"In the spring of 1927, six members of the American Institute of Mining and Metallurgical Engineers met for dinner at the Chemists' Club in New York to discuss the possibility of setting up a committee within the Institute to further the current interest in the science of steelmaking. Attention' to this subject had been crystallized by a symposium held by the Faraday Society in 1925. ' After a prolonged discussion, ranging from thermodynamics to slag conditioning, it was decided to approach the Institute with the request that a standing committee on "The Physical Chemistry of Steel Making" be set up. This committee proposed to promote scientific and practical papers on the subject, and was designed to cooperate with the Open Hearth Committee of the Institute in bringing scientific developments to the attention of open-hearth operators throughout the country... . "As the life of the [Physical Chemistry of Steelmaking] Committee lengthened and general interest in the technical phases of steelmaking grew, it became evident that there was a distinct need for a book that might serve the open-hearth interests to better advantage than standard texts whose scope is necessarily wide and whose detailed exposition of the open-hearth process is, therefore, somewhat limited. With this thought in mind, the Committee, after some years of consideration and debate, embarked on the venture of writing a manuscript on `Basic Open Hearth Steelmaking'." The foregoing paragraphs, taken from the introduction by C. H. Herty, Jr. to the first edition, well describe the circumstances which led to the publication of "Basic Open Hearth Steelmaking" in the spring of 1944. The book consisted of nineteen chapters contributed by twenty-three authors and edited by the staff of Alloys of Iron Research and T. S. Washburn, B. M. Larsen, and J. S. Marsh with Frank T. Sisco as consulting editor. The Engineering Foundation and the Open Hearth Steel Committee of the Iron and Steel Division, AIME, made financial grants; steel companies and other organizations supported the publication by contributing time and expenses of staff members in their capacity as authors or editors. THE stabilization of a gravel road with soil is a method of treatment developed in recent years by the United States Bureau of Public Roads for the purpose of binding the constituents together better, and maintain-ing a more durable surface. The process consists in adding to the gravel or crushed stone and sand, a soil mortar, so-called, of fine sand, silt and clay, mixed in the proper proportions. The coarse gravel and sand supply structural strength and hardness; the fine sand adds embedment support to the coarse sand; the silt acts as a filler to prevent the granular particles from rocking; while the clay serves not only as a binder but also provides pores minute enough to cause connecting moisture films which are supposed to have high cohesive properties1. It will be recognized that the clay is an important ingredient both when wet and dry, and should not show excessive expansion when wet, nor correspondingly high shrinkage in drying, as otherwise there is danger of unseating the nonplastic particles. Such a stabilized road, although an improvement on one with a floating surface, will in course of time be subject to wear, and become dusty when the clay dries out and breaks up. It has been found that if some salts are added to the road mixture they tend to maintain the soil moisture and prevent dustiness of the road or raveling of the road surface. In addition to this, it is claimed that these dissolved salts cause a thinning of the moisture films on the particles, thus permitting greater compaction of the road mixture, and thereby increasing its density. This fact can be proved by noting the increased compaction which a road mixture shows when certain salts are added to the soil water. Since certain chemical substances such as sodium chloride are electro-lytes, the question arises whether they cannot have some effect on. the qualities of the clay in the soil mortar, and perhaps improve them. In view of the fact that certain salts seem to exert a favorable effect on the road mixture it is desirable that they be held in the road soil as long a time as possible.

The method of thermal analysis, so important in the development of metallographie science, has of recent years been falling into disuse owing to the development of other physical methods which give result's easier of interpretation and which can be used for the study of either equilibrium or transitional conditions because they do not require a continuously changing temperature. Nevertheless thermal analysis remains useful in the study of reactions that take place rapidly, and the simplicity of the experimental technique and the general availability of the apparatus involved are point's in its favor. Theoretically, thermal analysis is capable of giving specific and latent hat measurements and therefore should permit the study of reactions on a more fundamental basis than any other method. It is, however,difficult or impossible to obtain quantitative heat measurements from cooling curves obtained in the usual way. Even if the furnace containing the sample is cooled or heated at a linear rate, or if a gradient furnaec is employed to maintain a constant rate over a large range of temperature, the heat flow from or to the specimen depends on its previous history, for the difference of temperature between the specimen and its surroundings varies. The emissivity of the specimen surface, moreover, is unlikely to be constant. The able mathematical analysis by Russrll,1 although it prevent,s misinterpretat,ion of data, has an effect rather the reverse of that intended, and leaves the reader doubtful of the possibility of ever obtaining quantitative results from thermal curves. Nothing can be done to apply thermal analysis t'o the study of equilibrium conditions of reactions that arc not completed at rates of temperature change above about 1° C;. per minute, and this unfortunatetly excludes most solid transformations in alloys.† For the determination of liquidus

