Various attempts have been made to build leadership and management expertise with little success. There are numerous reasons these attempts have failed. Three reasons, along with suggested solutions, will be explored: 1) lack of ownership of the development process by those affected; 2) lack of congruence of the development process used and the business strategies of the organization; and 3) a comprehensive development process. We will discuss a development model applied inside a smelter and refining complex over one year involving all levels of management. The process was credited with helping to substantially reduce cost and enable breakthroughs in production, quality and safety results.

The proposed Second Avenue Subway Project in New York City is approximately 8.5 miles long, up to a depth of 120 feet beneath grade and runs the length of the eastern side of the island of Manhattan from Harlem in the north to the financial district in the south. It will reduce overcrowding and delays on the existing parallel line, improving travel for both city and suburban commuters, and upgrading access to mass transit for residents of the East Side of Manhattan. This subway line will have 16 new stations providing transfers to the existing Metro-North commuter rail service and to New York City Transit subway lines and bus services. The first phase of construction includes two TBM rock tunnels 2.4 miles long and two new large and shallow rock cavern stations with clear span openings ranging from 70 to 100 feet and length in excess of 1000 feet with 615 feet center platform, coupled with low rock cover ranging from 20 feet to 40 feet. The design methodology for these large and shallow rock caverns consists of using well known empirical methods for initial estimate of support requirements and then two and three dimensional continuum and discontinuum analyses for verification of the selected excavation sequence and support system. This paper describes the analysis and design methodologies used for the two large and shallow rock caverns with insight into how to overcome the design complexities and construction challenges of the urban underground.

At the Porce III Underground Powerhouse Complex in Colombia, the observational method (Peck, 1969), was used to provide information to an underground wedge and a 2D Finite Element Method numerical models, both used to estimate the mechanical behavior of the hoisting rock mass. The observation process consisted in collecting fault events in the field and in interpreting Multiple Point Borehole Extensometers and Surface Convergence Displacement Points readings. The calibrated models were employed to predict the behavior of the pillars formed between the machine and transformer caverns. The observational method is an important activity during excavation of large openings and provides arguments to understand the rock mass mechanical behavior.

The mine sites of K+S are distributed all over the world producing mainly potash and magnesium salts and rock salt. Focus is on the sustainable use of the natural deposits in order to stay competitive. For this reason a raw material policy, both national and international, is necessary to ensure access to new mineable deposits which are still available in Germany. Further on, knowing market conditions is a must for sustainable development. At least sustainability and resource efficiency in potash and rock salt mining are achieved by constantly developing new technologies as well as optimizing the organization and improving qualification of workers."

In report the results of performance of research works on building up of the connected geoecological and geomechanical monitoring system for modelling and study of a state of mining massif in a region with large-scale underground mining works are discussed. The connected geoecological monitoring requires radical change of methodology of carried out works. To carry out modelling and researches it is impossible without construction of the integrated connected information model of region. Basis of construction of information systems and databases for all sections of Earth Sciences is the set of the approaches, among which, for example, methods of remote sounding, GIS- and GPS-technology etc. Computer technologies are basis on the "supercomputer" technology. The results of performance of some researches for regions of excavation of deposits of potash salts in Russia and Belarus are presented.

West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

The Queens Bored Tunnels consist of 11,000 feet of 19'-6" inside diameter tunnels mined through rock, mixed face and dense glacial till, constructed with bolted gasketed one pass reinforced concrete liner. The tunnels are to be excavated with a pressurized face TBM, either EPB or slurry. The construction of the tunnels will require ground stabilization in the mixed face area, instrumentation and monitoring of railway infrastructure, underpinning of bridges, relocation and protection of utilities, demolition of some industrial buildings, construction of open-cut approach tunnels and emergency exits and vent plants. The purpose of this paper is to describe the scope of work, the suggested methodology and the proposed construction schedule.

Luminescence excited by electron bombardment, or cathodoluminescence (CL), is a very useful tool in petrographic examination of rocks, minerals and ores. Differences in luminescence colors and intensities allow detection and delineation of mineral species and composition zones difficult to separate visually by normal polarized light microscopy. The cold cathode CL chamber at Indiana University is used with a binocular microscope that has interchangeable attachments for a normal film camera, a digital camera and a fiber optic spectrometer. This allows imaging of the specimens as well as limited spectrographic analysis of the emitted luminescence. The chamber on this CL unit is large enough to accommodate several thin sections, polished mounts, grain mounts or rock slices at one time. Luminescence petrographic techniques were used to study alkali syenites and carbonatites from the Arkansas. Alkali feldspars in the syenites reveal a history of growth, fenitization and replacement through color and intensity differences. Primary orthoclase luminesces bright blue and is often zoned with a duller blue overgrowth of microcline. Fenitization of the feldspars is demonstrated by dull to bright red luminescence and replacement veins of albite often have a bright yellow green luminescence. Late microcline and perthites from the syenite pegmatites have a dull yellow to orange luminescence. Easily visible on this background of feldspars are grains of apatite (yellow), fluorite (violet), zircon (greenish), sodalite (orange) and mosandrite (green). Complex pseudoleucite syenites from Magnet Cove, Arkansas show similar minerals but also include xenolithic quartz (violet), manganwollastonite (bright orange), benitoite (intense blue) and lorenzenite (green). Carbonatites from Arkansas contain a wide variety of calcite textures and intensities of luminescence. Grains of carbonatite in well cuttings are easily distinguished from sedimentary calcites by their complex “flame” luminescence and the frequent presence of euhedral apatite grains (yellow). Apatite crystals separated from the Arkansas River Valley carbonatites by acid digestion show complex zoning. The cores of these apatites are yellow luminescing due to CL activation by Mn enrichment while the rims are violet luminescing due to REE enrichment. Complex zonation between the cores and rims is easily visible using CL.

