During 1939 oil production experienced a new and important increase in Argentina in the productive areas of Comodoro Rivadavia (Territory of Chubut), Plaza Huincul (Territory of Neuquén), and those of the. Province of Mendoza. Production in the Standard Oil Company's field in the Province of Salta declined, but that of the Government oil fields in that province inereased 62.5 per cent.

NUMEROUS investigators1-4 have shown that one of the most conspicuous effects of the reverse marten-sitic transformation in Fe-Ni alloys is the stabilization of the austenite which forms on reversal. However, the present authors5 found a virtual absence of stabilization in a recent study of this subject. The purpose of this note is to account for the discrepancy.

When a dry ball-mill grinding circuit was in- stalled at the pellet plant of Hamersley Iron Pty. Ltd., it was something of a pioneering venture, since this was one of the first instances where such a circuit had been applied to iron ore on a major scale. The Hamersley pellet plant is located in Dampier on the coast of Western Australia. The feed for it consists of -8mm fines produced as a screened product at the Mt. Tom Price mine 186 miles inland from Dampier. It was these fines that encouraged the choice of a dry grinding facility for the plant. At the outset, tests had shown that the fines could not be filtered satisfactorily with a wet grinding system. At the pelletizing plant, the fines are stockpiled, reclaimed, dry ground in ball mills, formed into pellets on balling discs, hardened on an indurating line, and stockpiled for shipment overseas. These operations are shown in Fig. 1.

DEVELOPMENT of complex ores in the south- western part of the Rocky Mountain region has been retarded by the prohibitive distance to the nearest suitable zinc treatment plants. In the north- western and central Rocky Mountains the building, cluring tlie past decade, of electrolytic zinc plants at Anaconda, Great Falls, Trail, and Burke has tremendously stimulated the mining and exploiting of such .ores, greatly increasing the production of lead, zinc, copper, gold, and silver. Selective flotation permits the making of high-grade led, copper, and zinc concentrates. If the zinc concentrates could be made free from lead, copper, gold, and silver, they could be shipped economically to Mid- Western retort plants designed for such concentrates. Unfortunately a considerable proportion of the precious metal content accompanies the zinc blende in the ores of this region. Although some of it is saved in 'retort residues, the treatment cost is thereby increased so materially and the proportion saved so small, that .concentrates of ordinary grade cannot stand treatment charges and freight.

CUBA differs considerably from the other Greater Antilles in many geologic fundamentals. Cuba is geosynclinals; whereas Jamaica, Hispaniola. (Haiti), and Puerto Rico are geoanticlinal. (Scliuchert, Chas., Historical Geology of the Antillian. Caribbean Region, p. 13, 1935.) Rocks of lowermost Cretaceous age exist in large volume in Cuba, where- as they are generally absent in the other islands. Since many of the surface indications of petroleum are intimately associated with lowermost Cretaceous rocks, the Vinales limestone,, this difference is most important. For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. WHEN there is occasion to make structural use of metals at temperatures above 900°C (1652°F), the choice of alloys is severely limited, and those materials which meet special requirements as to density, strength, toughness, and resistance to creep, oxidation, or fatigue at such temperatures are at a premium. Any new type of high temperature alloy which is found to be outstanding with respect to several of these properties is therefore likely to find special applications for which it is uniquely advantageous as compared to other alloys. Such is the case with the 7 titanium-aluminum alloys. This y phase is an intermediate phase based on the composition TiAl, and extends from about 35.5 to 44.5 wt pct Al at temperatures up to 1000°C, above which the field broadens to include 60 pct A1 at 1340°C.' The alloys of principal interest have a narrow melting range, with 7 forming by the peri-tectic reaction, melt + ß=y at about 1460°C. Unlike most intermediate phases, the binary alloys containing titanium and aluminum in approximately equiatomic proportion possess low room temperature hardness,' in addition to which they have low density, good resistance to oxidation, and relatively high modulus of elasticity.' The forecast of continued growing demand for phosphate, chiefly for fertilizer, has caused a world-wide rush for deposits by a variety of companies many of which have never before mined phosphate rock. The newcomers are diversifying into this growth industry on the strength of certain capabilities. Among these are the availability of investment capital, mining or processing know-how and marketing experience. Product tie-ins have motivated some into the search. Companies with excess sulfuric acid or potential for making it are in this category. This acid is the most commonly used for dissolving phosphate rock to make phosphoric acid. Base metal smelting companies are prime candidates in this field with by-product acid from roasting processes. Producers of "sweet" natural gas, such as those in Louisiana and Texas, have a potential for recovering low cost hydrogen from excess gas production for the manufacture of ammonia, the main source of nitrogen for fertilizer. "Sour" gas producers, such as those in the Canadian fields, are making sulfuric acid that is combined with western U.S. phosphate to make fertilizer materials. The presence of one or two steel companies in the look-see for phosphate deposits is based on by-product ammonia from coke-oven gas.

