Federal regulations require that refuge alternatives (RAs) be located within 305 m (1,000 ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines, in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature below 35 °C (95 °F). The U.S. National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from an RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for a mobile tent-type RA. The results of these studies show that 51 percent of the heat loss from the RA to the ambient mine is due to radiation and 31 percent to conduction. Three mine width and height configurations and four mine strata compositions were examined. The final DBT inside the RA after 96 hours varied by less than 1 °C (1.8 °F) for the three mine width/height configurations and by less than 2 °C (3.6 °F) for the four mine strata compositions.

Tarkwa Gold Mine is located in south western Ghana, and is majority owned and operated by Gold Fields Ghana Limited. The Tarkwa CIL plant utilises a single low aspect 27' x 42' 14MW dual pinion drive SAG mill designed to mill 4.2mtpa (525tph). The plant was designed and constructed in a manner that would facilitate its expansion to 8.4mtpa (1,050tph). Since the plant was commissioned in September 2004, the SAG mill has consistently exceeded its nameplate throughput by up to 25%. Through the installation of a 26? x 36? 14MW dual pinion drive Ball mill along with additional upstream and downstream equipment, the plant will now be expanded to 12mtpa (1,500tph). This paper endeavours to outline the process and engineering design challenges along with the future construction challenges of the expansion in the midst of a fully operational plant.

Spatial and temporal temperature variations in a high-level radioactive waste repository drift can give rise to moisture transport within the drift. Knowledge of this moisture transport may be important to assessing the potential for corrosion of all metallic components in the drift. The model presented here shows one approach to simulating evaporation, transport, and condensation of water in large underground openings using a framework based on computational fluid dynamics. Simulation results that explicitly model water and latent heat transport are presented.

Effects of the August 1995 failure of the Omai tailings dam in Guyana continue to be felt throughout the mining industry. This article is taken from the final report of the independent body of experts commissioned by the government of Guyana to establish the cause of the failure. It explains what happened, why and how to avoid it in the future. Despite environmental, health and safety effects that were negligible by any objective measure, the failure has received wide international attention. Coming on the heels of the shift in exploration targets and development opportunities to developing countries, it has intensified interest in tailings dam safety and environmental management issues. An informed understanding of the nature of the failure and its effects is key to responding to these concerns.

Ten small and intermediate-sized [11 GJ/hr to 264 GJ/hr (10,000 lb/hr steam to 250,000 lb/hr steam)] coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO x emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.

Identifying, quantifying and minimizing technical risks associated to investment decisions is a key challenge for the minerals industry decision takers and investors. However, risk analysis in most bankable mine feasibility studies are based on stochastic modelling of project NPV which, in most cases, fail to provide decision makers with a truly comprehensive analysis of risks associated to technical and management uncertainty and, as the result, are of little use for risk management and project optimization. This paper presents a value-chain risk management approach where project risk is evaluated for each step of the project lifecycle, from exploration to mine closure, and risk management is performed as part of a stepwise value added optimization process.

Coal is the nation's most abundant fossil energy resource and serves as the primary fuel for the U.S. electric-power industry. However, its continued and expanded use is often challenged by the nature and amount of its associated impurities, such as mineral matter, sulfur, and trace elements. The moderate- to high-sulfur content of many U.S. coals is of particular concern today as potentially more stringent regulations requiring further reductions in sulfur dioxide emissions are being considered. The most prevalent method currently employed to control SO2 emissions from coal-burning facilities is post-combustion flue-gas desulfurization. However, physical coal cleaning (a.k.a. beneficiation, preparation) methods can also be effective in removing sulfur and ash impurities from coal prior to combustion. In a typical physical cleaning operation, raw coal is crushed to about 50-mm (2-inch) topsize, and then screened into coarse, intermediate, and fine size fractions. Crushing liberates some of the ash-forming minerals, including the portion of inorganic sulfur (pyritic) not chemically bound to the coal matrix. The percentage of impurities liberated generally increases as the coal particle size is reduced. Coarse- and intermediate-sized coal particles are typically subjected to specific gravity-based cleaning methods, while fine-sized (less than 0.5-mm) coal particles are beneficiated using froth flotation, a technique based on surface property differences. Greater cleaning potential exists at finer sizes because of increased liberation of impurities, but this potential is not fully realized because of inefficiencies associated with fine particle separation using state-of-the-art coal cleaning technologies.

