The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

THE time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be .detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit-on that basis it would utterly fail- but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require -the same amount of endurance as does army work, and the placing of men with physical limitations in the work for which they are' capable permits a higher average of physical fitness for the work requiring physical excellence.

FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

AN unexpected and unprecedented demand for its products now challenges the petroleum industry. Between 1939 wand 1946, domestic oil demand increased nearly 45 per cent and in the first half of 1947 it was 10 per cent higher than in 1946. In 1939 the United States produced 1,264,962. 000 bbl of crude oil and indications are that about 1,860,000,000 bbl will be produced in 1947, a 47 per cent increase. Runs to stills are more than keeping pace with production. The crude capacity of 365 operating refineries is rated as 5,400.000 bbl daily and almost 100 per cent of this capacity was running crude oil in August 1947. The oil industry is cognizant of our need for a greater volume of petroleum products and is expending the huge stun of four billion dollars on exploration. production. transportation, refining. and marketing of petroleum. Of this amount about half will be spent on exploration and production. a billion on refining. and another billion on transportation and marketing facilities.

The use of ultrasonics in forming emulsions is not new. As early as 1927 Wood and Loomis' reported preparation of emulsions with ultrasonics. In 1935 Rschevkin and Ostrawskyz described the use of great ultrasonic power in producing fine emulsions of various oils and paraffin in water. Recently Oyama and Tanakahmployed ultra-emulsification to increase the effectiveness of sodium ethyl xanthate in flotation of chalcopyrite and galena. An emulsion is a two-phase system consisting of two incompletely miscible liquids, the one being dispersed as finite droplets in the other. The dispersed liquid is known as the internal or discontinuous phase, and the surrounding liquid is termed the external or continuous phase. There are two types of emulsions; one is oil-in-water (O/W) and the other water-in-oil (W/O). The word oil refers to the liquid other than water. Circumstances exist in which the emulsion type is not clearly defined, and the internal and external phases both contain portions of the opposite phase. This is said to be a dual emulsion. Among the many hypotheses', 6v proposed for the formation of emulsions, the Bancroft's adsorbed film or double interfacial tension theory is widely accepted. Bancroft ""educed that in the process of emulsification the interfacial tension between oil and water is lowered by the formation of an emulsifying film, which contains the adsorbed molecules and/or ions from the emulsifying agent and the two liquids.

SOME years ago, in the manufacture of seamless tubing from an alloy steel containing 0.07 per cent maximum carbon, 18 per cent chromium and 8 per cent nickel, at the plant of The Babcock & Wilcox Tube Co., a peculiar type of piercing defect was noticed. This defect was definitely associated with certain heats of the alloy and was independent of any of the variables of mill operation and billet-heating condition. A thorough analysis of the defective material yielded but one clue to the reason for its abnormal behavior in piercing and that was its oxygen content as determined by the vacuum fusion method. The oxygen content of the defective 18-8 alloy was found to be from two to three times that of the material that had pierced satisfactorily, and this incited an active interest in the vacuum fusion method for the analysis of alloy steels. After a critical survey of the literature on this subject, and considerable experimentation, an apparatus and technique were evolved that gave a fairly rapid, simple and reliable method of analysis. Samples selected from six years of tube production of 18-8 and other corrosion-resistant alloys were analyzed by this method. This paper describes the procedure and gives a correlation of the oxygen, hydrogen and nitrogen contents of a number of alloy steel samples repre-sentative of good and bad tube-piercing quality.

IN the past few years many men, including technically trained engi-neers, have been asphyxiated in metal mines, coal mines, tunnels and surface wells where a few relatively simple precautions with regard to ventilation and air testing would have saved them. Death from mine gases is analogous in some respects to death from poison and from drowning. The respiratory passages of a victim who has breathed oxides of nitrogen from burning explosives are badly irritated and a few hours or even a day after exposure he may develop a quick and fatal pneumonia; if, however, he enters without respiratory protective apparatus an atmosphere deficient in oxygen (a condition that may occur in unventilated or poorly ventilated parts of all underground mines) he collapses and if not rescued dies more quickly and surely than a lone nonswimmer who falls suddenly into deep water. An example of an atmosphere virtually without oxygen was demonstrated by an air sample taken by a Bureau of Mines engineer wearing oxygen breathing apparatus in a Cripple Creek shaft some years ago, during the recovery of the bodies of two victims of asphyxiation; analysis of the sample by the Pittsburgh laboratory of the Bureau showed the presence of 18.40 per cent of carbon dioxide, 0.27 per cent of oxygen, and 81.33 per cent of nitrogen, although the atmosphere apparently was clear and normal. In a mine one can pass from good, breathable air to an atmosphere that will kill as quickly as one can dive from a board to deep water below.

