"INTRODUCTIONIn tunneling projects, pre-grouting is performed with the purpose of establishing an impervious zone around the tunnel periphery. This is obtained by reducing the penetrability of the most conductive fractures in the rock mass. The main attention, besides economy of the project, is given to limiting the ingress of water into the tunnel to a certain amount during construction s well as operation period. Failure in pre-grouting process may, according to Bruce (2007), significantly affect the project in terms of safety, performance, cost and time. In this respect, determination of design parameters (pumping pressure, properties of the mix and stop criteria) affects these projects significantly. In current practices, depends on the geological conditions and requirements of the project these parameters differ widely. Weaver (1991) recommends selection of design parameters, specifically grout injection pressures, based on site specific factors and the conditions at each specific hole into which grout is to be injected (grout hole logging and water pressure test data). Houlsby (1990) correlated the allowable grouting pressure to the quality of the rock mass and the rock cover above the grouted fracture. In his methodology, grouting should be continued until the maximum pressure was attained. Later, Lombardi and Deere (1993) introduced the Grout Intensity Number (GIN), which limits the combination of injection pressure and injected grout volume in order to control the energy induced in the fracture i.e. avoid fracture jacking. Even though the GIN method was a step forward in understanding of the mechanism of the fracture deformation, there are ambiguities connected to this methodology, thus determination of the intensity number is challenging (see e.g., Rafi and Stille 2015)a.A main problem when no theoretical solution is practiced is that effects from the chosen injection pressure, such as possible increases of transmissivity and changes in total grouting time, remains hidden in the overall grouting process. The question is if a high or a low pressure should be used to fulfil the requirements of the projects at the lowest possible cost."

"Sustainable development is an influential ethical concept in modern mining management. However, the concept is not culturally neutral because it is based on Christian, Western values. These values can be very different from traditional values in emerging mining countries like Thailand, where Buddhist values are dominant. When applying the concept of sustainable development, these differences should be taken into account. Different values imply different interpretations of ‘good mining’. They have a significant impact on how mining operations are evaluated, perceived, operated and managed. This paper attempts to integrate Buddhist principles with approaches of the sustainable development concept. When local values are appreciated and maintained, mining companies and their external stakeholders can identify objectives and approaches that match with their own values and contexts. Practices based on this integrated ethic can help to promote sustainable mining and to minimize communication risks for enterprises in mining countries like Thailand. INTRODUCTION The objective of this paper is to integrate Buddhist principles to the application of sustainable development concept to mining activities. The structure of this paper is divided into four parts. An introduction provides basic information about Thailand, its mining industry and the role of Buddhism on the past development. The second part compares the differences between the sustainable mining framework and the implications of Buddhist principles on mining. In the third part, the core Buddhist teachings are integrated into the sustainable mining framework. This is followed by conclusions in the last part. THAILAND, BUDDHISM, AND MINING Thailand is a constitutional monarchy state in Southeastern Asia with a population size of around 65 million [1]. Its GDP in 2013 was 391 billion USD [2], predominantly deriving from manufacturing (38%), trade, transport and communication (24%), agriculture (8%) and mining and construction (4%). Still the largest part of the Thai workforce (39%) is working in the agricultural sector. The remaining part of the workforce is equally distributed across services, manufacturing, and mining and construction sectors. [3]"

Planning the primary development of a mineral deposit usually is done only once during the life of a mine. As a consequence, not optimizing the primary development of a mineral deposit can cause disadvantages over the whole life of a mine and can lead to higher costs. As a contribution to an improved primary development design procedure beyond the already existing work a study of the identification and quantification of the influence of parameters on primary development based on operational data from working mining operations has been completed. Based upon such a quantification of the influence of parameters a sequenced decision model was developed, that enables to develop an initial concept for the design of the accesses from the surface based upon a few critical parameters. Such a model will not replace detailed planning work within a feasibility study, but it is intended to reduce the amount of planning efforts at an early project stage through providing information what are most likely economic solutions, based on simple rules.

