The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

AS we know, Sir Henry Bessemer introduced Bessemer converting in the steel industry about 1855. It was not until twenty years later that the principles were adopted by non-ferrous metallurgists. In 1880, Manés first produced blister copper from matte in a converter, a very important forward step in copper metallurgy. For thirty years, up to about 1910, bessemerizing of copper matte was carried out in the acid-lined converter. It is not necessary here to enumerate all the shortcomings of that operation, one of which was that it strictly limited the grade of matte that could be treated; a 35 per cent matte was low in those days. From the early days of copper converting, many and repeated attempts were made to use a basic converter lining, and the older metallurgists will remember the numerous reports and discussions in connection with such experiments. These make interesting reading. I quote from a book published in 1900: ?'The siliceous lining is as much a part of the process of copper converting as magnesia lining is in the basic bessemer treatment of phosphoric iron, and it is suicidal to attempt any other kind of lining, either water-jacketed or basic.' "Even if the silica could be introduced in this way (through the tuyeres), it would still produce another trouble in the converter. The small particles of silica, being cold, would combine very imperfectly with the iron oxide and produce granulated and pasty slags, which could not be skimmed or poured out of the vessel".

THIS paper offers examples of some of the typical calculations which occur in the ventilation of metal mines. The fi.rst section of the paper discusses the problems associated with natural-draft pressure; the second section presents the more common of the calculations concerned with the operation of mine fans; the third section illustrates the integration of the individual problems covered by the preceding sections into the larger problem of determining the operating characteristics of a fan for a particular mine duty. There is a very definite limit to the extent to which pure arithmetic can be successfully applied to the solution of min<; ventilation problems. As mines advance from the exploration, development, and initial production stage to the rime when underground workings become exceedingly complex, there is a considerable increase in the relative importance o theory and judgment in the solution of ventilation problems. These calculations illustrate the application of mathematics to ventilation, but they also in-elude examples of instances where arithmetic cannot be conveniently applied, and important estimates, based on judgment compounded of experience and a knowledge of the theoretical consideration involved, must be made. The inclusion of such estimates is intended as a guide and a warning to the reader; a guide in assisting him to recognize and estimate his own incalculables; and a warning that the solutions must not be blindly applied to his apparently similar problems. These sample calculations are intended to assist the reader in applying the theory contained in the standard texts on metal-mine ventilation. They have been selected from the ventilation experience of a British Columbia mine.

THE basis on which the modern metallurgical industry is operated is the endeavour to attain maximum return in purchasing power for the least expenditure of energy. This has always been the general objective of the industry, as of all industries. In recent years, however, it has received a new emphasis. Today, as never before, increased attention is being directed to the detailed study of plant operations and the application of scientific knowledge and of business principles in order to achieve the maximum efficiency. This new emphasis is the result in large part of the new problems and conditions with which the industry has been confronted, chief among which are the following: (l) Development of new ore-bodies and the treatment of complex ores. (2) Necessity of achieving a greater degree of purity in some of the metals in order to meet the newly discovered demands for some of the industrial metals. (3) Discovery of new markets for many of the metals, either in pure form or in the form of alloys. ( 4) Change in values, absolute or relative, of some of the important metals. (5) Increasing scale of investment in expensive plant and equipment, which makes imperative most efficient utilization if total unit costs are to be kept to a minimum. (6) Increasing scale of operations in some important branches of the industry, which also makes essential maximum efficiency in organization, administration, and operation. The success with which the metallurgical industry has met the problems created by these changing conditions has been due primarily to the following factors: (1) Results of research and experimental work carried on by universities, government laboratories, and many private corporations in the industry itself. (2) Closet study of every detail of plant operation, both from the technological and from the economic point of view, with the object of increasing plant efficiency. (3) Interchange of information and experience amongst the operating companies. It is only by the concerted efforts of numerous investigators and experimenters that the underlying fundamentals of plant operations can be learned. The exchange of results permits their easy assembly and correlation with maximum benefit to the whole industry. Unnecessary duplication of research and experimental work is avoided and the industry as a whole is able to reap the fruits of this work with the maximum of-speed and efficiency. (4) Advances made in recent years in so-called &apos;scientific management&apos; in industry as a whole and the application of the principles learned to the metallurgical industry. A review of the modern trends in extractive non-ferrous metallurgical processes illustrates the afore-mentioned new conditions and problems, and gives some idea of the methods by which they have been and are being surmounted.

