TWO American students entered the Ecole des Mines in 1856, Joseph Lesley of Philadelphia and Thomas Egleston of New York. Lesley remained there only one year, but Egleston completed the whole 'curriculum and received, in 1860, the certificate given to foreign students .in lieu of the official appointment and degree. awarded French students. Returning home he received, in 1861, an appointment by Secretary Henry of the Smithsonian Institution to sort, label, and arrange the collections of mineralogical and geological specimens which had been brought to Washington by the various government exploring expeditions in the West. Thomas Egleston, born in New York City on Dec. 9, 1832, was the son of Thomas Jefferson Egleston, who came to New York from Massachusetts some time before 1829. The first American ancestor of the family had settled near Dorchester. in 1630. T. J. Egleston and Joseph Battell established an iron-merchandizing business* at 166 South St., New, York, which prospered exceedingly; so much so that when Thomas J. Egleston died, July 12, 1861, his estate had a book value of over $500,000. Since an older brother was expected eventually to take over this business, Thomas, who had a liking for science, went to Yale,, where he completed the regular four-year course in 1854, and then remained another year for advanced work in chemistry under Silliman. I One biographer says he went to Europe, . early in 1-856, on account of his health. It was the custom at that time for wealthy young men to make a tour of Europe after completing their academic education. Whatever the precise reason, he began scientific work at the Jardin des Plantes in Paris but soon trans* It still operating as Egleston Bros. Inc., though no direct descendants of its founder are now living.

MY ANCESTRAL connection with the manufacture of boiler plate runs back through four generations, and my personal acquaintance with the practice reaches back to the time, in my ,boy- .hood days, when iron plates' were made in a mill operated entirely by water power. -The mill originally was driven by an old-fashioned "'breast" water wheel 20 ft. in diameter and with a20-ft. face, geared direct to the roll train. When the mill slowed up and there was danger of its stalling, the men would jump upon the rim and help the wheel around with their weight, to prevent a "sticker." Later, as large plates were called for, a flywheel was set out of line so that it could' be speeded up by gears from the water wheel and connected back again,. by reducing- gears, to the roll train. The flywheel, with its cast-iron rim and wooden spokes, made 90 r.p.m. and the roll train 45 r.p.m. In 1870, our company installed our first steam-driven plate mill two-high rolls, 84 in. long. In these early mills the hot metal was manipulated by hand.

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. Craven in 1829), it was only during the period of Renwick's professorship of Natural and Experimental Philosophy and Chemistry (1820- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,2 there is a draft in Stephen F. IN discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual ex¬perience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has not been sufficiently appreciated by us, and that our, tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products. which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 1906' supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.)

During the early 1960s, the advent of self- advancing longwall roof supports triggered serious consideration by Bethlehem management to introduce the technique of longwall mining at one of our central Pennsylvania coal mines. Although longwall mining was initially justified as a means to cope with the severe roof conditions at our Mine 32 (Watson, B., 1971), the result of the endeavor has been a consistent and reliable level of coal production, first from Mine 32 and then later from Mine 33, over a period of fifteen years. Longwall production from the Cambria Division has been the mainstay of the low volatile coal required by Bethlehem Steel for steel production. Let us review the events that led to this accomplishment, as well as where we stand today.