RCENTLY, in investigating the high-temperature creep properties of an aluminum, SAP-type alloy, MD 2100, fabricated by Professor F. V. Lenel of Rensselaer Polytechnic Institute, Ansell and Weertman1 found unusually low creep rates. These creep rates are 4 or 5 orders of magnitude lower than is predicted by the slowest creep mechanism based upon dispersion-hardened alloy theory. They ascribed these results to a lack of both normal active dislocation sources and a continuous three-dimensional dislocation network. If one couples these results with the following factors of production and microstructure: 1) The compacted and sintered aluminum powder compact is hot-extruded, with an extrusion ratio of 25:1.2 2) The alyminum oxide particles are approximately 140A units thick, and have a spacing varying from 0.05 to 1.5 1. 3 3) The alloy has plate-shaped grains with minor axes of about 5 X 10 -3 mm and major axes several orders of magnitude greater than this.'

DISCUSSION, A. Y. Bethune presiding M. E. Wadsworth and W. M. Fassell (University of Utah, Salt Lake City)—The authors of this paper should be complimented on the experimental techniques they have employed to investigate the rate of solution of galena in sodium hydroxide solution. Studies of this type are important not only as a practical means of leaching normally non-leachable substances, but also to determine the mechanism of solution at the solid-aqueous solution interface. There is some question, however, as to the conclusions which have been drawn by these authors concerning their proposed mechanism. Unfortunately, the contribution of OH- was not definitely established in their work, and concentrations less than 0.5 N NaOH evidently were not investigated. The pressure data at 123°C and 0.5 N NaOH were used to determine pressure dependency and the subsequent model proposed was taken as correct on the basis of the three points presented in Fig. 5 of the paper. In a previous paper1 a method for the measurement of the comparative desulphurizing power of slags was described and data were presented covering the range of likely slags containing up to 10 per cent MgO. In the present work the range is extended to include slags containing up to 20 per cent MgO, and the effect of temperature on 5 per cent and 15 per cent MgO slags over the range 1475' to 1525' C. is included. The method used was that described in the previous paper except that some of the temperature measurements were made with a noble-metal thermocouple instead of a tungsten-graphite thermocouple. Twelve-gram charges of 0.8 per cent sulphur-metal and 5-gram charges of slag were subjected to heating for 30 min. at a prescribed temperature. The charges were analyzed for sulphur content. For purposes of comparison, desulphurizing power is defined as the ratio of the percentage of sulphur found in the slag to that found in the metal. Six slag and metal charges were made coincidentally in 5/8in. holes in a section of an electrode graphite rod. One slag and metal charge was used as a control by means of which adjustment in the desulphurization value could be made for small variations in temperature and other factors. For convenient presentation of the data, the slags are arranged in groups in each of which one of the four main slag components is constant. Thus, the 15 per cent MgO slags are presented separately from those containing 20 per cent MgO. Slags with Magnesium Oxide Constant 15 Per cent Mg0.—The data on slags containing 15 per cent MgO cover a composition range of 24 to 50 per cent SiO2, 5 to 27 per cent A1203 and 24 to 53 per cent CaO. Variation in composition has been in steps of 2 per cent over much of the area. THE changes induced in metals by subjecting them to heavy particle bombardment have received widespread attention in recent years and results of such investigations have been reviewed by Slater, Dienes, Seitz, Siegel, and Seitz and Koehler.1-5 Of particular significance are the property changes that occur in uranium-base alloys due to neutron bombardment. These changes are generally very severe since fission occurs within the sample, resulting in the formation of heavy, highly energetic fission fragments, as well as additional neutrons born in fission, which serve to intensify the damage generally associated with fast neutron bombardment of nonfissionable metals. A discussion of the probable future use of coal for power development involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor—the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal consumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, arid to the question of what the coal industry itself can do to further its own interests arid influence the consumption of its product.