Several bauxite residue sands and muds produced by Bayer plants in the U.S. and overseas have been fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contain about 60 wt% iron and the bulk of the radioactivity in this waste. The muds are more difficult to process than the sands, but some fractionation is possible using a combination of flotation and magnetic separation techniques.

The mechanical properties of the rocks surrounding an orbital vibrator alter the shape and amplitude of the vibrator’s orbit. Detecting these changes with driving point impedance measurements promises to reveal fractures and, possibly, identify the in situ stress state and significantly increase the depth that can be investigated. Our research emphasis has been on detecting vertical fractures through casing. Experimental and numerical results to date indicate that our new logging tool has excellent potential for determining both the vertical extent and azimuthal orientation of such fractures. Fracture and in situ stress orientations are useful in mine planning.

SME’s Arizona Conference was held at the Doubletree Hotel at Reid Park in Tucson on Dec. 5and 6, 2004. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together each year to discuss the status of the industry. The meeting featured a keynote address and more than30 technical papers. Two years ago, the U.S. copper industry was facing on a run for two years now,” and “both precious metal and base metal prices are going up.” The increases in metal prices were attributed to development in China and other Asian countries. “With a population of 1.6 billion, China has recently created 80 million jobs,” said Silver.

From Sept. 22-24, the Las Vegas Convention Center will be home to MinExpo 2008, the world?s largest mining equipment show that comes along once every four years. Sponsored by the National Mining Association (NMA), this year?s show is on pace to be the largest ever. Nearly 1,300 exhibitors have purchased nearly 55,700 hm2 (600,000 sq ft) of booth space. At the center of it all will be some of the most impressive mining equipment that the industry has to offer. And in the shadows of the massive haul trucks, drill rigs and bulldozers, attendees will be able to see the latest and greatest products including hand tools; the latest in automation and robotics; safety and communications equipment; longwall mining equipment; engines and parts; materials handling and processing equipment and services; pollution control equipment; reclamation equipment and services; computer applications; consulting and financial services and more. While many companies will be on hand to display the tried and true, there will also be plenty of new things to see. ?We anticipate that a whole range of new products will be introduced at the show,? the NMA said of the show that has been called the world?s richest deposit of mining technology, services and products. In addition to the show that will take place in Center Hall and North Hall of the Las Vegas Convention Center, MinExpo 2008 includes a conference program with 20 educational sessions that will tackle the most timely and pressing issues affecting the mining industry. The Mine Safety and Health Administration (MSHA) issued Program Information Bulletin P09-03in April of 2008, providing formal guidance on using programs that model the redistribution of stress during underground mining of coal. A key part of this guidance is visual observation and mapping of ground conditions. If a correlation between ground conditions and model output can be established, the model is considered to be verified, and can be used to guide mine design in similar ground. A simple scale is recommended for ranking observed roof, rib, and floor conditions. This paper discusses optimization and implementation of a ground condition rating scheme in the gateroads of a deep underground longwall coal mine. Roughly 80% of each gateroad length deteriorated in a fairly uniform manner. However, this manner varied between gateroads, as did pillar size. The implementation of a ground condition mapping program, similar to that recommended in PIB 09-03, was successful in characterizing the ground response to mining in gateroads of a longwall coal mine.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

Many improvements in the art of underground excavation have appeared during the past two decades. These improvements have been both in methods and in machinery and have resulted in more economical construction of today's tunnels. In the realm of machines, the developments of continuous boring heads for either soft ground or rock, random arm excavators and the sliding tunnel floor (Magic Carpet) have each made contributions toward more rapid tunneling. CONTINUITY OF ADVANCE Tunnel boring machines are often referred to as "continuous excavators". Continuous advance (without cyclical interruptions) has not been achieved, however, in any of the machines now in use. In most rotary-head tunnelers the thrust needed to make the cutters bite into the face is obtained from hydraulic cylinders reacting against anchoring devices held stationary by pads which grip against the sides of the tunnel. With this system the forward motion of the cutting head is continuous only until the propelling cylinders have reached their limit of extension. At this point the grippers must be released, moved forward and reset before a new cycle of advance can be begun. Some machines are built to obtain their propelling thrust from hydraulic cylinders pushing backward against newly-installed rings of tunnel support. This is the customary method for propulsion of shields. With it, each cyclical advance or "shove" must await the erection of a new ring of supports. Faster tunnel driving

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. The design methodology of the planned Second Avenue Subway Project (SAS) led to development of the initial support design to estimate cost and quantities in the Preliminary Engineering (PE) stage. Careful selection of the cavern design rules that recognized the impact of rock quality, rock cover, excavation geometry, and excavation sequence helped to overcome the design challenges of large, shallow caverns for the initial ground support. In the course of the design verification process prescribed by the design methodology, the design team was continuously reviewing and updating the support quantities. The design procedure includes methods using different approaches of empirical, continuum, and discontinuum analyses, which are currently advanced in the Final Engineering (FE) stage. The paper is a continuation of the RETC 2005 “Trials and Tribulations” and focuses on the procedures that led to the changes in the initial support as a result of the ongoing design development.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.
