This paper presents a hydrologic closure design concept to minimize the risk of water discharges from closed mine tailings facilities. It evaluates the applicability of U.S. Nuclear Regulatory Commission guidelines to develop acceptable designs for the closure of tailings facilities that have a calculated adequate surcharge capacity for environmental protection and an emergency spillway for dam safety. The guidelines provide a basis to estimate an acceptable surcharge capacity of a Probable Maximum Flood series for storage of surface runoff. To be conservative and for redundancy with respect to dam safety, an emergency spillway is provided to pass the Probable Maximum Flood. Depending on the annual water balance, the surcharge capacity may be used by surface runoff and minor amounts of sediment that accumulates in the impoundment from year to year. The emergency spillway crest is then set at this level or above the surcharge capacity, whichever is higher. An example is given of the active Red Dog Mine tailings facility in Alaska where this method was used for the preliminary design of the tailings main dam at its ultimate closure configuration.

In underground mining operations, the over- riding issue has to be protection of worker health and safety. The employees underground, making a living in a dangerous occupation, know these are major issues. These men bargain their lives and health on the presumption that the operating management knows its business, and they, the underground employees, can pursue their occupation with the assurance that management has provided a safe and healthy ambient underground environment. When management assumes the mantle of protection of underground workers, it has to be positive that qualified engineers have designed the project, and that capable operating personnel are in charge and always available. Those persons with these responsibilities must be knowledgeable in the engineering and occupational health aspects of sine ventilation. The ultimate function of a mine ventilation system is to provide a comfortable, healthy and safe ambient environment for the underground workers. The attainment of these objectives has been complicated with the increased application of electrical equipment and diesel-powered mechanized mining equipment underground (discharging toxic diesel emissions); increased production rates with the attendant increased production of airborne dust; and mine development in increasingly hostile mineral formations containing combustible strata gases, radon gas emissions, along with high heat and humidity. In general, the modern mechanization of present mining operations has resulted in a sore complex set of problems for the engineer planning the underground ambient environment.

Technical problems associated with the cleanup of historic mines are not new. Nor are they unique to the mining industry or the governmental agencies addressing them. Both face the same issues and challenges of defining the problems, evaluating remediation options and finding the most economic and effective solutions.

Exploration for seafloor massive sulfides is currently mainly focused on investigation for active hydrothermal vent fields. However, most of the resource potential is thought to be related to inactive, large deposits that had enough time to accumulate sufficient tonnage. At the same time, ageing of these deposits will ultimately result also in burial acted by either sediments and/or volcanic deposits. We currently lack the technologies to explore for these deposits in a time- and cost-efficient manner. In the fall of 2012 we used a number of AUV-based technologies to explore and image a sulfide occurrence at the Palinuro Volcanic Complex in the Tyrrhenian Sea (Mediterranean Sea; Fig. 1) where sampling and drilling have documented a buried polymetallic barite-pyrite dominated site (Petersen et al., 2014). Sulfide mineralization is here covered by volcaniclastic and pelagic sediments and only red sediment staining and the presence of few tubeworm bushes indicated recent hydrothermal activity - black smoker venting is absent. We used AUVbased high-resolution bathymetry, sidescan sonar imaging, subbottom profiling, as well as magnetics to describe, in a quantitative way, the previously known sulfide-bearing areas as well as to successfully explore for new hydrothermal sites including large chimney structures (Figs. 2). Additionally chemical sensors (CTD, Eh, turbidity) investigated the water column for signs of hydrothermal activity in areas not previously investigated, but at the end, only weak anomalies were found in the southern part of the summit.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. For more than a decade the tunneling industry has explored the potential and benefits of macro synthetic fiber (MSF) reinforced concrete solutions for precast tunnel segments. Parallel to industry investigations, academic research is being undertaken to better understand this material when subjected to the typical loads expected during mechanized tunneling. This paper investigates the performance of MSF reinforced precast concrete tunnel segments by means of an experimental program comprising testing of full-scale tunnel segments. The presentation of the satisfactory results of the experimental testing regime will be complemented by a brief case history from a successfully executed project—an America’s First.

