Electrical accidents occurring in coal mines from 1975 through 1979 were categorized and analyzed. The data was searched for common electrical hazards, common activities on the part of those injured, and common negligent or careless behavior. The most common electrical hazard was abnormal arcs or sparks, the most common injured activity was handling energized trailing cables, and the most common careless behavior was failure to de-energize circuits before working on them. The accident data was combined with mine production statistics to form a normalized electrical accident rate. It was found that some mines have consistently more lost workdays per man-hour worked than do other mines. Bureau of Mines electrical safety research contract expenditures were reviewed to judge whether the research effort was directed to those areas which are related to the most accidents. In some cases it was not. A method was devised and utilized to estimate the relative cost to the mining industry to implement certain safety measures developed through Bureau research, and also to estimate the potential safety benefits. Some safety changes are recommended, others are not. MSHA regulations were reviewed for effectiveness in preventing electrical accidents, and suggestions were made for discontinuing, clarifying, or otherwise modifying the regulations.

The stone-quarrying and related industries of the United States made large gains in employment in 1936 over 1935, according to reports furnished by operating companies to the Bureau of Mines, United States Department of the Interior. Not only were more men employed, but also increases were made in the number of man-days of labor performed and in the number of man-hours worked in 1936. The increase in employment, however, was accompanied by an increase in the number of accidental deaths and injuries among the workers and by a slight increase in the accident-frequency rate per million man-hours worked. The fact that the larger number of accidents resulted in only a slight increase in the accident rate is explained by the large gain made in the number of man-hours worked during 1936. The accident rate in 1936, although higher than in 1935, was the lowest and therefore the best that the industry has experienced in any previous year except 1932 since complete and comparable figures first became available in 1916, a period of 21 years. Operators' reports to the Bureau of Mines showed that the industry as a whole employed an average of 80,022 men in 1936 and that the men worked a total of 18,874,254 man-days or 147,064,448 man-hours. Accidents in and about the plants caused 91 deaths and 5,717 nonfatal lost-time injuries among the workers. The number of injuries and deaths represented an accident-frequency rate of 39.5 per million man-hours worked, compared with a rate of 38.2 in 1935.

The Welcome Creek Wilderness has small, dispersed gold placers. Pockets in the 25.5 million yd3 (19.5 million m3) of alluvium along Welcome and Rock Creeks have as much as $5.61 gold/yd3 ($7.34/m3) at $500/troy oz ($16.08/g). All the alluvium averages 20.1 cents gold/yd3 (26.3 cents/m3). Because of the low average gold content large-scale placer mining would not be economically feasible. Small-scale selective pocket mining, however, may be profitable. The alluvium along the streams in the Wilderness has little apparent potential for production of sand, gravel, or stone because alternate sources are closer to markets. The four lode prospects known within the Wilderness appear to have low mineral potential. No oil, gas, uranium, or geothermal energy sources are known to be present.

"The Johnny Bull and Silver Knight claims were selected for exploratory diamond drilling after having been examined by the Bureau of Mines 3./The property was considered attractive for two reasons: (1) A prominent outcrop, recognized as an extension of the Tennessee vein, persisted over a distance of 2,000 feet across the claims; (2) its proximity to the known ore shoots in the Tennessee-Schuylkill mine, one of the largest zinc-load producers in Arizona.Actual drilling was started September 18 and was terminated December 8, 1943. Eight holes, aggregating 2,979.5 feet, were drilled with two machines. The Batesville district in north central Arkansas is one of the important sources of manganese ore and ferruginous manganese ore in the United States, with a history of production dating back to 1849. From studies by the Federal Geological Survey, it was recognized that the district probably still contains substantial reserves of low-grade ore. It was natural, therefore, that the deposits in this area should be among the first investigated by the Bureau of Mines under the Strategic Materials Act of June 1939, by which the Bureau was authorized to explore domestic deposits of strategic minerals, at that time designated as those of antimony, chromium, manganese, mercury, nickel, tin, and tungsten. The field work of the Bureau of Mines in the Batesville district was done in two distinct phases. Under project 308, active from August 1940 to June 1941, carbonate-oxide ores were investigated at five separate areas in which 100 trenches, test pits, shafts, and edits aggregating 4,364 linear feet were excavated and 839 samples were taken and assayed. Under project 323, in progress from February 1941 to January 1942, wad deposits were explored at 10 separate areas by 408 prospect shafts, churn-drill holes, and bucket-drill holes aggregating 23,680 linear feet from which 285 samples were taken and assayed. Processes for beneficiating the wad ores were investigated at ore-testing laboratories of the Bureau of Mines.