THE discovery of oil in 1901 on the Spindletop dome, Texas, inaugurated a new industry on the Gulf Coast, an industry which has grown with the discovery of successive fields, until today it engages the services of thousands of workers and employs enormous capital. New fields are being discovered from time to time and doubtless some still remain to be found, though of late years discoveries have become more infrequent. Nowadays several hundred dry holes are drilled each year in a fruitless and blind effort to discover new fields, for as yet geologic science has developed no effectual method of locating the coastal oil deposits in advance of drilling. Moreover, despite the occasional discovery of new fields, the total production of the Gulf Coast is today no greater than it was in 1906, for the added production of the new fields has been offset by the rapid decline and more or less complete exhaustion of some of the older ones. Careful geologic work within the fields has in some cases increased the production temporarily, but has developed no really new supplies. The Gulf Coast oil industry seems to have passed its period of greatest expansion and to be declining at a fairly steady rate, and this condition is naturally viewed with alarm by the more farsighted operators. In my opinion, the time has come for the adoption of radical and aggressive methods of prospecting, and a fraction of the money wasted yearly in drilling shallow wells in hopeless locations might well be devoted to this purpose. THE occasional occurrence in metalliferous veins of rounded fragments of rock, matrix or ore, lying loose, embedded in clay, or enclosed in some kind of cement, may be attributed to four causes:¬ I. They have been washed in from the surface, or from an upper portion of the vein. II. They are of concretionary origin. III. They have been produced by movements in the country-rock or in the walls of the vein. IV. They have been found in situ, by the upward, downward or lateral flow of water in the vein itself. In this paper the word " conglomerate " is confined to a rock composed of rounded fragments or pebbles cemented together, as distinguished from a " breccia," in which the rock-fragments are angular. I. BOULDERS AND PEBBLES WHICH HAVE BEEN WASHED IN FROM THE SURFACE, OR FROM AN UPPER PORTION OF THE VEIN. In this type it is presupposed that the vein at onetime com¬municated by a fissure or open space with the surface, or with the upper portion from whence the fragments have been washed. One well-authenticated occurrence was described long ago by Fournet. Owing, no doubt, to later dislocations in the lode, pebbles from an old alluvium and sands containing titaniferous iron, as well as fragments of wood, were found in a vein at Huelgoët, in France. I HAVE been asked by the Chairman of the Engineering Education Committee to outline what the engineering colleges would like the mining companies to do with the young engineer just, out of college. It has been suggested that, because my own personal experience has been almost entirely within the coal industry, I handle this subject from that view- point. Many thoughtful engineering educators are today wondering what effect the present employment policies of many industrial companies are going to have on the young man just starting out in his profession. Since before the World War large industrial concerns, such as those in the electrical and mechanical industries, have gone to the colleges to interview 'likely graduates until today there has developed in most of our engineering colleges, especially in the eastern part of the country, what appears to be a lively competition on the part of these companies in bidding for the young graduate engineer. The employers of mining engineers, with one or two exceptions, have not yet begun to enter this competition. It remains to be seen how serious this situation will become, how it will affect the training of other engineers, and what effect, if any, it will have on the mind of the young man about to enter college who may be inclined to take up mining engineering, but who gains the impression from this well advertised employment service just mentioned that there is no opportunity for him in the mineral industry as com- pared with the opportunities offered in say civil, mechanical, and electrical engineering.

Attempting to analyze a 25-year forecast after less than a third of the time has elapsed may seem premature. The President's Materials Policy Com- mission's report necessarily painted with a broad brush and made no claim for pinpoint accuracy in its predictions. More importantly for present purposes, it made no attempt to predict the detailed courses of production and consumption during the period forecasted. Several statistical highs and lows may very well lie between now and 1957, so comparing recent figures with points taken from the report on a straight-line basis would be illogical. Moreover, the report assumed that the general trend of consumption-domestic and foreign-would be upward. Contrarily, domestic figures were lower in 1957 than in 1950. Therefore, to project curves from 1950 through 1957 leads to conclusions that are probably false. Many in the industry would feel more uncertain about forecasting 1975 domestic conditions now than they would have been in 1950, even though nearly a third of the 25 years has elapsed. In making comparisons, several statistical problems are encountered. The Paley report figures for 1950 were estimated in several cases and corrected figures vary as much as 10 pct. For example, the report placed 1950 lead consumption at 800,000 tons, whereas actual consumption was 885,000 tons. Obviously, in comparing more recent figures with the report's projections, adjustments must be made for positions taken in error from the start. Over the long pull, such discrepancies will probably be insignificant, but they must be noted in comparing short-term changes.

INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2). THE first difficulty mentioned is that in some instances two or more beds of coal separated by sandstone or slate rocks of considerable thickness in one part of a basin, are found running together in another part. Of course, we may happen to strike first the part of the basin where there is but a single seam, and in this case the bed would appear to divide into two or more branches within a short distance. Such cases are not rare in the anthracite coal-fields. I would suggest as an explanation of this phenomenon the gradual sinking of the peat-marsh-the embryo coal-bed-on one side, and the moving forward of the marsh, so that on one part of the bed the formation of peat would still be progressing, while another part, being under water, would be covered with mud and sand. Thus we have different portions of the same bed of different ages. Now if the sinking of the marsh be stopped for a time, the bed will become thicker in the portions left exposed, and if the sinking now changes in direction, so that the part that had previously gone down com¬mences to rise, we should have the phenomenon of a bed, continuous throughout, with one portion overlying another, and separated from it by rock strata. These are exactly the conditions observed in splitting beds. While one side of the lake is sinking, and the peat-marsh moving on in that direction, the other side may be rising,

By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore- deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flowage, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrystallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. SINCE the sixties, Utah has been one of the leading metal mining states of the Union. During the last fifteen years its mines have supported the largest smelting center in the world. Its rank as a metal producing state is reflected by its 1924 production which had a value in excess of $65,000,000 making it the leading silver producing state, third in both copper and lead and sixth in gold production. During the past year, metallurgical developments for the recovery of zinc contained in lead ores has made rapid progress so that the future zinc output will be of substantial importance. The largest silver mines of the nation and the world's largest open cut copper mine are within its borders. DESIRABLE as it is to summarize what has been set forth in preceding chapters, the task can only be approached with great hesitation. What follows represents the personal views of the author at the moment of writing, reserving the privilege to change them on more mature reflection or in the light of further evidence. With that reservation they may be stated somewhat as follows. Education for the mineral industries falls into two categories; general education and technical vocational, using the word vocational not in its usual sense but to signify preparation for specific activities, in which sense a law school is a vocational school. Even at the beginning, as indicated in the first chapter, mineral industry education was partly general and, partly technical and that relationship still persists, because technical education requires a firm basis of general education. Our general American system is to provide free public' general education through the twelfth grade, or completion of high-school work, though there are already many technical vocational high schools, and even in a community where nearly all the young people are preparing for entrance to college there will be some who wish to qualify for employment at the end of the high-school course, or even on completing junior high. Our educational system, therefore, has not only to provide education for those who intend to proceed beyond the twelfth grade but also for those who, for a variety of reasons, may wish or be forced to cease full-time education at any level between the first and twelfth grades. This study has been chiefly concerned with the problem of what kind and how much technical education to provide for those who have completed the twelfth grade and who wish to make their living in the mineral industries. A PARTIAL phase diagram for the As-Te system is given in Hansen.' The only compound reported is As2Te3, melting at 362°C. Stoichiometric quantities of reagent-grade elements were reacted in evacuated quartz and directionally cooled. The resulting ingot consisted of very thin threadlike crystals from which only very small single-crystal fragments were isolated. A powder diffraction diagram disclosed nonisomorphism with the analogous V-VI compounds insofar as these have been reported; Sb2S3, As2S3, Bi,S,, and Bi2Te3 data in the ASTM index of powder patterns, together with the single-crystal data on Sb2Se3,2 were used for the com- parison with the observed spacings. Single-crystal data confirmed the uniqueness of the As2Te3 structure. Single-crystal Weissenberg diagrams have so far yielded the following data: As2Te3 is monoclinic, space group C-m (OkO data still lacking), a = 14.4A, b = 4.05A, C = 9.92A, ß = 97". The cell volume is about 5802. The set of isomorphous ortho-rhombic cells of Sb2Se3, Sb2S3, and Bi2S, are apparently related to As,Te, in having one lattice constant close to 4.0 and with cell volumes as large as 540A8. Assuming Z = 4 for As2Te3 also, the density is calculated as 6.1 which agrees well with a roughly determined value of 6.0. A complete structure analysis is under way.

NOVA SCOTIA is sharing in the rapid advance of the mining industry that is one of the remark- able features of Canada's recent progress. The production of coal and gypsum has increased rapidly, and there has also been a marked development in the mining of gold, salt, zinc, copper and other minerals. Coal, the basis of the principal mining industry in the Province, was discovered by the early explorers on the shore of Cape Breton Island, and used by the garrison at Halifax as early as 1749. The first government record shows total annual sales amounting to 1668 long tons in the year 1785, while last year production was 6,643,000 long tons. The principal mines are discussed in a separate paper by Alexander L. Hay1.
