Since the mid-1970s there has been increasing attention in the South Pacific area to the problems of disaster planning and management at various levels, mainly from regional through national to provincial levels. This concern has been expressed in a variety of ways. International aid donors have made their views known in commentaries or reports. Seminar discussions have been organised at the regional level (such as at Suva, 1976; Suva, 1979; Tonga, 1982 and Suva, 1983). In-country training workshops or meetings have been organised (such as the "Disaster Preparedness Workshops for Non-governmental Organisations" in Pacific countries, jointly run by the Australian Red Cross and the Australian Overseas Disaster Response Organisation and supported by AIDAB, in Vanuatu, 1985; Solomon Islands, 1985; Western Samoa, 1986; Fiji, 1987; Tonga, 1987; Lae and Port Moresby, Papua New Guinea, 1988) or held outside the area (ACDC at Macedon, 1981). Training and/or research institutions have been established such as the East-West Center, Honolulu, and the Asian Disaster Preparedness Center, Bangkok (more Asia oriented). As part of the East-West Center Pacific Islands Development Program's Disaster Preparedness Project, a detailed manual of disaster preparedness and response procedures and guidelines has been published (Carter, 1984).Table 1 and figure 1 show that the area with which this discussion deals is a highly fragmented island region, comprising many small, some minute, nations, both in land area and population. The social structure is predominantly rural, with the capital city often making up a small part of the total population and, in absolute terms, little more than a small town. Outside the administrative and governmental activities concentrated in the capitals, in most cases the indigenous inhabitants depend on subsistence agriculture or on usually a monocultural concentration on a cash crop, most frequently coconuts.

The purpose of this paper is to present a detailed account of the development of the Blasthole Diamond Drilling method of stoping now used at the property of Big Bell Mines Limited, in Western Australia.The ore body is one of the large low grade gold deposits of this State, being a continuous lens 1,850 ft. long and ranging in width from 15 ft. at the ends to 120 ft. at the widest part, the average width being 59 ft. It was first worked in 1913 by a local syndicate, and up to 1924, when operations ceased, 64,448 tons of 3.4 dwt. ore were mined from a shallow open cut. Between 1928 and 1932, 15 deep diamond drill holes were put down to test the ore body at vertical depths ranging from 100 to 700 ft. On the information gained from these drill holes, Premier Gold Mining Co. Ltd. began underground explQration. A level was driven at a depth of 253 ft. and crosscuts put out to the full width of the, orebody at intervals of 100 ft. along the strike, all ore broken being put through a sampling plant. On completion of this sampling,' Big Bell Mines Limited was formed as the operating company, and a plant with a capacity of 1,000 long tons per day was erected and mining and milling operations were commenced in 1937. Entropy is an important concept both in natural and social sciences.Considering the preparatory process of the earthquakes as an open system, in view of basic ideas of the Theory of the Dissipative Structure, the seis-mological Entropy is introduced as an order parame-ter, describing the scale of order associated with the earthquake distribution in time, space and mag-nitude. The features of evolution of seismic acti-vities before and after the large earthquakes have been studied by using the seismological entropy.The preliminary results show that the seismological entropy in certain region decreases as the large earthquake is approaching, it means that the distri-bution of earthquakes has turned gradually in order from disorder.It is expectation that the application of the Principle of Entropy in seismological research will deepen the understanding of the physical process of earthquake preparation. Meanwhile, it will also offer some enlightements in studying mitigation of seismic hazard as well as earthquake prediction.

Today the application of computer programs for planning of mine-ventilation and for safety- analysis of ventilation systems is widespread practice in German mining. The computer program for network calculat- ion, developed at the "Mine Ventilation Testing Centre of the Westfalische Berggewerkschaft- skasse" allows the distribution of airflow and pressure in mines to be calculated. In a physically well founded manner it takes into account the natural ventilation as well as changes of volume-flow in the mine, which both are dependent on pressure and temperature. Compared to an incompressible treatment of the mine air these circumstances are of increasing importance with the increase of depth, air temperatures and fan-pressures'. This especial- ly holds for the calculation of airflows during failures of fans or for assessing the influence of open mine-fires on ventilation. The application of the program is very easy and its structure is made to fit the requirements of practice. For instance it takes into account the fan characteristics of all fans. The present geology of the northwest quadrant of the Circum-Pacific is the product of the interact-ions between plates or paleo-plates which have oc-curred since the earliest part of the earth's hist-ory. Almost every possible geologic structures are observable there; stable continents, collision belts, and subduction arcs as well as extensional basins. This suggests that almost all the possible tectonic processes occurred through geologic time and the present overall structure of the Quadrant is no more than a time section of the long lasting tectonic history which the region experienced.

