When the 2008 Olympic Games begin in Beijing, China is September it will not only mark the end of the journey for the Olympic torch and the thou-sands of participating athletes, but the games will also mark the culmination of a massive amount of construction in the city. On display for the world to see will be 31 new and refurbished venues including the 91,000-seat National Stadium called the ?Bird?s Nest? and the aquatics center, called the Water Cube. What will not be featured as prominently on the television cameras broadcasting the games around the world will be the network of tunnels built beneath the city. But that infrastructure of rail lines will be of critical importance to the games. While preparing to host the world, China added a subway tunnel that will include four stops in the Olympic Park. The 4.4-km (2.7-mile) subway line that runs through the complex of stadiums, gymnasiums and parks began trial operations in June. Prior to the opening of that line, Beijing's No. 5 subway line, which runs through the heart of the city from north to south, opened in October. The Flambeau and Ridgeway Mines, both owned and operated by wholly owned subsidiaries of Kennecott Minerals Company, were located very close to populated areas having initial concerns about health, safety and the environment. The success of both operations depended upon developing a framework of community support and enhancing sustainable development opportunities throughout the entire life cycle of the mining operations to address these concerns. The protection of the Flambeau River was the cornerstone of the Flambeau Mine’s success. The highest priority for the Ridgeway Mine was to ensure long-term physical, chemical and ecological stability of the reclaimed mine site. Both of these goals have been achieved and are discussed in this paper, which highlights Kennecott Minerals Company’s integration of sustainable development principles into its business decision-making and management processes.

As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. In the drive for faster development advance rates, railbound systems can be advantageous, in the right application. Skanska BS, the contractor to mine-owner VSK Mining, is driving an adit access deep into the Volouské Urchy Mountain in Slovakia to access the Gemerská Poloma talc deposit, some 70 km (43 miles) west of Ko?ice, the economic and cultural center of eastern Slovakia. Skanska began driving the Stolna Elisabeth drift in February 2007, extending 25 kg/m (50 lb/yd) rails (with 750 mm or 30 in. between sleepers) into the mountain to provide the main haulage to bring talc ore and waste out of the new mine once it gets into production. It will also be used for personnel transport, and is now almost complete. As a second egress and for ventilation, a 2.5-m- (8.2-ft-) diameter shaft of about 300-m (984-ft) depth will be sunk from surface down into the orebody. Stolna Elisabeth is a 4.2-km- (2.6-mile-) long drift mined at a cross section of some 11 m2 (118 sq ft). The finished profile is 3.2-m- (10.5-ft-) wide by 3.6-m- (11.8-ft-) high. It has been developed on a very slight incline so that water runs down it to the portal. The portal is 450 m (1,476 ft) above sea level and the end of the tunnel is 475 m (1,558 ft) above sea level. Much of the rock through which it has been developed is magnesite with a compressive strength of 150 MPA. The drilling jumbo is an Atlas Copco twin-boom Boomer 282 Raildrill drilling 42- to 45-mm- (1.6- to 1.7-in.-) diameter holes to a maximum length of 2.5 m (8.2 ft), depending on ground conditions. This is a drill jumbo that Skanska has used successfully on a number of projects during its life. The condition of the rock through which this drift has been driven is extremely variable. Five classifications of A1 and A2 and B1, B2 and [ ] B3, where A1 is the most competent rock and B3 is the worst, have been established. The amount of support used, of which more later is determined by the classification of ground conditions. At the time of the author?s visit, the project it was about 40 days ahead of schedule, thanks to high advance rates. For instance 6 m/day (20 ft/d) was the plan for the advance to be achieved in B1 rock, but sometimes the crews have achieved 8 m/day (26 ft/d) ? which is the average for the whole project ? in those conditions. In A1 the best advance rate achieved is 12 m/day (39 ft/d). The loading unit is a Häggloader 9HR-B on crawler tracks with a pony track to run on the rails. This allows the unit to be towed up and down the drift along the rails. To load from the face, the Häggloader lowers the foot of its onboard conveyor system to the floor and the backhoe pushes material on to it. This digging arm-conveyor combination produces uninterrupted, optimal volume loading of the haulage unit, without spill ? a technique offering load capacities as high as 180 m3/h (6,356 cu ft/hour). The highly-efficient and economically-feasible technology for bitumen recovery from US oil sands using a water extraction approach was developed at the end of the last century. This water-based bitumen extraction process has been optimized based on observations and analysis of microscopic mechanisms of bitumen release from oil sands and the bitumen transfer to a froth product as well as measurements of interfacial properties of bitumen. The wetting mechanisms that occur in the diluent-assisted water-based processing of US oil sands include bitumen film rupture and recession on sand grains and bitumen transfer to nucleated and injected gas bubbles. These mechanisms are reviewed in this contribution.

