The Pollution Prevention Act of 1990 provides few specifics to assist the non-fuel mining and mineral processing industries of the United States in achieving pollution prevention (P2) compliance. The U.S. Bureau of Mines (USBM) recognizes the absence of specific information to reduce pollution impacts from mining and mineral processing of hardrock and industrial minerals. Therefore, the USBM has prepared this publication to help reduce or eliminate environmental pollution and to assure the viability of these segments of the domestic mining industry. This report includes worksheets designed to help operators of mining and milling facilities to establish a P2 program. The report can also be used by citizen and environmental groups, State and local governments, and academia to gain an understanding of P2 as it relates to mining and mineral processing.

The Bureau of Mines conducted research to determine the effectiveness of long holes drilled in solid virgin coal in degasifying an area of the Pittsburgh coalbed showing that horizontal holes drilled into a virgin coalbed from the bottom of any shaft will effectively remove methane gas in commercial quantities from the Pittsburgh coalbed. The in situ pressure at a depth of 214 feet into the coalbed and the average gas and water flows from the five degasification holes were 3 lb/in2 gage and 860,000 ft3/d and 1.7 gal/min, respectively. On June 19, 1975, after 593 days of degasification, a compressor was installed and pipeline quality gas was introduced into a commercial pipeline. As of June 1, 1976, after 1,022 days of degasification, over 753 million cubic feet of gas had been drained and 117 million cubic feet of gas had been purchased by the gas company for use in the local community of Wadestown, W. Va. The gas drained to date is six times the gas estimated to be in the area subtended by the holes. Methane emissions at the working face of 1 West mains, Federal No.2 mine has been reduced by 50 pct, proving the value of methane drainage by horizontal degasification holes drilled from shaft bottoms ahead of mining.

By a decree of March 14, 1929,5 the President of the Faitian Repub- lic, considering it to be necessary, until the mining legislation of the Republic shall have been revised, to put into effect the mining law of Decem- Der 4, 1860 (relative to mines, diggings, and quarries), by the authority given in article 55 of the Constitution, declared the law of February 14, 1919, to be abrogated and the provisions of the earlier mining law (December 4, 1050) again to be valid. No concessions were granted under the law of 1919. All citations in this paper, unless otherwise designated, refer to the law of 1930.

This is the first in a series of progress reports on the longwall subsidence research program at the Bureau of Mines Denver Research Center. As part of this program, the Bureau and the Utah Power and Light Co. are cooperating on a study conducted at the Deer Creek Mine, which is directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. A monitoring network has been established at the Deer Creek Mine to measure subsidence over four adjacent longwall panels. To date, two panels have been mined. Subsidence began as the first panel was mined and continued for 1 year following completion of the panel, during which time the adjacent panel was mined" A maximum of 2.7 feet of subsidence occurred over the two longwall panels mined at a depth of 1,500 feet. Because of the length of time that subsidence continued after mining, the final subsidence profiles and angle of draw have not yet been determined.

"INTRODUCTION The iron-ore deposits near Cranberry, N. C., were worked as early as 1820, and records show that to date at least 1,500,000 tons of ore has been mined.. The early operators depended on selective mining and hand cobbing to yield a product containing 40 to 50 percent iron. Later, a magnetic concentrator was erected by the Cranberry Furnace Co. and was operated periodically until 1930. The magnetic cobbing method employed yielded satisfactory concentrates, but the plant was shut down because costs were too high. 4/Early in 1944, in connection with the sponge-iron program of the Bureau of Mines, North Carolina and Tennessee were surveyed for the purpose of finding a readily available source of high-grade iron ore for use in the experimental production of sponge iron at Salisbury, N. C., and samples from various sources were tested in the laboratory. The Cranberry ore proved to be best with respect to grade of magnetite concentrates produced, and it was decided that a pilot mill should be built on the Cranberry mine property and that the concentrate made there should be shipped to Salisbury for direct-reduction tests in a commercial brick kiln."

Methane-drainage holes must be completely filled by grout before mining to prevent the emission of large quantities of gas during mine-through, which would constitute an explosion hazard. In November 1980, seven horizontal holes at the multipurpose borehole, a small-diameter shaft drilled as a Bureau of Mines coalbed methane-drainage installation on the property of the Federal No. 2 Mine, Monongalia County, WV, were plugged using a sodium silicate gel grout. This report de- scribes the grout mix and the use of the grout at the multipurpose borehole, and discusses the results observed upon mine-through of the holes in early 1981. Cost data for the sodium silicate grout are also presented.