Discovery of the Vera-Nancy deposit in late-1995 followed 12 years of active exploration in and around the Pajingo Epithermal System, an andesite hosted veinfield covering an area of 150 square kilometres at the northern end of the Devono-Carboniferous Drummond Basin in North Queensland. Early exploration targeted open-pittable resources in the numerous auriferous veins and it was not until 1994 that exploration focus shifted to drilling to depths below about 100 metres from surface, which resulted in the Vera-Nancy discovery. That deeper drilling process is still at a very early stage of coverage of the epithermal system as a whole and substantial potential exists for additional discoveries.Drill-out of Vera-Nancy has to-date established a gold resource in excess of 1.4 million ounces. Mine development is proceeding via a twin decline system with first stoped production scheduled for August 1997.

Brazilian amethyst production is mostly obtained from underground mines in the southernmost part of the country, involving approximately 6000 miners and generating an income of US$ 20 million per year. Amethyst-bearing geodes are hosted by Cretaceous continental flood basalts of the Serra Geral Formation. The economic zone occurs in the massive (colonnade) intermediary section of the Sao Gabriel Basalto. The tunnels and stopes follow the occurrence of geodes leading to an erratic and complex layout. A ground control survey revealed excessive roof convergence. Topographic results show excessive roof deformation and some roof falls have already been reported. To understand the ground conditions, prevent roof falls and better define the pillar dimensions detailed geomechanical mapping was carried out using the scanline method. Uniaxial compressive strength tests provided complementary information for rock mass classification. Results of the geomechanical classification were used to modify the mining layout taking into account the roof and pillar geomechanical characteristics. Retreat pillar mining minimised ground instability.

The Emperor Gold mine at Vatukoula, Fiji, is a nine million ounce gold telluride deposit. In January 1992, the mine was on the verge of closure when the current management team took charge. Losses had been incurred for two consecutive years and the published resource amounted to less than five years of production. Relationships with the workforce, the government and the general public were poor. Today, the mine has recorded three consecutive years of profit, has resources that will support the operation for at least 20 years and has excellent relationships with employees, government and the general public.

The explosion of a charge in a drillhole sets the surrounding rock mass into vibrating stress wave motion. Except in the immediate vicinity of the drillhole, the dynamic stresses associated with this motion do damage only to pre-existing joints, cracks, or other weak planes, not to the rock material in between these. The joints are weak in tension, therefore the damage occurs as a result of tensile stresses. The initial damage process in the rock mass that ultimately breaks loose in front of the hole is similar to that in the remaining rock behind the drillhole. Recorded or calculated values of the vibration velocity and frequency contain a wealth of information about the combination of stress and strain that causes the damage. This paper outlines a new technique by which the peak strain energy derived from measured or calculated vibration velocity records is used to determine the local fragment size distribution. It combines two previously known and well tested techniques, namely the Holmberg-Persson calculation of the peak vibration velocity generated by an extended charge and King's calculations of the fragment size distribution as a function of the strain energy in rock crushing. Both of these calculations are based on experimental data and have been tested and found to agree well with actual conditions in their respective fields. Holmberg-Persson's calculated peak vibration velocities have been used successfully to predict and control damage to the remaining rock in cautious blasting, while King's calculation successfully describes the comminution of rock in mechanical crushing. Preliminary predictions of fragmentation in two types of rock blasting, a large hole open pit mining blast and a tunnel round, indicate that the new technique for fragmentation prediction has the potential for predicting fragment size distributions within the rock removed by the Blast.

The relative effects of the two basic mechanisms contributing to rock breakage during blasting, shock and gas penetration, are neither well understood nor well characterized, and need further clarification. Blasthole liner (BHL) tests separate the two effects, and by enabling direct measurement of borehole expansion give insight into the shock/gas energy partitioning in rock confinement. The hydrodynamic code DYNA2D is used to simulate the shock effect of the detonation of emulsion in a stainless steel lined hole, and the predicted expansion is compared with experiment. Workers in the past have neglected near-blasthole phenomena and have calibrated models based on stress measurements remote from the blasthole. Extrapolation back to the blasthole has inherent limitations, and indeed, one of the deficiencies of these models is that they have not been able to predict correct borehole expansions, as observed in BHL experiments. DYNA2D has been enhanced by the ICI group with a detonation model which resolves the explosive reaction zone. As a preliminary step towards the ultimate goal of devising a practical damage model, simulations are used to predict the maximum expansion that would take place if the rock were to remain undamaged. Various material parameters are investigated and it is shown that calculated liner expansions are appreciably lower than measured values for high rock yield strengths, while greater than values for low yield strengths.

