The Pipeline ore body was discovered in March 1991. The construction of the new mine and mill did not start until early March of 1996. Upon completion of permitting and corporate project approval, the 289 million USD project was “fast tracked”. The commissioning began 11 months after start of construction and the project ended 40 million USD under the budget figure. The objective of this paper is to review and highlight the Pipeline Project history from discovery, design, lawsuits, permitting, and re-design through to current - 1998operating practices. Particular emphasis will review the process design, design mistakes, and design successes. The paper will review project history, feasibility, design concepts, operator training, construction, financial and the current operation. Additional discussion will review what design features worked and which did not work within the process plant.

We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

The Brewer Gold Mine is an open-pit, heap leach operation that processes about 122 kt/m (135,000 stpm). The mine is operated by Brewer Gold Inc., a subsidiary of Westmont Mining Inc., and is located near Jefferson, SC, about 80 km (50 miles) southeast of Charlotte, NC and 80 km (50 miles) northeast of Columbia, SC (Fig. 1). All of the ore to date has been produced from a breccia body of hydrothermal origin and a related smaller body of fault-controlled ore, known as the B-6. Reserves at the time the mine commenced production were 4.6 Mt (5.1 million st) grading 1.4 g/t (0.042 oz per st) gold. History Although some reports of a pre-Revolution War shaft at the Brewer are in the literature (Lieber, 1856, Nitze and Wilkens, 1897), gold was first produced in earnest from the Brewer Mine in 1828. Production occurred primarily from placer deposits south of the present mine workings. Lieber noted in 1856 that “every branch, gulch, ravine or even declivity of the main hill has been washed and rewashed.”

In spite of the increasingly polarized and politicized view of climate science and climate change in the United States, many of the principles behind the ?theory? of Anthropogenic Global Warming (AGW) or Global Climate Change (GCC) are in fact firmly established both in fundamental physics and detailed observations and are widely accepted elsewhere. The discovery of the earth?s ?greenhouse effect? dates back nearly 200 years to the work of French mathematician and physicist Joseph Fourier in 1824 and 1827. In 1872, John Tyndall an English physicist and mountaineer, described the capacity of various gasses to absorb radiant heat. He identified water vapor and carbon dioxide as the principal ?greenhouse? gasses. The work of Fourier and Tyndall was the foundation for the theory that increasing carbon dioxide (CO2) in the atmosphere might be responsible for an increase in global temperatures developed by the brilliant Swedish chemist Svante August Arrhenius in 1896. This was backed up by the additional work of Gilbert Callendar in the 1930s, and Gilbert Plass, Hans Suess and Roger Revelle in the 1950s. There is little scientific dispute about the physics by which this occurs: carbon dioxide in the atmosphere absorbs long wave radiation that would otherwise escape into space, thus warming the lower atmosphere and respective temperatures worldwide. The Intergovernmental Panel on Climate Change (IPCC), approximately 2500 climate scientists from around the world, has concluded that increases in carbon dioxide resulting principally from the burning of fossil fuels are responsible for most of the continuing increases in global temperatures (IPCC, 2007). NASA?s Goddard Institute for Space Studies (GISS) states; ?The ten warmest years all occur within the 12-year period 1997-2008? (GISS, 2009). 2009 was the second warmest year on record and 2010 was tied with 2005 for the warmest year on record (GISS, 2010, 2011). The science is in fact settled; the earth has not cooled since 1998 as some have claimed. It continues to warm as evidenced by not only surface temperature records but also ocean temperature records as well as changes in physical and biological systems (IPCC, 2007).

The basis for the selection of the ultimate pit for an open pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau whilst the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-making range is significantly reduced, and the process for selecting the ultimate pit becomes more consistent, replicable, and defensible. This paper provides an approach to including risk in the process used to select the ultimate pit.

River Des Peres Foul water Interceptor (Skinker–McCausland Tunnel) is a gravity sewer tunnel constructed to eliminate dry sewage overflows during high river stages and to improve the wastewater collection and treatment. The original 78-inch (2m)finished diameter Skinker-McCausland Tunnel started as a 21,500 feet (6.5km)interceptor with 13 work, drop and access shafts. The tunnel constructions included soft ground, mixed face and rock tunneling in karst formation with maximum overburden of 175 feet (53m). Due to the success of the project, the tunnel alignment was extended another13,361 feet (4.1 km) and 7 new structures by negotiating two additional segments with the contractor and the designers.