"Owners constructing new combined sewer overflow (CSO) systems increasingly seek to have project design lives of 100 or more years in response to the growing size, complexity, and cost to construct and operate these systems. However, a codified and universally accepted approach to achieving this goal in the United States does not currently exist since service life prediction is a relatively new technical field. This paper discusses how the 100-year design life requirement was met for the design of tunnels, drop shafts, and diversion structures in the DC Clean Rivers Program (DCCRP). The authors identify some commonly referenced publications, present the testing framework used by the program manager to characterize the CSOs, review the design criteria used to guide the 100-year design life development, and establish guidelines to be considered by program managers and designers when implementing similar extended design life requirements in other CSO control programs.INTRODUCTIONLike many older cities in the United States, the sewer system in the District of Columbia consists of both combined sewers and separate sanitary sewers. When the capacity of a combined sewer is exceeded during storm events, the excess flow, which is a mixture of sewage and storm water runoff, is discharged to the District’s receiving water bodies (Anacostia River, Potomac River, and Rock Creek) and tributaries through outfall structures. This excess discharge during storm events is called a combined sewer overflow or CSO. A total of 53 CSO outfalls for the combined sewer system are listed in DC Water’s National Pollutant Discharge Elimination System (NPDES) Permit issued by the U.S. Environmental Protection Agency (EPA). The DC Clean Rivers Program (DCCRP) will reduce the number of CSO outfalls into the Potomac and Anacostia Rivers and decrease flooding in DC neighborhoods during extreme rain events by capturing, storing, and conveying diverted CSOs to the Blue Plains Advanced Wastewater Treatment Plant."

This paper addresses a process by which both the disposal and utilization of preparation plant coal refuse can be simultaneously accomplished with an attendant benefit of significantly increasing the percentage of extractable coal. A laboratory study is described in which coal refuse was successfully utilized as an aggregate in low cost concrete (coal-crete) mixes under simulated mine environments. Coal-crete specimens with compressive strengths of 14,000 kPa (2,000 psi) were consistently produced. A construction sequence and mining plans are offered for placing the low-cost coal-crete pillars in accessible areas in room-and-pillar mines so that a Substantial portion of the remaining coal pillars could be extracted. The method could be applicable in areas where mining procedures do not permit pillar extraction because of possible surface subsidence, roof problems, or other conditions. Possible structural difficulties with the coal-crete pillar support system are discussed. Using a discounted cash flow analysis, the economic feasibility of mining with the coal-crete pillar system is investigated. The cost of the coal-crete pillar system is compared to the cost of a mining system which would have less coal recovery. The analysis indicates that although at higher coal selling prices the coal-crete mining system may yield an acceptable rate of return, the alternative of leaving the coal pillars is more attractive at the present time.

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation's solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today's emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

