This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Data obtained from mine ventilation pressure and quantity surveys are required to accurately diagnose ventilation problems, project future air quantity needs, and to locate conditions adversely affecting the efficiency of a mine ventilation system. A method for making mine ventilation pressure surveys with aneroid altimeters was presented in Bureau of Mines Information Circular 7809, and a description of field calculation technique is presented. This report supplements Information Circular 7809 by developing the information obtained during a mine ventilation pressure survey into a single equation suitable, with appropriate modification, for use with desk-top calculators and digital computers. The equation can be used to calculate the ventilation pres sure from the base station to any underground station, or between any two underground stations, and can be programed for semiautomatic sequential calculation using a desk-top calculator. An example of application to a programed desk-top calculator is provided in the appendix.

An abandoned mine shaft near Omar, in Logan County, W, was permanently sealed through a cooperative agreement between the West Virginia Department of Commerce, Labor, and Environmental Resources, Division of Environmental Protection, and the US. Bureau of Mines (USBM), Abandoned Mine Lands (AML) Program. An engineered shaft seal design was developed and demonstrated that featured lightweight concrete as a key material component at a wet density of about 45 lb/ft3. A reinforced concrete cap designed for 5 psi live load was placed over the shaft seal. Applicable new concrete technologies relating to a 100-yr design life were utilized to assure future integrity of the shaft seal. Waterproofing methods were included in the shaft seal design to provide protection from ambient moisture and corrosive mine waters and to increase the long-term durability of the shaft seal. All construction methods used in the field trial are fully adaptable for the mine-reclamation contractor, The USBM research objectives were to develop a broad generic design that will be widely applicable to other adit-sealing and shaft-sealing problems throughout the mining industry.

This report describes a method the Bureau of Mines devised for measuring the dielectric constant and loss tangent of low-loss minerals at microwave frequencies. Determina-tion of these properties makes it possible to predict the effects of using microwave heating in potential mineral processing applications. The method uses a test cell and radio-frequency (RF) impedance analyzer with automated data acquisition and analysis. In this initial phase of microwave heating research, the Bureau measured dielectric constants and loss tangents at frequencies between 100 MHz and 1 GHz. The objective was to establish a reliable data base for use in predicting the effects of microwave heating on minerals. Comparison with previously measured data showed the Bureau's measurement method to be accurate to within ± 3 pct. This report describes the method and discusses the preliminary results of the Bureau's investigations. Typical comparative data are included.

The Bureau of Mines has completed an underground degasification project in which an underground piping system was used to transport methane from the coalbed to the surface. In a la-month period four horizontal holes were drilled to an average depth of 1,450 feet. All four holes were surveyed vertically and azimuthally. In 991 days of degasification, 255 MMcf of gas was drained from the coalbed. The underground piping system proved to be a safe and effective means of transporting methane from the coalbed to the surface.

A process for recovering both iron and manganese from four manganiferous ores of the Cuyuna Range was evaluated. It comprised: (1) Low-temperature gaseous reduction to convert nonmagnetic iron minerals to magnetite and manganic minerals to manganous oxide, (2) acid leaching to extract manganese, and (3) magnetic separation to reclaim iron from the leach residue. Iron recoveries from the magnetic products ranged from 70 percent to 90 percent; manganese recoveries from leach filtrates ranged from 75 percent to 95 percent. Two ores, from the Hillcrest and South Alstead properties, yielded magnetic products considered adequate for use as blast furnace feed. Although good yields of manganese were attained on all ores, appreciable iron accompanied the manganese into solution. Previous work, however, has shown that this iron can be precipitated almost quantitatively under autoclave oxygen pressure with very little loss of manganese.

