This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

In a previous study, various pyrite depressants were examined to improve the flotation performance of a copper-sulfide ore. Optimal results from this study were used to examine the effect of elevation on recovery and grade. Tests were conducted at elevations of 3350, 1735, 610 and -760 metres, consisted of five repetitive experiments for statistical analysis, and were performed both with and without airflow control. Tests were also performed in a glove box at Montana Tech to mimic the pressure conditions. Results indicate that both recovery and grade are dependent on pressure via bubble size and airflow suggesting that pressurised flotation cells should be considered for operations, particularly those at high elevation. Economics are extremely favourable for implementation because ensuing capital expenses are inconsequential with minimal time for return-on-investment.

The iron ores of Alegria mine are composed of itabirites enclosing minor bodies of high-grade ores. The itabirites are classified according to mineralogical composition in five types: martite-rich, goethite-rich, specularite-rich, magnetite-rich and anphibolite-rich ores. The hematites are martite-rich, magnetite-rich, specularite-rich and more rarely, amphibolite-rich. Other classification criteria of the ores are based on the physical properties and the degree of compaction. As such, the itabirites and hematites can be classified as hard, friable and soft types. The mineralogical/textural evolution of the ores is linked to the pressure and temperature conditions that accompanied the tectonic processes in anphibolite facies and the different degrees of subsequent surficial weathering processes. Petrographic and microstructural studies indicate that the magnetite and amphibole bearing itabirites represent the parent rocks that created the other itabirites and that the specularite itabirites and the hard martite types are related to silica dissolution and redeposition in zones of high and low strain. Most of itabirites ores correspond to chert oxide facies banded iron formation, except the goethite and amphibole bearing itabirite that resemble a silicate or oxide-silicate facies with minor carbonate impurities. The great mass and pods of soft martite itabirites are probably shaley oxide facies BIFs with little volcanic contribution. Trace element contents of the AlegriaÆs itabirites show strong dissimilarities with BIFs associated with volcanism (Algoma type), but closely ressemble to the Lake Superior type, with high content in Cr, Co and low V, Ni, Cu and Zn. Although the absolute contents of REE present in the AlegriaÆs itabirites are, in general very low, the pattern when normalised by NASC is similar to the great majority of the Archean and Paleoproterozoic BIFs elsewhere in the world, and characterised by positive Eu anomaly.

The shock behaviour of a material represents its response to very high strain rate loading at pressures associated with those generated by explosive and blasting loadings. Three sets of shock wave experiments have been conducted to determine shock Hugoniot behaviour, spall tensile strength and shear strength using a plate impact facility. Embedded manganin stress gauges (ie longitudinal and lateral gauges) and high-speed velocimetry using heterodyne techniques were used for the measurements of stresses, shock velocity and free surface velocity. The gabbro exhibited classic linear Hugoniot equations of state in the US-up (ie shock velocity-particle velocity) plane; while for marble a polymer-like non-linear response was observed. The detailed experimental procedures used to make these measurements are to a great extent standard methods when determining mechanical properties and deformation fields at high strain rate.CITATION:Zhang, Q B and Zhao, J, 2015. The Chatree Gold Project represents a greenfields discovery of metallurgically clean shallow gold mineralisation in a logistically simple terrain. Total Measured, Indicated and Inferred Resources are currently 31 tonnes of gold and 160 tonnes of silver. Gold occurs in an adularia-sericite epithermal system within quartz-calcite-adularia veins, breccias and stockworks. Host rocks are volcanic arc porphyritic latite-trachyte flows, their pyroclastic equivalents and volcaniclastics of upper Permian to upper Triassic age. The mineralisation was deposited in dilated zones during repeated reactivation of pre-existing structures. To-date five mineralised prospects have been defined by drilling with three reaching JORC Code Mineral Resources status. The project is in its definitive feasibility stage and is anticipated to be in construction during 2000.

It is believed that disc cutter shape affects rock fracture and therefore cutter performance and cutter life. However, the current generation of disc cutters is made of hardened steel and these cutters wear rapidly and consequently they are unable to maintain their original shape in strong and abrasive rock. This wear problem could be reduced if the cutter was made from a harder material. Unfortunately as material hardness increases so does the propensity for brittle failure. In this study the optimum cutter shapes were identified by studying the mechanics of rock/tool interaction. The results showed that bevel and wedge cutters are better than cutters with dome and flat edges. A new cutter was designed, based on this result, using a harder material to increase the life by a factor of 20.