INTRODUCTION Block-caving mines are generally large operations. Calculating the quantity and value of mineral present and determining the economic limits to mining are complicated processes requiring much time and effort. If these processes are to be worthwhile, they must be accurate and reliable. Success in planning may increase the economic returns significantly. Since capital investments in block-caving mines are generally quite large, and development may span several years, quicker and more accurate methods of mine layout are very worthwhile to the mining industry. The purpose of this study is to develop an approach to the evaluation and layout of block-caving mines. The study included development of a simple approach to modelling ore reserves and a rapid, dynamic programming solution for optimum ultimate mining limits. TRADITIONAL APPROACHES TO BLOCK-CAVING MINE LAYOUT General discussion of techniques of calculating and valuing ore reserves can be found in the literature, (1-4). Mining limit approaches have been investigated by many and follow five general methods: 1, Moving cone method (5) 2. Graphroriented technique (6,7) 3. Dynamic programming technique (7,8,9) 4. Network flow method (10,11) 5. Pillar method (12) Of these investigations, only two were developed for underground mining applications, those of Sharp (9) and Riddle (11).

THE indicator cards shown herewith were taken by the writer in June, 1877, from the water-pressure blowing engine of the Longdale Iron Co., at Lucy Selina Furnace, Longdale, Virginia. A description of this engine with figures, and some indicator cards, was published by Washington Jones, Esq., Superintendent of the I. P. Morris Co.,* in the Journal of the Franklin Institute for May, 1877, to which those desiring a full account are referred, but for convenience the principal dimensions, etc., are given below. The machine consists of a pair of horizontal directacting blowing engines, connected at right angles to a common fly-wheel shaft. The blowing cylinders are 4 ft. diameter by 5 ft. stroke; the water cylinders were 18 in. diameter by 5 ft. stroke as built. Both water and blowing cylinders are double acting. The water valves are balanced piston valves, 18 in. diameter, moved directly by eccentrics on the fly-wheel- shaft. Great care was taken to have the areas of the ports and passages at least equal to the area of the working piston. § 22. THe results published in Professor Howe's paper10 of our determinations on the Ac3 and Ar3 points for a series of commercial carbon steels " containing manganese in varying proportion, represent the average temperatures found by taking several (4 or 5) heating and cooling curves. The accompanying curves, Figs. 6 and 7, are, for each steel, the first heating and cooling curves as obtained by the inverse-rate method of Osmond, using a cylindrical chronograph sensitive to 0.1 sec. for recording time. Simultaneous observations were also taken by the differential method with a platinum neutral and plotted by Rosenhain's derived differential method and gave substantially the same results, the curves having sensibly the same contours in both cases.12 The observations were taken in vacuo on cylinders 5 by 1 in. in length bored to center with a 1/8-in. hole to receive porcelain insulated thermo-couple, and inclosed in an out- and in-glazed Berlin porcelain tube heated electrically by platinum foil wound on the tube. The vacuum was usually better than 0.1 mm. The heating and cooling of the furnace was automatically controlled by a salt-water rheostat with shaped electrodes, giving a uniform rate of heating and cooling.

