How the Australasian and Canadian Codes (VALMIN and CIMVal) approach mineral property valuation is described. Brief comment is also made on the International Valuation Standards CommitteeÆs interest in a global valuation standard for Mineral (Extractive) Industries and the South African SAMREC initiatives to adopt a VALMIN-like Code. The conventional tripartite classification of valuation approaches into those that are Market-based, Income-based and Cost-based is outlined. It is best practice to use as many of these approaches as possible (and as many methods as reasonable in the particular circumstances), given the quantity and quality of the data available on the Mineral Asset (which depends upon the state of development of the mineral property). The use of specific methods must satisfy the basic considerations of logic and reasonableness and the purpose of the valuation. The competence, judgement and repute of the valuer are critical factors, since all valuations are time and circumstance specific. What constitutes æMarket ValueÆ in the different jurisdictions is discussed and definitions are given. Challenges facing the globalisation of a VALMIN-type Code for the international Minerals Industry are the influence of real estate valuers and the US jurisdictional idiosyncrasies. This is mainly due to a fixation on real property rights with a preference for using real estate-like comparative sales techniques (Market Approach) to the exclusion of Income-based approaches; a regulatory reluctance in the US to accept that Resources have considerable value; and the International Accounting Standards BoardÆs preference for Historical, rather than Current Value, accounting.

Extraction of minerals can be achieved by a variety of technologies; one of them is ion exchange. There are several ion exchange configurations and mechanical set-ups available, but only one technology will provide more process performance and flexibility compared to the other. The multiple column Continuous Countercurrent Ion Exchange (CCIX) technology provides the highest form of process flexibility with also the highest mineral recovery feasible through ion exchange. In comparison with a fixed bed system, the PuriTech CCIX system offers the benefits of continuous counter-current contact mode. This way the resin capacity is fully exploited leading to reduction in resin inventory and, at the same time, in chemicals and water consumption, and product dilution. For any set of operating conditions the mass transfer zone has a characteristic length (MTZL). The MTZL can be expressed in duration, column length, or volume, but is the measure of the quantity of resin in the system that is doing "work" at any given moment in the process. The objective of continuous ion exchange processing is to eliminate all resin volume from the process equipment that is not within a mass transfer zone. In most commercial ion exchange processes for the recovery of metals, CCIX engineering can eliminate as much as 20 - 80 % of the ion exchange resin inventory. Consumptions of water and chemicals are typically brought down around 40% or more. For each type of resin the selectivity/affinity towards a particular metal depends on the basic process conditions such as pH, concentrations of other competing metals in solution. By changing the pH in the ion exchange process phase, the selectivity of the resin can be changed. By doing this, a split elution, or extraction of metals separately can be achieved and the effect of other competing metals (cross-contamination) can be reduced. For example the DOW resin XUS43578 is commonly used for the recovery of copper or nickel/cobalt separation.

