Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety Factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.

he Wyalong goldfields were discovered in September, 1893, Messrs. Neeld and Sons, owners of the principal mine, being the pioneer prospectors. During the earliest days of the field the ore was sent to Barmedman, a distance of eighteen miles, for treatment at a battery there. The field rapidly increased in importance, and it was not long before a public battery was established on the spot. After some considerable quantity of ore was treated by this process, it became apparent that battery treatment was quite unsuitable for the richer ores, involving, as it did, considerable loss in the tailings. Recognition of this fact led to the erection, in 1895, of plants by the Wyalong Chlorination and Cyanide Works, owned by Mr. Walter Sully, for treatment by their processes; followed, at a later date, by Messrs. Neeld and Sons Chlorination Works. The Wyalong Chlorination and Cyanide Works, after a delay of twelve months in the erection of their plants, have since catered continuously up to the present time for the requirements of the field.Their plant consists of a No. 3 Gates' rock·breaker, a revolving dryer, a No. 5 Krupp mill, revolving roasting furnace with finishing hearth, two chlorination vats of 20 tons capacity each, "nine cyanide vats of 30 to 100 tons capacity, two Wheeler pans and three chlorine generators. The ores are purchased outright on assay at a fixed scale of charges, and treated by the owner of the works on his own account.

The sulphide samples showed a strong polarization effect, the magmtude of whIch depended directly on the conductivity of tlIe pore electrolyte.

Part I. The interaction between potassium ethyl xanthate and lead salts has been studied thermo-chemically. It is shown that ethyl xanthate reacts with lead carbonate, basic carbonate, thiosulfate and sulfate according to principles of simple chemistry, whereas reactions with lead sulfite, metasulfite, basic thiosulfate and hydroxide at high pH are associated with secondary reactions. A new compound "xanthogen thiosulfate" is postulated. Part 11. Adsorption of ethyl xanthate on galena has been studied quantitatively and thennochemi-cally. It is shown that an ion-exchange mechanism governs the adsorption process and that the heat of adsorption of xanthate on galena is equivalent to the heat of reaction of ethyl xanthate with bulk lead salts. It is concluded that the entropy content of the surface "compound" on galena is different from that of a corresponding bulk lead salt. Alkali depression is in part shown to be due to the instability of the xanthate-galena system at high pH and to the formation of basic lead salts. Sulfate and carbonate ions are shown to have a stabilizing effect on the xanthate-galena system. PARTI. THERMOCHEMISTRY OF ETHYL XANTHATE AND OF ITS REACTION WITH LEAD SALTS In the past little attention has been paid to the chemistry of lead xanthate. It is known that xan-thates form slightly soluble compounds with lead and that suspensions of lead xanthates in alkaline solution decompose rather readily.' The solubility of lead ethyl xanthate is of the order of 2.6 x 10-6 moles per 1. At increasing pH the xanthate concentration of a saturated solution contains more xanthate. Thus at pH 11 this xanthate content is about 100-fold larger than at pH 7.1 Xanthates are known to be consumed when added to a suspension of slightly soluble lead salts such as lead sulfate and lead carbonate. It is unknown to what extent this xanthate consumption is due to a simple chemical reaction because, frequently, observations are made which reveal secondary reaction products in such reactions. Thermochemical study of the reaction between xanthate and lead salts offers a means to clarify the significance of these reactions as the enthalpy changes can be accurately predicted from heat of formation of lead salts in pure solution reactions. In the present work the heats of formation of lead ethyl xanthate from potassium ethyl xanthate and lead salts are determined and some thermochemical aspects of xanthate in solution are studied. The results of these investigations are presented in Part I. In Part II the heat of adsorption of ethyl xanthate on galena surfaces is presented. All enthalpy changes were measured directly in a microcalorimeter. NIOSH researchers conducted a study to compare seat designs on underground coal mine haulage vehicles. The objective of the study was to support prior findings that NIOSH-designed seats, which incorporated ergonomic design features (e.g., viscoelastic foam padding and low-back support), are improved designs. Based on measured levels of vehicle jarring/jolting and perceived discomfort, researchers evaluated four different designs - two in-use and two NIOSH-developed, ergonomic designs. Researchers collected data using a short questionnaire, a linear, visual analog scale, and accelerometers with a data recorder. Results showed that vehicle operators favored the NIOSH seats with added adjustability, low-back support, and improved seat padding over the existing seats. In addition, the measurements indicated all NIOSH seats performed better than the existing seat, under the no-load (worse of two) conditions, in reducing peak acceleration, crest factor, and RMS acceleration. The authors summarize the data collected and operator preferences for seat designs and different foam padding arrangements.

