IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. IN AN ARTICLE on "Recovering Smelter Dust and Oxide," published in the Engineering and Mining Journal (Vol. 131, No. 2), the authors briefly described some dust-recovery equipment and its operation at a secondary-metals brass-smelting and refining plant. A description of our experience in overcoming certain operating difficulties may prove of interest or value to those who are confronted with some of the same problems or who should equip their furnaces with dust-collecting equipment. The dust loss from reverberatory smelting and refining of brass con¬sists largely of zinc, with smaller percentages of lead, tin, and copper in the order named. At the Kramer plant, the fume discharge from the two stacks amounted to 3 to 4 tons of solids per day, making a dense smoke. With dust equipment in operation, the discharge from the stacks is invisible and approximately 2500 lb. of zinc and other metals is recovered daily thereby from each furnace operating.

AN extensive study of German underground manufacturing experience is being undertaken by the Air Materiel Command. Headquarters officials consider completely underground facilities one of the most effective means of protecting aircraft production against air attacks of the strength and type employed in World War II. Advantages accruing to underground manufacturing installations other than protection are, perhaps, a smaller maintenance problem and the possibility of using gravity flow on some production lines. Offsetting these advantages are the high cost of construction, problems of ventilation, and poor acoustics. Excavation costs might well be less than the cost of enclosing the same area on the surface, as new and better methods of rock drilling and transportation are developed. Certainly the amount of building materials used would be far less than in constructing a surface plant of the same dimensions. THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

A MATERIAL contribution to the success of our Armies in the field has been the portable pipe-line system. These are the words of Brigadier General R. F. Fowler, chief of the supply division of the War Department. The portable pipe line is one of the "secret weapons" the American forces employed in their swift advances through Tunisia, Sicily, and Italy. Constructed of a light steel so flexible it can be snaked around trees, it can be laid at a rate of ten to thirty miles daily right up to the fighting fronts. It has played a major role in supplying combat troops with products varying from petroleum to water.

MAGNETITE mining and milling in the Eastern States showed continuing improvement during the year. Some of the smaller mines remained idle, but the larger operations responded promptly to the improved situation in the iron and steel industry. The output of ore for 1936 was over twice that for 1935. A number of improvements were made in mine plant and equipment, and operating forces were increased and maintained at near normal. The coming year should see additional mines started up and production increased at the larger properties.

Building up the USSR's economic strength was the result of all the achievements and successes of our economy. The Soviet Union was the first to begin planned guidance of the economy. The mining industry of the USSR, which holds the first place in the world output of mining production, has always been considered as the main raw materials basis of the country's economy. High and stable development rates are a feature of planned economic management, based on the social ownership of the means of production. During the past ten years from 1965 to 1875 the national income used for consumption and accumulation increased practically by 1.9 times. There has been no inflation, no unemployment in the Soviet Union for about forty years already. High and stable growth rates of the production of mining industries and that of the branches, which are their direct consumers are characterized by the data in table I. The achievements and successes of the economy's development are to a great extent determined by the three planning components, which are as follows:

INVESTIGATION by German chemists during the World War showed that particles of iron oxide form rapidly in iron pipes carrying hydrogen gas under pressure when the gas contains small amounts of water. Under these conditions, the gas frequently exploded when expanding into a dirigible. The explanation of the explosions lies in the building up of a charge of static electricity in the flow just beyond the orifice and the ignition of the gas by a spark accompanying discharge of the electricity. Friction between the moving particles and the pipe generated the electric charge, which was manifested by a pale blue glow formed in the flow at pressures above two atmospheres. In one experiment, this glow, at eighty atmospheres, extended for a distance of forty to fifty centimetres, but did not ignite hydrogen and air mixtures until the charge was col-lected by a conductor and discharged across a gap between electrodes placed at the side of the column of gas. Autoignition did not occur when this discharge was effected at a distance from the gas column, nor if the gas used was thoroughly dried and free from impurities. The electric charge has been studied by placing various wire and screen conductors in the outcoming stream of gas, Guest having summarized these experiments. The application of these conclusions to fires in petroleum and natural gas issuing uncontrolled from wells is made in the following paper, citing the ignition of a wild gas well in Texas.

A T THE meeting of the Board of Directors on June 24, Prof. Heinrich O. Hofman was elected an honorary member of the American Institute of Mining and Metallurgical Engineers. Professor Hofman is best known to the world at large for his publications, and in this respect he is to this generation what Schnabel was to the previous one. The first edition of Professor Hofman's "Metallurgy of Lead and Desilverization of Base Bullion"; was published in 1893; the fifth edition in 1898. In 1913, he published his work on "General Metallurgy;" this was followed by "Metallurgy of Copper" in 1914, and a revised and enlarged edition of the "Metallurgy of Lead" in 1918. "Metallurgy of Zinc and Cadmium" is now in press. He also published, through the Massachusetts Institute of Technology, "An Outline of the Metallurgy of Iron and Steel" for students' use. Since the founding of "Mineral Industry" in 1892, he has been continuously the annual contributor on the metallurgy of lead, and all Institute members know that his contributions to the TRANSACTIONS have been liberal in the extreme. It is through this medium that the results of the extensive research work, which he has always carried on in connection with his work at the Massachusetts Institute of Technology, have been published. Of the greatest importance are his papers dealing with the formation temperatures of slags, but many other metallurgical subjects have been covered.