Sodium sulfate is one of the larger tonnage industrial minerals. A little more than half of this tonnage — 3 Mt/a (3.3 million stpy) of natural product— is recovered from ore deposits. Most of the rest is produced as a byproduct from other manufacturing operations. Sodium sulfate is mined in a variety of ways. These include conventional room-and-pillar mining, strip mining, in situ leaching of thick ore beds, solar evaporation and cooling-crystallization of lake brine, and the pumping of brine from complex salt deposits. There is also a variety of commercial sodium sulfate ore sources. They include thenardite (the mineral form of sodium sulfate, or Na2SO4), mirabilite (glauber salt,Na2SO4•10H2O), glauberite (Na2SO4•CaSO4), astra-kanite (bloedite; Na2SO4•MgSO4•4H2O), burkeite(2Na2SO4•Na2CO3), sodium sulfate-containing caliche and various brines.

A geotechnical study was conducted to identify the cause(s) of stope instability at the Ashanti Mine (Obuasi, Ghana). As part of the investigation, laboratory testing of rock was performed and the rock mass was classified according to the Q-System (Barton et al., 1974).Numerical analyses were performed using the computer program FLAC (Itasca, 2001). The observed failure zone around the stopes was simulated using both Mohr-Coulomb and Hoek-Brown (Sheorey,1997) models. Yielding along peripheral graphite bands and tensile failure were clearly identified to be the major contributors to stope instability.

Traditionally (with a few exceptions) tunnel boring machines (TBMs) have been utilized on tunnel projects where the risks associated with deep tunnels (rock burst, squeeze, etc) are low (or expected to be low). This has generally been due to the extremely adverse consequences of entrapping or damaging a TBM under such conditions; but also due to the relative difficulty of dealing with these ground conditions in the confined working area of a TBM, in comparison to a drill and blast heading. This paper review the constraints of operating a TBM in a deep tunnel and discusses related project experience, particularly recent and current experience with TBMs in the deep Alpine Base Tunnels. Potential future applications of TBMs in the development of large, deep underground mines are also discussed.

Barrier pillars in underground coal mines could eventually be subjected to a hydraulic pressure head due to the build-up of mine water in the old workings. The pressure head could not only act as a force to destabilize the pillar but also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that in turn could accelerate the mechanical failure process of the barrier pillars. In this paper, finite element simulation approach has been employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. The effects of ground stress on rock permeability to water seepage has been taken into consideration in these simulations.

One of New York City?s largest subway projects is under way 43 m (140 ft) beneath the surface of downtown Manhattan. The East Side Access project, more than 30 years in the making, was halted after a partial excavation in the 1970s due to a lack of funding. The project, once dubbed the ?Tunnel to Nowhere,? has been revitalized into a groundbreaking subway line that includes unique tunnel boring machines (TBM), construction methods and muck removal systems. Project overview The East Side Access project involves construction of a new 6.7-km (4.2-mile) subway line needed to relieve heavy traffic congestion between the boroughs of Queens and Manhattan. The line will serve approximately 160,000 commuters daily between Grand Central and Sunnyside rail stations. Manhattan and Queens will be connected under the East River by the 63rd Street tunnel, a submersed double-decker tube. The submersed tube consists of reinforced concrete sections barged in place on the riverbed. The tube contains operational subway lines on the top deck, while the bottom deck (the ?Tunnel to Nowhere?) will become operational when the East Side Access project is completed in 2013.