This report focuses on the U.S. Bureau of Mines research regarding desensitization and malfunction of delay detonators and cap-sensitive explosives. Delay blasting in underground coal generates tremendous shock waves and rifting forces that fracture and heave coal. The shock waves from charge explosions radiate outward in all directions through the coal, impacting neighboring charges with later delays. The impact phenomena have debilitating effects, causing degrees of reduced charge performance ranging from misfires or weak detonations to out-of-sequence detonations. Impaired charges react poorly, fracture less coal, and produce fumes with higher toxicity. Coal-mine, underwater, and simulator tests were conducted to more thoroughly understand the shock damage mechanism. Recently the U.S. Bureau of Mines partially resolved the malfunction problem by demonstrating the feasibility of formulating a rugged explosive. This rugged cap-sensitive candidate passed the requisite tests for certifying an underground coal-mine explosive. With natural aging the formulation rapidly lost initiation sensitivity. The charge formulation had to be rebatched to finish the testing and therefore could not be certified.

The ultraviolet spectrum of isopropyl ethylthionocarbamate (the principal constituent of Dow flotation collector Z-200) in water and of Z-200 itself in water was found to have an absorption peak at 242 nanometers(nm). The height of this peak was found to be directly proportional to isopropyl ethylthionocarbamate concentrations up to 15 p.p.m. Z-200 contains about 90 per cent isopropyl ethylthionocarbamate and the heightof the peak was proportionately lower, but obeyed the straight line relationship up to 15 p.p.m. This showed the potential value of spectrophotometric measurements for the determination of Z-200 residuals in flotation liquors.Methyl ethyldithiocarbamate (an impurity in Z-200) increased the peak height slightly, but other impurities in Z-200, xanthates, and most inorganic salts present in flotation liquors do not interfere. However nitrate ion and thiosulphate ion have absorption peaks which overlap the isopropyl ethylthionocarbamate peak.The simplest general method to overcome this effect is to extract the isopropyl ethylthionocarbamate into cyclohexane and to measure the absorbance of the extract.The maximum absorbance of the cydohexane extract was at 247 nm and the peak height at this wavelength was found to be directly proportional to the isopropyl ethylthionocarbamate or Z-200 concentration in the original aqueous solution. An alternative method is to measure the spectrum of the original aqueous solution using the aqueous raffinate from extraction as a reference solution. This gives the spectrum due to isopropyl ethylthionocarbamate alone and measurement of the absorbance at 242 nm gives the concentration in the original aqueous solution. Both methods give the same value for the concentration of isopropyl ethylthionocarbamate in the original solution.

The merits of the various methods for dry-quenching coke have been the subject of numerous publications and almost equally numerous controversies for the past 40 years.5/ Most investigators have concluded that dry quenching is advantageous. Some have based their arguments on the improved physical properties of the resultant cokes. Others have claimed little or no improvement and have based their arguments on the economies acquired from the recovery and utilization of sensible heat. The extent to which the method of quenching influences the properties of the resultant cokes is of importance in connection with the operation of both commercial and experimental ovens. On the other hand, the recovery and utilization of sensible heat are economic problems related solely to commercial oven operation and- depend on the method of dry quenching used and the demand for a low intensity energy source. The scope of the present Bureau of Mines investigation has been limited to a comparative study of the properties of wet- and dry-quenched cokes produced from six coals and blends carbonized at flue temperatures of 2, 000° and 2,400° F. in the Tuscaloosa oven.