Most western industrial sands are feldspathic and contain feldspars in variahle amounts. A few deposits will show alumina contents of less than one per cent while others will contain over twelve per cent alumina. Some industries are not especially concerned with the amount of contained feldspar but are interested only in color and in size gradations. Other industries, however, are very much interested in alumina content and set up quite rigid specifications as to this content. Several western plants are beneficiating crude sands both to reduce the iron content and to control the feldspar content. At present, most of these plants are using flotation processes for both controls although a few plants do use magnetic separators for the reduction of iron content. Some work has also been done with electrostatic separators for the feldspar-quartz splits. The Sand Division of Del Monte Properties Company, Pebble Beach, California, has been operating a flotation plant for iron removal and the separation of quartz and feldspar since 1950. As mentioned before, control of alumina, especially in the quartz product, is very important. Some users require an alumina content of less than two per cent and others will demand a product of less than one per cent Al2,O3,. The standard Quinolate method for determining alumina is lengthy and time consuming. The HF —H2SO4 evaporation step is especially critical and, if forced, spattering is apt to occur with a resulting loss of sample. Standard procedure is to evaporate to dry ness overnight at a low temperature. Even with forcing under optimum conditions the procerlnre will take two or three hours to complete. A new method has been developed which allows an alumina determination to be made, in 10 or 15 minutes, on a sample of the quartz product as it is being produced. This pocedure, although simply an approximation, has been most helpful in showing whether or not the product being formed is meeting specifications. This procedure has also allowed a great reduction in samples formerly taken and analysed by the orthodox method. Whether a sample assays 1.75% A12O3, or 1.95% .41,0, is not so important as the fact that it is below the allowable maximum of 2.00%. Similar thinking would apply to products required to contain less than 1.00% A1,0,. The step by step procedures for the method are as follows: 1. Collect sample, drain or filter, and dry. 2. Split sample through standard Jones sample cutter to quarter or eighth sample, depending on size of original sample taken, then split down to about 5 grams through Sepor micro-splitter. 3. Screen through 50 mesh sieve (U.S. Series) and reject undersize. 4. Weigh out 2 grams and place in platinum crucible. 5. Etch with 3-5 mls 38.40% HF for 1 minute at room temp. 6. Decant and wash. 7. Stain for two minutes in same crucible with a 1% water solution of Nigrosene dye. 8. Decant and wash well. 9. Dry.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. MetPlant conferences have focused on ensuring mining projects are well designed then optimised to operate safely and effectively at the top end of world’s best practice to ensure shareholders are not just happy but delighted. This assumes the MetPlant was built right the first time. However, reality is, too often Plant Metallurgists (PlantMets) find after commissioning they are faced with the expensive task of correcting errors or modifying shortcomings to achieve product quality at name-plate capacity, i.e. get it right the second time. Why do companies spend good money to engineer an excellent feasibility study then allow “wise men” remote from the project team to impose cuts in budget and schedule, often under the guise of value engineering? Since mining is full of uncertainties, such actions can increase the risks of failure with the result that some MetPlants do not work well. Can PlantMets influence the remote wise men who often are also imposing the rules for lending and the required returns to appreciate the uncertainties of mining and their associated risks then let the project team get it right the first time? PlantMets can negotiate with the wise men from the outset of the project and bring them into an outer layer of the team where they can understand the risks then share responsibility and accountability to achieve the common goal of building a MetPlant which works well the first time and deliver the forecast profits. Since shareholders are not in the business to make losses they appoint a Board of Directors to deliver the best outcomes for the shareholders. Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. Phase equilibria have been determined experimentally for pseudo-ternary sections of the form ?MnO?-(CaO+MgO)-(SiO2+Al2O3) with a fixed Al2O3/SiO2 weight ratio of 0.17 and MgO/CaO weight ratios of 0.25 and 0.17 respectively for temperatures in the range 1473-1673 K. The primary phase fields present for the MgO/CaO weight ratio of 0.17 include manganosite (Mn,Mg,Ca)O; dicalcium silicate a-2(Ca,Mg,Mn)O?SiO2; merwinite 3CaO·(Mg,Mn)O·2SiO2; wollastonite [(Ca,Mg,Mn)O?SiO2]; diopside [(CaO,MgO,MnO,Al2O3)?SiO2]; tridymite (SiO2); tephroite [2(Mn,Mg)O?SiO2]; rhodonite [(Mn,Mg)O?SiO2] and melilite [2CaO?(MgO,MnO,Al2O3)?2(SiO2,Al2O3)]. For the section with MgO/CaO weight ratio of 0.25 the anorthite phase (CaO·Al2O3·2SiO2) is also present. The liquidus temperatures of ferro- and silico-manganese smelting slags have been determined. The liquidus temperatures at low MnO concentrations are shown to be principally dependent on the modified basicity weight ratio (CaO+MgO)/(SiO2+Al2O3).

Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

A typical sub-level block cave mining extraction method employs an undercut level to establish a cavity in hard rock, and as such requires special support methods and products to be installed during the development phase. The undercut level development in the block cave orebody is then sacrificial, and support elements will eventually report to the crusher and perhaps conveyor belt systems for transportation to surface. The choice of support products installed in the undercut level development should take cognizance of the detrimental effect these could have on the mining system such as cutting of conveyor belts, obstructing crushers, safety aspects, and productivity. This work explores the probability and practicality of making use of new-generation support products to make the operation safer as well as enhance productivity in the development phase and during the undercut operation. This paper will investigate the use of glass reinforced plastic(GRP) rockbolts and GRP mesh instead of conventional steel bolts and mesh along with resin capsule-filled holes with the GRP bolts. Complementing this with thin spray liner (TSL) application as another means of creating a safer operating environment, as well as a productive support medium, will also be addressed. These proposed items are envisaged to reduce production downtime and improve the safety of our people. These items are all easy and light to handle, cuttable and crusher friendly, as they will break up during the crushing process.