Seismicity associated with deep block cave mining operations in hard rock can give rise to dynamic loading of the mining openings. A description is given of the source and damage mechanisms associated with such seismic events, and the possible demands placed on the rock support by the resulting dynamic loading. In addition, production level drifts are often subjected to large static deformations during mining. Appropriate support, able to sustain large static deformations, and capable of absorbing the energy released during dynamic loading, is described. The performance of these support types has been determined by means of large-scale dynamic loading tests, and large deformation static laboratory tests. Finally, a support system which is considered to be appropriate for extraction drifts in block cave layouts subjected to dynamic loading is described.

The cylinder test allows us to determine the expansion of a copper cylinder by the detonation of an explosive charge inside. This test, originally designed for military explosives, has been adapted for industrial explosives with non-ideal behaviour. From data obtained with this test and known physical relationships, an analytical procedure has been developed to calculate the Jones-Wilkins-Lee (JWL) equation of state parameters for five ammonium nitrate/fuel oil (ANFO) and six emulsion-type explosives. A new radial wall expansion function is proposed considering a non-zero initial velocity with the consequent positive Gurney energy at unit relative volume. A set of equations is established to determine the JWL parameters, three of them obtained at the Chapman-Jouguet (CJ) point and the other three at different relative volumes. These equations, along with some constraints to ensure a physically sound solution, are solved for the JWL parameters by a non-linear least squares scheme. A 2D Lagrangian axisymmetric finite elements (FE) numerical model is developed for each tested explosive to validate the analytical results, in terms of expansion histories, with good agreement. The Copper Canyon deposits, occur in proximity to the regionally distinctive formational boundary between the Staveley Formation and Marimo Shale. The mineralisation here is associated with breccias, veins, and alteration zones near the base of the Marimo Shale unit and in the underlying evaporitic dolomite-dololutite dominant Staveley Formation. The Marimo Shale unit, in its basal 60 metres, is highly carbonaceous and hosts ubiquitous but minor diagenetic (?) copper-pyrite, and on occasion, extensive albite-microcline alteration centres, pyritic (cobaltiferous)-quartz veins, and microcline-quartz_+plagioclase veins or veinlet arrays. The most significant mineralisation, such as at the Greenrnount prospect, consists of a shallowly dipping package of alteration zones overprinted by multiple generations of pink-orange microcline-quartz-chalcopyrite-pyrite-(arsenopyrite) and albite-calcite- phlogopite veins. Accessory mineralogies in most of these mineralisation styles consist of tourmaline, monazite, rutile, and apatite. Chalcopyrite (and secondary chalcocite) and gold are associated with each generation of alteration but are best developed in the later stages of veining. In the underlying Staveley Formation, which is a conformable transition between the Corella Formation limestones and the Marimo Shale, chalcopyrite (cobaltiferous)-pyrite mineralisation occurs as disseminations in pre- and syntectonic breccias, and with disaggregated silica pseudomorphs (after thinly bedded evaporitic sulphate beds) and associated dolomitised limestone-calcilutite. Although this mineralisation may be partly diagenetic in origin the 200 in thick evaporitic packages are also host to a locally widespread (2 to 4 km long and 200 to >500 metres wide) and pervasive 'redrock' styled microcline-dolomite¦hematite alteration. Within this gross alteration package there also seems to be a consistent association with narrow (10 to 100 metres wide), linear (stratabound) semi-massive magnetite-hematite-microcline and quartz-chalcedony replacement zones. Like much of the nearby Corella Formation the Staveley Formation, under the Marimo Shale, has undergone dissolution, paleo-solution karsting (breccias) and tectonic brecciation such that the precursor lithological details have been progressively obliterated. The post-diagenetic to post-tectonic fluid pathway development and metasomatic alteration history of this important lithostructural package of rocks has been traced from preliminary studies only. The ability to do so is largely due to the absence of significant regional and contact metamorphic overprinting, and the local preservation of precursor sediment profiles. It is proposed that both the base of the Marimo Shale and parts of the underlying evaporitic-limestone-dololutite have acted as conformable fluid pathways for hydrothermal and (perhaps) diagenetically derived, Cu-Au-(¦Co ¦As) K-Na-Ti-REE bearing, fluids and brines.