THE zinc deleading processes at the Parral and Santa Barbara mills are described separately to provide a basis for comparison. Although the two procedures are fundamentally alike, there are some differences in application to meet specific conditions. The Asarco mill at Parral in the State of Chihuahua is a flotation plant treating 1450 metric tons- per day of complex sulphide copper-lead-zinc ores. In general, the procedure used for selective separation of the minerals into a copper, a lead, and a zinc concentrate follows the usual practice. First, a bulk copper-lead concentrate is floated and then separated into a final copper and a final lead concentrate by the sulphurous acid process. A small tonnage of high grade gravity lead concentrate is tabled from the bulk copper-lead cleaner tailing before it is reground so as to avoid undesirable over-grinding and sliming of this portion of the lead, mineral. Next, a zinc concentrate is floated from the lead rougher tailing and, as described later, is separated into a final lead product and a final zinc concentrate. Finally, the zinc rougher tailing receives a strong scavenger float to remove all recoverable middling values for regrinding, and return to the flotation circuits. The slime is separated from the scavenger flotation product, and only the sand portion goes to the regrind section. The minerals in the separated slime are extremely resistant to all methods of selective separation and pose one of the major problems awaiting solution. Nevertheless, the slime shows a profit when mixed with either the lead or the zinc concentrate, except when metal prices are very low, so it is accepted as a final product for lack of a more profitable method of handling it. The only known direct method of discovering oil deposits is by the drilling of test wells. Such exploration is always hazardous and generally very costly. The problem of the prospector, therefore, is one of selecting test sites that are favorably located and so to reduce the odds against his venture. Early in the history of the oil industry, it was realized that oil and gas deposits, other conditions being favor- able, were usually found in anticlinal types of structure. This very understandable and rational habit of occurrence furnished the first substantial clue to the prospector. Oil occurs in sedimentary rocks, and beds of such rocks are deposited originally in parallel planes. An anticline at the surface, therefore, could be accepted as an indication of an anticline in lower beds. Structural geology became the tool of the prospector, and by its use in the past two decades, the majority of the known important oil deposits of the world have been discovered. This is but an incomplete, and the simplest, statement of the problem. Nine-tenths and more of the important oil pools of the world belong to the great class of accumulations controlled by structural traps- anticlines, faulted structures, salt domes, etc.-but by

HAVE given considerable thought during the past year to the subject of licensing of engineers and par-ticularly to the position which the mining engineer should take on this question. I have found, however, that it is not a subject which yields much result for the thought expended on it. So far as any published record will show, mining engineers have been either ignorant of the extent to which the movement for the licensing of engineers has progressed or else indifferent to it. It is true that the Mining and Metallurgical Society of America, by a questionnaire sent out to its member-ship, did a great deal in calling this matter to the atten-tion of the mining profession, and so far as I know, the report of its committee, which analyzed the replies received, is the only published statement of the feelings and opinions of our branch of the engineering profes-sion. It is to be hoped that the conclusions shown by that report, namely, that mining engineers are almost unanimously opposed to the principle of licensing and consequently any legislation dealing with it, has received serious thought and that we are ready for an even more thorough consideration of the subject.

Now that a determined public effort is being made on this side of the Atlantic to create a steel ship-building industry, the materials that are demanded for this purpose assume a new interest to the American metallurgist. In the past, the uses of metals in this country have been almost exclusively connected with the land, while in England their application to marine purposes has been equal in importance to that on shore. In the future the same should be the case here. This is the reason for bringing a somewhat nautical or rather naval topic before a body the chief interests of which are supposed to lie in the mines and mountains of the interior of the country. A modern war-ship or " ocean-grayhound" (like the City of Paris) is an epitome of philosophy and human skill. In her graceful lines we have, as Ruskin might quaintly say, a " builded geometry ;" while in her wonderful machinery for motion, offensive and defensive, we have the summation of the ideas of a host of students who have, at one time or another, during the course of a hundred years of her evolution, contributed their intellectual mites to render her a thing of beauty and of power. Notwithstanding her present perfection, the modern ship contains room for further improvement. One of the most important things about her is the propeller. This active member is of more impor-

The process of cooling air by allowing it to expand and do work in an engine is well known, but the theory of obtaining cold air by free expansion without the aid of an engine operating with cutoff has been little discussed. THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. For the past century, the so-called aluminum bronzes have been assuming a role of ever-increasing importance in the metallurgical field. The last quarter of that century has marked many efforts to find alloying elements that would alleviate some of the undesirable qualities of the aluminum bronzes-for example, the heterogeneity of the alpha solid solution and the extreme hardness of the beta. Much of this work, however, has been rather haphazard-compositions and heat treatment are usually so much at variance as to make comparison impossible. It is the object of this research to study the effect of certain percentages of common alloying elements on aluminum bronzes of analogous compositions and heat treatments. It is hoped that the material gathered here will at least serve as a basis for further systematic study.