Any communication system requires at least three elements in order to function: a transmitting device, a receiving device, and a transmission line or propagation medium. Even the device children use, tin cans connected with string, consists or these three elements. One speaks into one can (transmitter), which vibrates at the same frequencies as the voice. The string (transmission path) picks up the vibrations of the can and carries them along its entire length. The other can (receiver) detects the vibration and reproduces the original sounds to a lesser extent depending on distance, tightness of string, type of string, etc. All communication systems depend on these three elements: transmitter, transmission path, and receiver. Communication systems can be divided into three fundamental categories: wired phone systems, radio systems, and carrier current systems. Sections 2.2, 2.3, and 2.4, respectively, describe these systems and explain the basic principles of how each works. Hybrid systems are those systems that use various combinations of the three basic communication methods. Hybrid systems are described in section 2.5. There are some other methods of signaling (stench warning, bell signaling, etc.) that can be used in underground mines to transmit or convey information. These systems, although they cannot be considered true communication systems since they do not provide voice or even two-way communication, are briefly described in section 2.6. 2.2 Wired Phone Systems Wired phone systems are all those that depend on a wire connection between phones with the wire carrying the voice signals. Figure 2-1 is a diagram of two typical wired phone systems.The top panel shows a simple single pair party line system. In this system each phone is connected to a common pair of wires, and a person speaking into one phone will be heard at all the other phones on the line. The bottom panel shows a multipair private line phone system. In this type of system, each phone is connected by its own individual pair of wires to a central switch or telephone exchange. To establish a call between two phones in this system, the lines between the two phones must be connected (switched together) within the telephone exchange. In early exchanges, the connections were made manually by an operator. These exchanges are called Private Branch Exchanges (PBX's). Today, equipment within the exchange can automatically connect each phone to any other phone in the system. These exchanges are called Private Automatic Branch Exchanges (PABX's). There are many different types of automatic exchanges. Some utilize switches to physically make each connection according to the number dialed. Other, more advanced exchanges are completely solid state and may even be computer controlled. [ ]

This study was made to determine trends in fresh water usage by California petroleum refineries, to forecast fresh water requirements to 1975, and to evaluate water conservation practices. Statistical data used in the study were obtained largely from published sources and from records of selected companies. An adequate sampling of the State's refining capacity was obtained, and the data were extrapolated to the total California refining capacity. A breakdown of the data was then made on the basis of the following refining regions: (1) the Los Angeles Basin and Southern Coastal region, (2) the Southern San Joaquin Valley, and (3) the San Francisco Bay area. An unpublished forecast of crude oil input to refineries by a major oil company operating on the West Coast was used as a basis for predicting fresh-water usage. The 1963 fresh water intake by California petroleum refineries was 84 million gallons per day. This is expected to increase to 128 million gallons per day by 1975. The fresh-water to crude-oil ratio is increasing in all regions except the Southern San Joaquin Valley. At present, the supply of fresh water available to almost all of the State's petroleum refineries, mostly from surface sources and company-owned wells, is adequate, although shortages may develop within the foreseeable future. Present conservation methods are centered around the following four objectives: (1) minimum intake of fresh water of the lowest possible quality commensurate with sound technologic practice; (2) optimum recirculation; (3) proper treatment before discharge; and (4) substitution of air cooling for water cooling.

The report covers studies by the Bureau of Mines on the removal of metallic values in two waste products from the Longhorn tin smelter at Texas City, Tex. One product was a slag that contained tin, tungsten, iron, tantalum, and columbium. The other product was a spent acid solution that contained tin, tungsten, iron, lead, copper, zinc, and silver and that came from presmelting treatment of impure tin concentrates. Molten slag was treated with sulfur or sulfur compounds and with coke, calcium carbide, or gaseous reductants to form tin sulfide that volatilized from the charge and to reduce tungsten along with iron and silicon to form a carbon-bearing metallic layer. The metallic layer was treated by an oxidizing alkali roast and then was water-leached to extract the tungsten. The waste acid was used in other experiments to dissolve an iron-tin- tungsten alloy (hardhead) obtained by direct reduction of the slag. An insoluble fraction containing tungsten, silver, silicon, columbium, and tantalum was removed, and copper was cemented on metallic iron, Tin was recovered by cementation on zinc plates, and lead was precipitated by adding sulfate ion. Iron was precipitated by increasing the pH which left a solution containing principally zinc. Slabs of hardhead were electrolyzed in an electrolyte consisting of waste acid to plate out groups of metals at different pH?s. The time did not permit thorough exploration of this method of treatment.

This publication is devoted to the results of a study conducted in the coal mines of the Book Cliffs and Wasatch Plateau coal fields of Utah. To show the necessity of this study, a statement of the fatalities that have occurred during the period 1928-1930, inclusive, in the bituminous mines of the United States and of Utah, is presented (Table 1), followed by a brief description of this Utah district, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining, supervision, roof testing and timbering for roof support, all of which are factors in any plan devised for preventing accidents from falls of roof and coal.

