technologies in the company. Outotec has developed roasting solutions for copper, gold, zinc, lead, molybdenum, and pyrite ores. The continuously expanded and upgraded research facilities provide an excellent basis for developing sustainable, energy-efficient, and economic solutions for copper and cobalt production in Africa.

The University of Kentucky (UK), with an enrollment of 25,891 in fall 2002, is a comprehensive, public land-grant university located in the Bluegrass Region of Central Kentucky. As the State’s flagship university, UK has long been involved in distance education, first through traditional correspondence courses, followed by use of videotape and satellite delivery in the 1970s and1980s, but soon supplanted by use of interactive television (ITV) and on-line course delivery in the 1990s to date. Today, UK Distance Learning Programs annually administers approximately600 course sections, with services provided to over 5200 enrollees. Courses are offered via six media: interactive video, Internet, on-site, satellite, open-air and cable television, and videotape, with hybrid delivery becoming increasingly popular. The University of Kentucky College of Engineering experience with distance instruction prior to 1985 was limited to videotape non-credit offerings. The Department of Mining Engineering, a small department in terms of numbers of both faculty and students, was a University pioneer in distance education. The first University degree program offered in its entirety by distance delivery(initially by itinerant faculty) was the Master of Mining Engineering. Satellite delivery from Lexington to Cumberland, Kentucky, was a welcomed change of delivery mode in 1987–88,resulting in six hours less travel time for faculty each week. Shortly thereafter, other initiatives directed toward fulfilment of its land-grant mission were undertaken by the College. Use of satellite for course delivery rapidly declined due to limited interactivity, in favour of compressed video and on-site instruction. Classroom sites in the Kentucky Tele-Linking Network (KTLN) now number over 200. The Network links schools, colleges and universities, as well as public and private agencies throughout the State. The KTLN supports voice, video, and data transmission in a uniformly-equipped environment. Beginning in the early 1990s, transfer-critical pre-engineering courses were delivered from Lexington to Kentucky’s community colleges with the largest pre-engineering enrolments. Success was limited, but lessons learned were invaluable. In 1996, the University of Kentucky College of Engineering was asked by the Kentucky Council on Higher Education (the predecessor to the Council on Postsecondary Education) to expand engineering education in Kentucky, first by initiating cooperative B.Sc. degree programmes in Chemical Engineering and Mechanical Engineering on the campus of Paducah Community College (PCC), located 400 km from the UK campus in Lexington. The third partner in these programmes is Murray State University (MuSU), a public regional comprehensive university 80 km south of Paducah. The genesis of the new degree programmes, which were subjected to ABET review in October 2002, as well as a summary of the major accomplishments and challenges of the innovative programmes, will be offered. The limited use of distance technologies for course delivery in these B.Sc. degree programmes will be discussed. A ‘no-spin’ overview of other non-traditional distance-learning ventures within the College of Engineering will be chronicled, with an honest assessment of the motivation for these efforts and, where appropriate, their relative degree of success. Among these ventures are: a BScME and a Master of Engineering programme at Toyota Motor Manufacturing of Kentucky, Georgetown, Kentucky; course exchange in Chemical Engineering between the University of Kentucky and the University of Louisville; an ITV-based Master of Engineering programme for practicing engineers in Kentucky; proposed joint-degree programmes in Civil Engineering and Mechanical Engineering with Western Kentucky University; and a proposed part-time MScME programme in Paducah, Kentucky, with a start date of August 2002, threshold enrolment permitting. The Impala Platinum Limited Base Metals Refinery in Springs, South Africa, refines convertor matte containing base metals and PGM?s (platinum group metals) using a hydrometallurgical process. In addition to a PGM-rich concentrate that is further refined, the Base Metals Refinery produces nickel (in powder or briquette form), copper cathodes and cobalt powder. Five leaching stages are utilized to remove the base metals and impurities from the PGM concentrate. The project described in this paper involves a radical redesign of the second stage leach autoclave with the aim of reducing maintenance costs and downtime, increasing throughput and ensuring a safer working environment. The second stage leach process at the Base Metals Refinery, produces a PGM-rich residue through the extraction of copper and any remaining base metals from the first stage leach solid residue material. Leaching is performed in an autoclave operating at a pressure of 600 kPaG and a temperature of 140°C to 150°C. Concentrated H2SO4 is added to the feed to produce a solution with a free acid content between 10 and 30 g/L and a pH of less than 2. Oxygen is passed into the 1st and 2nd compartments of the autoclave. As a result of the aggressive, highly oxidizing conditions within the autoclave, the original design utilized a heavy wall carbon steel shell with lead lining and two layers of acid bricks. The bricks acted as a wear resistant material and ensured a low surface temperature at the skin of the lead lining, whereas the lead lining acted as a corrosion barrier to protect the steel shell. These brick lined autoclaves were heavy, maintenance intensive and prone to catastrophic failure. A radical autoclave redesign was needed to reduce the high costs of manufacturing, installation and operation. Finite element modelling was used to optimize the design and various high alloy materials were investigated for the application. Based on extensive test work, the carbon steel shell was replaced with duplex SAF 2205 stainless steel in the new design. The use of this highly corrosion resistant material, eliminates the need for the lead and brick linings and reduces the wall thickness requirements substantially, resulting in an increase in the available volume for the same external shell dimensions. The vessel is welded in circular sections to form an elongated, impermeable, cylindrical body, with several agitator nozzles and compartments. The first new duplex stainless steel unit has been in continuous operation for more than 24 months and its performance has exceeded the highest expectations. The design was so successful that a patent has been registered. The major benefits of the new stainless steel design include increased throughput, improved performance, less downtime and a safer working environment. Lead has been eliminated and replaced with a more environmentally safe material, and the total lifespan of the vessel has been extended. In addition, the autoclave project has made significant developments in advancing the field of welding and optimizing the integrity of welding quality standards in South Africa.