THE Polaris-Taku mine is a new gold property, situated in the far north-west corner of British Columbia. Production was started in November, 1937, at the rate of 150 tons a day, and recently has been increased to 200 tons. The property, which promises to become one of British Columbia&apos;s important gold mines, was developed and brought into production in twenty-nine months after work was started on it as a virtual prospect in June, 1935, by Edward C. Congdon and associates. Inaccessibility, extraordinarily complicated geological problems, and difficult metallurgy retarded development of the property before acquisition by the present interests, an::l, in fact, discouraged two companies that had spent substantial sums upon it from continuing development. This paper is concerned with reviewing the development of the property and describing the principal features of the geology, the mining and metallurgical practices, and the equipment employed. Most large skarn deposits are zoned in both space and time relative to associated intrusions. Zonation occurs on scales from kilometers to micrometers, and re?ects in?ltrative ?uid ?ow, wall rock reaction, temperature variations, and ?uid mixing. The most spectacular examples of skarn zonationusually occur at the skarn-marble contact, where transitions between monomineralic bands can be knifesharp. Other small-scale examples occur in zoned veins and individual mineral crystals. Although,visually striking and scienti?cally interesting, in mineral exploration these small-scale variations areless useful than deposit- or district-scale zonation. In most skarn systems there is a general zonationpattern of proximal garnet, distal pyroxene, and vesuvianite (or a pyroxenoid such as wollastonite, bustamite, or rhodonite) at the marble front. As well, individual skarn minerals may display systematic color or compositional variations within the larger zonation pattern. Such patterns are reviewed for 14well-studied examples of Cu, W, Sn, Au, and Zn-Pb skarns. In addition, many deposits have endoskarnor other alteration of the associated intrusion, and recrystallization or other subtle changes have occurred in the surrounding wall rocks. Copper skarns, such as Mines Gaspé in Quebec and Big Gos-san in Irian Jaya, have high ratios of garnet:pyroxene and are zoned outward from the intrusion, to gar-net, to pyroxene, to massive-sul?de replacement and vein deposits. Garnets in Cu skarn are Fe-rich and change from dark red-brown near the intrusive contact to paler brown, green, or yellow in distal loca-tions. Pyroxenes in Cu skarns are pale and diopsidic near the intrusion, and become darker and more Fe- and Mn-rich away from the intrusion. Tungsten skarns, such as Salau and Costabonne in France and Pine Creek and Garnet Dike in California, have intermediate ratios of garnet: pyroxene, are more extensive vertically and along strike than perpendicular to the intrusive contact, and have zonation pat-terns commonly complicated by overprinting of metamorphic lithologies. In W skarns, garnet is com-monly subcalcic and the pyroxene is Fe-rich, re?ecting particularly reducing wall rocks or great depth of formation. Tin skarns, such as Dachang in China and Moina in Australia, also can have subcalcicgarnet and Fe-rich pyroxene, but this reduced mineral assemblage typically is due to an association with reduced S-type granites. Tin skarns differ from most other skarn types in having a late greisens stage that may replace earlier Sn-bearing calc-silicate minerals, thus liberating Sn to form cassiterite.Many high-grade Au skarns, such as Hedley in British Columbia and Fortitude in Nevada, have low ratios of garnet: pyroxene and are associated both with reduced plutons and reduced wall rocks. Gold-rich zones occur in Fe-rich, pyroxene-dominant, distal skarn. Zn-Pb skarns, such as the Yeonhwa-Ulchin district in Korea and Groundhog in New Mexico, have low ratios of garnet: pyroxene and generally form distal to associated intrusions. These skarns also are zoned from proximal garnet to distal pyroxene and pyroxenoid (bustamite-rhodonite), with signi?cant zones of massive sul?des within and beyond skarn. Manganese enrichment of most mineral phases, particularly pyroxene, is characteristic of distal zones. Fundamental controls on skarn zonation include temperature, depth of formation, composition and oxidation state of associated plutons and wall rocks, and tectonic setting. Most W skarns form at relatively great depth, 5 km to 20 km, with extensive high-temperature metamorphic and meta-somatic mineral assemblages. In contrast, most other skarn types are relatively shallow, <10 km and mostly <5 km, with limited, lower temperature metamorphic aureoles. Differences in oxidation state correlate well with different skarn zonation patterns, particularly garnet: pyroxene ratios and compositions, and can be used in both classi?cation of and exploration for skarn deposits

