Seven coal-related waste samples (mining, cleaning, and gasification) were characterized chemically and mineralogically. Laboratory extracts of each sample, using a variety of different extraction methods, were used in both acute and chronic bioassays. A coal slurry sample (coarse fraction) and two coal cleaning refuse samples were chemically and mineralogically similar, and generated acidic water-waste systems, both in the laboratory and in the field. Acidic laboratory extracts and field samples of acid mine drainage in the area where the solid samples were collected, tended to be in equilibrium with some type of CaSO4 phase and with maghemite. The chemical composition of the extracts was sensitive to the method used to generate the extracts, but generally had the same prevalent chemical character as the field samples. The acidic wastes contain appreciable quantities of soluble Al, Mn, Ni, SO4, and Zn as indicated by both laboratory extraction and field data. Long-term extractions suggest that some constituents (Al, Fe, SO4) continued to be released by the acidic wastes after 22 weeks with no apparent associated change in pH. Two mine spoil samples, essentially shale, tended to generate water-waste systems that were neutral in pH and consequently released lower quantities tit potential pollutants than the acid wastes. The gasification residue was compositionally similar to coal-fired power plant slag and fly ash and generated moderately alkaline extracts with low concentration of soluble potentially toxic constituents. All of the solid wastes contained a variety of organic compounds, many of which are on the EPA Priority Pollutant List. However, these compounds were essentially insoluble in aqueous media. Each extract was tested for acute toxicity with tour species of freshwater aquatic organisms; green sunfish (Lepomis cyanellus), fathead minnow (Pimephales promelas), a crustacean (Daphnia magna), and a snail (Physa anatina). The extracts of the two mine spoil samples and of the gasification residue were not toxic to any of the organisms while the extracts from the acidic refuse and slurry samples were acutely toxic to all of the organisms. For all cases, pH was significantly correlated to mortality while Al, Fe, Mn, Ni, and Zn were significantly correlated to mortality in specific instances. Data from 96-hour LC-50 determinations showed that dilutions up to 1:1000 were necessary to eliminate mortality. The most toxic extracts were those with the lowest pH which necessitated the largest amounts of dilution to eliminate mortality. Chronic bioassays with the same test organisms were investigated with leachate samples from a relatively unweathered refuse sample and an older, more weathered refuse sample. The unweathered refuse sample generated a leachate that was acutely toxic while the leachate from the weathered refuse sample was not acutely toxic. No detrimental chronic effects were noted in organisms exposed to dilutions of the non-toxic leachate while low concentrations of the acutely toxic leachate produced lower hatchability for the Lepomis cyanellus and Pimephales promelas eggs, increased mortality with chronic exposure for Lepomis cyanellus, Daphnia, Physa, and reduced weight gain for Physa. Dilutions of a toxic, high-Fe leachate resulted in the precipitation of ferric hydroxide that was implicated as the major causative factor accounting for the physical and physiological toxic effects exhibited by all of the test organisms in these acutely sublethal concentrations. The toxicity of this leachate demonstrates the potential effects that these types of wastes can have on the aquatic ecosystem if they enter a receiving water in a natural setting.

The Carson-Iceberg RARE II study area, consisting o; 209,990 acres (134,983 ha), is on the crest of the Sierra Nevada in California, about 35 mi (56 km) south of Lake Tahoe. The area is divided into four parts: C4-986; C5-986; and B5-986, north and south portions. No mineral production has been recorded for the area. However, gold, silver, and tungsten resources and potential for additional resources have been estimated for the area and just north of area C4-986.