THE copper smelter and refinery of The Messina (Transvaal) Development Co. Ltd., at Messina, South Africa, was erected in 1920 and 1921, but initial operations were deferred until late in 1922 on account of the collapse of the copper market in the interim. Because the anticipated production was to be only 20 tons of copper per day from a high-grade matte containing 60 per cent copper, and because the ore did not contain gold or silver in quantities sufficient to pay for separation from the copper bullion, it was decided to design the plant along lines quite different from the modern smelteries treating large quantities of sulfide ores carrying appreciable amounts of gold and silver. The plant was built, therefore, for the production of copper by the Nicholls-James process. By this method two-thirds of the copper matte produced was roasted in a Merton calciner and charged into a bath of the remaining one-third portion of unroasted matte in a reaction furnace. The original design was not only novel in providing for the Nicholls-James process, but also in comparison with new plants built elsewhere, because of factors inherent in the locality. Sources of supply for machinery were very remote; it takes three months after the placing of an order to accomplish delivery of machinery into Messina from the United States. Native labor was available at 30 to 40¢ per 8-hr. shift. These factors permitted plant design which provided no overhead cranes, no matte ladles, no slag pots or other usual mechanical means of transportation between departments. The design resulted in a compact simple plant with furnaces arranged close together and. terraced so as to provide for gravity transfer of molten material from one furnace to another and for manual disposal of products. Fig. 1 shows the relative location of furnaces. The three furnaces are parallel on successively decreasing elevations. A superimposed feed floor was provided above the furnaces. All three furnaces were provided with coal-dust burners served from a Bonnot system of coal-dust transportation, and the waste gases were discharged into waste-heat boilers.

Phosphate occurs in many places in Egypt, in two main zones: one in Upper Egypt, along the Nile Valley, principally on the right side, and one near the Red Sea coast. In the Nile zone, the principal layers of phosphate rock are to be found: in the mountains east of Mahamid (right side of the valley); in the hills near Sibaiya, also called Sebaieh (both sides); in the hills of Agula, Hagaza and Gurn (right side); and further on, along the camel road leading from Kena to Kosseir, a few miles east of Legheita's Oasis. Following that track, after having crossed the watershed, underlain by rocks like granite, serpentine, porphyry, and diabase, one comes again to the Cretaceous formation containing considerable quantities of phosphate, at Gebel Duwi, Gebel Nakheil, and Gebel Kosseir El Kadim, not far from the coast. More to the north, in the hills near Safaga Bay (Um El Uettat El Wasif) is another rich bed of the same formation. There are reports of phosphate existing near Suez and in the Sinai peninsula, and possibly some other zones can be traced or discovered in the future. The mines are well developed on the right bank of the Nile at Sharawna (near Sebaieh Station) and along the Red Sea coast, at Safaga and near Kosseir. Prospecting work has been done at Gebel Duwi, Gebel Gurn, Agula, Hagaza, and near Mahamid. The phosphatic formation in Egypt is quite variable, not only from place to place, but even within small areas. The phosphate is all of Cretaceous age, as is proved by the fossils found in it. It is considered to belong to the Campanian or, more appropriately, to the Maestrichtian series. The principal fossils are: Alectryonia Villei Coq. sp.; Roudereia Aures-sensis Coq. sp. = R. Drui Mun. Chalm.; Trigonoarca multidentata, Newton.; Cardita libyca, Zittel; Libycoceras Ismaely, Zittel; Nautilus sp.; Ancystrodon libycum Dam.; Corax pristodontus Ag.; Lamma biauriculata Zittel sp. Above the Maestrichtian beds, we have the Danian series, unconform-ably covered by Lower Eocene beds. Under the phosphate is a grayish marly clay, and beneath this, bluish-gray scaly shales resting on the Nubian sandstone (Santonian).