The phenomena of dripping into cavities (e.g. tunnels and drifts) within an unsaturated fractured porous medium under ventilated conditions is studied to improve estimates of dripping rates, drop sizes, and chemical composition of droplets that could affect the integrity of high-level nuclear waste packages placed in drifts. The sensitivity of dripping rates and water chemistry to ventilation is analyzed at various flow rates using analytical expressions linking flow on fracture surfaces to drop formation and evaporation. The model was tested using laboratory experiments involving machined aluminum slabs designed to represent a simplified morphology of a fracture face intersecting a cavity and using natural fracture surfaces from a welded tuff. Comparison with ten years of data on dripping in natural caves showed good agreement with model predictions. In particular, for low dripping rates, evaporation due to ventilation leads to larger drop sizes and alters drop chemistry by increasing the concentration of solutes in the drop relative to that in the water flowing on the fracture face.

Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations reluted to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 3’% to 1% S and greater than $28.65/t ($26 per st) for removal below 1% sulfur.

Introduction Mineral exploration interest, principally for gold, in the south-western Pacific has surged to new proportions. This is primarily due to the application of epithermal exploration concepts in the Australian-Oceana region. Other factors that have contributed to the high level of exploration interest include governmental policies supportive of mineral exploration, along with relative ease of tenure access and a relatively short bureaucratic process. This paper highlights exploration and development activities in the North Island of New Zealand, Fiji, Vanuatu, the Solomon Islands, and Papua New Guinea (Fig. 1). It provides a framework to understand the overall recent enthusiasm that has been brought to the south Pacific by explorationists. Through these recent developments, it is clear that the south Pacific region will become a significant gold producing area and thereby worthy of attention and study. Papua New Guinea alone is the free world's seventh largest producer (Table 1). And, with the addition of production from deposits presently being developed, this status is likely to be raised. History Gold was first noted on various Pacific islands in the late 1500s by Spanish explorers. They thought they had reached the legendary King Solomon mines. Since then, the history of prospecting in the southwest Pacific has coincided with the colonization of the region. Settlers in New Zealand extensively mined alluvial and lode gold deposits starting in the 1850s. The spread of European colonization to the more remote Pacific islands from 1880-1940 was accompanied by varying degrees of prospecting activity by planters, traders, and settlers. Some were successful, others may have been successful, but never returned due to hostile indigenous peoples or disease. In general, records of such prospecting activity are meager and exploration leads are, in some cases, gained through local village folk memory. Most early discoveries were alluvial finds. These led to placer operations, particularly in New Zealand, the Solomon Islands, and Papua New Guinea. Continued prospecting located lode deposits such as the Morobe Gold-field of Papua New Guinea, the Coromandel Peninsula of New Zealand, and the Emperor of Fiji. Some areas were prospected thoroughly. Yet others, such as Vanuatu, remained relatively unexplored until the present exploration surge began. During World War II, interest in minerals was diverted. It was renewed significantly until the middle 1960s and early 1970s when regional porphyry copper exploration was conducted.

"Xstrata Alloys – Eland Platinum concentrator (South Africa) has recently been commissioned and is now initiating a challenging optimisation program encompassing the entire operation. Process control improvements are key elements of the program and initial results have demonstrated how leveraging from current assets can bring significant improvements through overall reduction of variability. This paper gives a brief overview of the operations and details how Eland is striving to become a top tier leader with advanced regulatory control strategies recently implemented. Results reveal that what can be achieved in a standard control system (PLC or DCS) should not be underestimated as the first interventions led to a steadier operation of the primary ball mill circuit. Following the improvements, significant and sustained reductions of standard variation were observed for key process variables around their set-point: primary ball mill feed rate (72 %), rougher feed density (58 %), and rougher feed flow rate (47 %). A path forward has been identified to tackle further opportunities around the primary grinding circuit: water balance management, throughput optimisation as well as charge and power draw control.INTRODUCTIONThere are numerous approaches to mineral processing plant optimisation. As the benefits of determining the right reagent types, mix, dosage and addition points, or the proper charge of grinding media in a mill are fully appreciated, there is still nowadays some misunderstanding and misconceptions about process control in general and how it can contribute to the whole optimisation process. The confusion between the various disciplines involved, i.e. instrumentation, control system programming, automation and process control, certainly does not serve the best interest of the industry with this regard."