The current financial climate has given rise to fears that falling mineral prices and tight credit will force mining companies to cut back on production and new project development in a bid to cut costs and conserve cash. However, a prolonged squeeze on global supply can have only one result: a massive and potentially explosive demand for metals in the not-too-distant future. A resurgent global economy will also generate dramatic new demand for oil and energy, with a return to higher oil prices likely. How then should the mining industry plan for the future? In-pit crushing and conveying (IPCC) could lead the way as a partial or complete substitute for trucks. In 13 of 15 studies undertaken by Sandvik and Snowden, comparing IPCC with truck-optimised pit designs, IPCC generated operating savings ranging from US$0.18 to US$0.82 per tonne moved, compared to trucks. Trucks have higher operating, maintenance and energy costs than conveyors. New emission standards on diesel engines may make them more emission friendly but less efficient in terms of energy usage. With far more efficient energy use and cheaper operating costs per tonne moved than trucks, conveying offers an attractive alternative for the bad times ahead and into the apparent energy depleted future. When evaluating alternatives, a reasonable first step would be to conduct a scoping level study which analyses the differences in capital and operating costs between a truck and shovel operation and an IPCC solution. The study can also determine what type of IPCC is best suited to the particular mining application. The results can then be used to decide whether a more detailed study is justifiable. IPCC is a proven process that, with a fresh mindset, can make a significant improvement to mining operations. Sandvik (as an OEM with a full suite of IPCC equipment) can undertake these studies in ten working days in conjunction with Snowden or any other independent mine planner who knows how to schedule for IPCC. Because most mining industry personnel have been æborn and bredÆ on trucks and shovels û this paper focuses on some of the practical considerations necessary to make IPCC systems work that the Sandvik Technical Services Group has encountered during these studies.

The geographical region of South East Asia is variously defined, but generally agreed to include the Asean group - Philippines, Malaysia, Thailand, Singapore and Indonesia. Other regional countries, such as Vietnam, Laos, Burma, Kampuchea etc. are of course geographically part of the region, however in economic terms, they play a minor role. It is the Asean group that dominates present economic activity and provides the overwhelming opportunity for commercial development. My experience in South East Asia has been gleaned over 15 years of regular travel in the region. More recently, we have established company offices in Malaysia, Singapore and Indonesia to extend and deepen contacts with major customers. This progressive development is an integral part of a planned growth pattern and will be discussed in more detail shortly. South East Asia is a rapidly developing economic growth centre, a fact which is clearly recognised and accepted by most commentators. An important question is then to be asked: Why has the region been relatively neglected by Australian, U.S. and European industrial supply companies? I will attempt to address this question in the context of industrial minerals and propose some ideas as to how effective sales programs could be developed. Firstly, let's consider the market potential provided by countries within the region. It is reasonable to suggest that industrial growth in S.E. Asia over the past 20 years has been generally steady and in some cases, explosive. Until recently, this growth has predominantly been driven by development of internal (regional) demand. Population growth and rising living standards have ensured that basic industries have enjoyed a solid uptrend in sales and production. The industries which most benefitted from regional economic development over this period were, interestingly, those which we understand to be major users of industrial minerals - glass, ceramics, paper, surface coatings, cement, refractories, rubber and plastics. Each of these industrial sectors has been influenced by different growth stimulii over a 20 year period. Nevertheless, they also enjoy a common feature which ensured an above average performance. All sectors are fundamental to an environment enjoying rising living standards and rapid growth in general prosperity. More recently, internal growth factors have been overtaken by a recognition that manufactured products from the region are competitive in export markets. This comparatively recent development provides the most interesting possibilities for higher value industrial mineral raw materials. Let me explain: For 20 years, industrial growth in South Asia has essentially been focused on satisfying domestic demand. Finished quality of manufactured items was orientated to a developing market more interested in cost than aesthetics or long life. This was reflected in raw material specifications, which often did not exist and at the best were undemanding.