The Bureau of Mines tested new designs of drag bit cutters with sintered diamond inserts instead of standard tungsten carbide tips. The bits were tested for orthogonal cutting forces, primary dust generation, and incendivity, with a standard plumb-bob type conical cutter (600 included tip angle) as the reference. Preliminary wear and impact-failure testing were also done. The results were mixed. Two new designs had forces similar to those of the reference bit, but one new design had about twice the normal force. This same design had almost twice the specific energy during shallow cutting but generated an equal or slightly lower amount of primary dust than did the reference bit. Incendivity was eliminated for two radial designs. One conical design had ignition only after more than 15 impacts, but the other conical design was incendive. Impact failure occurred, but not so quickly as anticipated. Over 7,500 impacts on a sandstone face, with a total cutting distance of more than 1,981.2 m, only scuffed the leading edge of the sintered diamond cutting face but put hairline cracks in the substrate mounting pad. Additional design and testing are needed to develop an optimum cutter, but prospects look good for this material.

The Bureau of Mines made drillability studies with impregnated diamond bits in the laboratory on 7 rock types and in the field on 21 different rock types. Results indicate that drill parameters of rotational speed, thrust, and torque must produce sufficient applied forces to induce stress levels that cause continuous failure in rock to achieve efficient penetration rates. Higher rotational speeds appear to be more effective in drilling relatively harder rocks, although the increased speed causes more bit wear; increases in thrust result in higher drilling rates but not linearly; and up to a critical value a linear relation exists between torque and penetration rate for a specific rock type. Penetration rates with impregnated bits show a trend similar to that obtained with surface-set bits for rock under 25,000 psi compressive strength.

As part of ongoing research to improve mine safety, the Bureau of Mines conducted research on the corrosion of friction rock stabilizer steels in five Missouri lead and iron mine waters. Electrochemical corrosion tests, including evaluation of pitting tendency, were performed on two types of high-strength, low-alloy (HSLA) steels and galvanized steel in four Missouri lead mine waters and one Missouri iron mine water. The tests were conducted at in-mine water temperatures in both air-saturated and deaerated waters. Static, weight-loss corrosion tests were also conducted on HSLA steel specimens in the five Missouri mine waters for 2,900-h duration at average in-mine water temperatures and air-dissolved oxygen contents of 6 to 7 ppm. Corrosion rates determined by the weight-loss tests were roughly comparable with rates determined electrochemically in deaerated waters containing 0.3 to 0.5 ppm dissolved oxygen content. Passivation of specimen (nongalvanized) surfaces in air-saturated waters resulted in very low electrochemically deter- mined corrosion rates. Pitting-tendency was generally higher for both HSLA steels in air-saturated waters than in deaerated waters. Galvanized steel generally exhibited higher tendency to pitting in the deaerated waters than in the aerated mine waters.

This Bureau of Mines report describes the method of obtaining a strength index for rock drillability, particularly for percussion drills. The original Protodyakonov method has been slightly modified, essentially to eliminate uncertainties in the measurement of the volume of fines, and to avoid conjecture in selecting the representative value as the strength coefficient. A theoretical consideration of the relevant parameters in the method was extended from a comminution theory, and hence the meaningful value was obtained experimentally by plotting the ratio of the number of drops and the volume of fines against the number of drops. The minimum ratio of the number of drops to the volume of fines in the plot was selected as the coefficient of rock strength. The modified method of obtaining the strength coefficient preserves the original Protodyakonov test apparatus and the merit of simplicity of the test procedure. The modified coefficient of rock strength shows its usefulness in predicting penetration rates with greater reliability than other mechanical properties. Consequently, the drillability curves were drawn using the modified coefficient of rock strength as the parameter for penetration rate prediction in the field.