The current emphasis on energy needs in the United State sand abroad has placed an increased demand on the coal mining industry. The United States is fortunate to have abundant coal reserves. However, coal mining techniques and technology have not kept pace with the increased demand for coal. Consequently, coal mining in the United States continues to be one of the most hazardous industries. One of the daily hazards faced by coal miners is the sudden and unexpected occurrences of roof falls. The research program described in this final report focuses attention on the problems of unstable roof conditions in coal mines and describes prototype equipment which, with further development, has potential of being able to warn miners of impending roof falls in mines. Westinghouse Electric Corporation, Geophysical Instrumentation Systems Group was awarded a contract to develop and test a microseismic roof fall warning system based on general specifications derived from earlier Bureau of Mines research [1], [2]. During the first year of this two year effort (Contract H0242045) the electronic monitoring systems were de signed and built while the second year of the contract was devoted to equipment field testing in working coal mines.

Subsidence to surface occurs in a large proportion of underground mines. Preliminary to any indication of subsidence on the surface, there is usually a breaking up and sloughing of the cover into the mine opening which, in a period of time ranging from minutes to many years, progresses to the surface, This process is referred to as subsurface subsidence. In many mining operations, information regarding the process of subsurface subsidence is important, For example, if there are buildings or other improvements on the surface, or if the direction of the subsurface subsidence might threaten other underground workings--such as shafts--or if the subsidence might be progressing in a direction which would fall outside the anticipated subsidence limits, the problem could assume special significance.

"This paper presents an analysis of fragment size distribution and characteristics of fracture surface in coal cutting using a rotary coal cutting simulator. Coal cutting by a drum type continuous miner was simulated in the laboratory. A series of tests along both the face and butt cleat direction of coal under different operating and in-situ conditions were performed. In each experiment the cut surface was photographed microscopically and the coal cuttings were collected and sized. Data were used to show how and to what extent various parameters effect size distribution of the coal cutting and how this correlates with the characteristics of the fracture surface. This study resulted in establishing a number of distinct correlations between the size distribution and fracture surface. These correlations were primarily based on the degree of interaction between adjacent bits and the amount of bit-coal interaction taking place on the cutting path. Some of the major results of this study are as follows:Zones of bit-coal interactions proved vital toward understanding the effect the conical bit has on the fragmentation process. This in turn led to the identification of areas which are responsible for the production of fines and generation of respirable dust.The various parameters employed in the coal cutting experiments which showed a strong effect on the coal fragment size distribution were: bit type, bit spacing, depth of cut, in-situ stresses, and cleat orientation. Bit angle and cutting head velocity exhibited the least effect and no correlation was established.From this study it is obvious that the key to achieving efficient coal fragmentation is to limit the degree of bit-coal interaction that takes place throughout the bit path while causing maximum interaction between adjacent bits. Accomplishing this not only increases the percentage of large fragments produced but limits the amount of secondary crushing that takes place in the bit path thus resulting in decreasing fines and consequently, the amount of respirable dust generated.Over 2,000 continuous mining machines (introduced in the 1950's) equipped with conical bits or point attach bits account for well over half of the United States' production from underground coal mines. Today, competition in the coal industry has increased, due mainly to coal market conditions and legal restrictions, thus placing an emphasis upon increasing production, efficiency and health/safety of the workers. Mine operators are always interested in finding the most efficient performance of continuous mining machinery to produce the largest amount of size of coal at the lowest cost. An increase of fine material sent to the cleaning plant can seriously overload the plant to the extent that plant efficiencies deteriorate significantly (1). Also, the difficulty and expense of cleaning very small particles often cannot be done economically and thus, thousands of tons of coal are sent to the refuse pile because of costly or ineffective cleaning facilities. It has been said, ""the efficient extraction of coal or rock implies breakage into a size range that contains a minimum quantity of very small sizes"" (2). All known fragmentation theories concur that more fragmentation requires more energy (3). So, the importance of reducing fines is already evident from an outlook upon efficiency.Now, let's consider another view point., duet generation."

The electrodeposition of protective coatings of tungsten from a sodium and lithium borate - tungstate - tungstic oxide fused salt electrolyte was investigated . Soluble tungsten anodes were employed . Deposits were made on molybdenum , Carpenter 20 stainless steel , Inconel , and nickel . An atmosphere of argon was maintained around the electrolytic cell , and the electrolyte was stirred by rotating the cathode . Thick deposits of tungsten (up to 26 mils ) were made at a temperature of 900 ° C and cathode current densities of 0.3 to 0.4 ampere per square inch with high current efficiencies . The effects of variations in temperature , current density , electrolyte agitation , and tungstic oxide content of the electrolyte and of the presence of impurities such as moisture , air , iron , and nickel were investigated .

