I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

The Ladolam gold deposit on Lihir Island, in Papua New Guinea, is a large disseminated gold deposit hosted by hydrothermal breccias. The deposit occurs in the cupola zone of a 350,000 year old monzonite stock which is emplaced in the collapsed caldera of a shosho- nitic stratovolcano.

The Vertical Crater Retreat (VCR) mining method was used to mine two rib pillars at New Broken Hill Consolidated Limited (NEHC) mine at Broken Hill. Experience gained in a trial VCR pillar stope was applied to the design of Panel 3CN pillar (P3CN). Restricted access and a central sandfilled plug in this pillar necessitated the use of angled blastholes and blasting of the stope in two sections. Borehole surveys and close charging supervision were necessary to block, charge and stem the spherical charges in the correct position. The laver sections of the VCR stope with rock walls attained an average slice advance of 2.2 m whereas the higher section of the st.ope between cemented fill walls attained an average slice advance of 3.4 m. Achieved fragmentation was extremely fine. External dilution was assessed at less than 10 per cent. A cement consolidated sandfill exposure of approximately 1300 m2 stood vertically with no significant slumping.

Since the introduction of froth flotation for industrial practice, the process has long been developed and improved by making cultivated guesses or by using trial and error methods to a varying degree. Fresh possibilities have emerged after development of new surface sensitive analysing methods and in situ electrochemical methods. Having had the possibility to combine different findings between science and everyday plant practice, Outokumpu has been able to develop a catch-all procedure to manage a flotation process taking into account the specific requirements set by different minerals in a slurry. A number of these procedures are available and offered globally to clients as part of a Plant Audit service. The Outokumpu Plant Process Audit (Process ef-X) concept comprises of mineralogical determinations from process samples and plant data analysis together with electrochemical process measurements using mineral electrodes. Automatic control loop analysis can also be included. The objective is to combine the results for a basis of flotation process improvement. Since this methodology has earlier been an in-house practice, it follows that the results are also reflected in the development and design of the OutokumpuÆs processing equipment. An increasing number of ores have a very intimate fine-grained texture and it may be physically impossible to combine high grade with acceptable recovery by a flotation process alone. For such cases, combinations of different hydrometallurgical û mineral separation û pyrometallurgical processes are available. Mineral specific information and chemical expertise of flotation technology can be utilised in development of other processes, as well.

Flash smelting of nickel sulphide concentrate has been practiced at WMC's Kalgoorlie Nickel Smelter for 20 years. The mineralogy of the concentrate from the original mines was particularly suited to this process. However, taking a strategic view, potential new processing routes should be fully evaluated as possible replacements for the current technology. The Vanyukov process has been under development in Russia for the past 40 years and has been successfully applied on a large scale to the smelting of copper concentrates, at two locations - Norilsk and Balkhash. The potential for the application of the Vanyukov process to the smelting of nickel concentrates offers a number of processing advantages, including smaller reactor and decreased dependence on fuel oil. This paper reports on preliminary investigations into the application of the Vanyukov process to the smelting of nickel concentrates. At this stage the investigations are limited to semi-quantitative comparisons and modelling studies.

A mine planning system comprises all elements necessary to carry out the full range of mine planning activities from exploration to operations control. The application of computers as part of a mine planning system has great potential for increasing the efficiency and quality of mine planning and reducing its cost. The introduction of computers to mine planning in open cut coal mines has been hindered by the cost of processing the large databases associated with large coal deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/ mini-computers until recently have not had the capacity to store the volume of data or the processing capability required. Recent hardware developments have cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with open cut coal mine planning, incorporating them into a single system using a common database. The MINEMAP System is a hardware and software package tailored specifically for mine planning of open cut coal mines and is an example of such a system.