SULFUR poisoning of iron catalysts in the Fischer-Tropsch synthesis was investigated at the Bureau of Mines, because synthesis gas produced from coal contains sulfur compounds. Tests of two typical iron catalysts with synthesis gas containing known concentrations of H2S were made to determine catalyst life as a function of sulfur concentration to ascertain the type of gas purification required. Fixed beds of activated steel turnings and a fused iron oxide catalyst were investigated in sulfur poisoning tests at 21.4 atmospheres with IH2+100 gas containing 6.9, 23, or 69 mg S as H2S per cubic meter (0.3, 1.0, and 3.0 gr per 100 cu. ft.). In tests of reduced catalysts at constant temperatures, more than 80 percent of the activity was lost when 0.5 mg S/g Fe was introduced. Poisoning of nitrided or carbided fused iron oxide catalysts to a given extent required more than twice as much sulfur than for the corresponding reduced catalyst. When the synthesis temperature was increased to compensate for loss in activity, tests of the fused iron oxide catalysts at constant productivity could be continued for 19 to 98 days. The tests were terminated by clogging of the reactor, presumably caused by carbon deposition. One objective of the present work was to determine if synthesis gas, purified by the Bureau of Mines' hot-potassium carbonate process for removing H2S, OOS, and CO2, is suitable for synthesis on iron catalysts. The sulfur content of the gas purified by tills process is in the range of concentrations used in the present work. In constant-productivity tests of nitrided fused iron oxide catalysts with synthesis gas containing 6.9 mg S/m3, catalyst lives are nearly long enough for serious consideration of tills mode of operation. However, factors relating to selectivity and stability of the catalyst indicate that this type of operation is impractical for a commercial process. On this basis additional gas purification, such as iron oxide boxes following a hot potassium carbonate scrubber, is desirable.

This investigation was conducted to determine the effects of various rare-earth metal addition practices upon the macrostructure and the pattern of sulfur distribution in steel ingots. Heats of plain carbon steel were melted in a 1-ton, basic electric-arc furnace. Melts were treated with mixtures of rare-earth silicides, aluminum, and cryolite either in the furnace before tap or in the ladle after tap to determine the effects of this form of rare-earth treatment upon ingot macrostructure. Steels thus treated with rare earths in the furnace were characteristically free of the gross subsurface nonmetallics which typically result from conventional rare-earth treatments. Steel treated in the ladle showed only a few such nonmetallics, and practical techniques were developed for eliminating most of these. Results showed that furnace deoxidation was controlled by the concentration ratio of rare earths: aluminum. During casting, deoxidation was controlled by the concentration of rare earths. Oxygen contents equivalent to vacuum ladle degassing resulted from air-melt furnace treatments with the rare-earth mixtures described. Rare earths in steel inhibited the onset of equiaxed grain formation during ingot freezing, and also virtually prevented interdendritic segregation of sulfides.

This report on the properties of commercial motor fuels sold in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee of the Cooperative Research Council (C.R.C. ) and the Bureau of Mines of the United States Department of the Interior . The first report contained data on motor gasolines sold during the winter of 1935-364 . Further reports on motor gasolines sold during the succeeding summers and winters to the summer of 1941 have been issued . No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942 . The present report presents analytical data for 1,120 samples , representing the products of approximately 88 companies . As in previous surveys , these companies include both large and small suppliers . In addition, the Pacific coast is represented by data averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were received . Conforming to previous surveys , the data cover three groups of samplesregular - price , premium - price , and third - grade gasolines and each group has been averaged separately. The number of samples , items and brands comprising each group, exclusive of those of the Pacific coast, are as follows : Regular price , 641 samples , 250 items , and 64 brands ; premium price , 439 samples , 222 items , and 68 brands ; third - grade gasoline , 50 samples , 50 items and 19 brands .

The United States Bureau of Mines under provisions of Schedule 2C4 issues approvals covering complete operating units such as loading machines, room hoists, and storage-battery locomotives. Certain manufacturers design and build entire machines. Other manufacturers purchase a part or all of the electrical accessories from manufacturers of electrical equipment and make up permissible units by assembling them. Before the assembler purchases electrical accessories for use in such contemplated units he may require certain information from the accessory manufacturer as to whether the particular accessories are suitable for assembly in his proposed permissible outfit. To aid accessory manufacturers in marketing their product, a provision was incorporated in Schedule 20 whereby tests might be made on individual accessories and reports rendered as to the suitability of a given accessory for use in permissible assemblies.
