YOPES 17.1.1--CURRENT The history of surface mining essentially is one of mining coal, copper, iron and aluminum ores, of placer mining gold and tin, and of pits and quarries producing clays, gypsum, phosphate rock, sand, gravel and stone. Table 17-1 is a summary of the estimated world and United States production of crude metallic and non¬metallic ores and coal in 1969. It includes estimates of the quantities produced by surface-mining methods. Two-thirds of the 10 billion tons are mined from the surface, ranging from a third of the coal. 57% of the metallic ores, and nearly all clays, stone, sand and gravel. Production by surface methods in the United States, parallels that of the world with one exception: about 90% of the copper and iron ore is mined from the surface, whereas elsewhere only about half the copper ore is surface mined. In Canada, surface mining of the Athabasca tar-sand deposits is a recent large-scale unique operation. Utility coal specifications usually contain a requirement for a maximum moisture content in order to prevent coal handling problems and to minimize evaporative losses in the boiler. As most coal cleaning processes are water-based, dewatering and sometimes drying steps are required to meet moisture specifications. Screens are often used for dewatering, with centrifuges and filters used to further reduce moisture in many cases. Algorithms to predict the performance of screens were developed for the Coal Cleaning Simulator running under Aspen Plus during a project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. These algorithms include calculations for the size separation and a calculation for moisture content of the oversize product based on particle size and specific gravity distribution. This paper discusses the algorithm for predicting the moisture content of coal dewatered by screens.

The paper describes the new design criteria and control strategies for multi-density dense medium separation (DMS) circuits. The role of the multi-density separation is discussed, and it is emphasized that for many processing problems -related to minerals and coals -it may be very important to perform two or more cuts at different densities in order to obtain a remarkable improvement in quality of products, process efficiency and economy. The two-density separation by dense medium cyclones was generally performed using two dense medium plants in sequence. In contrast to the former technology, the multi-density separation can now be performed by using a single medium circuit composed of different interconnected medium sumps. The sumps, one for each density, are fed with different medium streams selected according to their density, size composition and content in non-magnetic contaminant in such a way that the rheological properties of the media are optimized. This new technology is based on dynamic systems to density the medium, on the size-density segregation of the medium in the cyclones and separating devices and on accurate control systems for the density, viscosity and stability of the dense media of the different sumps. The present paper reports on the theoretical basis for the new, advanced medium circuits and on the systems for the control of the densities and of the rheological properties of the dense media. A typical circuit for a two-density separation is also described, and some industrial applications reported and discussed.

Sulfate-impacted mine waters are under regulatory scrutiny to reduce total dissolved solids (TDS). There are several options to reduce TDS. One option is transforming the soluble sulfate into insoluble ettringite. The Water Company LLC (TWC) patented a process for sulfate removal through ettringite formation by reacting directly with metallic aluminum. Freeport-McMoRan (FMI) and TWC have collaborated to design, build and operate a 10-gallon-per-minute (gpm) ettringite pilot plant to establish reagent consumption, plant availability and full-scale design criteria. Using metallic aluminum as the primary aluminum source for ettringite precipitation eliminates the addition of other ions, resulting in significant demineralization. The pilot plant achieved greater than 98% water recovery, greater than 90% reagent efficiencies and maintained reactor sulfate levels below 250ppm. The SAVMIN process, piloted in South Africa, is one method to produce ettringite. In this process, aluminum hydroxide is the aluminum source. The Cost Effective Sulfate Removal (CESR) process is similar to SAVMIN, but uses a proprietary aluminum source instead of aluminum hydroxide. Outotec and Veolia also have their own versions of the process using their specialized process equipment. TWC patented a version of ettringite precipitation using metallic aluminum as the aluminum source for ettringite formation. The benefit of using aluminum metal is that no additional ions are added to the process. At high pH, the raw aluminum corrodes in water causing hydrogen gas generation as the water is chemically reduced. This reaction is shown below:

Ensuring adequate ventilation is a critical aspect of safety in underground mining operations. In small-scale mines in particular, key ventilation parameters such as temperature, humidity, and air velocity are often measured manually and only at infrequent intervals, typically using analog instruments. As a result, real-time monitoring of environmental changes, timely detection of hazardous situations, and demand-driven ventilation control are not feasible. This presentation discusses the selection and evaluation of modern digital ventilation measurement devices, including handheld instruments with digital data logging capabilities and continuously operating sensors with potential for real-time data transmission. The investigations focus on the challenges posed by underground environments with extremely high humidity levels, which can adversely affect sensor performance and electronic components. The results are based on testing conducted at the Research and Teaching Mine of TU Bergakademie Freiberg—an underground ore mine characterized by humidity levels exceeding 95%. Findings include assessments of measurement accuracy, reliability, and practical applicability under these demanding conditions.