The purpose of blasting during mining is to produce a muck pile that can be efficiently loaded and transported. There is an increasing awareness of the variation in muck pile characteristics and its economic implications. It is well known that good fragmentation by itself is not sufficient to optimise the muck loading efficiency. The swelling and configuration of the muck pile also significantly affect the productivity of the loading equipment. The characteristics of a muck pile depend upon the blast design parameters, explosive properties and rock mass geology. This study has focused on the dependence of muck pile configuration on blast design parameters, explosive properties and size distribution of the muck.The field work was done in two phases. In the first phase 12 blasts were monitored, while in the second, three blasts were monitored. The blast design parameters and explosive properties for each blast were documented and the following muck pile characteristics were measured:muck pile height and its distance from the facedistance of throwwidth of the power troughsize distribution by image analysis technique.The effects of burden, bench height, heave energy of explosive, row-to-row delay, powder factor and the mean particle size of the fragments on muck pile configuration were examined. It was observed that muck pile height and distance of throw are strongly influenced by the burden, bench height, heave energy of the explosive and the size distribution of the muck. The width of the power trough depends upon the row-to-row delay, powder factor and total burden. The Proterozoic iron oxide related Au-Cu-Bi (Tenant Creek style') deposits at Tennant Creek can be classified as syntectonic polymetallic hydrothermal replacement type mineralisation. The AMIRA P266 æImproving Thickener TechnologyÆ series of projects has sought to provide a firm scientific basis for feedwell and thickener design, a requirement as pressures on water usage in the minerals industry increase. While advanced computational fluid dynamics modelling of feedwell processes has generated the most obvious and successful applications to improving the performance of operating units, such outcomes have drawn heavily on parallel studies into flocculation fundamentals. Central to this has been the development of a linear pipe reactor system that allows the kinetics of flocculated aggregate growth and rupture to be measured for thickener feeds under turbulent pipe flow conditions. This ensures much greater control of the intensity and duration of applied shear than is possible with conventional flocculation test procedures, offering insights into flocculation processes that would be otherwise hidden in time-averaged measurements.

Rock bolting and rock-bolting systems depend for success on attention to a number of simple techniques. Failure to appreciate this fact can lead to disappointing results. Careful study of rock characteristics and placement methods can allow a change to highly successful rock bolt per- formance. A number of examples are quoted to illustrate the sig- nificant improvement in results which can be achieved by use of the most suitable combination of characteristics.

Due to operational and regulatory practicalities, pit lakes will continue to be legacies of many open cut mining lease relinquishments. Unplanned or inappropriate management of these significant geographical features may lead to a short-term liability to all stakeholders during mining operations, or to ongoing liability to the local community and environment following lease relinquishment. However, the potential for pit lakes to provide benefit to companies, communities and the environment is frequently unrecognised and yet may be a vital contribution to the sustainability of the open cut mining industry. Improved remediation technologies are offering more avenues for pit lake end use than ever before, at the same time mining companies, local communities and regulatory authorities are also becoming more aware of the benefit these water resources have to offer. Sustainable pit lake management aims to better minimise short- and long-term pit lake liabilities, and yet also to maximise short- and long-term pit lake opportunities as well.

In South African gold mines, the types of material requiring transportation to the stoping areas include timber packs, explosives, hydraulic rock props, scrapers, scraper winches, pipes, pumps and backfill material (in areas where backfill is being used). Currently timber packs are broken down to their basic components (log and brick) and are transported into the stope by means of either monowinches or a combination of monowinch and scraper winch. Other materials, such as explosives, hydraulic rock props, scrapers, scraper winches, pipes, pumps and backfill material must be transported by other means, usually by hand or, in the case of heavier items, by chain blocks. With the drive to increase stope advance rates and the rise in the number of miners with HIV/AIDS, there is a need in the South African gold mining industry for an improved material handling system. To meet future requirements, material handling systems should assist miners to transport materials quickly and efficiently. Furthermore, it must be financially viable and economically competitive with current material handling systems. This paper looks at the in-stope material handling efficiency of current monowinch systems and provides solutions to improve efficiency. In addition, the use of in-stope monorails are reviewed and the possible scenarios that will substantiate the use of monorail systems are discussed.