This Bureau of Mines publication summarizes the status of mine electrical equipment reliability research. Failure rate data were estimated from theoretical, laboratory, and field studies. Tables are presented listing reliability characteristics of molded-case circuit breakers, undervoltage relays, ground check monitors, cables, motors, and control circuitry. Application of failure rate data is shown in tables listing maintenance scheduling intervals of components and components that are most sensitive to the probability of hazardous voltages on power distribution systems in the mines. Complete, accurate, and appropriate failure rates on mine equipment are of the utmost importance for reliability evaluations.

This study was conducted to determine the patterns of heat transfer to water-cooled copper crucibles during vacuum arc melting. Values of heat flux from the ingot to the crucible were determined during nonconsumable electrode vacuum arc melting of zirconium and during consumable electrode vacuum arc melting of titanium) zirconium) and steel. The results of these studies con-firm the existence of a high thermal resistance between the ingot and the crucible wall which results from the shrinkage of the ingot as the metal solidifies. Maximum heat flux occurs near the top of the ingot where maximum values of heat flux of 1.4 X 106 Btu/ft2 hr were observed during small-scale consumable electrode arc melting of zirconium and titanium. The maximum heat flux for consumable electrode arc melting of 8-inch-diameter ingots was 0.5 X 106 Btu/ft2 hr. The effects of electrode material) electrode diameter) arc current) and arc potential on heat flux from the ingot to the crucible were studied. Data were also obtained on crucible wall temperatures and on the effect of very narrow annular water jackets.

"The El Dorado copper mine is situated in the foothill copper-zinc belt of California, which traverses the western slope of the Sierra Nevada with unusual persistence from Butte County to Kern County, a distance of more than 300 miles. Although this area contains such important past producers as the Penn mine, Union, and others, a great part of the current production has been derived from smaller properties, which depend largely on premium metal prices for economical operation. The El Dorado mine is in the latter group, which constitutes an important source of metal in a national emergency.Exploration by the Bureau of Mines by means of eight diamond-drill holes Indicated narrow, intermittent lenses of copper ore along structures boo feet in length. The copper occurs in massive sulfides composed of chalcopyrite, pyrite, pyrrhotite, and minor quantities of bernite. The sulfides have evidently replaced tuffs, which are interbedded with the Mariposa slates and shales.H. A. Weiler and Hal T. Hall, owners of the El Dorado copper property, requested an examination by the Bureau during the latter part of 1914. In December of that year an engineer of the Bureau of Mines visited the mine and recommended the project work undertaken. The purpose was to aid the owners in bringing the property into production of copper and zinc, which at that time was critically essential to the war industries.Complete factual data obtained by the exploration are embodied in this report.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G, Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.Acknowledgment is made to A. O. The Bureau of Mines investigated leaching of selected copper sulfide minerals and a composite of impure flotation concentrates at elevated temperatures and pressures with ammoniacal solutions. Copper 1 (tractions of 96 percent were obtained by leaching chalcopyrite at 75° C under oxidizing conditions for 60 minutes. An extraction of 99 percent of the copper contained in the composite concentrate was obtained by leaching the product for 90 minutes at 75° C. In tests of bornite, chalcocite, and covellite, 90 to 97 percent of the copper was extracted at 20° C provided an 8-hour reaction period was used. At 75° C essentially complete dissolution of the copper from these three minerals was accomplished in 60 minutes. Additions of ammonium sulfate to the leach solutions were required to obtain high-percentage extractions of the copper from bornite, chalcocite, and covellite. Although ammonium sulfate was not required when digesting chalcopyrite, copper extraction was enhanced and less free ammonia was required when ammonium sulfate was added to the leach pulps. The chemistry of leaching copper minerals was studied. It was C, termined that chalcocite altered to covellite as one step in the dissolution When leaching iron-bearing copper sulfides, hydrated iron oxide formed on the mineral surfaces, indicating that a diffusion process prevailed. No evidence of covellite was detected.