In the enthusiasm resulting from the first discoveries of mineral deposits at a great number of localities in those districts, it became a generally accepted belief that the whole of that portion of Tasmania constituted a continuous metalliferous province. As geological research in these, areas has progressed, however, it has become increasingly clear that ore-deposition has been confined on an economic scale to definite well-defined areas or belts which have a genetic relationship to certain tectonic and petrologic phases of the general geology. The efficient operation of any modern metallurgical facility depends on the accurate measurement and estimation of flow rates, inventories, and composition of their intermediate and final products. All of this information is subject to both statistical errors and gross errors, which can lead to poor estimation of efficiency, yields and specific energy consumption. The detection and the elimination of these errors require not only plant data, but also product transactions and the operational events. Once the gross errors have been eliminated, it is possible to estimate validated performance indicators, such as grade recovery or yields. This paper describes the methodology to implement a unification and gross error detection system using the available infrastructure of both information and data reconciliation system. It covers the different infrastructure layers, from the data collection layer to the data validation and reconciliation layer. In addition, the impact of these methodologies on the decision-making process is presented.

Metallurgical slag, such as refining slag, is essential to enhance or promote steel cleanliness. The CaO–MgO–Al2O3–SiO2 system is the primary source of oxides-based inclusions. It plays a vital role in applications in various pyrometallurgical processes. Numerous thermodynamic databases and physicochemical properties of slag studies mainly focus on quenched samples and measurements at room temperature. Consequently, the present study explored the physicochemical, structural properties and crystallisation evolution for CaO–MgO–Al2O3–SiO2 glassy slags via in situ hightemperature Raman spectroscopy and synchrotron X-ray diffraction. The study was carried out by synthesising CaO–MgO–Al2O3–SiO2 slag with varying Al2O3/SiO2 ratios. The results from the in situ high-temperature measurement demonstrated a pattern showing a transformation of a broad peak from the glassy matrix to crystalline peaks. The study showed crystallisation of dominant phases such as Ca2SiO4, Ca2Al2SiO7 and CaAl2O4 that correspond and are attributable to changes of structural units during in situ high-temperature measurements. The results further showed a correlation between an increase and transformation in crystalline phases observed from the spectra obtained from non-isothermal heating of the samples.

The GPM Gold Operation has been employing an Albion Process™ plant at its Sotk (Zod) gold mine in Armenia since 2014. Long term data from the operation is now being published for the first time. The data presented includes concentrate throughput, as feed to the Albion Process™ plant (tonnes per day), sulphur grade in concentrate (% S), total sulphide sulphur oxidation in the Albion Process™ plant (% SOx) and gold recovery from Albion Process™ plant residues (%). The data provides a basis for evaluation of the effectiveness of the commissioning, ramp up and operation of the Albion Process™ plant. Notwithstanding the impact of a slower concentrator commissioning than expected, the plant demonstrates Series 1 behaviour on McNulty ramp up curves, indicating successful commissioning and fast ramp up. Interrogation of the data and operational experience indicates that this successful operation is a result of a process that is flexible, robust and stable, one that was designed well based on solid testwork results and pilot plant trials during the study phase undertaken by Glencore Technology and Core Resources, and where the local operators were provided with appropriate training in operation of the plant. For the mechanisation or automation of mining, recognition of the shape of mined cavities is basic information. A three dimensional shape measuring system, developed and tested, includes an ultrasonic range finder which is attached to the tip of a serial link manipulator. The range finder can be moved to any position and direction in the operational space of the manipulator. The position of a point on the surface of the object is obtained from the position of the range finder, the direction of the beam of the ultrasonic waves and the measuring distance of the range finder.To avoid collision between the sensor and the object, the manipulator is controlled to trace the surface of the object For the tracing control, another ultrasonic range finder is employed. The test results show that the developed system has high performance.