The main conditions which affect investment in mineral exploration and development are compared in five countries currently considered attractive for mineral investment - Canada, the U.S., Australia, Brazil and the Philippines. The primary parameters - the probability of occurrence and discovery of mineral deposits and the short and long term viability of mineral development - are evaluated and compared on a relative basis by a form of factor analysis. This analysis indicates that of the five countries studied, Canada is second only to the United States in degree of favourability for mineral exploration and development.

"Information diffusion potential of a social media user affects how quickly information about a mineral project can diffuse through that user. If management can use social media and network analysis in community engagement programs to understand how fast and how far information will diffuse to communities and followers of particular social media users, it can selectively focus on the most influential users. This article proposes a method to examine the information diffusion potential of social media accounts. The work uses Gephi, an open source software, to extract and analyze data from different Twitter handles to predict their information diffusion potential. The work uses case studies of real Twitter users (e.g. mining news organizations and bloggers) associated with mining to illustrate the approach. The case study results show that there are significant disparities in information diffusion potential that will demand selective attention. This research will help mines develop effective social media engagement strategies.The mineral industry provides raw material for industrial activity to support society (Martens and Rattmann, 2001). Mines have changed from conventional mining practices to sustainable ones because of the negative impacts of mining in the past and increased public awareness (Wang et al., 2016). The concept of sustainable mining is getting mature, as stakeholders (e.g., governments, investors and host communities) are getting more involved in mining projects (World Economic Forum, 2014). The failure of mining companies to address the demands of these stakeholders might result in the failure to acquire a social license to operate (SLO) (Thomson and Boutilier, 2011). The SLO, if granted, is mutually beneficial to all stakeholders. Mines prefer being granted SLO and keeping it to avoid any kind of social unrest due to their operation (Prno, 2013; Moffat and Zhang, 2014). Mining communities can grant different levels of SLO ranging from withholding SLO to psychologically identifying with the project (Joyce and Thomson, 2000; Thomson and Boutilier, 2011).Most of the previous work to understand community perceptions and SLO in mining is generally qualitative (ICMM, 2012a; Thomson and Boutilier, 2011; Prno, 2013; Moffat and Zhang, 2014; IFC, 2014). In particular, there is limited work on how community perceptions change over time due to information diffusion (Boateng and Awuah-Offei, 2017). However, SLO changes with respect to time (Yates and Horvath, 2013), which can result in risks that are not easy to predict. Mine managers and engineers have a desire to understand these changes so as to mitigate these risks (Que and Awuah-Offei, 2014; Que et al., 2015)."

"The Industrial Internet of Things (IIoT), a concept that combines sensor networks and control systems, has been employed in several industries to improve productivity and safety. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers are investigating IIoT applications to identify the challenges of and potential solutions for transferring IIoT from other industries to the mining industry. Specifically, NIOSH has reviewed existing sensors and communications network systems used in U.S. underground coal mines to determine whether they are capable of supporting IIoT systems. The results show that about 40 percent of the installed post-accident communication systems as of 2014 require minimal or no modification to support IIoT applications. NIOSH researchers also developed an IIoT monitoring and control prototype system using low-cost microcontroller Wi-Fi boards to detect a door opening on a refuge alternative, activate fans located inside the Pittsburgh Experimental Mine and actuate an alarm beacon on the surface. The results of this feasibility study can be used to explore IIoT applications in underground coal mines based on existing communication and tracking infrastructure.IntroductionThe U.S. approach to health and safety in mining has historically been reactive in the sense that health and safety regulations and mandates have traditionally been passed as a result of tragic mining accidents. An example of this is the Mine Improvement and New Emergency Response Act (MINER Act) of 2006, which was passed as a result of several mining accidents where tracking of and communication with underground personnel were severely limited. While this reactive approach has led to the development and implementation of highly impactful safety interventions and safety practices, there exists a technological revolution that can shift the paradigm toward a proactive approach based on preventative methods: Internet of Things (IoT).IoT is the network of physical objects, or “things,” embedded with electronics, sensors and connectivity to enable that network to achieve greater value and service by exchanging data with the manufacturer, operator and/or other connected devices (Atzori, Iera and Morabito, 2010; Gubbi et al. 2013). It should be noted that IoT has been defined from various perspectives, and hence numerous definitions exist in the literature. The apparent ambiguity of the IoT definition might be due to the fact that IoT is syntactically composed of two terms: the Internet and things. The first word pushes toward a network-oriented vision, while the second tends to put the focus on generic objects. The traditional Internet can be viewed as an internet of computers, so things connected to the Internet are computers only. IoT extends the internet by allowing other generic things that are commonly found in daily life, such as refrigerators and cars, to be interconnected through the Internet, thus creating a bridge between the virtual world and the physical world"

Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and nonfatal injuries that occur in mining in the United States. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the U.S. Mine Safety and Health Administration (MSHA) from 2010 through 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84 percent involved the workers not using fall protection, fall protection not being provided or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment or working near highwalls. In most cases, a single, basic, corrective action — such as using fall protection — would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection.