"Introduction The Luscar company, Forestburg Collieries Ltd., operates the Diplomat Mine located 14 km south of Forestburg, Alberta. Production is now at a declining rate from the 1 million tonnes achieved in 1978 as the reserves are being depleted. Three pits are operated at this prairie strip mine utilizing draglines and stripping shovels to uncover the coal. The coal is hauled to a tipple on site for shipment by rail or highway vehicles or is hauled directly to the adjacent Battle River Generating Station. Geology The mine is currently extracting the Battle River seam on the north side of the Battle River. This is the lower-most seam in the Horseshoe Canyon Formation and is the only one present in the area, the upper seams having been eroded by glaciation. The seam lies generally flat and varies from 2.0 to 5.0 metres thick. It lies under glacial till overburden varying in depth from 5.0 to 12.0 metres. The mineable coal extends from the side of the Battle River valley where it outcrops, to approximately 2.5 kilometres to the north. The mine is spread out over a distance of 8.0 kilometres in an east-west direction. Reserves and Coal Quality After over 30 years of mining at Diplomat, there are now less than 1 million tonnes of mineable reserves remaining on the property. With the commencement of coal production from the Paintearth Mine in 1981, supply to the Battle River Generating Station, formerly Diplomat's biggest customer, is being transferred to Paintearth. Rail shipments and domestic supply will continue until reserves are depleted. The coal has the following specifications:"

I N the introductory chapter to "Man and Metals," T. A. Rickard wrote "Five hundred thousand years ago the first footfalls of man&apos;s oncoming echoed down the corridors of time." This phrase has always appealed to me, not only for its resonance but because it seems to place in some perspective man&apos;s place in the cosmos. As we go about our daily occupations and as we meet here tonight, we must agree that we have come a long way slowly at first through the ages of change but with a quickening pace that has brought to man&apos;s know-ledge and use, within the last hundred years, more ideas, more material advantages, more opportunities and more comforts than were ever imagined or dreamed of in those long corridors of time. Looking back to the dawn of his-tory, a mere five thousand years ago, there is one aspect of the birth and growth of civilization that has particular significance for the miner and the metallurgist.

Successful exploration for and exploitation of a mineral deposit requires an accurate understanding of the deposit architecture in 3D, and of the development of the mineralizing system through time, which requires a thorough comprehension of the structural framework of the deposit. The integration of geological, geophysical and geochemical datasets to arrive at a 4D structural framework is well-established and has been successfully applied by SRK Consulting in projects from deposit to regional scale. In some cases, we can go beyond this, applying the SEEBASETM technique, which utilizes a ?bottom-up? approach to basin analysis. SRK?s approach primarily relies on the interpretation of magnetic and gravity data, calibrated with many other datasets including mapped geology, topography, event histories, wells/drillholes and seismic data. The SEEBASETM model is a culmination of this data integration and is produced through an iterative process of structural interpretation and geophysical modeling, where an interpretation of basement composition and 4D structure is used to constrain depth-to-basement geophysical modeling, and the modeled depths are then used in conjunction with the structural interpretation to constrain contouring of the basement topography. The result is a rigorously calibrated, 3D view of the basement surface, which can be used to understand the basement and basin architecture, and thus serves as a predictive exploration model. This technique, which was developed for use in the petroleum industry, is now finding success as a predictive tool in mineral exploration.