"A paste backfill plant and underground piping distribution system was commissioned at the Brunswick Mine in June, 1998. Concentrator tailings, composed mainly of pyrite and lesser amounts of silicate minerals with a P80 of 37um (45 YO-20 pm), are pumped to the backfill plant. The backfill plant uses conventional thickening and disc filtering to dewater the solids, which are then mixed with binder in twin screw mixers. The paste is discharged through a gob hopper and one of three boreholes by gravity. Approximately 65% of the concentrator tailings will be placed underground at full production. The remaining thickened tailings will be pumped to an existing impoundment area. Application of paste technology will completely replace the use of cemented rock fill in the mine by the end of 1998.The design capacity of the paste backfill plant is a total of 360 dmtph of cemented paste through two parallel production lines. The plant is highly instrumented and controlled via a hybrid Programmable Logic Controller (PLC-5) and Fisher ProVox Distributed Control System that is in communication with the property information highway. Video and audio signals from the underground system are carried to the surface plant via a leaky feeder communications/fiber optic system.The underground distribution system consists of a network of 200mm diameter boreholes and piping. There are approximately 3.5km of boreholes and 5.5km of piping in the system. To minimize pressures, the greatest piping length from any borehole is approximately 400m with all piping being open-ended. There are no valves in the entire paste distribution system.Construction of the plant, including installation of piping to and from the plant and preparation of the underground distribution system, was completed in less than one year from the time of management approval for the $M 22.3 project."

The conventional practice in open cut coal strip mining has been to blast the overburden or coal layers in separate blast events. This is done in order to maximise the benefits from throw blasting and also to limit coal losses. Each blast event usually has a particular design of hole diameters, burdens and spacings, explosive charges and blast timing in order to achieve the required blast outcome for either the overburden or coal. This means that each blast has to be separately cleaned on the surface after excavation of the previous blast. Hole locations then have to be individually surveyed and marked, holes drilled, explosives and initiators loaded and the blast fired. Each of these actions takes considerable time and resources and therefore impacts on mine productivity. The mine has to be cleared for each blast event and every blast presents a new potential source for noise, dust or vibration disturbance to the neighbouring population. Energy Research Corp., under contract to the Bureau of Mines, has developed a new miners' caplamp battery. The new battery is based on nickel-cadmium technology and offers significant improvements in performance with reduced size and weight when compared to the conventional lead-acid battery presently in use. This report describes the design and fabrication of the nickel-cadmium battery, which utilizes a roll-bonded electrode structure. The final battery design has a 15-A-h capacity in a 2-112-lb package, which is over 2 lb lighter than the present lead-acid caplamp battery.

"In the process of smelting copper ores and secondaries in the reverberatory furnace to produce a copper matte and a slag low enough in copper content to be discarded on the dump, it is essential to the best functioning of the process that most of the iron in the material charged into the furnace be at the end in the form of sulphide in the matte or ferrous oxide in the slag. Ferric oxide and magnetite present in the charged material should be reduced to ferrous sulphide or oxide. Ferric oxide offers no difficulty in reduction, at least to the magnetite stage, because it reacts very readily with sulphides at quite low temperatures. Magnetite is less reactive and consequently more resistant to slagging, so that the furnace man must take advantage of all factors favoring its reduction in order to prevent accumulations in the furnace.In order to determine these factors more definitely, the Bureau of Mines in cooperation with the Department of Metallurgy, University of Arizona, has undertaken at the Southwest Experiment Station an investigation of the effect of various factors upon the rate of reduction of magnetite by ferrous sulphide. A previous paper's reported the nature of the reactions taking place and the effect of various physical factors when only pure sulphide and oxide were present. Since in the actual smelting operation, many other substances are also present, it seemed desirable to make a study of the effect of their presence upon the rate of reduction of magnetite by ferrous sulphide. Such a study has been made; the work done and the results obtained are described herewith.As will be shown later, it has been found that of the substances usually present in the smelting charge, silica and magnesia accelerate, whereas lime, alumina, and cuprous sulphide hinder the reduction of magnetite by ferrous sulphide.No report of a previous laboratory investigation of this subject has been found. Almost all furnace operators have made at one time or another at least qualitative ccmparisons of the effect of various changes in operating oonditions upon the behavior of magnetite in the furnace, but the conclusions derived from the experiments have never been published."
