Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

This report presents the results of an investigation of inclined roof bolts, anchored over pillars, in room-and-pillar coal mines susceptible to shear failures of the roof. Although the field data do not support this contention, it is believed on the basis of analyses and other work that inclined roof bolts do offer potential under some circumstances.

Operators of construction equipment perform various duties at work that expose them to a variety of risk factors that may lead to health problems. A few of the health hazards among operators of construction equipment are: (a) whole-body vibration, (b) awkward postural requirements (including static sitting), (c) dust, (d) noise, (e) temperature extremes, and (f) shift work. It has been suggested that operating engineers (OEs) are exposed to two important risk factors for the development of musculoskeletal disorders: whole-body vibration and non-neutral body postures. Method: This review evaluates selected papers that have studied exposure to whole-body vibration and awkward posture among operators of mobile equipment. There have been only few studies that have specifically examined exposure of these risk factors among operators of construction equipment. Thus other studies from related industry and equipment were reviewed as applicable. Conclusion: In order to better understand whole-body vibration and postural stress among OEs, it is recommended that future studies are needed in evaluating these risk factors among OEs.

Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

Mine trailing cables operated above safe thermal limits can cause premature insulation failure, increasing electrocution and fire hazards. Previous U.S. Bureau of Mines Pittsburgh Research Center research showed that, under static test conditions, electrical current levels permitted under present regulations may not limit cable temperatures to less than the 90 °C rating of reeled trailing cable. Continuing research under the National Institute for Occupational Safety and Health (NIOSH) addresses thermal characteristics of reeled trailing cable under dynamic test conditions more representative of field conditions, where operators constantly reel in and pay out cable. This research is in support of efforts by industry associations and the Mine Safety and Health Administration to establish safety guidelines for cyclically rated reeled machines. This paper describes a unique approach to measuring temperatures within reeled cable under dynamic test conditions. Fiber-optic sensors embedded within the metallic conductors measure temperatures at 1-m intervals along the entire length of cable. Temperature measurements are reported to be accurate to within 1±° C. The test setup requires access to only one end of the trailing cable, allowing researchers to freely reel in and pay out cable while temperature measurements are made, simulating field conditions. Manufacture of a fiberoptic-embedded trailing cable is described, along with initial test results that indicate the fiber-optic approach is viable.

The Bureau of Mines, in its effort to promote greater utilization of domestically abundant materials, conducted reasearch on an alternate mold material that has commercial potential for titanium investment casting. Using variations of the conventional lost wax molding process, investment shell molds were formed entirely of fused, calcia-stabilized Zr02 and a Zr02-forming binder. Optimization of binder/slurry properties', stucco grain size and dis¬tribution, and curing practices resulted in a structurally sound investment shell that was distortion free and thermally stable. Small titanium castings, weighing up to 10 pounds, were prepared in unheated molds by both static and centrifugal casting techniques. Microstruc¬tural examination of the castings revealed that mold fill and surface quality were enhanced by centrifugal casting, although good results also were obtained from the statically poured molds. Microstructural and electron microprobe examinations showed that excessive, brittle case formation could be avoided by curing the dried shell molds in air for at least 2 hours at 1,400° C. Increasing curing temperature and time above these levels yielded added bene¬fits. Molds fired in vacuum at 1,500° C for 4 hours yielded castings essen¬tially free of case formation. The tensile properties of as-cast test specimens (no surface conditioning performed) id the chemical composition of representative metal samples showed that castings produced were comparable to Grades C-1 and C-2 unalloyed titanium This indicated that no sifnificant degradation of metal properties resulted from mold/metal interaction.