"Feasible and sustainable separation of lanthanides outside of China has been a dilemma for the past few years. The present technique uses REE electrophoretic mobility (Ui) variation in an electrical field to separate them. The present invention relates to a system and a method to separate and refine rare earth elements/compounds produced in hydrometallurgical processes while they are dissolved in an acidic medium, without any intermediate precipitation step. This process uses free-flow electrophoresis to isolate REE from the concentrate simultaneously without any pre-treatment or intermediate steps related to the nature of elements.INTRODUCTIONRare earth elements (REE) invariably occur together in nature, and any given mineral contains several or most of them. Production of high purity individual rare earth (RE) elements/compounds from their ores generally requires two stages of processing, including mineral processing and hydrometallurgy.Depending on the ore, mineral processing and hydrometallurgy treatment of the ore before REEs purification is relatively simple and quite achievable though conventional methods. However, producing individual REE from mixed REs compounds is tremendously tedious. RE processing often requires dozens of steps, each resulting in minute improvement in the complex RE streams. Separating and extracting a single REE requires a great deal of time, resources, and expertise. Today, advanced RE refinery facilities cost hundreds of millions of dollars to build. The high purity RE concentrates are separated into individual REE using solvent-based or ion exchange methods. Although there are several techniques to separate REEs, most of them suffer from different types of drawbacks. For instance, solvent extraction requires a great number of steps to achieve high purity REEs. The process which uses ion-exchanger for separation and refinery operates with low REE concentration in solution which leads to very large liquid volume quantity, bulky tanks, dehydrators, pumps, etc. The low concentration will adversely affect the water consumption as well as other chemicals. Similar chemical properties of those three valent elements do not allow them to be isolated easily one from one another using conventional separation techniques. Solvent extraction has been successfully applied for rare-earth refining (lanthanide, scandium and yttrium) for the past few decades in China. Since then, efforts have been dedicated to develop other techniques which could be applied industrially around the world."

With the production increase of Oil Sand in Fort McMurray Alberta, more efficient tailings disposal has become a priority for Syncrude Canada Ltd. A lot of work on tailings research and development has been compiled to determine the most effective deposition to increase reclamation options, water re-use and thermal energy recovery. Efficient flocculation of fine oil sand tailings is the key technology for thickening. It was identified that flocculation of fine transition/marine ore tailings using a single flocculant was not effective. The thickener overflow contains 1-4% solids content compared with the target solids content of <0.5% obtained with Estuarine ore. As a result, novel processes for treatment of fine transition/marine ore tailings have been developed at Syncrude Bitumen Production Development since June 2004. While the conventional processes using a single flocculant, a single coagulation, or a coagulant-flocculant combination was ineffective for transition and marine ore tailings, the new processes including Coagulation-Flocculation-Coagulation (CFC), Flocculation-Coagulation (FC) and Flocculation-Coagulation-Flocculation (FCF) were acceptable options. The key components of these technologies consist of the recipe of chemicals and their adding sequence. With these technologies, almost all sub-micron clay minerals are aggregated together and settle as a whole, resulting in a clear supernatant of less than 0.1% solids.

Froth flotation is one of the most widely used and effective processes for mineral beneficiation. First introduced in 1911, flotation technology has seen many developments over the past 80+ years. Innovations in reagent chemistry, equipment design, process analysis and process control have given design and plant engineers a powerful set of "tools" for process optimization. However, it does not follow that all flotation systems are optimized. As Klimpel observes: "The problem with the industrial flotation process is that it is relatively easy to get reasonable results, and relatively difficult to get excellent results" Klimpel (I 988). While reasonable was sufficient in the past, competitive forces will make excellent necessary in the future. Judging by the activities in many Canadian plants this transition is already underway. This paper examines the role of some of the optimization "tools" in effecting this change.