Methane and fire hazards have a vital effect on work safety and continuity of mining plant operation. In the 1990s, the SMP hazards monitoring and ventilation control systems, based on continuous measurement of air parameters, were put into operation at nearly 30 Polish mines. These systems provide continuous measurement of methane concentration within the range of zero to 100 per cent with automatic switching off of electrical energy immediately after detection of potentially explosive conditions. Early detection of coal spontaneous combustion and open fires is made by continuous measurements of CO, CO2, smoke and O2 content in mine air as well as temperature changes in air and rock mass. The essence of the system is intrinsic safety of all underground instrumentation and uninterrupted central power supply from the surface. All abnormal and critical states are signalled to the mine control room. These trigger alarm and emergency procedures. The computer based ventilation monitoring and control system also performs the function of an expert system for fire detection and underground fire fighting. The mine control operator (dispatcher) makes use of stored data in computer escape route schemes and procedures for the safe withdrawal of miners from hazardous areas. The operator can put in motion intrinsically safe alarm signalling units and banners with programmed messages indicating escape routes.

An extensive trial of laser-based survey and monitoring systems at Hillgrove Resources Kanmantoo Copper Mine in the Adelaide Hills, South Australia, has proved the capabilities of the system in monitoring rock movements on open pit walls. Initially, the trial involved deploying a Maptek I-Site 8820 laser scanner and the proof-of-concept Maptek Sentry software in the Nugent Pit to monitor ductile rock movements located up to 260 m away. The system was proven to be capable of monitoring various rock movements from 1.5 tonne rockfalls up to a 40 m high toppling wall failure. Data collected from smaller rockfalls was used to help build a database for Hillgrove’s rockfall management program. As part of the trial, the laser scanner was deployed to monitor a ramp movement event, as well as the toppling failure, adjacent to an IBIS slope stability radar. Both devices monitored the slump and the slowly developing toppling movements, with similar results. Although the radar was used as the successful ‘critical alarm’ device for the toppling failure, post-failure analysis showed the laser-based system to be capable of performing a similar role in the ductile rock regime; albeit over much shorter distances than the radar capability. A second laser scanner was deployed to monitor Kanmantoo’s Emily Pit in early December 2014, where it successfully provided critical alarm warnings for a block topple event. Sentry software, which takes advantage of Maptek I-Site 3D spatial imaging technology, was first released in November 2014 to meet industry demand for a cost effective, flexible system to detect movement. Sentry has now been re-launched as a fully transportable monitoring system. Deployed in a custom trailer, the system offers a power and communications module, cellular and Wi-Fi networking and a stable bollard for the I-Site laser scanner and Sentry software. This paper will present rock wall movement data from the Sentry trial and a subsequent two years of monitoring of the open pit walls at the Kanmantoo Copper Mine, at distances out to 750m. In addition, examples of remote geological mapping and small rockfall detection, using the laser scans, will be described. The Sentry system has proven to be beneficial for the continual improvement of slope monitoring and risk management at hard rock mines. An important problem in open pit mine planning is that of detennining the optimum ultimate pit limits of the mine. These limits are that contour which is the result of extracting the volume of material which provides the total maximum profit while satisfying certain practical operational requirements such as safe wall slopes. The determination of the optimum pit contour provides information that is essential in the evaluation of the economic potential of the mineral deposit. A number of optimisation techniques are available for determining this contour with the Lerchs-Grossman and the Network Flow methods being the most favoured. Unfortunately, direct application of these techniques to large ore-bodies may cause considerable difficulties because of the computational time and storage requirements. In this paper, we present a strategy for resolving these problems, and the associated pit design software PITOPTIM (incorporating a fast network flow technique) and a data reducer, BOUND. The results presented highlight the speed and power of the software package rivalling the popular Lerchs-Grossman technique. An application of the software for a sensitivity analysis is also presented and discussed.