The development of a cyanidation route for the treatment of gold-plant gravity concentrates is described. This work was carried out as a natural consequence of earlier improvements to the recovery of gold in the gravity sections of existing gold plants. Concern about the environmental aspects of the conventional amalgamation process was further motivation in the development of an alternative procedure. It was found that the partial pressure of oxygen in solution was the most critical reactionrate determining factor. The rate of gold dissolution was shown to be controlled by the reaction rate below approximately 25°C and by diffusion above that temperature. Thus, the efficiency of pulp agitation and oxygen partial pressure permitted a high degree of control over the rate of gold dissolution. The use of oxygen rather than air significantly increased the dissolution rate of both gold and silver. The solubilities of sodium, calcium, and potassium aurocyanide complexes under simulated reaction conditions were studied, and it was established that the values for the sodium and calcium complexes were limited, requiring the use of lower pulp densities and higher reaction temperatures for the treatment of very high-grade concentrates. The presence of excessive amounts of tramp iron in such concentrates of up to 25 per cent by mass was found to result in poor gold dissolution owing to the cementation of gold under certain reaction conditions. The maintenance of high oxygen partial pressures, together with high cyanide concentrations, high pH levels, and the presence of calcium in the system, all aided in passivating the tramp iron. Copper, gold, and iron were shown to be the main cyanide-consuming elements. Optimum gold dissolution was obtained in a closed bench-scale reactor incorporating a flotation-machine type of agitator for effective pulp agitation and oxygenation, the oxygen being recirculated. The reactor was designed to operate under a very small positive pressure. After reaction times of 2 to 6 hours at temperatures in the region of 30°C, both the gold and the silver dissolution averaged 99,S per cent. In the case of very high-grade concentrates, it was shown that gold could be floated in the same reactor by drawing off the flotation concentrate through a port in the reactor. A flotation recovery of 87,4 per cent of the gold in 3,9 per cent by mass was obtained. The recovery of osmiridium from cyanide-leach residues and the electrowinning of gold from the pregnant liquors were also considered as processing aspects in the treatment of gold-plant belt concentrates. Final table tailings with a gold concentration of 10to 12 gft were obtained. The results of the investigation strongly suggested that an alternative cyanidation route for the treatment of gold-plant concentrates was technically feasible, provided the system included effective agitation and oxygenation. In the case of lower-grade concentrates, cyanidation followed by the electrowinning of gold appears to be the simplest route, while, for high-grade concentrates, flotation and smelting of the concentrate followed by cyanidation of the flotation tailings are suggested. The use of oxygen rather than air for sparging the pulp would depend largely on the grade of material to be treated. A preliminary comparison of the costs related to the amalgamation and cyanidation processes for the recovery of gold from such concentrates indicated very similar capital and operating costs. It was concluded that other considerations, e.g. toxicity, safety, and lower labour requirements, were more important than such small cost differences. Furthermore, the 'opening' of the gold-plant gravity circuit, which would be made possible by a cyanidation route, would further reduce the operating costs because of the subsequent decrease in the tonnage to be treated.