"INTRODUCTION Grade control requirements for base and precious metal projects are an important input to both conceptual and feasibility mine plans. It’s the author’s experience that grade control input is insufficient at these critical stages. The few exceptions are a stimulus for this paper. A significant portion of CRC’s practice has involved assisting operations to solve grade control issues which were finally recognized as contributing to negative production variances. Even in operations perceived to be successful, deficiencies in grade control are often masked by measures taken by an operation to compensate a deficiency in one area with outperformance in another. The advantages in having a realistic and adequate grade control plan developed at an early project stage by a geologist(s) with considerable operations experience are manifold. It’s important for the geologist to prepare clear inputs into the mine plan backed by detailed supporting information in usable, flexible formats. When the decision is made to advance a project, the exploration team passes its model to a mine planner. The team doesn’t usually provide a detailed grade control plan with the block model, thus the planner tends to treat grade control as an activity to be rolled into a broader operating category. The consequences of highly compartmentalized mine planning can be severe in the long run. Once a plan is tabled, and especially once production begins, it is very difficult to improve grade control outside the fixed parameters of the operation. Major fixes tend to be costly in terms of time and dollars. Implementing needed changes to the grade control practices and culture in an established mine can present almost insurmountable difficulties. Hypothetical examples of grade control planning are presented to illustrate the author’s points. The diagrams are conceptual and schematic; any resemblance to actual deposits is coincidental. BEYOND 50¢/TON In more than a few cases, grade control cost is buried in a subcategory of mining cost with little more consideration than a plugged number. It is possible to do a word search in 43-101 Technical Reports on advanced projects and without finding reference to “ore control” or “grade control”. The idea is to reach the orebody by the shortest and least expensive means, achieving production and investor payback at the earliest possible occasion. This entails a low stripping ratio pit or a decline ramp with sills on ore to prepare the first stopes. The processes to achieve the target production, one of which is grade control, will fit into this framework. After all, there is a block model and the planner can see the grade and tons in each block. The exploration geologist whose responsibility was to bring a large percentage of the deposit into mineral resource owns the model and has released it to planning. Now comes the planning stage. Mine geologists haven’t been hired yet and they will be phased in with production. What could go wrong? Larger companies may have the geologists with operating depth who will be inserted into the mine planning discussions, but it’s not a given. Junior companies must often delegate the conceptual and detailed planning tasks to consultant groups. Is a senior-level grade control review part of the scope of work for the mine planning? If a good grade control plan is in place before the mine geology team is staffed, a key element of success is assured."

Giant gold deposits are considered products of crustal-scale systems. Reduced fluids stored in mid to lower crustal reservoirs were discharged into mid to upper crustal sites of deposition. Elements of the architecture include crustal-scale structures, reduced packages of rock and regional seals. Gas-rich aqueous fluids were common but non-aqueous fluids may have been significant in the deeper parts of the systems. Fluid fluxes in over pressured domains were maintained by porosity waves. Abnormal heat input from the mantle may not be required once the systems were perturbed. Fluid-mixing and hypogene enrichment were probably the most significant precipitation processes.

Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

Geotechnical, geological, and hydrogeological fieldwork and data collection for the mining industry is often conducted by younger, less-experienced staff members. In many cases, fieldwork personnel are recent college graduates or are otherwise relatively new to the mining industry. Due to busy schedules, staffing shortages, project budgets, and in some cases, poor management, new fieldwork hires often do not receive thorough training. In the past and the present, many workers in the mining industry learn(ed) by “doing.” While this is still considered to be the most practical approach and the easiest way for a company to determine the skill set of an employee, there is always some risk involved in the “feet to the fire” method. The reality is that field personnel are often collecting data on which major operational decisions will be made or on which regulators will base enforcement decisions. Inadequately trained or inexperienced field personnel may collect inaccurate data or fail to recognize key conditions that may influence decisions made by regulators, design engineers, mine managers, and corporate leaders. Even the best engineers may come to incorrect conclusions if they are starting with poor input data. Decisions based on inaccurate data often result in delays, budget issues, unsafe conditions, or even worse consequences. This paper provides numerous mining industry examples of incidences where inaccurately collected field information did, or could have, resulted in major adverse consequences. The paper also offers some simple approaches to minimizing the potential for such problems.

This paper will describe design of precast segmental tunnel lining for the Pawtucket CSO Tunnel Project in Providence, Rhode Island. The tunnel is 11,700 LF long with 30-foot finished diameter to be constructed in complex sedimentary rocks. Special features of the segments include a large keystone and no connector used on radial joints. The typical segments will be steel fiber reinforced, and hybrid segments with additional steel rebars and shear bicones will be used around the adit openings without use of any structural framing. The important design considerations will be discussed, including special 3D segment to adit connection analyses performed.

