The principal activities of the Bureau of Mines Explosives Research Center from July 1, 1962, to June 30, 1963, are described briefly in part 1. Part 2 gives short abstracts of publications that appeared during fiscal year 1963; in general, the research reported in these publications antedates the report period.

Direct current electrical systems are used in most coal mines primarily to power the main haulage trains and secondarily to feed other equipment and passageway lighting. Electrical power is supplied from rotary machines or static rectifier equipment and is distributed through the mine by open trolley wires and feeder cables. The rails of the haulageway are used as a current return path. This exposed power distribution system is very vulnerable to conditions which lead to undesired leakage currents and short circuits and, consequently, the possibility of fires or other hazards to personnel. Present techniques and equipment have been utilized in so far as practical to improve the safety of the dc electrical system; however, there still appears a need for further improvement. Because of this need, this program was sponsored by the Bureau of Mines to investigate two specific technical areas related to improvement of dc electrical system safety. One area included the determination of the characteristics of mine electrical systems and their protection requirements and the verification of the adequacy of available protective devices for mine service. Despite the widespread application of industrial protective equipment in mines, there was little detailed technical information available related specifically to the performance of this equipment in service. Our task was not only to develop useful information regarding mine system protection, but also to define and verify the adequacy of the protective devices available. The assembly procedures for nine different wire rope terminations used in the mining industry are presented in a format and manner to facilitate training and to provide points where inspection of the termination should be performed. The nine terminations addressed are: Flemish Loop with Steel Sleeve & Thimble, Flemish Loop with Steel Sleeve, Wedge Socket, Swaged Socket, Turn Back Loop with Sleeve & Thimble, Thimble Splice with Four Tucks, U-Bolt Clip & Thimble, Zinc Poured Socket, and Epoxy Resin Poured Socket. The manual was prepared to be used primarily for field type mining operations or training where high capacity machinery is quite limited. It is nut the intent of this manual to suggest that the procedures presented are those to be used by manufacturers or other commercial enterprizes. A different set of procedures may be more appropriate where ideal space and equipment resources are available. The assembly procedures were derived from standard industrial practice, manufacturer's recommendations, and the open literature on the subject. These same procedures were used to prapare test specimens for an extensive series of pull and axial fatigue tests. The results of these tests indicate that these procedures are satisfactory in all respects. This manual is to be used as part of a complete training program. Although a brief glossary is included, there has been no attempt to make this a primer on wire rope. The selection of wire rope termination hardware, like the selection of the wire rope, is a subject not covered by this manual. The reader is cautioned that there are various sources for such hardware and this selection must be done carefully.

Safety rules for installing and using electrical equipment in and about coal mines covered in this information circular supersede those previously included in Bureau of Mines Bulletin 514, issued in 1952. This revision brings these rules up to date and more nearly in line with present operating and safety practices in the industry. The rules are intended to supplement existing Federal and State regulations, and no provision shall be construed to oppose or supersede any provisions of the Federal Mine Safety Codes, the Federal Coal Mine Safety Act, or the mining laws of any State. The rules were designed to permit progress, such as application of new or improved materials and equipment or use of new practices where these materials, equipment, or practices retain or improve the level of safety established by these requirements. It is hoped that they will fill the need for a concise edition for mine electricians and electrical engineers, especially those who do not have ready access to more detailed rules or codes.

The outstanding trend in the graphite market is the fast-growing demand for cheaper qualities of graphite and the declining consumption of the more expensive varieties. The manufacture of graphite, crucibles for melting metals was one of the earliest applications of the-mineral and for many years constituted by far the leading source of demand. In later, years, however; and more especially since the Great War, the increasing demand for high-grade steel ingots and castings instead of enlarging crucible sales has permanently curtailed the domestic demand for crucibles because it has hastened the introduction of electric, oil or gas fired furnaces to replace the older types requiring pots to hold the metal during melting. While there has been a substantial increase in the use of graphite for miscellaneous refractories the total consumption for such purposes is too small to offset the shrinkage in demand for crucible making, and though it consumes the better and hence more expensive grades of crystalline flake graphite, it does not call so insistently for the still costlier Ceylon grades.