The Bibliographic Data Base is the result of a literature search con-ducted as one task of the technology assessment of current and advanced logging techniques, sponsored by the United States Bureau of Mines. After compilation, the bibliography was converted to an automated form for ease of utilization, and to allow for maintaining and updating the data base. The data base covers articles, symposia, books, patents, corporate and government reports, and other literature concerned with some aspect of borehole logging from January 1969 through December 1975. Periodic up-dating will be necessary to keep the data base contents in step with developments in the rapidly advancing field of application of borehole logging to mining. Many bibliographic indexes were scanned for entries relating to the subject of interest, and those entries which were included in our data base contain a reference to the bibliographic index in which they were listed (see Section 2.4.7). With the aid of these indexes, a vast number of publications, including foreign reports and publications, have been scanned for works relevant to borehole logging technology.

One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications sys tem which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a relatively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurement s of ambient surf ace electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal- to-noise ratio at the surf ace. Numerous C .W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surf ace magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null is the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken Into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

Up to 1914 almost all of the world's supply of potash came from Germany and Alsace. With the cessation of shipments from Germany during the World War the importance of a domestic suppler was evident. During the past 15 years the United States has been working toward the establishment of a domestic potash industry which would end foreign dominance in this commodity. The Federal government has taken an active part in this program. As its share in the work, the Bureau of Lines has ascertained the potash resources in certain district's through core drilling and has engaged in a comprehensive program of research on the extraction of potash from its various minerals. Until the passage of the Winter bill (H. R. 496) by Congress in 1928 the Bureau of Mines had not been able to give any consideration to the western ores, wyomingite (leucite) and alunite. With the massage of this bill, however, the ray was opened for the extension of the potash studies to cover these materials.

The Tennessee Copper Co. operated two mines in the Ducktown district during 1928. The Burra Burra mine is much the larger operation and is the chief source of the ore smelted and treated in the, company's smelter and acid plant rat Copperhill, 4.5 miles from Ducktown. This mine operates steadily and furnishes a regular output of about 40,000 tons per month. The Eureka mine is operated irregularly and produces a much smaller tonnage of high-sulphur ore the rate of output depending upon the demand for sulphur. During 1928 about 60 per cent of the combined output of these mines was shipped directly to the smelter, and the balance was concentrated before shipment in the flotation plant located near the mines. Fifteen boride composites were synthesized by hot pressing and evaluated by physical and incendivity testing as non-sparking tool materials. The incendivity tests, conducted at the U. S. Bureau of Mines, Albany Research Center, compared the boride compo-sites with standard cobalt-bonded tungsten carbide material used for coal cutter bits. Two titanium diboride composites and two zirconium diboride composites out-performed cobalt-bonded tungsten carbide in wear resistance and reduced tendency to cause ignitions. However, three of these candidates exhibited undesirable chipping. The remaining candidate, a TiB2-(Ni, Cu) composite, did not chip, nor did it cause ignitions at levels where cobalt-bonded tungsten carbide tools caused ignitions in the incendivity tests. Thus, this material appears to be a logical candidate for further development.

Sand and gravel mines were the largest mining sector, comprising 48.5% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.

This case study provides an example of how social marketing was applied to meet the needs of business customers. Federal regulations require that all companies develop a written program to track hazardous chemicals at their sites. The HazCom Writer, created by the National Institute for Occupational Safety and Health (NIOSH), is a software tool designed to help companies prepare their required Hazard Communications (HazCom) written plan and list all hazardous chemicals at the company's worksite. The social marketing goal was to provide a product for small- to medium-sized companies to use for federal HazCom rule compliance. The HazCom Wm'ter is a direct NIOSH response to customer and stakeholder needs (including the Mine Safety and Health Administration, the mining community, and Occupational Safety and Health Administration- regulated companies).