Computational chemistry methods, such as density functional theory (DFT), are powerful tools to quantify reagent-mineral interactions encountered in sulphide mineral flotation. A quantitative relationship between theoretically calculated parameters based on chemical structure of collectors and their reactivity with different metals/minerals can provide valuable insights for design and development of more powerful and tailor-made reagents offering enhanced metal/mineral selectivity. DFT calculations at B3LYP/6-311++G(3df,3pd) level were employed to elucidate the reactivity of neutral sulphide collector reagents, including thionocarbamates (TC), thioureas (TU), xanthogen-formates (XF), dialkyldithiocarbamates (DTC) and dialkyltrithiocarbonates (TTC) with different heavy metal ions (Cu2+, Zn2+ and Pb2+) in solution. The extent of delocalization of lone pair electrons of heteroatoms (attached directly to C in C=S) over C=S group was found to be the dominant factor in determining the collector’s reactivity. Order of reactivity was established as: TU > TC > XF > DTC > TTC. All the collectors showed superior affinity towards copper followed by lead. Unidentate binding was observed through sulphur atom except for xanthogen-formate for which bidentate binding mode was observed. Effect of nature of substituent groups at N and/or O atom on reactivity of thionocarbamate and thiourea was also investigated. The results obtained through DFT calculations are consistent with the experimental data reported in literature.

"The measurement and evaluation of the noise emanating from an ST4A scooptram in an underground stope under a simulated work cycle, and under three conditions of after-treatment systems is covered.These include scooptram without muffler or filler (bare engine), an in-line small filter, compared to a larger-filter, and the larger filter with an in-line muffler in series with fume diluter, which were tested under three engine operating conditions-IDLE, wide open throttle (W. 0. T.), and working condition. This is load, short haul and dump operation.The results showed an attenuation of the scooptram at work of 8 to 15 dBA, 16 cm from the exhaust pipe of the machine, to 4.8 dBA at the operator&apos;s ear. Recommendations are made to increase the attenuation at the operator &apos;s ear by additional improvement in design of the fume diluter.IntroductionIn current mining operations, the diesel engine provides a safe, efficient and highly mobile source of power. In the major underground mine s in Canada the most common types of diesel equipment are load-haul-dump (LHD) machines and ore trucks. In general, there is a tendency to use high horsepower, diesel LHD machines in mines to achieve maximum productivity. The increased use of diesel-powered equipment in underground mines has shown no cause pressure levels were measured at the exhaust and outlet pipe. Also, while measuring the octave band and A-weighted sound pressure levels, the operator&apos;s position was also measured."

The Mary River iron ore deposits were discovered in the 1960?s. The high quality of the deposits was immediately evident, and drilling programs were successful in defining a resource adequate for supporting a feasibility study. Through a combination of ownership, market and political forces, the deposits were not developed. Having missed the window of opportunity, the project remained dormant for over three decades. Baffinland Iron Mines Corporation, with its 100% ownership of the Mary River deposits, began trading publicly in 2004. Modern exploration and metallurgical test work began in 2004 and has continued in 2005 and 2006, resulting in total expenditures during this period of almost C$60 million. In May 2006, an engineering team lead by Aker Kvaerner E&C, a division of Aker Kvaerner Canada Inc., completed a scoping study based on the first of five identified deposits. Highlights of that study include direct shipping of high quality lump ore to Europe over a 34 year mine life at a production rate of 10 million tonnes per annum, based on an indicated resource of 309 million tonnes at 66.1% Fe and an inferred resource of 28 million tonnes at 65.9% Fe. Capital costs were estimated at C$1.5 billion. Using iron ore prices approximately 36% below that of the 2006 market, a pre-tax internal rate of return of 15% was estimated assuming equity financing. Payback on initial capital was 5.9 years. The pre-tax life-of-mine cash flow was estimated to be C$6.3 billion. As a result of this study, Baffinland initiated a Definitive Feasibility Study, under the management of Aker Kvaerner, which is scheduled for completion in December 2007. This paper touches on the geology of the deposits, the current resource and the outlook for expansion. Project permitting, construction planning, logistical challenges and ocean shipping considerations are discussed, providing a current perspective on the project scale, scope and timeline for commercial production. In addition, an overview of the Company?s bulk sampling program will be provided.