G. H. HENDERSON INTRODUCTION It is a pleasure to have read Mr Schuman's wide ranging and highly informative paper and also to congratulate him. Before proceeding to give views on the use and preservation of coal in South Africa, it is perhaps apposite to look at the South African scene on the world canvas. Mr Schuman's figures in his Table I are highly revealing. The Table shows expected consumption, export and import demand in the year 1980 by the continents of the world. The Republic of South Africa is shown as one of only four exporting countries at that date, although in the interim, Australia has become an exporter and will continue to grow as an exporter of coal. Huge fields have been proved in recent years. There is reason to think that for some years, coal and its economical uses have been under-estimated. The importation of oil carries a constant question mark and the exciting possibilities expressed in the uses of Dranium a decade ago for power generation, appear to have met with some setback. Present indications are that breederreactors will be delayed until about 1990. The capital cost of such reactors, too, is enormous. By 1980 it has been estimated that 20 per cent of the energy required by the leading ten nations of the world will come from nuclear power, but 80 per cent would then remain for fossil fuels and hydro generation. COAL DEMAND AND USAGE It is of interest to record that coal production in all the countries of Europe has declined markedly in the last 25 years. This is due to competition from oil, gas and nuclear power and also for sociological reasons; but there are signs that efforts will be made to resuscitate, at least in some measure, the mining of coking coals for which there is a strong and growing demand. Possibly all hard coal now mined in Germany has coking properties and that country is self-sufficient in this commodity. Germany might perhaps consider selling coking coal to her neighbours and importing additional coal for power-raising purposes. It has been frequently stated in American publications that the coal reserves of the D.S.A. are sufficient for 1 000 years. What that means, I do not know, but it is at least an indication that America has huge reserves of coal. Domestic and export demand in the U.S.A. in 1968 exceeded production for the first time. In 1969, the United States' output amounted to some 556 million tons, an increase of less than 2 per cent on the previous year. The output achieved fell short of demand, domestic and export, by more than 7 000 000 tons. This has caused and is continuing to cause anxiety in the U.S.A. In many countries young men for a number of reasons, largely environmental and social, are not coming forward in sufficient numbers for mining requirements and the same pattern has revealed itself in the Republic. This is, indeed, alarming because mining men in large numbers will be required to meet the estimated tonnage requirements set out in the following Table: It is difficult to visualise the replacement of these coal requirements either by oil or by nuclear fuels. The coal must be mined and men are required for the purpose. Unless a greater section of the population is allowed to participate in the more responsible aspects of mining, there is a serious likelihood that demand will not be matched by output. In addition to local demand, a lively export trade is possible. Exports are dependent on the future capacity of the South African Railways and Harbours and on Government policy. An export figure of 10000000 tons per year during the decade can be visualised and this figure would raise total estimated sales production to a figure of over 100 000 000 tons in 1980. You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

This paper describes and sets in context the commercially proven uranium extraction processes. It also discusses some of the technologies that are currently being pursued with the aim of reducing costs and overcoming a number of technical issues that are faced by process designers and operators. In doing so, opportunities for the transfer of extraction technology from other industries/commodities are identified. The key processing areas that are examined include: ?The influence of mineralogy. The type of uranium mineralization and the nature of its association within a particular deposit will have a major impact on process route selection. Uranium minerals are classified according to their influence on extractive metallurgy. As the uranium price has risen in recent times, so opportunities are increasing for the recovery of uranium from less conventional resources such as phosphates and fossil fuels. ?The opportunities for employing techniques aimed at reducing the capital and operating costs of the overall process such as heap leach and beneficiation. Preconcentration by screening, gravity separation and radiometric sorting can potentially reduce the mass flow to the downstream leach and recovery plants. ?Purification or separation of uranium in carbonate systems. While it is possible to directly precipitate uranium from clarified leachate, the presence of impurities such as vanadium, molybdenum and others may dictate that ion exchange or selective precipitation is employed. Advances have been made in other industries in terms of improved ion exchange equipment aimed at reducing resin inventories and hence costs. ?Separation in acid leach systems. Earlier developments included the use of combined SX-IX systems (Eluex or Bufflex) and the introduction of continuous countercurrention exchange (CCIX). Column SX has found a ready application to uranium in view of the rapid extraction kinetics. With the renewed interest in uranium processing, efforts are being redirected towards further development of resin-in-pulp (RIP) as a means of driving down capital and operating costs. ?Extraction in a chloride environment. Australia and Namibia are desert countries where good quality water comes at a cost. However, both have access to saline water from either the ocean or subterranean aquifers. The issues associated with operating a uranium extraction operation in such environments is discussed. ?Extraction from less conventional sources. Recent price increases for U3O8 have resulted in a number of companies examining the recovery of uranium from sources such as fossil fuels and phosphate deposits. Both of these areas were examined in the 1970s and 1980s and a number of approaches were commercialized. The paper reviews the extraction options.

'Gee Whiz', a nationwide schools' science and technology competition, is being screened on SATY1 on Friday evenings at 18:00. Twenty-seven schools from al over South Africa are taking part in the series, which will run for 13 weeks. The participating schools were selected on the basis of their performance in the National Youth Science Olympiad and in Mintek's Minsa science competition, which has been organized on an annual basis since 1988.