This Bureau of Mines report describes the washability characteristics of 13 coalbed samples collected in Colorado. Such data are needed to evaluate the quality of the coals of the West, where most of our low-sulfur-content coal reserves are found. Of the 13 samples included in this report, 11 had a total sulfur content of 1 percent or less. All of the samples contained low percentages of ash or could be readily washed to a desirable ash level with minimal loss of yield. The coals ranged in rank from high-volatile A bituminous to subbituminous B; nine of the samples were high-volatile C bituminous. The coalbeds ranged in thickness from 6 to 26 feet; the average was about 8 feet.

An active list of permissible explosives was published in December 1936 as part of Bureau of Mines Report of Investigations 3324, under the title "Active List of Permissible Explosives and Blasting Devices Approved Prior to July 31, 1,936." This list included 170 brand names. Changes in the list that have been authorized to June 30, 1937 placed 35 additional brands of permissible explosives on the active permissible list as a result of tests, changes in brand names, or transfer from the inactive list. Ten permissible explosives were transferred from the active to the inactive list. The present list contains 196 brand names, one explosive having been placed on the list subsequent to June 30, 1937. "This paper presents an analysis of preliminary tests on the effect of in-situ and operating parameters on fragmentation of coal using a specially designed unique automated rotary coal cutting simulator (ARCCS). In these tests coal blocks with an approximate dimension of 18 in. x 15 in. x 6 in. (45.7 cm x 38.l cm x 15.2 cm) were first. subjected to confining pressures, equivalent to in-situ conditions. Such. blocks were then cut by the cutting head of the ARCCS, thus simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-situ and operating parameters a number of other parameters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photographed and a velocity survey was conducted by using a sonic technique. At the end of each experiment the cutting paths of the bits in coal were photographed using an optical microscope with a camera attached to it. Furthermore, the coal fragments were collected in bags using a vacuum cleaner. These fragments were then sieved for size distribution analysis. The results of the preliminary tests indicated that underground coal cutting can be simulated in the laboratory and the effects of the important parameters, i.e. operating and in-situ parameters, can be studied successfully. INTRODUCTIONThe continuous-mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners, which were designed for increased productivity, have also increased the concentration of respirable dust in mines. As a result, the Federal Coal Mine Health and Safety Act of 1969 was enacted to enforce on the coal operators that the airborne respirable dust not exceed 2 mg/m3, and was intended to reduce the incidence of coal workers pneumoconiosis. This plus the other aspects of the legislation and the subsequent monitoring and enforcement by MSHA made it very imperative that the coal operators provide a relatively healthier and safer working environment for the coal miners. Since 1970, the Federal government has paid over 11.7 billion dollars to more than 470,000 miners with coal workers pneumoconiosis and their survivors (1). These regulations, coupled with the assessment of the continuing burden on miners, the mining industry and taxpayers appear to have provided an impetus for the mining .community towards comprehending the different parameters that influence dust generation and entrainment."

The Carson Hill mine of the Carson Hill Gold Mining Corporation is at Melones, Calaveras County, Calif. It is one of the numerous mines on the Mother Lode of California. The property extends for 8,400 feet along the outcrop of that important vein system. The elevation at the haulage level is about 1,000 feet above sea level. "INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."