The Mine Safety and Health Administration (MSHA) conducted a respirable dust survey to evaluate the effectiveness of a water curtain utilized for dust control on continuous miner sections. The purpose of this survey was to determine if the water curtain was effective in reducing respirable dust concentrations, since several mines currently use water curtains to control miners? respirable dust exposures. The survey was conducted on a supersection of an underground coal mine, which utilized two continuous miners on the same split of air. Each continuous miner alternated taking a cut so that both continuous miners would not operate at the same time. The underground coal mine is located in Knox County, Indiana. The water curtain evaluated in this survey was located in the last open crosscut between the intake side continuous miner and the return side continuous miner. When the intake side continuous miner cuts coal, its exhaust air would be used to ventilate the return side of the section. The intent of the water curtain was to reduce the intake air respirable dust concentration (generated by the intake side continuous miner) before the air stream ventilated the return side of the section. To determine the effectiveness of the water curtain in reducing respirable dust concentrations, respirable dust sampling pumps were placed on both the intake side and the return side of the water curtain. Additional respirable dust sampling pumps were placed farther downstream from the water curtain to monitor dust levels downstream of the water curtain, but in an area where respirable dust would not be created by anything other than the intake side continuous miner or additional section air. The water curtain and the respirable dust sampling pumps were operated only when the intake side continuous miner was cutting coal. The samples were analyzed for respirable dust and quartz content. The water curtain showed minimal effect in controlling respirable dust and respirable quartz dust, but the reduction was so negligible that this survey could not quantify the reduction. The measured reductions are within the accuracy of the sampling equipment.

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

Ventilation is an expensive prerequisite for underground mining. Current mining trends, including increasing depth and mechanization and more stringent health regulations would generally dictate that more air volume is required in order to provide good working conditions underground. However, any increase in the mine’s intake airflow can produce a disproportionate increase in power consumption and hence operating costs due to the cubic relationship between the sup-plied air power and the airflow (Power a Flow3). Furthermore, forecasts of significant increase in energy prices and new commitments with regard to reductions of greenhouse gas(GHG) emissions, determined the mining industry to look into developing new concepts, design tools and incorporate the latest mining technologies in order to lower capital and operating costs while meeting commitments regarding GHG emissions. The advances in computing power and modelling software now make it possible to design, model and schedule a mine from opening to closure. A developing trend is to design and plan the mine by means of orebody modelling software, followed by using discrete-event simulation techniques to predict production rates and evaluate various operating scenarios throughout the life of the mine. The authors are currently evaluating how such process simulators could be adapted in order to forecast the need for materials or a specific resource, and one of these would be the mine’s “life-cycle” airflow demand as a function of scheduled production rates and mine operating characteristics. Further to this, based upon the mine’s life-cycle airflow demand schedule, the ventilation system could then be designed using a mine ventilation simulator. This new design approach would integrate in parallel the development of the ventilation system with the current mining conditions, therefore, heading towards “develop-as-you-go” as opposed to developing the system for final requirements with high upfront costs. This new ventilation system design criteria would also incorporate the use of the “ventilation-on-demand” technology, which will further lower development and production costs and implicitly, the mines’ GHG emissions.

This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

As openpit copper operations transition from surface mines to underground, the speed of underground infrastructure construction prior to production is critical for maximizing the value of the project. Typically, the preferred underground bulk mining method is block caving. In preparation for future underground projects, Rio Tinto made the strategic decision to invest in a step-change program that would develop system solutions to reduce the construction time of block caves. The program focused on improving safety and doubling or more the construction speed of both vertical shafts and horizontal infrastructure compared to existing drill-and-blast rates. After an extensive selection process, Rio Tinto selected the Atlas Copco mobile miner machine as one of the concepts to proceed with for construction of horizontal infrastructure for access and footprint. In addition to un-derground drilling and hauling equipment, Atlas Copco?s Robbins mobile miner concept (a previous attempt at horizontal mechanical excavation) completed trials at Mount Isa, Pasminco and Taisei. Rio Tinto selected the new Atlas Copco mobile miner machine concept for a number of reasons including the use of proven technology from the three previous mobile miner machines and other commercial products, as well as the ability to install complete ground support typical with high rock stress conditions at approximately 1,500 to 2,000 m (4,900 to 6,500 ft) depth. Atlas Copco, with support from Rowa, the Swiss company that specializes in back up systems for tunnel boring machines (TBM), is advancing the detail design of the access version of a tunneling system on behalf of Rio Tinto. Because of the different requirements between an excavation system for access tunnels and that for tunnels on the footprint, two different versions of the mobile miner machine technology were envisioned. The access and the footprint versions of the Atlas Copco mobile miner machine share a majority of key technologies and systems. Therefore, it was possible to conduct a performance conformation test using a full-scale version of the access machine that would also mitigate the technical risks for the footprint version. This paper presents the authors? personal experiences in the design and operation of moly separation circuits in copper-moly concentrators. Topics discussed include column cells versus mechanical cells; use of nitrogen; use of CO2 and sulfuric acid for pH modification; and general equipment selection and sizing. A benchmarking of main operating parameters for industrial plants is presented. Upgrading curves for commercial column and mechanical cleaning circuits are also presented, showing that with average flotation kinetics and rougher concentrate grades, technical grade concentrates can be easily achieved with five column cells operating in counter-current configuration.