The Energy Act of 1992 has many users of ac-induction motors eyeing premium-efficiency motors with mixed feelings and perhaps some confusion. When the October 1997deadline arrives for compliance with the1992 standards, the winners will be the environment due to reduced need for more power generating plants and the petroleum economy because of reduced dependency on foreign oil. But what will it mean for industrial users? The most obvious benefit is the potential for smaller electricity bills. Motors account for about 64% of the electricity consumed in the United States, at a yearly cost of $112 billion. Every 1% reduction in motor demand cuts 0.64%, or $716 million, off the industry wide bill. Higher efficiency motors also run cooler. This lightens the load on air-conditioning systems and further reduces plant demand. Lower total demand can lead to lower rates by helping to minimize peak-demand surcharges. As rates increase over time, these savings get bigger.

There will be 3 billion people moving into cities by 2050. Permitting is both the biggest obstacle and the biggest opportunity for mining. The problem is not if we have the right minerals, but how we can permit and produce it in a ?Sustainable? manner. A ?Permit? and a ?Sustainable Development Plan? may soon be the same thing. How do we produce the minerals we need with: 1. The lowest possible carbon footprint. 2. Social license from community outreach by being a catalyst and not a problem in a ?Green World.? 3. Enhanced water supply during all stages of production. 4. Meeting requirements of our customers for service, quality, & cost. How important is it to have a complete ?Sustainable Development Program?? First, no plan is complete!!! It is a work in progress subject to continuous improvement. We need to work together to get the results we want. The goal of the world communities is to become carbon neutral by 2050. What is the mining community?s goal? Do we have one???? When a Clorox, Colgate Palmolive, Wal-Mart, Toyota, or Caterpillar buys a product, what are your chances of getting an order without a good program in place? The answer is it will be difficult or impossible shortly and you will be requiring the same thing with your suppliers. This is an opportunity if you are in the lead and it soon will be a necessity for most mining and processing companies requiring much extra effort to catch up. For some mines it was a necessity to get most of the SD plan to get permitted. The number of companies in the extractive industries with a full Sustainable Development Programs is expanding rapidly as shareholder demands for transparency continue to grow.

Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. In this paper the phrase "exploration for blind metal deposits" refers to exploration activities geared to the discovery of metal deposits which cannot be located by visual surface inspection. The word "system" refers to all of the components (people, money, corporations, techniques, etc.) which collectively result in an exploration process. The details of the system or systems which I have employed in exploration will not be discussed because of client relationships. However, some of the more severe problems in exploration result from how the system's components interact and our attitudes as to what exploration data is telling us, if anything. It is these items which will be discussed. Exploration for blind metal deposits, which has been relatively intense over the last 2S years compared to rather minor outlays prior to World War II has often been an uncoordinated assortment of various specialists employing various techniques (see Dickerson -1). In a program geared to the location of blind deposits, the lack of outcropping deposits or occurrences should not be a deterrent to a well conceived and well planned program. The severe cyclical swings in exploration activity, although often coinciding with depressed metal prices, by and large result from the failure of exploration operators to present a coherent and realistic program to management. It is my opinion that the stream of complaints criticizing management for cyclical exploration support are mostly unwarranted, as many of the programs and goals are ill defined. Although depressed market conditions may serve as the catalyst for exploration cuts, the underlying cause is that when the "chips are down", the non-directional, non-specific nature of many programs is revealed. Thus management should not be castigated for eliminating such programs during bad times, but rather they should be castigated for supporting them during boom periods.

Coal is China's main source of energy. In 1988, 76.1% of commercial energy consumption was supplied by coal. To provide a rational utilization of its coal resources, China has paid considerable attention to coal preparation over the last 10 years. In 1980, there were only 105 washeries treating about 100 million tonnes of coal, but by 1988 there were 151 washeries treating 171 million tonnes per year. This paper describes the development of China's coal preparation industry; its growth, the equipment, and the technology. Statistics and information on the current status of the industry are also be presented.

Color video or digital cameras have been installed over flotation cells to monitor color, bubble size, froth movement, and other characteristics. These systems are designed so that the camera provides flotation performance information just as any other sensor might. Factorial tests have been run to monitor and measure the variation in froth characteristics as a function of flotation control settings. Ultimately, it is envisioned that froth image sensors can be used to monitor and control the flotation performance as effectively and for less cost than current analytical systems.