"In at least three out of every four working faces in metal mines there is no attempt made to cause air circulation other than by use of compressed air, and in at least nine cases out of ten the compressed air is released merely by opening, or partly opening, the valve and allowing the compressed air to escape through open air hose used to convey the compressed air to the drilling machines. Usually no blowers are in use during periods of drilling, as the exhaust from the drill provides cool, comparatively fresh air for the driller; however, in some instances, the compressed-air line is provided with a tea connection, which permits taking air for the drill from one side of the tee, and air for ventilation through a separate hose used as a blower, simultaneously with drilling.Table 1 contains temperature and humidity data as to compressed-air blowers from open end of air hose at 36 working places in eleven metal mines of four States, embracing the mining of gold, silver, copper, lead and zinc ores, and at horizons ranging from 500 feet below the surface to as low as 4900 feet.It is noticed that the ordinary air surrounding the worker at the face gives an average wet bulb temperature of 81.7° F. for the 36 working faces, with 84.7° F. dry bulb and 87.2 per cent relative humidity. The average wet bulb tem¬perature of 36 readings at these working faces of compressed air at the end of the,hose as the air issues from the hose was 67.4° F., or 14.3 degrees lower than the average wet bulb readings of the air of the working places; however, the average dry bulb temperature of the 36 readings of compressed air as it issued from the end of the hose was 79.7° F., or only 5 degrees less than that of the general air (84.7°); the relative humidity was 51.1 per cent as against 87.2 per cent for the surrounding air. Readings were taken in five raises, seven crosscuts, ten drifts and 14 stopes.It will be noted that the velocity or movement of the general atmosphere at each of the entire 36 working faces, was found to be practically imperceptible; this might readily be inferred since compressed air is rarely used on blowers if there is adequate circulation of the general air of the place. Where rook temperatures could be obtained readily, they are shown; it is noticeable that the dry bulb temperature of the air of the working place varies little from the rock temperature, and that the dry bulb temperature of the compressed air as it issues from end of air hose varies only a few degrees from the temperature of the surrounding rock; in some instances the dry bulb temperature of the compressed air as it issued from the end of the air hose was higher than the rock temperature or the dry bulb temperature of the surrounding air."

The heats of formation of two lead vanadates (Pb2V207 and Pb3V208) and manganese vanadate (MnV206) were determined by hydrochloric acid solution calorimetry, supplementing previous Bureau of Mines measurements of the vanadates of calcium, magnesium} and sodium. Heat and free energy data for 11 vanadates were assembled on a common basis. The stability of comparable vanadates (with respect to the oxides) increases in the following order: Magnesium, manganese, lead, calcium, sodium.

A study was made in the Bureau of Mines experimental coal mine of factors affecting gas ignition by a cutoff explosive charge. Experiments showed that, although gas could be ignited under some circumstances, the probability under normal mining conditions would be low. The use of permissible explosives, relatively short-delay intervals in firing adjacent holes, blasting to a 6-inch kerf, and reasonable care in the placement of the holes favor safe blasting and are current practice in mining. The experiments also showed that the weight of the charge is not a primary factor in the ignition of gas by a cutoff charge. The quenching action of a first charge on the igniting action of a second was verified in a supplementary study. Related experiments have shown that gas at the face may be ignited by a single charge of explosive when fired with a light coal burden. Permissible explosives were less hazardous under these conditions than nonpermissible explosives. The frequency of gas ignition in cutoff and single-charge experiments increased as the linear distance between the sheared face and the opposing mine rib increased.

The thermal conductivity, electrical resistivity, and Seebeck coefficient for nine compounds, based on the formula for enargite Cu3AsS3, were measured in a search for efficient materials to be used in thermoelectric generators or refrigerators. Results indicate that one of these compounds, Cu3SbSe4, has thermoelectric properties approaching those of bismuth telluride. An investigation of the effect of adding small quantities of tellurium to Cu3SbSe4 and Cu3SbS4 in order to improve their properties also was made. A figure of merit of 2.1 x 10-4 °C-1 was obtained for Cu3SbSe4 + 0.1 percent tellurium.

During studies of the various methods for determining and specifying the factors that indicate whether a particular coke is better or worse than other cokes for metallurgical uses, questions arose as to the precision of screen-analysis tests on coke. Although the usual index of precision, the standard deviation of the test result, gives a measure of the precision of these data, the experimental determination of the standard deviation for a particular set of conditions requires tests on a large number of duplicate samples. Because this procedure necessaily involves a great deal of labor, an equation for predicting standard deviations from theoretical considerations has been developed. Results predicted with this equation agree satisfactorily with the experimental values and are applicable to tests on coal, coke, gravel, and other bulk materials.

The Bureau of Mines conducted research to degasify a virgin block of coal in the Beckley Coalbed using long horizontal holes drilled in an array from the bottom of a ventilation air shaft. Eight horizontal holes and an in situ pressure hole were drilled in a radial pattern to depths ranging from 418 to 910 ft (127 to 277 m) and 205 ft (62 m), respectively. The investigation showed the shaft was in a basin saturated with water, which resulted in low gas flows from holes. The in situ pressure at 200 ft (61 m) into the coalbed was 79 psig (544.6 KN/m2). The aver- age gas and water flows for the eight holes were 94,100 ft3/day (2,665 m3/day) and 13 gal/min (49.3 l/min) . After 514 days of degasification, 18.7 million ft3 (0.53 million m3) of gas had been drained. Methane face emissions, which were measured as a section advanced toward the shaft, were reduced about 77 pct, emphasizing the value of drainage by this technique. All holes were grouted before the area around the shaft was mined.