The Hiddenite District of Alexander County, NC has produced some of the world?s finest large emeralds since the first one was discovered 134 years ago. In fact, North America?s largest emeralds come from the district, making this one of the continent?s most unique gem deposits. In addition to emeralds, the Hiddenite District is also famous as the discovery site for the rare spodumene mineral hiddenite, first identified in 1881. Nowhere else in the world do these two minerals naturally occur together. The emeralds are a unique color variety of beryl (Al2Be3Si6O18) with trace amounts of Cr+3 and V+3 substituting for Al+3. The hiddenite (LiAlSi2O6) crystals also exhibit emerald green color due to traces of chromium. Consisting of three large deposits and numerous prospects, the district encompasses an area of 10 km2 (4 sq miles) centered on the small town of Hiddenite. Operations at the Adams, Ellis and North American Emerald Mines properties have been productive at irregular intervals since the 1880s. Currently, only the North American Emerald Mines property is being mined on a regular basis. Recent activity there has exposed a 3-hm2 (7.4-acre) pit with depths of 25 m (82 ft) that provides the best exposures of unweathered bedrock seen in the district in more than 120 years. Although no official records exist, public and private data indicate that the production of the entire Hiddenite District from 1880 to 2007 is about 70,000 carats of emerald and 20,000 carats of hiddenite. The bulk of the emeralds came from the North American Emerald Mine property (NAEM, formerly known as the Rist Mine) where sustained mining replaced the previous sporadic prospecting in 2000.

The proposed Second Avenue Subway is a new two-track subway line running from 125th Street and Park Avenue at the north, east along 125th Street to Second Avenue and south along Second Avenue to the Financial District in lower Manhattan, NY with 16 new stations and 13.6 km (8.5 miles) of track. The project has been broken into four construction phases. The initial Phase 1 operating segment includes three new stations (96th, 86th and 72nd Street stations) with a connection to the existing Broadway line at the 63rd Street Station at Lexington Avenue. Rehabilitation of the 63rd Street Station is also included in the scope of Phase 1. Subsequent phases extend service north and west to 125th Street (Phase 2), south to Houston Street (Phase 3) and finally to Hanover Square (Phase 4). The DMJM Harris/Arup Joint Venture (DHAJV) prepared the Contract Documents MTA for Phase 1. Parsons Brinckerhoff is providing the MTA with construction inspection services for Contract C-26002. In April 2007, NYCT awarded first Phase 1 for $337 million to S3 Tunnel Constructors, a tri-venture comprised of Skanska USA Civil, Schiavone and Shea. Contract C26002 is for the construction of the tunnel boring ma-chine (TBM) launch box and the mining of the TBM tunnels from 92nd Street to 63rd Street. The major part of the contract is to construct a shaft, commonly referred to as the launch box, from East 92nd Street to East 95th Street having dimensions of 244-m- (800-ft-) long by 18.9-m- (62-ft-) wide and a depth of 19.8 m (65 ft), including more than 91,000 m3 (119,000 cu yd) of soil and rock contained within its walls. The launch box will ultimately become the southern half of the 96th Street Station. The focus here is geological conditions at the launch box and existing structures along the launch box. These geologic conditions and existing structures had a major influence on the selection and design of the support of excavation system (SOE), the SOE bracing system, construction staging, the ground movements, dewatering and other challenges of constructing the launch box (Fig. 1).

In the past 15 years the enforced improvement of the public traffic systems caused a boom in urban tunnel construction. In 1961 the City of Paris started to build the Express-Metro. Of the 47 km long double-track line crossing the city center, nearly 45 km are in operation since 1971. Still missing is here only an about 2.6 km long connecting stretch, which is under construction now. From 1963 to 1969 the 21.8 km long Victoria Line was built in London as extension of the existing network,. A little later, in the years 1965 to 1973, the City of Hamburg supplemented its subway network by the construction of a 16.8 km long line between the Boroughs of Billstedt and Stellingen. Also in 1965 the City o Munich started to build a subway system of 54 km f length. Thereof a stretch of 16.2 km could be taken into operation in 1972 shortly before the Olympic Games. These are only some of the better known projectsas examples of the activities in European cities. In nearly all cities with more than about ½ million inhabitants subsurface traffic lines were begun or supplemented. Furthermore, numerous undercuts or other subsurface structures were built. The Ij Tunnel in Amsterdam and the new Elbe Tunnel in Hamburg may be mentioned, both structures finding international attention.