"Modification of Quarry Process.Limestone beds are formed by processes of nature, processes that have been in operation for thousands and perhaps millions of years. Therefore, their com- position and physical properties are long-established and unalterable features over which man has no control. He must take them as he fields them.It is undoubtedly true that the character of lime depends largely on the nature of the parent limestone. A high-calcium lime cannot be manufactured from a dolomite, nor can a pure lime result from the calcination of an impure raw material. However, in the process of turning limestone into lime man is not entirely helpless in his control of quality. Even though a deposit is variable in character a single lime product of uniform quality may be produced by judicious quarrying. A single grade of product may not always be desired, the producer may wish to supply the needs of a variety of users each demanding U different grade or quality of lime such a series of graded products may be produced in part at least by modifying the quarry method. Thus, by changes in quarry practice a single product or a variety of products may be made. The latter problem will be considered at a later time, and the present paper devoted to the first named question' that of producing a single grade of lime from a deposit of variable rock,It is realized of course that uniformity in the product is influenced greatly by manufacturing processes such as calcining' hydrating' grinding or storage, but the present discussion is confined to the influence of raw materials only. In considering the various devices that may be employed it is realized that much remains to be learned, and it is hoped that many operators will contribute to the discussion as they have already done in connection with previous papers of this series."

Thermodynamic data for selected metal sulfates were critically evaluated and compiled as part of the Bureau of Mines program to provide a scientific base for use in developing new technology and predicting the feasibility of new processes. Surface fracture trace density, changes in roof rock type, and topographic unloading due to drainage were mapped for the mining areas located in the Blacksville-Osage, W. Va., quadrangles to investigate their influence on mine roof falls. Using these factors, a technique was developed to predict probable roof fall areas ahead of projected mining operations. As a feasibility test of this proposed technique, areas were delineated where one, two, and all three of these factors were operating to formulate a "potential hazard map" for comparison with roof fall observations that were made. The limited evidence suggests that in combination these factors are reliable predictors of where roof falls are likely to occur. This technique promises to be a useful tool in planning mining operations.

A deterministic model to assess the hydrologic impact of small watersheds subjected to unsteady storm events is presented. The overland flow model is based on the kinematic wave approximation coupled with a Green-Ampt infiltration equation. The Green-Ampt infiltration parameters are estimated using the USDA-ARS parameter estimation technique which is based on soil moisture-tension data. A Galerkin finite element formulation of the kinematic wave approximation is presented for the deterministic analysis of overland flow on small watersheds. The finite element formulation includes linear, quadratic and cubic Lagrangian one-dimensional spatial elements. A linear time variation is assumed which includes both explicit and implicit time marching algorithms, depending on the choice of the time weighting parameter. The implicit time algorithms result in a system of nonlinear equations which are evaluated using a modified Newton-Raphson iteration scheme. Initial solution estimates are generated using a linear finite difference procedure. The coupled infiltration overland flow model is tested using storm data for impervious surfaces, a laboratory soil flume, and two natural, USDA-ARS experimental watersheds.

The report gives a review of the methods of predicting mine subsidence; these methods are used particularly in European coalfields. The methods are subdivided into two groups, based on mathematical expressions either for the trough profile or for the influence of infinitesimal extraction elements. The fundamental relationships common to all methods described herein are the principles of superposition and of equivalent extraction areas. The involved parameters are derived from field observations. For calculating horizontal displacements, their relation to the slope of the subsidence profile is applied. The time-dependent development of the subsidence process is characterized by the empirical "time factor." Modifications for the case of inclined strata are considered. A brief review of experimental and theoretical model investigations is given.

This three volume final report summarizes the activities and conclusions of this contract. The objective of the contract was to develop noise control modifications on a retrofit basis, for auger miner coal-cutting systems. Manuals were prepared to assist mine shop personnel in retrofitting the auger miner with these noise controls. Final Report Volume I - Details all vibration and acoustical tests conducted in development of the noise controls. Final Report Volume II - Noise Control Modification Manual for the Jeffrey 100-L Auger Miner describes the various noise control modifications to the auger miner, along with fabrication procedures, cost and vendor information. Final Report Volume III - Noise Control Modification Manual for the Jeffrey 94-l Bridge Conveyor describes the various noise control modifications to the bridge conveyor, along with fabrication procedures, cost and vendor information.