Changes in the 1980 quantity and value of the sales of various natural abrasives, compared with the data for 1979, were of a mixed nature. Output of garnet and special silica stone products increased in both tonnage and value during the year, while emery and tripoli-type materials production decreased in both tonnage and value. The reported quantity and value of sales of manufactured abrasive material-fused alumina and alumina-zirconia, silicon car-bidet and metallic iron and steel shot and grit-also decreased for 1980. The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

The value of mineral production in Alabama increased 1 percent above the record high set in 1965. Alabama ranked second among the States in the production of bauxite, third in the production of masonry cement, native asphalt, and scrap mica, sixth in the production of portland cement, ninth in the production of iron ore, and tenth in the production of lime. The mineral industry of Alabama was dominated by the mining and processing of coal and stone, the manufacturing of cement, and the production of crude petroleum. These industries accounted for 87 percent of the State's total value of mineral production, compared with 85 percent in 1965.

The evident need to improve the reliability of fluid power systems in underground coal mining equipment prompted the U.S. Bureau of Mines, and later the Department of Energy, to contract with the Fluid Power Research Center at Oklahoma State University for a research project to develop methods for achieving this end. Since the work of the contract was completed at about the time DOE was relinquishing its underground coal mining projects to BOM it was decided to issue the final report under 80M cover. The contract revealed that the major causes of poor reliability were: (1) poor overall system design, (2) poor component contamination toleranace, (3) poor system filtration, and 4) poor maintenance practices stemming from a lack of defined maintenance procedures and enforcement of same. This report demonstrates the variability of the reliabilities of components of similar performance description when subjected to standard tests. Improved design procedures are recommended and the information needed to specify and select components whose reliability is predictable and optimum without sacrifice in performance or significant increase in envelope size.

[Recent investigations at the Intermountain Experiment Station of the Bureau of Mines at Salt Lake City indicate that metallurgists have given little attention to the occurrence of jarosite minerals in the oxidized ores of lead and silver. These investigations have also emphasized the importance of lowing when these minerals occur in the oxidized ores, especially those containing lead, silver, and gold, as their presence is a material factor in selecting a suitable kind of treatment. Since the question of the occurrence of jarosites in oxidized ores has come to the attention of the Bureau of Mines, investigation has indicated that plumbojarosite and argentojarosite are quite common. These two minerals appear to be widely distributed and probably escaped recognition by persons who had attempted to treat certain oxidized lead ores in which the jarosite minerals represented a material portion of the metal content. Consideration of the physical characteristics of the jarosites also indicates that in many cases failure to treat some of the oxidized lead ores with success has been directly due to the fact that the greater portion of their lead and silver content was present as plumbojarosite and argentojarosite. The data and the description of these minerals given in the body of this paper indicate that attempts to recover lead and silver from ores in which appreciable amounts of too metals occur is plumbojarosite and. argentojarosite would be unsuccessful if confined to gravity methods of concentration. There are undoubtedly considerable tonnage of oxidize lead ores in the various mining regions of this and other countries, and it is quite probable tat in some of these ores the metal content of lead and silver may be largely anglesite (lead sulphate) and cerussite (lead carbonate) but that they will also contain cerargyrite (silver chloride), argentojarosite, and plumbojarosite. A geologic framework for interpreting stratigraphic and geographic variations of the Green River Formation in the Piceance Creek Basin is developed from lithologic data accumulated by the Bureau of Mines from oil-shale coreholes. From detailed Bureau of Mines descriptions of samples from nine coreholes and supplementary lithologic data from seven additional sampled sections, three cross sections were constructed along lines transecting the basin. Plotted as lithologic columns with corresponding oil yields and resistivity logs, the sampled sections are correlated on a time-stratigraphic basis. Distribution and correlation of nahcolite and halite zones are shown, and the approximate base of leaching of these saline minerals is indicated. General lithologic characteristics of members and zones are discussed and interpreted. Large-scale lithologic logs illustrate the nine Bureau of Mines core descriptions, and the complete description of Bureau of Mines-Atomic Energy Commission Colorado Corehole No. 1 is included in an appendix. The time-correlated cross sections provide a necessary framework for understanding the depositional history of the Green River Formation and will facilitate evaluation of oil shale and other mineral resources in the Piceance Creek Basin.