This paper highlights the use of an innovative mine production scheduling scheme for grade-control planning tasks that take into consideration grade-model uncertainty. The scheduling exercise has been carried out with the help of a multiobjective genetic algorithm (MOGa) for the production scheduling operations. The underlying motive behind the use of MOGa has been the generation of a set of pareto optimal solutions to meet the goals of the target-grade specifications for the considered multiple grade attributes. Several new concepts related to MOGa formulation, in particular the mutation operation and the convergence criteria of this algorithm, are proposed in this paper. The modeling of grade uncertainty into the scheduling outputs has also been incorporated through a set of conditional simulated grade maps. The proposed scheme of production scheduling operations has been applied for the grade-control planning operations in an iron ore mine to meet the targeted grade specifications of iron, silica and alumina, and a risk analysis has been performed to this end.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

Direct-reduction processes for converting iron ores to metallic iron in the solid state have been available for some time; and whenever scrap becomes expensive, there is a new wave of interest in these processes. It is well established that direct reduction, coupled with electric-furnace steelmaking, is a technically viable method for making steel and in some circumstances is economically competitive with the conventional blast-furnace--basic-oxygen-process (BOP) route to steel. This raises a number of interesting questions, several of which could be of great interest to the coal and ore mining industries. For example, what are the quality requirements of the raw materials for direct-reduction--electric-furnace steelmaking? Would they be different from the present requirements for blast-furnace--BOP steelmaking? Other questions relate to how much steel will be made by the direct-reduction route in the future. The quality questions can be discussed with a fair degree of certainty, but a prediction of the amount of steel that will be produced by the direct-reduction--electric-furnace route is beyond the scope of this paper. However, an attempt will be made to identify some of the factors that will influence whether there is a swing to direct reduction and the rate at which it may occur.

Distinct trends in grinding mill technology have emerged in recent years. In an effort to optimize overall mill performance for the needs of the End User, broad measures of logistical speed, process flexibility, operational risk, and overall costs now exert greater influence on the specification of grinding equipment. As a result, innovative alternatives to conventional grinding mill structures, supports, drives, feed, and discharge configurations are now being offered and selected with greater frequency. This paper investigates these trends in grinding mill technology, utilizing optimization and decision-theory techniques. In particular, the paper considers how specific advances in process design, product engineering, manufacturing techniques, and mining operations continue to relax technological constraints, enabling further mill innovation. In this context, a methodology is presented, illustrating how proper selection and specification of grinding mill components and configuration can target an optimization of the four End-User performance measures listed above..

GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. The minerals industry contributes to the economic growth, prosperity and quality of life of nations, particularly in areas where there might be limited opportunities for employment in other sectors. However, notwithstanding their economic importance, the minerals extraction and processing industries are considered to have significant impacts on the surrounding environment. In recent years many mines have implemented modern monitoring technology and modelling of the monitored environmental parameters to provide scientifically proven indicators about the state of the environment. The flexibility required by the minerals industry to respond dynamically to a changing natural, social and economic environment has become a major consideration. Whilst the notion of continuous improvement is embodied within most environmental management systems, what is now required is a structured audit trail which tracks the flow of resources through the production process to the ultimate environmental impact associated with their consumption, transformation and disposal. Imperial College is coordinating an EC funded project, which is developing a methodology to minimise the ?full life-cycle? impact of metalliferous mining projects, adopting an integrated approach to production and process design, and the costs involved. In order to develop a life cycle assessment (LCA) system that will incorporate different types of data related to the minerals extraction operations, a data inventory was designed and coded in an object-relational database model. The calculation procedures accounting for the input/output balance of the alternative scenarios for mining production, processing, waste disposal, monitoring, and their financial implications are being programmed into a software system. This paper presents the rational and innovative aspects of this work. The methodology developed for the life cycle database is illustrated for the mining production and gaseous emissions components of the system.