Pyroxenes in Cu skarns are pale and diopsidic near the intrusion, and become darker and more Fe- and Mn-rich away from the intrusion. Tungsten skarns, such as Salau and Costabonne in France and Pine Creek and Garnet Dike in California, have intermediate ratios of garnet:pyroxene, are more extensive vertically and along strike than perpendicular to the intrusive contact, and have zonation patterns commonly complicated by overprinting of metamorphic lithologies. In W skarns, garnet is commonly subcalcic and the pyroxene is Fe-rich, reflecting particularly reducing wallrocks or great depth of formation. Tin skarns, such as Dachang in China and Moina in Australia, also can have subcalcic garnet and Fe-rich pyroxene, but this reduced mineral assemblage typically is due to an association with reduced S-type granites. Tin skarns differ from most other skarn types in having a late greisen stage that may replace earlier Sn-bearing calc-silicate minerals, thus liberating Sn to form cassiterite. Many high-grade Au skarns, such as Hedley in British Columbia and Fortitude in Nevada, have low ratios of garnet:pyroxene and are associated both with reduced plutons and reduced wallrocks. Goldrich zones occur in Fe-rich, pyroxene-dominant, distal skarn. Zn-Pb skarns, such as the Yeonhwa- Ulchin district in Korea and Groundhog in New Mexico, have low ratios of garnet:pyroxene and generally form distal to associated intrusions. These skarns also are zoned from proximal garnet to distal pyroxene and pyroxenoid (bustamite-rhodonite), with significant zones of massive sulfides within and beyond skarn. Manganese enrichment of most mineral phases, particularly pyroxene, is characteristic of distal zones. Fundamental controls on skarn zonation include temperature, depth of formation, composition and oxidation state of associated plutons and wallrocks, and tectonic setting. Most W skarns form at relatively great depth, 5 km to 20 km, with extensive high-temperature metamorphic and metasomatic mineral assemblages. In contrast, most other skarn types are relatively shallow, <10 km and mostly <5 km, with limited, lower temperature metamorphic aureoles. Surfaces forces have been measured between gold sphere and gold-coated glass plate in xanthate solutions using an atomic force microscope (AFM). The measurements conducted in potassium amyl xanthate (PAX) and potassium ethyl xanthate (KEX) solutions showed long-range hydrophobic forces, with the force curves showing no evidence for nanonubbles on the surface. The strongest hydrophobic force was measured at contact angle of 94° with a decay length of 23 nm. The hydrophobic force became weaker at higher concentrations and after a long immersion time, which may be attributed to the xanthate species adsorbed on top of the first mono layer. The hydrophobic force became stronger when the residual xanthate solution is displaced by pure water, indicating that hydrophobic force becomes the strongest in pure water.

The concept of sustainable development has been evolved into a working framework for sustainable manufacturing, in which the environmental requirements are introduced into product development at the design stage. This keynote paper is discussing a number of issues pertaining to the impact of manufacturing on the environment. The conflicting requirements of sustainable development, sustainable manufacturing (SM) and economical growth are presented in the light of successful case studies that were able to convert conflicts into opportunities. Integration of SM into the product life cycle is also presented. A number of concepts that are related to Ecoefficiency, e.g., inverse manufacturing, demanufacturing and re-manufacturing are also discussed. The paper underlines the fact that the positive impact of this new philosophy is equally applicable and beneficial to both; developed and developing countries. The paper concludes with an overview of Global trends in environmentally benign manufacturing (EBM); e.g., product-take back and emerging material and processing technologies. The state-of-the-art approach to Life Cycle Impact Assessment and integration of design for the environment DfE principles are demonstrated through some case study.