The corrosion of metals is one problem on which time and thought have been expended for many years. In the effort to avert the destructive action of a hostile environment, attention has been directed almost entirely to the conditions under which most metallic structures are called upon to perform, and the extensive and complicated phenomena attending the corrosive action of atmospheric agencies, acting at the ordinary atmospheric temperatures, have been studied, but there is unanimity of opinion regarding many fundamental facts. One neglected phase is the corrosive action of various gases upon metals exposed to temperatures considerably higher than the atmospheric range, and more especially the attack of atmospheric oxygen upon exposed metallic surfaces. That the problem is difficult is connoted by the practical dominance of industrial electric heating by alloys of one type (nickel-chromium). Proprietary interest may account, in part, for the paucity of information available upon even the most general factors determining the behavior of metals and alloys when exposed to such exacting conditions. The present paper gives some conclusions reached as the result of experimental work, extending over several years, on the mechanism and contributory factors of the high-temperature oxidation of a number of simple unalloyed metals; it is free from experimental detail and proof. High-temperature metallic oxidation may be considered as a phase of metallic corrosion. The scheme outlined below, in which corrosive agent and environment are the principal criteria, is one way of analyzing the several groups of corrosion phenomena. Erosion.—Disintegrating or destructive action by physical causes. Corrosion.—Disintegrating or destructive action by chemical causes. Low-temperature Corrosion.—Solid participating phases essentially immobile: (a) Gaseous agent; (b) liquid agent: action electrolytic and action non-electrolytic. High-temperature Corrosion.—Solid participating phases possess diffusive mobility: (a) Liquid agent; (b) gaseous agent: reducing gases, oxidizing gases. (1) Water; (2) miscellaneous elemental and combined oxygen.

IN their recent complete review of the subject of age-hardening,1 R. F. Mehl and L. K. Jetter classify the main types of precipitation-hardening alloys under two headings, depending upon the nature of the precipitate and the character of the precipitation. In the alloys falling under the first heading, which display "continuous precipitation" and are typified by the aluminum-copper alloys, "precipitation seems to occur without much regard to grain boundaries and apparently at much the same rate at every point," although an acceleration in regions plas-tically deformed has definitely been established .2 In the second type of alloys the precipitation is "discontinuous," as in the copper-silver system for example, and "seems to start in restricted regions, primarily those contiguous with the grain boundaries, and to spread inward in an advanc-ing wave." The reasons for the occurrence of these two greatly different types of precipitation are unknown, as are those for many other reactions that take place in the solid state. In the present paper only the first or "continuous" type of precipita-tion will be dealt with, for which a complete crystallographic mechanism has been worked out for the process of precipitation from a supersaturated solid solution of copper in aluminum. Based upon this mechanism, an explanation of the various property changes found experimentally will be developed in the second paper of this series. In later papers "dis-continuous precipitation" in copper-silver alloys will be explained, and an effort will be made to rationalize the two processes and types of precipitation.

During 1932 the oil industry persistently endeavored to maintain a rate of production that would permit a profitable price structure. Much effort was concentrated on curtailment of both production and drilling. The tendency in curtailment was to shut in reserves where closely held and not subjected to drainage, and to allow town-lot fields such as Long Beach, Santa Fe Springs, Playa Del Rey and Huntington Beach a greater percentage of allotment. Marginal wells were given special consideration; only a small percentage of curtailment wag required, making their operations profitable. Naturally the decline in production of town-lot fields, under slight curtailment, is very rapid, hence production that is restricted in fields controlled by major interests at the present time will profit considerably in the future, as California reserves do not appear adequate to sustain heavy withdrawals over a long period of time. California production during 1932 was much greater than additions to reserves during the year. The state produced 10,701,238 bbl. of crude oil less in 1932 than in 1931, while total stocks (all petroleum commodities) decreased 1,589,524 bbl. Had all operators kept strictly within their allotted 'production, the total crude production decline would have been approximately 20,000,000 bbl. and total stock decrease 3,000,000 barrels. Estimated proven oil reserves for California were 3,965,000,000 bbl. on Jan. 1, 1932, as compared with 3,784,120,000 bbl. as of Jan. 1, 1933, a decrease of 180,880,000 barrels. Approximately 85 per cent of the 178,127,794 bbl. of oil produced during 1932 was withdrawn from old reserves in settled fields and the remaining 15 per cent from new sources such as Kettleman Hills North Dome, Belridge, San Miguelito and Dominguez deep zone. The oil reserves of Kettleman Hills North Dome are estimated to be approximately 50 per cent of the total oil reserves, of California and they may be drawn upon at a much greater rate than the remainder of the state's oil fields.