Zinc-bearing materials containing chlorides and fluorides of alkali metals, such as electric arc furnace dusts, Waelz oxides, galvanising ashes, brass foundry and converter fumes are marginally attractive, both technically and economically, for processing by the Imperial Smelting Process or in a conventional zinc sulphate electrolytic plant. The EZINEX« Process allows the recovery of high purity zinc in cathode form from these materials, together with regeneration of the leach liquor. The process is based on a new electrochemical system which depolarises the anode reaction with reduction of the cell voltage, compared with the traditional sulphate electrolysis method. The electrolyte, based on a chloroammino complex, permits the recovery of other valuable metals present in the zinc bearing materials such as lead, copper and silver. These are recovered as a metallic cement, consequently improving the economics of the process.

Technological advancements in mineral processing have increased the feasibility of refining low-grade ores. Because of this progression and continual depletion of high-grade ore deposits, much larger volumes of waste material are produced. At the same time, increasing environmental legislation and cost competitiveness dictate that these wastes be disposed of in a manner that is both environmentally acceptable and economically viable. To achieve these criteria, many mineral processing industries are dewatering waste streams in order to reduce the volume of tailings and increase water and reagent recovery. The subsequent dry disposal of these highly concentrated mineral tailings requires a thorough understanding of the effects of dewatering on the flow characteristics. Dry disposal represents a paradigm shift in engineering. The tailings are engineered to suit the disposal requirements, as opposed to engineering a facility to accommodate the tailings. It is therefore important to understand how the material properties and operational parameters can be modified to produce the desired tailings flow and deposition characteristics. As concentrated suspensions usually exhibit non-Newtonian behaviour, determination of the disposal plant operating conditions requires a thorough understanding of the rheological characteristics of the material. The implementation and optimisation of dry disposal methods involves three concurrent and interdependent rheological studies to determine:the concentration required to achieve the optimum spreading and drying characteristics of the tailings once deposited; the optimum conditions for pipeline transport; and the feasibility of dewatering the slurry to the required concentration. The paper presents an overview of the issues pertinent to management of the flow properties and processing of dewatered waste streams.

This paper describes how water is being planned, managed and used in Queensland as both a precious natural resource, vital for healthy ecosystems, and as a valuable tradeable commodity, necessary to secure economic prosperity. Queensland has been progressively implementing a planned package of water industry improvements agreed by the Council of Australia Governments in 1994. The Water Act 2000 provides the legislative basis for implementing the COAG water reform framework in Queensland and sets out statutory water planning processes. A Water Resource Plan (WRP) is a strategic document that specifies water sharing and environmental flow outcomes across a whole catchment over a period of up to ten years. A Resource Operations Plan (ROP) sets out the details of implementing a WRP, including environmental flow rules, establishment of tradeable water allocations that are separate from land, rules for water trading, rules for operating water infrastructure, arrangements for the release of any unallocated water identified in the WRP, and requirements for monitoring and reporting. Water Resource Planning and Resource Operations Planning are progressing in priority catchments and aquifers across the State. Ways to obtain a water entitlement now depend on whether a WRP and/or a ROP exist in a particular catchment. Water trading provides for the buying and selling of water entitlements on a permanent basis where permitted under a ROP. Details of tradeable water allocations are securely registered on the Water Allocations Register, which is similar to a land titles register. Leasing and temporary transfers of water entitlements are also possible. Water brokers are emerging to facilitate water trading which aims to improve water use efficiency and move water to higher value uses. Queensland is leading the way in the implementation of the COAG water reform framework and the pursuit of sustainable water resource management. The StateÆs progress in this regard is increasing certainty for water users, while ensuring that considerations of equity amongst existing and future users and amongst various uses, as well as considerations of ecological sustainability and the wider community, are all taken into account. The mining sector stands to benefit substantially from these new approaches to planning, managing and using this precious resource.