The respect of EPB reference pressure during TBM advance and hyperbaric activities, the complete and effective filling of the annular gap between tunnel lining extrados and the excavation section and a well organized monitoring system, to control surface settlements and ground distortion, are items of utmost importance in EPB tunnelling process. The paper describes how these concepts have been applied while excavating in the difficult underground conditions found at Sao Paulo (Brazil) during the execution of the Sao Paulo Metro Line 4-Lot 1. In this project, the annular gap has been filled by two components type, cement grouting. The back feed of the extensive monitoring campaign carried out to check the surface settlements during the excavation and hyperbaric maintenance operations will also be described in the paper.

A micro-scale investigation was carried out by applying atomic force microscopy (AFM) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it comes into contact with the solutions of the collectors, suggesting that all these collectors can effectively adsorb onto bastnaesite. Increasing temperature can facilitate the adsorption of oleic acid onto bastnaesite. Results from attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that all of these collectors adsorb strongly onto bastnaesite, with strong absorbance spectra being detected. The ATR-FTIR results confirm those obtained by AFM. In general, hydroxamic acid collectors (HA and SHA) adsorb onto bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite.

This paper describes the preliminary design of the fourth bore of the Caldecott Tunnels along State Route 24 in Oakland, California. The paper focus is on two major aspects of the project: initial support system design and seismic design. The initial support system was designed based on the New Austrian Tunneling Method (NATM).NATM provides the required flexibility to accommodate the variable ground conditions in the weak, folded, and faulted rock along the alignment. The seismic design provides a final lining system that meets serviceability requirements for a 1,500 year seismic event with an estimated peak ground acceleration of 1.2g.

Environmental self-monitoring is one of the advanced approaches for industrial sustainability programs. Organization for Economy Cooperation and Development (OECD) defines self-monitoring as ?the system of organizational and technical measures put in place and financed by [the] regulated subject? in order to ensure their compliance with regulatory requirements?1. Self-monitoring is beneficial for industrial operators, communities, and governments. Industrial companies use self-monitoring as a central element of their compliance management that allows them to fulfill their duties, obligations, and to avoid citations. When industries control their emissions and ensure workers are not exposed above the regulated limits, communities are better. It is impossible for an EPA, OSHA, or MSHA inspectors to be close to every emission source or workplace full-time. It is much more effective for industries to self-monitor, under due supervision. Occupational conditions are a very important part of industry and health and safety self-monitoring should be highly prioritized. In this paper we will research the regulatory basis and best practice of occupational self-monitoring. We will show that not only is self-monitoring a vital element of an occupational health & safety management system, but that you need a management system for affective monitoring.

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. This study investigates the use of a horizontally- baffled column (7.6 cm inside diameter by 344.2 cm high) to reduce the ash content of a high ash bituminous coal. Tests were carried out to determine how the baffled column responded to changes in feedrate, reagent dosage, and feed quality, and to compare its performance with a conventional column installation in an operating plant. In this paper, the results of this investigation will be reviewed and discussed.

Atlas Copco Wagner launched its ST1010 Scooptram load haul dumper. The ST1010 replaces the company’s Wagner ST-1000 Scooptram. The improvements to the Wagner ST1010 include increased reliability, ease of maintenance and driver comfort or ergonomics. The ST1010 has been redesigned and has added several new features and options not offered in the earlier model. These include anew boom design with side stops. Heavy reinforcements to the bogie offer better protection against the harsh working conditions in underground mining and tunneling. An auto lube system has also been added as has paint-on grip tread to reduce slips and falls during maintenance checks or repair work. Other features include a heavy-duty, auxiliary-fan motor, an isolated transverter, remote diagnostic pressure taps, a bolt-on battery box, raised air-intake, improved fuel-filter access for easier maintenance, larger wear-bars around the engine tub, and smaller, higher output batteries

Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Heap leaching Heap leaching has a long history as a hydrometallurgical process for copper recovery. The methodology of heap leaching established at Rio Tinto in Spain more than 300 years ago is basically the same as that used today. Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. The event is scheduled for March 29 through April 4 of next year at the New Munich Trade Fair Center in Munich, Germany. For the first time, bauma will feature an exhibition area dedicated to mining equipment and technology. Also for the first time, the Commonwealth of Independent States (CIS) will be a partner region of bauma.