The abundance and value of the tellurium minerals of Colorado is well known, but, as yet, few analyses have been made of them, and I offer these as a small contribution to the chemistry of these valuable ores. 1. Native Tellurium.—The specimens from which the analyses of this mineral were made are from the " John Jay" Mine, Boulder County, Colorado, where it occurs in quite large masses, though mixed with more or less silica and iron pyrites. It is usually a finegrained, tin-white mineral, but sometimes occurs in distorted, hexagonal prisms in cavities in the quartz. Before the blowpipe it gives the reactions for tellurium, sulphur and iron; by cupellation, it yields a small amount of gold. An analysis of a coarsely crystallized specilnen gave the following results : Specific gravity, 5.10.5. THE increased use of sintering for the beneficiation of iron ores and the reclaiming of flue dust creates a lively interest in sintering costs and, economics. The character of material sintered and geographical location of plants so radically alter sintering costs and economics that it is well to understand at least the basic elements which control such changes. The following cost factors are believed to be roughly approximated for large-scale Dwight-Lloyd 'continuously operated sinter-machine installations located anywhere. PRODUCTION of magnesium metal in the United States during the past decade has increased from less than 600,000 lb. in 1928 to more than 4,800,000 lb. in 1938.1 The growing industry has stimulated interest in methods of production and in sources of raw material. All of the present domestic production is from brines. However, the availability of large tonnages of magnesite in the state of Washington, together with the possibility of cheap power, have created interest in the utilization of magnesite for the production of magnesium metal as well as for other purposes. Magnesite, the carbonate of magnesium (MgC03), usually is associated with lime-stone (CaCO3) and dolomite (MgC03 CaCO3). It occurs in crystalline and microcrystalline (sometimes termed amor-phous) forms.2 The more common crystal-line mineral is found in various shades of white, gray, yellow and brown, the colors being due to impurities, chiefly iron. Magnesite has a hardness of 3.5 to 4.5 and a specific gravity of 3.0 to 3.1. It forms rhombohedral crystals in the hexagonal system, having a vitreous, pearly luster. The quarries and mines of the Northwest Magnesite Co. near Chewelah, Wash., are large producers of magnesite for refractories.

INDEX TO TRANSACTIONS After a delay of many months, which is very much regretted, but which, it is hoped, will be one means of insuring a volume of accuracy where accuracy is very important, the Institute now has for distribution copies of the index of Volumes XXXVI to LV, inclusive. This is more than a mere index off names of authors and titles of papers. Every important topic under consideration by author or discusser is introduced under such key-word as will enable an engineer to locate the desired information with the minimum expenditure of time. This index sells for $5* in half morocco binding and $4*. in paper covers. With the index of Volumes II to XXXV (which sells for $5 in half morocco and $4 in paper covers), it forms a complete index of the first fifty-five volumes of the Institute's Transactions. These collective indexes are very valuable to members of the Institute, enabling them to look up matters in their own library; if they have the volumes to which the indexes refer, they can get the information at once, and, if not, they can readily determine whether or not a visit to a nearby public library is desirable.

Oil produced in Iraq for export during 1938 was 31,354,090 bbl., or a daily average of 85,901 bbl; This is an increase of 182,614 bbl., or 0.5 per cent over 1937. All oil exported was produced from the Kirkuk field. The Khanaqin Oil Company, Ltd., a subsidiary of the Anglo-Iranian Oil Company, Ltd., continued to supply local market requirements from its Naft Khaneh field in the Transferred Territories. Slightly more than 32,000,000 bbl. was produced in Iraq, a small part of which was used in field operations. During the year 12 wells were completed and 9 wells were drilling at the end of the year. Of the completions, 5 were producers and 1 was an oil-water level observation well in proved fields, and 6 were listed as failures. Basrah Concession The outstanding event of the year was the granting, by the Kingdom of Iraq, of a 75-year concession embracing approximately 89,000 sq. miles to the Basrah Petroleum Company, Ltd., a British company with French and American participation. The concession covers all parts of the Kingdom, its territorial waters, islands, submerged lands, and its interest in the Neutral Zone separating Iraq and Saudi Arabia that