The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35', Long. 1340 15', on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. The threat of global warming and its prominent position in public discussion and political debate requires all industry to take stock of its contribution to rising atmospheric concentration of greenhouse gases. For the primary metals industry, the first step must be to identify the pattern and range of emissions at each step in the production chain. Only then can the industry assess the economic consequences of the penalties on emissions that will be imposed by governments and regulators and devise cost-effective plans to avoid or mitigate such penalties. While some work has been done to estimate carbon dioxide (CO2) emissions using Life Cycle Inventory analysis, this approach is less useful than site-by-site emissions estimates. It is the level of specific emissions at each site that will ultimately deter-mine carbon taxation liabilities and participation in emissions trading schemes. Most mining companies have moved with the times to issue sustainability reports for their operations. But in the absence of any standardized reporting format, it is difficult to make useful comparisons between even the best-reported producers on a like-with-like basis. For this reason, Minecost.com modeled the use of fuels and energy used in mining, milling, shipping and metallurgical treatment to cover ?cradle-to-gate? emissions of greenhouse gases resulting from the production of the major base metals copper, zinc, lead and nickel. Greenhouse gas emissions ? overwhelmingly carbon dioxide ? are associated with the consumption of energy at every step in the production chain, from exploration through mining to the production of refined metal. Producers of primary metal employ diverse technologies to mine, mill, smelt and refine several different types of ore. Every orebody has its own special characteristics. In addition, most base metals are produced in concentrate that must be transported to smelters, with con-sequent emissions consequences.

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? According to Behre Dolbear, the U.S. is ranked lowest globally due to the lengthy permitting period required before mine development can commence. (Where not to Invest, 2010).

Appropriate roof control is the most important requirement in underground coal mining and, in the case of longwall panels or second mining in room and pillar extractions, this can be simply expressed in terms of good and predictable roof caveability. Studies of roof caveability have been undertaken in many coalfields around the world. Most of their conclusions. however, are directly related to the mining and geological conditions experienced in these areas and as a result, may not be applicable to the conditions encountered in the Appalachian coalfield. Furthermore, some of these studies appear to be theoretical and conceptual, ignoring many important parameters of the geological environment, whereas others rely heavily on geological information but lack a rigorous foundations upon which quantitative design guidelines can be built. The objective of this study is to analyze caving and mass deformation characteristics above longwall panels in Appalachia and includes: - Analysis of the effects of the geological and geomechanical characteristics of the strata on the caving height and the bulking of the caved-material. - Testing of the applicability of the various theoretical and empirical models of roof caving. Formulation of a numerical around- deformation model for ion-elastic material behavior.

The east span of the San Francisco-Oakland Bay Bridge (SFOBB), which is one of the most heavily traveled bridges in the world, will be replaced due to seismic safety concerns. The majority of the new bridge will be founded on large-diameter (1.8 to 2.5 meters), approximately 60- to 100-meter-long pile foundations The large-diameter steel pipe piles and soil conditions are similar to those used/encountered in many offshore structures. Thus, the design methods used are based on site-specific modifications to the procedures recommended by the American Petroleum Institute rather than the conventional procedures that have been formulated and used for the design of much smaller piles. Pile foundations will experience their maximum loads during the design earthquake. For the Safety Evaluation Earthquake, tension loads of up to approximately 80 to 90 meganewtons (MN) and compression loads of up to approximately 120 to 140 MN were calculated. Due to the economic importance of the SFOBB and the consequences of catastrophic failure in both economic and human terms, the design and analysis of the pile foundations supporting the bridge consider a number of aspects of pile-soil behavior that are normally ignored. Those aspects include: 1) the effects of consolidation and setup, 2) the behavior under dynamic loading, 3) the losses of resistance under cyclic loading, and 4) the load-settlement behavior of the piles under severe cyclic loading conditions. Since the treatment of complex aspects of pile foundation behavior is not codified in any guiding documents, several project-specific methods were developed for design and analysis of the foundation piles.

"Before the war, the United States was the world’s leading consumer of tin, the industrial applications of which had become widespread. Domestic production was negligible, and requirements were met almost entirely by imports, principally from British Malaya, United Kingdom and China. Average annual imports for the years 1925-1929 amounted to 78,009 long tons.With the advent of war in Europe and signing of the Japanese-German pact, it was realized that foreign sources of supplies were threatened, and steps were taken by Congress to forestall critical shortages of tin and other minerals. These steps in regard to tin included stock-piling, improving reclamation and conservation, increasing South American production, constructing a smelter in the United States for treatment of tin, ores, and intensifying the search for domestic tin deposits. Annual imports were raised to 140,873 long tons by 1941. On 1945, annual imports had shrunk to 37,675 long tons and consumption had been reduced to 52,100 tons of primary and secondary tin but not tin content of scrap alloy.The Strategic Minerals Act, passed by the Congress in 1939, authorized the investigation of domestic tin deposits.As Alaska had supplied virtually all of the domestic output of tin, an investigation of Alaska deposits was undertaken in 1940 and 1941 by J. B. Mertie, Jr., and Robert R. Coats of the Geological Survey.The Lost River lode tin mine on the Seward Peninsula was examined by H. E. Heide of the Bureau of Mines in 1942. Possibilities for developing a significant amount of tin appeared favorable, and exploration of the ore bodies was started in August 1942."