Since the days of mandatory high cost pilot plant testing in 6 ft + 2 ft SAG mills autogenous griding/semi-autogenous grinding (AG/SAG), mill specific energy is now calculated by various empirical formulae and pilot testing carried out in small laboratory mills. Barratt (1989) described a method using Bond Indices than adding a single factor of 1.25 to arrive at the AG/SAG specific energy. In 1991 the Canadians developed the SAGPower Index (SPI), test using 2 kg of material in a 300 mm diameter mill. This test has been further developed by Starkey, Hindstrom and Orser (2006). This test now includes a Bond Ball mill work index test.The Macpherson test is still being offered by some testing facilities. This dry test requires at least 180 kg of material.Morrell (2004) formulated an AG/SAG specific energy generator based on a drop weight index Value (DWi). This DWi value is related to the Ab parameter and the material specific gravity. Morrell reconfigured the BondÆs Third Theory formula to cause extra power requirements to be inputed. This technique incorporates the material specific gravity (SG). The AG/SAG specific energy values produced using this method are susceptible to higher values of crushing and rod mill work indices.This paper offered describes a more simple method to generate AG/SAG specific energies. This programme incorporates Bond work indices, the JKMRC parameter Ab measuring impact breakage and the parameter ta measuring the abrasion rate, then employs a series of efficiency values nominated for each transition size (AG/SAG T80). These efficiency values have been compiled over the years from actual operating plants and documented reports.CITATION:Burgess, D, 2012. The recoveries of the three cobalt minerals in the Mount Cobalt deposit, cobaltite CoAsS, erythrite CO3(AS04)8H20, and new cobalt mineral with a composition approximating 2CoO.CaO.Fe203.2As205.11H2O were investigated using physical and surface-chemical processes.Over 80 per cent cobalt recovery was achieved by tabling a cobaltite-mineralized sample, while about 76 per cent cobalt recovery was obtained by dry feed magnetic separation of a sample containing erythrite and the new cobalt mineral. The resultant primary magnetic concentrate with a cobalt grade of 5.5 per cent, was able to be upgraded to 14.4 per cent cobalt by regrinding .and a further magnetic separation.Electrophoretic mobility - pH responses for each of the three cobalt minerals were found to be similar. Each mineral remained negative over the pH range 3 to 11 and was most negative at mildly alkaline pH values.Cobaltite was floated effectively with amyl and ethyl xanthate collectors under acidic conditions at collector concentrations of 10-2M to 10-5M. Erythrite showed a similar flotation response using 10-sM amyl xanthate. The practical application of these laboratory separations to an industrial process is suggested.

The BIOX« process for the treatment of refractory gold ores and concentrates has been commercially in operation for 18 years. A total of six BIOX« operations have been successfully commissioned since the commercialisation of the process. Four of these BIOX« plants are still in operation today. There has been a renewed interest in the process the past few years with two BIOX« plants, the Suzdal plant in Kazakhstan and the Fosterville plant in Australia, scheduled for commissioning during 2004. Four new projects are also in various stages of development and are currently scheduled to be commissioned during 2005 and 2006. Research into the process are currently focussed on the two highest operating cost items for the commercial operations, namely power for agitation and air dispersion and cyanide consumption during leaching. Laboratory aeration and agitation testwork using the A340 up-pumping agitation system has shown that similar mass transfer rates can be achieved at slightly higher agitator power. The up-pumping system, however, eliminates the need for a separate blower and sparger system as air is introduced into the slurry from the slurry surface. The use of the thermophile bacteria as the final oxidation step during biooxidation has shown great promise. Reductions in cyanide consumption of up to 50 per cent were achieved when using the combination mesophile and thermophile process compared to standard BIOX« product solids. The combined process takes advantage of the milder oxidising conditions of the well known BIOX« process for the bulk of the oxidation and then uses the high temperature thermophile bacteria to complete the oxidation. The ASTERÖ process for the biological degradation of cyanide and thiocyanate containing effluent solutions has been proven to be efficient and stable. The process uses an activated sludge system with a residence time of approximately six hours in the sludge reactor. Heavy metals and metal cyanide species have also been shown to be removed successfully from solution.