AT the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17, 1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal-Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompressed-descriptive remarks were made as follows ; " A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. Under ordinary conditions, so little information is obtained from the ingot in individual cases that practically none of importance is acquired. These remarks have particular reference to the state of physical and structural soundness of the steel. Questions of chemical composition, segregation, piping and the grosser cavities have frequently been given attention. Defects of continuity of structure, which manifest themselves in the working; of the metal, and at the final stages cause distrust in the finished forging, have generally been neglected. ? N OW THAT the war is over it is possible to release data and correct some erroneous statements and impressions relative to the use of manganese-steel armor and helmets, which heretofore have been carefully guarded. The material of the helmets furnished to the English, American, and Belgian armies was invented by Sir Robert Hadfield, Bart., F.R.S., and was described in a paper read by him at the International Engineering Congress in August, 1893. The French helmet was 2 oz. lighter than the English but had a greatly inferior resistance. Tests showed that it was perforable at as low a velocity as 350 ft.- sec. impact of the standard shrapnel bullets. Helmets made of the Hadfield "Era" manganese steel kept out standard shrapnel bullets of the same quality at no less than from 750 to 950 ft.-sec. impact velocity. The respective energies were, in the case of the French helmet, only 0.021 ft.-tons, 46 ft.-lb., and in the British 0.095 ft.-tons, 213 ft.-lb. The German helmet was made of nickel-chromium steel and, although 12 oz. heavier and 12 per cent. thicker than the Hadfield, was not only perforate

His quotation from Humboldt, with reference to certain South American examples, may be questioned in the light of further facts, which do not appear to bear out the great traveler's theory of causation. There is no available evidence that the waters of the tropical rivers referred to by Professor Blake contain dissolved organic matter in the varying proportions required to demonstrate Humboldt's guess, nor do the concomitant facts in any manner bear out the hypothesis that the blackening in one case and its absence in the other may, perhaps, be traced to differences in the chemical reactions of the respective waters. The public is already familiar with the general fact that the scope and the financial resources of the approaching St. Louis World's Fair are much larger than those of any of the preceding great expositions; and both the visitor and the exhibitor, when he comes to St. Louis in 1904, will find it to be a real World's Pair, with exhibits and visitors from every known country. Passing over the subject, as to the general Exposition, with this brief statement, I ask Sour attention to the consideration of a few important facts connected with the proposed mining exhibits at this Exposition. First of all, I may say that. reading- and writing-rooms and library facilities will be furnished in the Mines Building for miners and mining engineers, and it is expected that when they visit the Exposition they will make these rooms their headquarters, and give the Chief of the Department and his assistants an opportunity to extend to them such courtesies as may be possible. The assembly room of the California Oil and Gas Association was the place of meeting. H. Norton Johnson was in the chair for the morning session, with about eighty members and guests present. Four papers were presented before lunch and a fifth, on electrical coring, was withdrawn as the work on which it was based is still confidential. Joseph Jensen read his contribution on the "Kettleman Hills Middle Dome Unit Plan" and, as he had an active part in framing the plan, his outline and discussion of it was authoritative and informing. J. H. Woods asked concerning the operation of the casing-head gasolene plant under the plan and was informed that one company would operate the plant and royalties would be paid participating companies

BEFORE discussing this subject it is necessary to define somewhat the meaning of the tern metallurgical.. When I was a student at M. I. T. ore-dressing was not thought of as metallurgy in any sense of the word, but it was considered as more closely allied to mining, enabling the miner to market an otherwise unmarketable product, or at least to market it to better advantage. Progress in ore-dressing has gradually allied it more closely with smelting, for at present the raw material received by the smelter is predominantly concentrates and smelting practice has been profoundly affected by the products of the concentrating mill. It is not surprising therefore that in many schools ore-dressing is frankly considered as metallurgy and although there may be some dissenting opinions it will be considered as such in this discussion. Twenty-five years ago at M. I. T. metallography was taught in a few optional lectures. This subject has developed rapidly and been expanded into the new and increasingly important field of physical metallurgy. To many metallurgists the -term metallurgy means only physical metallurgy. THIS paper is presented with the idea of discussing only the basic open-hearth charge. The importance of the charging operation in producing steel is more clearly understood by dividing the principal components into four groups and discussing each separately, thereby becoming acquainted with what constitutes a charge. The significance of these components in the charge itself will then be taken up. Classification of the charge components is as follows: steel scrap; pig iron ; limestone ; refractories and coke. Steel Scarp The first component, steel scrap, according to size, analysis and cleanliness, may be classified as heavy, medium and light. Heavy melting scrap includes crop ends such as are produced in blooming ingots or the heavy crops from bar mills abovely in. in diameter; railroad scrap, which comprises rails, side-plates, car-frames, draw- bars, etc.; and such automobile forgings as axles, crank- shafts, gears, etc. This class of scrap should give a four-box charging-car (box dimension 24 by 18 by 72 in.) an average load of 10,000 to 20,000 lb.