Investment in mining and related process facilities will be more costly and complex in the 1980s than ever before. Interest rates and inflation are soaring; regulations are expanding; and in order to achieve economies of scale, plant facilities and mines are getting larger. As the pace quickens, the time/cost circuit closes around the resource owner or developer. Larger modern projects cost more money and take more time to build. The longer it takes to bring a project onstream, the more it costs in interest, escalation, and lost production. One solution to the time/cost squeeze is to take advantage of systems developed by major contractors serving the mining industry. These contractors have been serving clients in planning and executing large and small projects for many years. They have developed systems which, if applied at an early point in the project's life, can be a significant benefit in development of mineral resources. The systems involve performance of feasibility studies, economic evaluations, and the project installation itself. First the Feasibility Study Feasibility studies can minimize risk through systematic evaluations while progressing toward the ultimate objective-an operating plant. Normally, studies are initiated with a minimum amount of specific information and a maximum number of as¬sumptions. Through the course of the study program, assumptions are continuously confirmed, refined, or rejected by facts until a sound basis for decision is available. High on the list of cost effective tools for evaluation is the use of a geostatistically derived sampling program that provides a highly accurate ore reserve estimate for economic evaluation. When a predetermined sample of data from the drilling program and bench-scale or pilot-plant tests are received, a detailed feasibility study may be started. Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

INTRODUCTION Phosphate, one of the three major elements essential for all living plants and animals, has been mined in Florida for over a hundred years. Comprising roughly 80% of the U.S. total and 25% of the world's supply, the bulk of the 35 to 40 million annual ton output is converted to chemical fertilizers. With the exception of one mine in north Florida near the Georgia state line, today's mining activities are centered in the middle of the peninsula just east/southeast of Tampa in Polk, Hillsborough and Hardee counties. These "bone valley" deposits extend into Manatee and DeSoto counties, but there is little active mining there as yet. Because strip mining is, perhaps, the ultimate environmental insult and because Florida has a proactive environmental community, it is not surprising that the mining of phosphate rock has become increasingly controversial. This paper describes how phosphate rock is currently mined, the environmental problems presented by mining and processing the rock, and some mitigating technologies being employed to answer such problems. THE PHOSPHATE DEPOSIT AND ITS EXTRACTION Florida's phosphate deposits containing the calcium phosphate mineral, carbonate-fluorapatite, are between ten and fifteen million years old. The typical "bone valley" matrix is 15 feet thick and lies under 20 to 30 feet of overburden.(Fig. 1) Both the sandy overburden and matrix are unconsolidated and can be removed with standard 45 to 65 cubic yard, walking electric draglines. After removing the overburden, which is windrowed nearby, the dragline operator casts the matrix into a "slurry" pit where it is broken up by high pressure water monitors. Pit pumps (with boosters where necessary) transport the matrix slurry through 16 to 20 inch pipelines to a washer where the three components of the matrix (sand, clay and apatite) are separated. The phosphates contained in central Florida matrix are approximately half pebble/half flotation feed, through the pebble ratio decreases as the industry mines southward. Again, the matrix is roughly equally divided among sand, clays and apatite. The phosphatic clays, 75% of which are less than one micron in size, leave the washer as a 3 to 5% colloidal suspension. The impoundment of these waste clays is one of the environmental challenges to be discussed later. The sand (silica) is separated from the similarly sized phosphate particles by a double float process (fatty acid followed by a reverse mine or cleaner float), and the sand tailings are then pumped to disposal or reclamation sites. The apatite flotation product is combined with the screened phosphate pebbles and stacked to dewater before shipping.

The 2,250-MW, coal-fired Navajo Generating Station located in Page, AZ draws water from Lake Powell using submersible pumps installed in five inclined shafts. Drought threatens to lower the reservoir to below the existing intakes. A system of new steel-lined intake shafts located on the same site was required for uninterrupted plant operation. The small size of the site, and the need to keep the existing system in operation, required detailed designs and placed significant limitations on construction equipment and activities. The Navajo Sandstone that forms the near vertical shoreline of the reservoir is 98 percent very fine grained quartz, highly abrasive and contains highly fractured intervals that presented numerous challenges to drilling the new 152-m (500-ft) deep, 109-cm (43-in.) diameter intake shafts inclined 23° to 26° from vertical. Spatial constraints, submersible pump design and operational criteria required that each shaft have a unique inclination and orientation and hit a small breakout target located 76 m (250 ft) under water. Sophisticated drilling equipment and techniques as well as state of the practice downhole survey technology and methods were used to make adjustments and maintain drilling accuracy with less than 1 percent deviation. Environmental requirements mandated water as the drilling fluid and grout was not allowed in to the lake under any circumstances. The shafts were videotaped and the breakout locations were examined using an underwater remotely operated vehicle (ROV) to verify shaft locations and rock conditions, and to guide placement of pneumatic packers to ensure grout did not transmit to the lake during the steel liner installation. In anticipation of the invasion of quagga mussels, the shaft design included an allowance for a chemical dosing system and a copper-rich alloy at the exposed portions of the steel liner.