A new national-scale geochemical survey is under way inAustralia with the aim to provide energy and mineral explorers with state-of-the-art precompetitive data and information about the continentÆs potential resources. This low-density geochemical survey will provide a national geochemical data layer using consistent sampling medium and sampling, preparation and analytical methods. Large-scale geochemical patterns thus revealed are expected to point to new areas of exploration potential. The project is funded under the Onshore Energy Security Program. It is hoped that this new national geoscience dataset will help make Australia a more attractive destination for energy and mineral exploration investments. Prior to 1975, most geochemical drainage surveys for gold were based on analyses for pathfinder elements, such as As and Cu, rather than direct analysis for gold, for two reasons. Firstly, analytical methods lacked the required sensitivity and precision to determine gold abundance at background levels in stream sediments (usually in the range 1 - 10 ppb). Direct analysis was also inhibited by concern about the potential for gross sampling error, brought about by the dispersion of gold as rare discrete particles of the extremely dense native metal. This sampling error, commonly termed the 'nugget effect' has two components: erratic distribution of the element within the stream environment, related to hydraulic factors, and the difficulty in taking representative samples, both in the field and later in sub-sampling for analysis. In more recent years the collection of very large samples was commonly advocated to overcome the sampling problem (Hams, 1982; Nichol, 1986).Two methods have been widely used to evaluate the gold content of bulk samples (Elliott and Towsey, 1989). The preparation and analysis of heavy mineral concentrates has in recent years been largely superseded by the leaching of gold contained in bulk samples by cyanide, commonly termed the BLEG (Bulk Leach Extractable Gold) or BCL (Bulk Cyanide Leach) methods. The terms BLEG and BCL are essentially interchangeable and the latter will be adopted for the remainder of this paper. The Mesozoic intrusive rocks in southeastern coastal China can be divided into three intrusive suites, and they can be brought into corresponding with four cycles of volcanic activity. This paper describes their time-space relation with volcanic rocks, and their geochemical characteristics. Data from the Mesozoic volcanic-intrusive. complex rocks in Eastern Zheijiang, Eastern Fujiang and Eastern Guangdong show distinct regional differences, both within and tectonomagmatic activity regions. The southeastern coast of China involves four tectonomagmatic activity regions. They have many differences on the nature of magma source regions, activity patterns of magma, time-space distribution, petrography and petrographic facies association of volcanic and intrusive rock and mineralization.

Cannington mine is a silver lead zinc operation located in north west Queensland. The operation has been in production since 1997. Ore is primarily moved through an underground material handling system comprising of a crusher, conveyor and hoist. The underground crusher and conveyor system were sited in lower grade ore when the mine was first commissioned. As Cannington is now a mature operation, this ore is considered run of mine and stoping progressed into the crusher exclusion zone. As the stoping fronts advanced there was increased damage on the crusher chamber and infrastructure. In response to monitoring data, the crusher monitoring system was significantly upgraded in 2016. The monitoring system included rock mass and infrastructure instrumentation. It improved the understanding of stress impacts and mechanisms driving the damage within the chamber. It allowed the site geotechnical team to respond to changes utilising ground support, mining sequences and increased levels of monitoring. As stoping and damage to the rock mass continued, so did the process of responding to monitoring data. Ultimately, the monitoring system enabled a safe and controlled closure of the chamber. The Australian Broken Hill Consols Mine, situated some 600 yd east of the main Broken Hill line of lode, is noted for its rich ores of silver. In contrast to the vast conformable orebodies of the Broken Hill field, the Consols lode occupies a narrow fissure dipping to the south west at angles increasing from 240 through to vertical and transgressing the strike of the metamorphosed country rock at an oblique angle. This feature, together with the abundance of calcite and siderite and the virtual absence of silicate minerals in the gangue, has led to its classification as an orebody of the Thackeringa type (King, 1953). Recorded production during the period 1890 to 1903 is given as 845,000 oz of silver and 20 tons of lead.The unusually rich silver values of the Consols lode were concentrated at the intersection of the fissure with beds of amphibolite, whereas in the adjacent schists and gneisses the lode became markedly impoverished. From the surface to a depth of some 120 ft extensive surface oxidation had occurred, resulting in the breakdown of siderite and its replacement by limonite and associated manganese oxides.Silver halides, dyscrasite, acanthite and partly oxidised tetrahedrite were the main silver minerals in this zone. With increasing depth the lode material gradually reverted to minerals representative of the hypogene zone.The only previous work specifically on the mineralogy of the Consols lode is that by Smith (1922), one time manager of the mine.