FINANCE The annual accounts, which follow this report, reflect a healthy position and show that measures taken by Council over the last few years to boost income have been successful. A higher income was needed not only to meet rising costs but also so that the services provided by the Institute for its members could be expanded. This year's income of R55 025 showed a further increase compared with last year's figure of R48 307. Income from subscriptions was higher mainly owing to an increased number of Company Affiliates, and this is indicative of the support given by mining and metallurgical companies to the good work being done by the Institute. Further sales of publications of the symposia held over the last few years again made a useful contribution to income of R4560. The first Winter School held in 1973 yielded a surplus of R7495 after the expenses had been deducted from the income received from registration fees. The cost of administering the Institute increased by R2212 compared with the previous year. Included in this was a donation of R1000 to the A.S. & T.S. Trust Fund. The cost of publishing and printing the Journal increased by R2034, but advertising and extraneous sales of the Journal were higher, with the result that the net cost of the

W. R. Lawrie (Member): As all the Institute members present are aware, the Ninth Commonwealth Mining and Metallurgical Congress was held in Great Britain from 3rd to 24th May, 1969. The Congress opened in London and the first week was devoted to technical sessions. Several receptions and other forms of entertainment were held in the evenings. The Congress was attended by some 1 200 delegates, many of whom were accompanied by their wives. As can be imagined a large organisation was needed to cater for all the whims of these delegates, to arrange accommodation and to provide transport for the technical trips, for the receptions and for the sight-seeing tours. Papers presented at the technical sessions proved of great interest. It was stimulating to hear of the developments taking place in the various branches of mining and metallurgy. The discussions which developed between men from so many different countries were thought provoking, led to new friendships and most of us made valuable contacts for the future. There were 141 papers presented in the one week. They were given in four separate halls with two, three and sometimes four papers coming up for discussion in each of the three sessions per day in each hall. Among the more interesting subjects were those concerning off-shore drilling and the facilities for production of petroleum and natural gas. Beach mining at Consolidated Diamond Mines drew a large audience. Automation, mechanization and other technical developments were well described and we were brought up to date with modern techniques of mineral prospecting. There was general discussion on the future of the mineral industries together with comments on the consumption and price trends of these metals and minerals. The future of uranium, of vital interest to us in South Africa, came in for much debate. During the first week, besides attending the technical sessions and seeing some of the sights of London, we were royally entertained. There was a banquet, attended by some I 400 people, where we were welcomed by Princess Alexandra, a reception by H.M. Government in the Banqueting House, and we were entertained at the House of Lords on a terrace overlooking the bustling and rather muddy river Thames. Then there was the visit to the Glyndebourne Opera. It is only in London that at 3 o'clock of an afternoon, nearly 1 000 people all togged up in dress suits and long dresses and carrying packets of sandwiches for supper could arrive at a station to catch a train, and not even cause a stir of interest or a raised eyebrow! This is the way we travelled 60 miles to the opera from London. Surely there can be no more picturesque or romantic a setting for an opera than this large 400-year old red brick manor house nestling in the green valleys of the unspoilt Sussex countryside. It was a glorious evening and though we returned somewhat late and tired, not one of us would have missed this experience. After the first week in London there was a choice of tours of one week to London and the Home Counties, Cornwall, a Geological tour to Scotland, South Wales, and North England. These were followed by further one week tours to Yorkshire and Lancashire, Scotland, West Country and Midlands, a Geological tour of Wales, and a Mining and Geological tour to Jurassic Iron Mines. We then returned to London for the final session and closing banquet. Post-congress tours were arranged to Europe and to Ireland. It was a wonderful Congress, a great experience, we made many friends and may there be many more congresses! . L. W. P. van den Bosch (Member): Much has already been said in appreciation of the excellent organisation and arrangements made for the delegates who attended this Congress. This report is confined to a brief discussion of the personal impressions gained from the papers presented and the technical visits attended. The papers covered a wide variety of subjects ranging from highly theoretical observations to practical descriptions of operations. There were three main themes, VIZ: 1. The attention given to research and its forceful application to practical operation. 2. A steady development in mechanization and automation leading to savings in manpower. 3. Improvization, modernization and adaptation of exisitng facilities. Thoughts on these themes can best be illustrated by comments on some of the industries visited. COAL The National Coal Board (N.C.B.) has been most progressive and all of us have heard of the Bevercotes Colliery with its completely automatic mining and coal handling equipment. This was not, unfortunately, on show but there is no doubt that this is one of the greatest advances in coal mining leading towards continuous production. Coal in Britain is fighting for its life against oil, North Sea gas, imported gases and nuclear power. Output is dropping, the less efficient collieries are closing down and efficiencies are steadily rising as the following tabulation indicates: In 1931: 1 million men produced 300 million tons of coal In 1947: 0.7 million men produced 230 million tons of coal In 1968: 0.4 million men produced 160 million tons of coal