In this study, the flotation performances of ethoxycarbonyl thionocarbamate (ECTC), dialkyl thionocarbamate (DATC) and xanthate copper sulfide collectors are compared by the structure-reactivity relationship using generalized perturbation theory and density functional calculation at the B3PW91/6-31G(D) level. The electron-donating power of xanthates is strong and, therefore, xanthates can strongly react with metal cation on the surfaces of copper and iron sulfide minerals through the formation of normal covalent bonds. This explains the poor selectivity of xanthates and also the high pH levels (above 13) required for the flotation separation of copper/iron sulfide minerals. DATCs are more selective for copper sulfide flotation, particularly against gangue iron sulfides. Although less powerful than xanthates, DATCs can perform copper/iron flotation separation at lower operating pH (commonly at pH levels below 11.5). ECTCs use an ethoxycarbonyl replacing an alkyl N-substituent in DATCs. The presence of the ethoxycarbonyl group effectively changes the functional group of collector from -C(=S)NH- to -C(=S)NHC(=O)-. The strong electron-withdrawing ethoxycarbonyl group adjacent to the C=S group decreases the electron density of the sulfur atom, which improves ECTC?s selectivity against iron sulfide minerals at slightly alkaline conditions. The lowest unoccupied molecular orbit (LUMO) of ECTC, which is constituted by the pz-orbit of every atoms in the conjugate -O-C(=O)-N-C(=S)-O- group and which is pleased with accepting richly d-orbital electrons (feedback electrons) from the (t2g)6(eg)3Cu(II) or t6e4Cu(I) configuration of copper cation on the surfaces of copper sulfide minerals, resulted in the formation of dative p-bond. The iron atom, which has a (t2g)6Fe(II) or (t2ga)3(ega)2 Fe(III) configuration on the surfaces of iron sulfide minerals (Fe(III) is the predominant composition at alkaline conditions), has difficulty in offering its d-orbital electrons (feedback electrons) to ECTC?s LUMO. ECTC collectors are powerful for copper sulfide minerals and very selective against iron sulfides, which has been further confirmed by UV spectra and bench-scale and industrial-scale flotation tests.

Ore at the Congress gold property, located near Goldbridge, British Columbia, is extremely refractory with most of the gold disseminated in fine-grained arsenopyrite. Metallurgical testwork conducted by Giant Bay Biotech Inc. indicated that biooxidation pretreatment was capable of increasing cyanide gold recovery from the ore to greater than 90%. To determine if the bioleach process could be successfully scaled up, a 225m' (7950-cu ft) commercial size bioleach reactor was built and tested at the mine site in 1989. At that time, the tank was the largest bioleach reactor ever operated. The objectives of the program were: • to ascertain if the biooxidation rates obtained in lab and pilot-scale reactors could be duplicated in a commercial scale tank; • to identify agitation conditions under which the process will function optimally; and • to demonstrate the bioleach process on a scale sufficient to satisfy the owners and potential investors.

Introduction The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track" or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.3 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV, Pre-Feasibility Planning Proper early planning and identification of priority items were necessary to expedite project progress. On April 1, 1978, HIMCO leased the rights to the Borealis prospect and initiated exploration activities almost immediately. Since Borealis was showing excellent potential for mine development, an effort to clear the way environmentally was initiated during the summer of 1979. With the Borealis properties located within the Toiyabe National Forest, the US Forest Service (USFS) was recognized as the "lead" or respon¬sible agency for addressing the environmental issues. Early scoping of the environmental issues by both HIMCO and the USFS allowed HIMCO to take the initiative and address two potentially critical issues-archaeological and biological. Third party consultants, agreed upon by HIMCO and the USFS, were contracted to conduct archaeological and biological surveys. Desert Research Institute of Reno, NV, provided archaeological services, and JFL & Associates of Boulder, CO, provided biological services. These efforts began in the fall of 1979 and continued through the summer of 1980. Conservative Design Criteria By adoption of conservation design criteria, flowsheets and processing data required for detail engineering were firmly established with a minimum of impact on schedule. On Oct. 21, 1980, HIMCO formally initiated a feasibility study to evaluate the Borealis project. Four organizations were contracted for particular scopes of work: • John T. Boyd Co.: Ore reserve estimation, preliminary mine plan, and mine capital and operating cost estimation. • Bechtel Civil and Minerals: Conceptual engineering, processing capital and operating cost estimation. • Hazen Research Inc.: Metallurgical testing. • Sierra Pacific Power: Cost estimation for power supply. Metallurgical testing and conceptual engineering of both heap and agitation leach flowsheets were investigated concurrently. Numerous economic evaluations were conducted for both heap and agitation leaching at varying production capacities. The results indicated a heap leaching flowsheet treating 454 kt/y (500,000 stpy) yielded the best economics and was compatible with the "fast-track" development goal. Conservative design criteria was established to provide operating flexibility and ensure plant productivities. A summary of major design criteria is presented in Table 1. HIMCO assembled the results of the studies of the various consultants along with internally generated studies to produce the feasibility document. The decision to supply 100% equity by HIMCO rather than arrange project financing help to expedite the project. Cooperation Between HIMCO and Regulatory Agencies With cooperation and mutual trust established between HIMCO and regulatory agencies, the time required for environmental permitting was streamlined as much as practical. To expedite the required construction permits, HIMCO proposed to the USFS that HIMCO fund the total cost of an Environmental Assessment Report (EAR) and that issues be addressed at the technical level of an Environmental Impact Statement (EIS). The previous studies on the critical issues of archaeology and biology provided HIMCO with the information to satisfy the proposed approach. Houston International Minerals and the USFS agreed to have Environmental Research and Technology (ERT) of Fort Collins, CO, prepare a draft EAR for the USFS.