"A number of high wall failures have occurred in some of the Alberta coal strip mines of a type called by the authors ""Multiple block plane shear slope failure "". They cause rapid deterioration of the dragline bench, reduced productivity and maintenance costs.The failures are invariably associated with the presence of almost horizontal (± 5 degrees) bentonitic clay bands in the overburden, often immediately above the coal seam, and regress behind the slope as a series of tension cracks which isolate detached blocks. As many as 17 sets of cracks have been observed, at lateral distances in excess of five times the slope height from the toe.The theory of this mode of failure is presented and a limiting equilibrium computer program which will produce deterministic or probabilistic (Monte Carlo) solutions is briefly described. A case history of one such failure is documented. It is shown that the extent of the regressive failure is exceedingly sensitive to the water table elevation, leading to the conclusion that drainage, if practical, represents the best control strategy. During the mining course, when the roof above coal seams is constituted by thick and hard sandstone (conglomerate), sudden roof movements often take place with great force and de¬struction which is the biggest danger to the safety and production. Such sever movements of the roof in mining directly relate to the rock mechanical properties which are the main fac¬tors that influences the regularity of hard roof movement and its destruction form. A significient work and important technical way for applying rock mechanics into mining en¬gineering is studying the rock mechanics of the hard roof and altering some of the rock me¬chanic parameters which induce the improvement of the rock properties in order to efficiently control the movement of the hard roof.

"Golden Bear Operating Company Ltd. (GBOC) was a joint venture between Chevron Minerals Ltd. and North American Metals Corp. that was formed for the development of the Golden Bear Project. The mine is located at Muddy Lake, Western British Columbia, approximately 80 km northwest of Telegraph Creek and 135 km west of Dease Lake (see Figure 1). Road access to the mine was developed by Golden Bear and consists of a radio controlled 155 km gravel road originating at highway 114.A feasibility study was completed in 1987 and project approval was finalized in 1988 with Golden Bear issuing a ""Request For Proposal"" for detailed engineering in May 1988. Golden Bear also commenced negotiating with vendors at this time for the supply of the two principal process equipment packages: the dry grinding and classification system and the whole ore roaster package.Process plant engineering and plant construction was completed in October 1989 with plant startup commencing in November 1989. Two months into the commissioning phase it became apparent that the plant, as designed, would not achieve the anticipated production targets.Kilborn Engineering Pacific were subsequently contracted by GBOC to review and modify the plant design, assist the operating personnel with plant commissioning and startup and provide operator training.This Paper describes some of the problems encountered during the startup and the plant modifications incorporated to achieve design parameters."

"In conventional flotation, fluoride ions selectively would react with the aluminum site on the microcline surface and produce negative charged sites for amine to be adsorbed (Smith, 1976). According to this view, aluminum site is considered as a key feature in feldspar flotation. Generally, fluoride ion has been widely used as a modifying agent in silicate flotation. Since O'Meara's patent appeared on HF -amine reagent system to selectively float feldspar from quartz in 1942, relatively few contributions have been devoted in this issue. The reason might be that the process works very well, and accordingly there is no initiative to investigate in this area. However, due to the awareness of international community to restrict using of hazardous reagents like HF, sound engineering practice to search for alternative methods, not utilizing HF, has been launched. Inspection of literature, one can find several works dealing with this issue.In this contribution, the effect of ethoxylation of long chain alcohols on the quartz and feldspar flotation behaviors was investigated for surfactants of the octylphenol polyoxyethylene family. The tests were carried out with an average of 7.5 (Triton X 114), 9.5 (Triton X 100), 30 (Triton X305), 40 (Triton X 405) and 70 (TritonX 705) oxyethylene units. Electrokinetic and flotation studies on quartz have shown that at low pH values, quartz could be floated with polyoxyethylene octytlphenols. The possible mode of adsorption of these nonionic surfactants may be suggested to be due to hydrogen bonding between the oxygen of ether and hydrogen in the free hydroxyl groups on quartz surface. It was anticipated that the selectivity between quartz and microcline would decrease as oxyethylenic chain length increases."