From the standpoint of tonnage and dollar value copper is the most important nonferrous metal mined in North America. The opening of copper mines has had an important bearing on the development and settlement of many sections of the continent. The prosperity of many of the mining States or provinces depends directly upon the copper-mining industry. Normally, about 35,000 men are employed in the copper mines, mills, and smelters of the United States. The United States is the most important producer of copper among the nations; more copper is mined in North America than in any other continent, and for many years the United States alone produced about half of the copper of the world. During the last 10 years increasing production in South America and Africa has reduced the relative importance of North America and the United States.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

In the late 1970's, the Bureau of Mines began to examine the criteria for reestablishing vegetative cover on coal strip mine spoils near Glenrock, WY. A 9-acre plot, consisting of (1) spoils covered with topsoil, (2) spoils without topsoil, and (3) spoils treated with sewage sludge, was constructed. These plots were seeded with Tegmar intermediate wheatgrass (Agropyron intermedium), Fairway crested wheatgrass (A. cristatum), and Critana thickspike wheatgrass (A. dasystachyum). After 5 yr, the topsoil had about 70 pct plant coverage. Revegetated spoils, without topsoil addition, averaged approximately 30 pct plant coverage, and sewage sludge-treated spoils had about 45 pct plant coverage. Comparison of grass types showed the intermediate wheatgrass produced greater surface coverage.

"INTRODUCTION Red-iron-ore deposits in northeast Alabama have been exploited at vari¬ous times for nearly 6o years. About 3-1/2 million tons of ore have been produced in the Gadsden district; but mining activity has been dormant since 1926, and furnaces within this section of the State now suffer a shortage of red ore.To alleviate these shortages, work by-the Bureau of Mines was recommended after preliminary investigations. 4/5/ Diamond drilling, to determine the lateral and vertical extent of ores of known deposits in Greasy Cove and on Shinbone Ridge, was done from August 1946 to May 1947, as Project 9-106, Alabama Red Iron Ore. Three holes were drilled in each area.ASKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of domestic mineral resources to the end that they- make the greatest possible contributions to the national security and economy. In a Nation-wide appraisal of coking-coal reserves and of the practicability of upgrading marginal deposits to metallurgical standards, this study of the preparation characteristics of the coals in Cambria County, Pa. , was undertaken. Over 90 percent of the coal remaining in Cambria Comity is found in the Upper Freeport, Lower Freeport, Upper Kittanning, and Lower Kittanning beds. The Middle Kittanning bed, although mined on a commercial scale in the past, is not an important bed now, as most of the remaining reserves are too thin to be mined over wide areas. For many years, Cambria County has been an important source of coal for industrial and metallurgical purposes. The) principal production comes from the Lower Kittanning bed, which accounts for almost .60 percent of the Cambria County coal output. Table 1 shows the county's coal production, by beds, during 1948.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

This study compiles data on the zircon resources of the Pacific Northwest States, Alaska, and California, to determine the productive capability of industrial concerns to make ductile zirconium and hafnium, and to investigate markets for the nonmetallic products of zircon. West coast zircon resources are large but mostly marginal to submarginal. Development of a stable and profitable zircon mining industry on the west coast will depend upon recovery and utilization of the other associated heavy minerals needed by regional and national markets. The west coast has the only completely integrated facility for processing zircon sand to reactor-grade zirconium and hafnium and for making fabricated products from these metals. The future of the zirconium metal industry appears to be good because of increased use of the metal for nuclear propulsion and power-generating plants.

A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the :purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

To advance technology that can conserve critical materials, the Bureau of Mines investigated a cast-on hard-surfacing that wear resistance and confines alloy additions to wear-prone surfaces. Free carbon added to the ferrochrome powder produced more M7C3 carbides than did material contained in surfacings made from ferrochrome alone, and improved the wear resistance. Several white iron powders with greatly reduced chromium contents also white iron contain-M7C3 carbides. One derived from white iron powder had wear resistance to that of weld-deposited hard facings. Among the parameters investigated, surfacing thickness was found to have a or influence on diffusion of elements out of the , microstructure, and wear resistance. The results of field tests on bucket-wheel excavator teeth and plowshares with cast-on hard surfacing are given.