In attempting to find a rapid and economical means for solving many of the subsurface problems that confront the highway engineer, the author for the past two years has utilized a Megger Ground Tester on resistivity surveys in conjunction with highway construction. Electrical surveys in connection with highway work are largely shallow depth surveys, thus differing from most other types of resistivity work. Consequently, the readings are affected by a great many qualifying factors such as the density and moisture content of the media under observation and the amount of weathering and leaching. In most cases the surface layer is decidedly heterogeneous in character, and, because of the great number of side hill cuts, the second layer, which in most cases is rock overlain by some sort of surface soil, silt, or debris, seldom lies in a horizontal position. Shallow strata, lacking homogeneity and not lying in a horizontal position, do not lend themselves readily to accurate theoretical interpretations, therefore the author has used empirical rules to a large extent in interpreting depth soundings. The following empirical rules of interpretation are surprisingly adequate for highway work, since much of the work is in the nature of reconnaissance surveying and the results are construed to be approximations. The writer is careful not to risk interpretation on some special feature of the curve, since such features are usually due to random errors or lack of homogeneity among the subsurface strata. Effect of Surface Medium A resistivity depth sounding taken to a depth of 200 or 300 ft. is not much affected by superficial conditions, but these conditions have a great effect in depth soundings to 25 or 30 ft. In shallow soundings the character of the surface medium has a very marked effect on the entire resistivity graph. Fig. 1 illustrates a very striking example. DURING colonial times, Brazil was famous for the richness of her alluvial gold deposits. Paul Ferrand has estimated that the gold produced during the period from 1700 to 1820 was the equivalent of some 64 million pounds sterling. Since that time, most of the more prolific alluvial deposits have been exhausted. A few gold mines are still func-tioning, notably the Morro Velho mine, which is one of the deepest mines in the world. Today, the gold production of Brazil is insignificant when compared with world figures, but there are still many gold-bearing regions and it is probable that in at least some of them profitable returns would result from an exploitation program taking advantage of all the most modern innovations in gold mining and ore treatment on a large scale. In order to demonstrate the value of some of these abandoned pros-pects and stir up interest in increasing the national gold production, the government has stimulated research. Experimental plants have been and are being established in various places, and tests on large quantities of ores are being carried out on a semicommercial basis. The Geological Survey of the State of Minas Geraes is very active in this line and the Federal Institution is also showing an increased interest in the matter. One of the lesser known gold-bearing regions of Brazil is in the vicinity of Lavras, in the State of Rio Grande do Sul. Gold was first reported from this region in the early part of the nineteenth century. In 1811, D. João VI sent an experienced prospector from Minas Geraes to investi-gate the validity of the reports. In practice, how does the screen efficiency calculated by the difficult-grain method compare with those computed by the usual undersize method? Is it possible by the author's method, to obtain a measure of efficiency that can safely be compared with that of another screen sizing a different ore? ROBERT K. WARNER.-The use of a testing sieve clothed like the mill screen being studied is desirable but not essential for routine work about a mill where the character of the feed varies little, as regards the shape of the grains and the sizing test. Close agreement in size of aperture between the sieve and the screen is, however, important if the data obtained are to be valuable to others working on a different feed. If the testing sieve is coarser than the mill screen, the efficiency will appear unfairly low; whereas if it is too fine one might get efficiencies greater than 100 per cent. because of the apparent oversize in the undersize. In either of these cases the usefulness of the difficult-grain method of calculation would be reduced. As screens wear, the undersize grows appreciably coarser so that it is desirable to test screens only when the cloth is new or else to provide testing sieves that are worn about the same amount. The futility of making efficiency observations on a. distorted or broken screen surface is obvious.

The petroleum industry is confronted with the problem of conservalion. This is not a simple problem in view of a wide difference of opinion among authorities as to whether conservation is necessary and the specific direction that it should take. Many writers accuse the petroleum industry of wasting the natural resources of the country. Others link the consuming public with the industry in this waste. Let us define our terms; agree, if possible, on where and when waste occurs in connection with either the recovery or use of petroleum and select such plans for conservation as appear most practical. A plan for conserv3tion which appears to be logical today may not meet the problem tomorrow. The conservation of petroleum is closely linked with the advancement of marly arts and sciences and as these advance, the plan of conservation has to change. The need for conservation does not necessarily rest upon the elimination of waste. There is not necessarily a fixed connection between waste and conservation. Conservation may be necessary or desirable although there is no waste. Definitions Waste: Useless or unnecessary expenditure. Conservation: The preservation of the natural resources for economical use. Both definitions contain adjectives the interpretation of which is extremely difficult. It is the determination of what expenditures are "unnecessary" or what uses are "economical" that will require study and agreement. If one lets his automobile engine run in cold weather in order to keep it hot, it is difficult to measure that necessity. If an automobile is driven two blocks, when the driver is physically capable of walking, what is the measure of necessity. This question is in the realm of one of the oldest of sociological problems, "What is a luxury?"—a problem which has not been solved. The history of society indicates that the measure of a man's wealth has been the measure of necessity. What he can afford to buy without stinting himself in some other direction, is not a luxury to him and, if it fulfills his desires, may be considered his necessity.

A discussion of the probable future use of coal for power development involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor—the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal consumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, arid to the question of what the coal industry itself can do to further its own interests arid influence the consumption of its product.

The mining press, as well as certain federal and state bulletins, refer from time to time to the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal-Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days, in which case the compensation shall run from the time of the injury."