Utilization of low-grade manganese ore adopting the carbothermic reduction roasting process is a proven method to produce high-grade manganese ore. To minimize industrial waste and protect the environment, gas cleaning plant sludge (GCPS), which is a solid waste from steel industries, was employed as a reductant to perform the reduction roasting process. The optimum conditions to carry out reduction roasting of the low-grade manganese ore were found to be: a roasting temperature of 950 °C, a residence time of 2 h, 40% GCPS as reductant, and magnetic separation at 5000 G for a manganese ore size of –10 mm. A lowgrade manganese ore comprising Mn grade 31.27% and Fe grade 19.78% having a Mn/Fe ratio of 1.58 containing a high silica content of 26.48% was used for the carbothermic reduction roasting having mineral phases of pyrolusite (MnO2) and hematite (Fe2O3) as found from XRD. The gangue minerals were separated during the magnetic separation, and the upgraded product was obtained, which reached a maximum value of TMn 49.5% with RMn 76.55% and TFe 62.19% with RFe 42.51%. In the study, activated charcoal (AC) was also taken as a reductant for comparative analysis; the experimental results revealed that GPCS performed better than that of the AC, showing potential to be used as a reductant in metallurgical industries. However, the resultedMn/Fe ratio was very low for the reduced sample; therefore, it can be used for smelting along with high-grade manganese ores as a feed.

Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

By March 2001, shrinking global markets, reduced consumer spending and declines in domestic manufacturing and industrial output ended the longest economic expansion in US history and pushed the nation’s economy into its first recession in a decade. Aggravated by the terrorist attacks of Sept. 11, the recession led to large reductions in the domestic production of processed mineral materials. Some of the most significant production declines in the US metals industry were registered by aluminum, copper and steel producers. They faced strong foreign competition, higher energy costs and lower prices for their products. However, homebuilding and other domestic construction sectors — major users of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above previous year levels. A strong US dollar continued to weaken the competitive stance of US metal and nonmetallic mineral materials companies alike against foreign producers in markets at home and abroad.

Mineral liberation data are routinely obtained for a wide variety of applications, including ore characterization and characterization of various metallurgical test products obtained in bench-scale laboratory testwork. Newmont Mining Corporation owns several properties in the Carlin Trend containing refractory gold ores. These ores are generally difficult to treat and have to undergo several processing stages for gold recovery. At Carlin?s Mill 5 operation, flotation is used to pre-concentrate some of these difficult ores to produce a sulfide concentrate to feed the roaster. It is of interest from a flotation perspective to be able to study the floatability of pyrite, arsenopyrite and arsenian pyrite, since these minerals all have different quantities of gold associated with them, and have to be recovered to ensure a successful separation has been achieved. In this paper, a detailed MLA study on several Carlin ores was undertaken on samples from flotation tests, using air or nitrogen as flotation gas, specifically to study the differences in floatability characteristics, which ultimately impacts overall gold recovery. Geopolymerization is a process by which Al-Si minerals undergo dissolution and polymerization in an alkaline solution to form a monolithic material with a high mechanical strength (Davidovits, 1991; 1994). In this study, Na-feldspar (albite) and K-feldspar (microcline) have been selected to investigate their abilities to undergo geopolymerization. The interaction between alkali metals present in the alkali-feldspars and alkali metal cations contained in alkaline solution during geopolymerization has also been studied. It has been found that both albite and microcline can be applied in geopolymerization to produce geopolymers with a high compressive strength. Although the dissolution of M-feldspar (where M = Na and/or K) in concentrated MOH solution is inhibited when the alkali metal cations of the alkaline solution differ from the alkali metals structured in M-feldspar, the resulting geopolymers are found to demonstrate a higher compressive strength. Moreover, a proper molar ratio of Si/Al in the geopolymeric gel phase and a higher average hardness of the undissolved particles remaining in the geopolymers are found to greatly increase the ultimate compressive strength of the geopolymers.

During the past three years, a new rear-dumping dragline bucket technology has been patented, developed and tested at North Dakota coal mines. Field testing has shown that this new concept in dragline bucket technology can improve strip-mining efficiencies by reducing cycletimes and increasing dumping radius. This article details the process, participants and the results for the development of a rear-dumping dragline bucket. Participants in the process In November 1995, the board of directors of Dakota Coal authorized the execution of a field test and option agreement and a license agreement with the partnership of D.F. Schmidt, electrical/maintenance supervisor, and Bill Lengenfelder, president of Modern Industrial. The board also authorized entering into a dragline bucket field-testing agreement with the Falkirk Mining Co.