Proper selection of large walking draglines, based on sound engineering principles and field experience, has not kept pace with the large capital expenditures needed to buy these stripping machines. The use of large walking draglines for stripping overburden in US surface coal mines grows steadily, but equipment selection continues to pose problems. An improper size, model, make, or spoil reach selected for a particular stripping application results in additional, unnecessary coal production costs. Large walking draglines are being used to dig deeper tar sands at the Syncrude operations near Fort McMurray in Northern Alberta, Canada. This application is compared with typical deep digging operations and dragline use prevalent at typical US strip mines.

Ultra fine grinding is becoming increasingly used in the mining industry over recent years. The development of large-scale units for high volume grinding of low value materials and concentrates has opened up new areas of economical metal extraction. The ability of stirred vertical mills to produce very fine particles with high surface areas, is providing mine operators with novel extraction possibilities within gold concentrate regrind for Biox or leach feed, Activox autoclave feed preparation and lime slaking operations. The paper will review design, operational and maintenance aspects of ANI-Metprotech stirred vertical mills, comparing these to tower mills, horizontal bead mills and attrition mills.

Ergonomics is the art and science that tries to understand the complex interrelationships among employees, their work environment, equipment, work methods and job demands. Coal and metal/nonmetal miners are exposed to a higher number of ergonomic risk factors than in non-mining occupations. In addition, studies have shown that these miners experience more degenerative disc disease and osteoarthritis than comparable industrial populations. A general discussion of the risk factors that cause overexertion injuries and disorders will be presented. In addition, the basic principles of ergonomics will be discussed with specific cases to show how successful programs have been developed. A successful ergonomics program should simultaneously improve health and enhance productivity.

The recovery of copper from oxide ores containing from 2% to 4.1% acid-soluble copper from the Sarcheshmeh mine in Kerman province of Iran was investigated by agitation leaching in sulfuric acid media. Quartz, as a major constituent, and malachite, as the major copper mineral, were identified in the ore by X-ray diffraction (XRD) and microscopic studies. A series of leaching experiments on the ore was performed over a concentration range of 10 to 20 g/L and temperatures from 15° to 50°C for a maximum of 3 hours. An initial high dissolution of copper was followed by a very slow reaction. By increasing acid concentration and temperature, the dissolution rate of copper was accelerated. However, by increasing acid concentration, the acid consumption of ores was also increased. Surface morphology of solid residues at various leaching times was examined with a scanning electron microscope (SEM). All SEM micrographs of the partially reacted particles displayed a needle structure. The kinetic studies showed that the malachite dissolution rate could be modeled in two stages. About 85% of the malachite dissolution occurred in Stage 1, while the remaining 15% occurred in Stage 2. The data obtained for the leaching kinetics indicate that the dissolution for Stage 1 was a diffusion-controlled reaction with an activation energy of about 20.6 kJ/mole, and the dissolution for the Stag 2 was a chemical-controlled reaction with an activation energy of about 87.6 kJ/mole.