Mine to mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian mining industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in Northern Queensland, Australia, has espoused the mine-to-mill concept and is actively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROM stockpile. A blasting improvement program was undertaken between Ernest Henry Mining, Thiess Contractors and Orica Explosives to optimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance of individual blasts are needed before it is possible to optimise fragmentation or the downstream processes. These include such specialised Orica Explosives tools as SABREX, POWERSIEVE, and POWERLINE and commercially available drill monitors. As important are the more common still and video camera, borehole loggers, measuring tapes, surveying equipment such as face profilers, and a high speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design -only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as the understanding grew and practices have been implemented resulting in reduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution. An accurate and rapid assessment of coal resources, such as that provided by computer modelling, forms an intergral role in evaluating CSR's coal deposits for future development. An in-house system utilising a number of geological, engineering, costing and financial evaluation routines has been developed for DEC VAX computers. The system is currently being upgraded and enhanced to meet the demands at the various mine sites. Computer modelling of the geology is performed on encoded drillhole information and coal core chemical and physical analyses. A conceptual mine plan is formulated then digitized and superimposed on the geological model. Insitu and product coal reserves and qualities as well as overburden and parting quantities are then calculated for each strip or block. These strip parameters are then transferred to the mine scheduling routines to determine the most efficient mining sequence for the mine plan. Cost factors and scheduling data for equipment specified in the conceptual mine plan are used in the mine costing subsystem. The financial subsystem then evaluates the likely return on investment. Future enhancements to the system include improvements in the response time through the introduction of interactive graphics, the direct interfacing of geophysical and analytical data, and further development of a geotechnical'database.

Basing upon many and long practical experiences of gas drainage from coal seam and results investigations on the gas flow through in si-tu coal seam using tracer gases,it became clear that solid coal itself is hardly gas permeable or has extremely low gas permeability. Almost all of gas flows from a coal seam into boreholes through fracture net- works intersecting with them.Primary and secondary fractures in coal seams differ in their size and continuity from place to place according to differences of the coal strength and the stress conditions. A lot of gas can be drained through boreholes which intersect with many and/or wide fractures. A mathematical model for gas flow from a coal seam to a borehole through a discoidal fracture is proposed. From the numerical analyses,the apparent radius of the discoidal fracture in this model is shown to be a good indication of the gas drainage ratio. In addition to this,an atempt to make fractures around a borehole using high velocity water jet(ca.lmm dia.,300-700atm., 100-200 1/min.) is introduced.

Faster and more efficient methods of producing and refining iron and steel are imposing severe conditions on the refractory materials used to contain these metals in the molten state. In order to provide refractory linings which will give the desired service life and maintain unit availability at an economical level, it is necessary to appreciate the aggressive environment in which the refractories operate and determine the reaction mechanisms by which the refractories are destroyed. Only by such studies can the most suitable refractory or refractory combination for a particular unit be selected. Examples of refractories selection and reaction mechanisms are discussed for blast furnaces, BOS vessels, AOD vessels, steel ladles, vacuum degassing units and continuous casting.

The utilisation of fossil fuels, including coal (of which Australia is a large producer and exporter) is a significant contributor to the emission of greenhouse gases. Methane gas, formed during the coalification process, is present in coal seams to varying levels depending on the rank and depth of the deposit. This gas usually escapes to the atmosphere during mining operations without prior conversion to C02 or utilisation as fuel. The quantity of methane released can represent from less than one percent to more than five percent of the carbon content of the coal mined. Per unit of carbon, methane has a greenhouse impact many times that of C02. The emission of uncombusted methane to the atmosphere can therefore represent a greenhouse impact of similar porportions to that of the CO2 formed by combusting the mined coal. However, greenhouse emissions from coal can be minimised by collecting the coal seam methane and converting it to water vapour and the less damaging form, CO2. If such conversion is carried out while performing useful work, the methane can further reduce greenhouse emissions by displacing other fossil fuels. Technology has been developed to allow coal seam methane gas to be economically collected in a pure form, uncontaminated with air. This pure methane can be used to supplement natural gas supplies, to generate power or for the production of chemicals or substitute transport fuels. By collecting and utilising coal seam methane, the greenhouse impact from the mining and use of coal can be minimised, with significant reductions possible in the case of gassy deposits.

Compositional geostatistics is an approach developed to ensure that the constant sum constraint induced by geochemical iron ore analysis is respected in estimation and simulation. Jack-knifing and cross-validation were used within this framework to compare the results from ordinary cokriging of the additive log ratio (alr) variables with those from conventional ordinary cokriging. Two methods were used to back-transform the alr estimates: the crude additive generalised logistic back transformation and numerical integration via Gauss-Hermite quadrature. Previous work on a blasthole data set from a Yilgarn iron ore mine showed promising results, with the Gauss-Hermite quadrature method returning results comparable to ordinary cokriging from the point of view of bias, but superior in that the constant sum constraint imposed by geochemistry of the data was honoured. Other practitioners have noted that the linear interpolation of non-linear log ratio transformations will result in biased results, and that this bias can be masked in a (grade control) setting where the spatial density is high. To test this assertion, the methodology has been extended to successively lower spatial density data sets.