To facilitate the installation of the longwall equipment for each extraction panel, West Elk mine develops set-up room roadways that are between 26.5 and 30.5 feet wide. Historically at the mine, the set-up room roadways have been driven in a single 20-foot-wide pass, then incrementally widened to the required width during installation of the longwall shields. The first pass roof is supported with a generic roof support plan consisting of partially encapsulated roof bolts and point-anchored cables. This ground support plan was utilized regardless of the geotechnical conditions encountered in the roadways or consideration of the required stand-up time of the roadway before the longwall shields were installed. This "blanket" approach tends to result in over-conservative or inappropriate roof support designs, particularly in changing geotechnical environments. Guided by the desire to optimize the ground support plans and increase mining efficiency for future set-up rooms, the West Elk mine and Agapito Associates, Inc. have developed and implemented a strata management program. Strata management, as a formal and structured process, allows ground support and mining methods to be tailored to the anticipated and encountered geotechnical environment in a con- trolled manner (Thomas 2007). To arrive at adequate site-specific ground support plans for the set-up rooms at the mine, several struc- tured processes were utilized. Firstly, the geotechnical environment was characterized by examining the roof lithology and geomechanical properties from nearby rock core obtained from exploration boreholes. To increase both mining efficiency and continuity, and to achieve longer stand-up times before the longwall shields are installed, a multi-pass approach was implemented into the design. During mining, the geotechnical conditions of the roadway are mapped, and the roof is strategically surveyed with a borescope. This process was used to ensure that the encountered ground behavior was in alignment with the design standards used for the roof support design. To support this process with measured data, roof extensometers were strategically installed throughout the roadway. This data was used to monitor the magnitude of roof displacement at various horizons and record displacement rates up until the longwall shields were installed. Lastly, a Trigger Action Response Plan (TARP) was used during mining to cater for any unforeseen changes in ground conditions that would warrant additional con- trols such as increased monitoring or the installation of additional ground support. This paper presents two case histories at the mine where the above strata management approach was implemented to arrive at a site-specific ground support plan. The main changes to the mine's ground control plan included a multi-pass mining approach, the utilization of fully encapsulated roof bolts, and the transition to a stiffer roof support system. The geotechnical mapping, the roof borescope results, and the roof extensometer data will be presented to demonstrate the effectiveness of the ground support system up until the longwall shields were installed in both presented cases.

Two of the largest industries in northern Michigan, pulp and paper manufacturing and iron mining, formed a mutually beneficial partnership and collaborative research program to utilize paper mill residuals for waste rock stockpile reclamation. Historically, the majority of the paper industry’s residuals have been disposed of in landfills. The beneficial use of paper mill residuals for mine reclamation provides an environmentally sound recycling solution for the solids generated at northern Michigan paper mills and eliminates the need to strip additional overburden (glacial till) for final mine reclamation. Residuals offer a cost-effective source of organics and nutrients necessary for successful reclamation and waste rock stockpiles offer an economical and environmentally sound solution for disposal of residuals. The goal is to successfully pioneer technical development of paper mill residuals to accomplish vegetation of steep waste rock stockpile slopes and benches to establish a self-sustaining plant community that meets final reclamation requirements. Of the various types of iron mining wastes, rock stockpiles pose the greatest reclamation challenge. Success depends on incorporating sufficient organic matter into the rock stockpiles to produce a growth medium that can sustain vegetation without the need of overburden. This is an ongoing research program that is evolutionary in nature with numerous field trials, greenhouse studies, data collection and monitoring over multiple growing seasons. The program is a combination of innovative ideas and accepted reclamation practices that is proving to be a beneficial and economic approach to paper mill residual management and mine reclamation that will eventually lead from research to standardized reclamation procedures.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

The paper proposes three methods to determine optimum lifetime of a mining project1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: • It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. • The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.