It is uncommon these days to read a business magazine or newspaper without finding a reference to Knowledge Management (KM), and its critical importance to corporate success. One definition of KM is: “getting the right knowledge to the right people at the right time and helping them to put information into action in such ways that strive to improve organizational performance.” In the minerals processing industry we could assert that we have been practicing this for years through effective operator training. In most cases we would probably be wrong. Training has certainly filled the need of addressing safety and basic operational issues, but we must collectively focus on education (learning), and the difference, as measured in outcomes, is not at all subtle. This paper briefly examines the history of training and education in the mining industry, and looks in more detail at the impact of one company’s approach to empower its workforce, while keeping the ultimate goal clearly in mind: “The great end of knowledge is not knowledge, but action.” (T.H. Underground mine designs typically try to avoid extraction beneath streams and rivers of any significant size, especially when the overburden rock thickness between the stream bed and the mine is thin. Potential issues with mining beneath streams include excessive groundwater inflow to the mine; weak ground (roof, floor, and pillar) conditions; horizontal stress effects; as well as stream loss and other potential adverse environmental effects. However, there are times when crossing beneath a stream or river is necessary to move into a new area of mineral reserve without creating additional mine access points from the ground surface. Often, stream crossings are completed without thorough assessment, potentially resulting in increased costs, decreased safety, and, in some cases, failure to advance the mine. Selection of the most favorable location(s) to cross the stream must account for numerous factors and the associated assessment often requires a multidisciplinary approach. Stream crossing investigations often require geological, hydrogeological, geotechnical, and geophysical expertise. Phases of stream crossing investigations include desktop evaluation of maps and aerial photography, stream bed observations, drilling, detailed rock core logging, downhole geophysical surveying, hydraulic conductivity testing (packer testing), geotechnical laboratory testing, assessment, and reporting. The deliverables from a stream crossing assessment typically include geological, geotechnical, and hydrogeological characterization of potential stream crossing locations; classification of favorable and unfavorable crossing locations; recommendations for entry design and pillar sizing; and recommendations for if, and how, to conduct pre-grouting activities. Examples of technical aspects of data collection and assessment are provided based on decades of industry experience conducting stream crossing assessments in various underground mining scenarios.

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. Accurate positioning information is a central step in the process of increasing automation and digitalization in the mining industry. Underground mine environments are prime examples for GNSS-denied environments that pose several additional challenges for the employed indoor positioning system (IPS). This work presents an ultra-wideband (UWB)–based system specifically tailored for underground mine environments. Initially, the UWB technology is reviewed and basic concepts of IPS are explained. Both software and hardware are described in detail, including positioning algorithms, electrical circuitry, and the mining-compatible enclosure. Finally, the results from field tests in an underground mine are presented and positioning performance and the influence of dilution of precision (DOP) on positioning results are empirically evaluated. The results show that the localization errors are mostly below 1 m. Individual zones of high localization errors are suspected to be caused by noise interference. Significant DOP influence due to the mining drift geometry can be confirmed. The system shows promising localization results for different mining applications, while influences negatively impacting the accuracy are presented as items for future research.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. "This paper presents some studies on recovering valuable elements from Chinese coal by-products, including coal combustion fly ash, stone coal ash, and coal flotation tailings. Both commercialized technologies and economic potential recovery methods are described in this study. Magnetically stabilized air-dense medium fluidized bed separation, tribo-electrostatic separation, froth flotation, and hydrometallurgical methods are discussed in recovering various valuable elements in Chinese coal by-products from different coalfields. These valuable elements include iron, carbon, aluminum, rare earth elements, lithium, gallium, germanium, uranium, titanium, scandium, silicon, vanadium and phosphorus, etc. The ultimate goal is to fully utilize all valuable elements in coal by-product. Each component within coal by-product should be efficiently segregated to its highest value. INTRODUCTION Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium, and phosphorus, etc. These coal-associated elements are significantly enriched in coal combustion by-product fly ash because of majority of main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main elements oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China, and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary widely due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides, and unburned carbon."

South Africa?s primary electricity supplier, Eskom, provides incentives to reduce power demand during critical times by granting capital through a Demand Side Management programme. DSM encourages the end user to review and optimize energy consuming systems and use capital, provided by Eskom, to purchase or modify the equipment required to achieve a load-shift. As part of the DSM agreement the mine ultimately acquires the capital equipment and benefits from reduced power costs, but in return is required to sustain the load-shift tactic for up to five years. The paper focuses on one DSM tactic, main fan energy management. In this case, reduced air flows during selected peak and off peak periods, results in a substantial reduction in peak power demand. DSM incentives provided capital for automated main fan control as well as improved control of the mine ventilation systems. To examine the work in detail Gold Fields Ltd Driefontein gold mine near Johannesburg was chosen as a case study.