"The O'Jack Mining Co.'s zinc and lead deposits in Jasper County, Missouri, have been worked intermittently since the early nineties; production from these deposits was greatest during World War I and II - 4,668 tons of zinc and lead concentrates. The deposits are in a sink-hole structure in which intense deformation has taken place and in areas of disturbance in the sheet-ground horizon.While high-grade ore was being mined, the operators sank seven churn-drill holes for the purpose of extending reserves. They then asked the Bureau of Mines to explore the deposit with the object of developing a reserve of lower-grade ore that could be mined by open-pit methods. Twenty-two holes were sunk. The methods of drilling and sampling and the logs of the holes, as of those drilled by the operators, are given later in this report.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mined has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB) Shovel/trucks, front-end loaders/ trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRE truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation) result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

The Minah silver-lead mine in the Wickes district, Jefferson County, Mont., produced substantial quantities of silver-lead ores in the 1890's. The mine has been abandoned since the "silver panic" of the early 1900's. As a part of the Bureau of Mines: program to develop new sources of lead to overcome the growing shortages of that metal, a development project was started at the Minh mine in April 1946 and continued until June 1947, during which 5,600 feet of angledozer trenching and. 1,093 feet of core drilling were completed on the main vein and nearby parallel veins: As a result of this work, interest in the property was stimulated and private operators are now engaged in reopening the mine. This report discusses the past history, geologic setting, and the recent and early operations of the mine.

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

Nineteen eighty-seven was a year of significant change in the Bureau of Mines-change to help it better adapt and respond to the wide range of new challenges facing the U.S. mineral industry. The Bureau has been regarded as the world's premier mineral information and research agency. Its authoritative, comprehensive data and its pioneering research have contributed significantly to the minerals position of the United States. Yet no organization in today's complex, dynamic world, with its rapidly advancing technologies, can afford to rest on its laurels. Mission and program must be constantly fresh and relevant to the day's issues and problems. Moreover, rather than reacting to events, the organization must strive to anticipate and prepare for them. It must have a sense-a vision, if you will-for the future.

Stability analyses of fractured and faulted rock masses require delineation of the position, extent, and orientation of geologic discontinuities. The size of the smallest active discontinuity that may potentially be resolved using the spatial distribution of microseismic event locations is Limited by the accuracy and precision of the location methods. At a hard-rock mine in the Coeur D'Alene mining district of northern Idaho, two data sets consisting of calibration blast signals from a known source site and origin time and microseismic event signals were recorded using a stope-wide accelerometer array. These seismic signals are used to quantify various sources of error in event location. Five factors influencing source location errors are examined in this U.S. Bureau of Mines study: (1) biases of the numerical source location techniques, (2) receiver array geometries, (3) uncertainties in receiver positions, (4) errors in picking arrival times, and (5) uncertainties in seismic velocity structure, including the effect of mine openings. In addition, synthetic data (accelerometer positions, travel-time picks and wave velocity) are used to determine the effect of known systematic and random errors on source location calculations. It is shown that the commonly accepted association of minimum travel-time residuals with the best location solution does not necessarily hold true when there is a systematic error in seismic velocity. Recommendations are made for increasing the accuracy and precision of locations of microseismic events detected under similar field conditions.

Increased application and interest in the use of microseismic monitoring to deal with ground control problems, Particularly those resulting in violent failures, has brought about the need for practical guidelines with respect to all phases of microseismic monitoring. This report presents the results of an 18-month effort to review the microseismic method and develop needed practical guidelines. Microseismic activity and properties of microseismic events are treated so that these parameters can be taken into account when developing monitoring equipment. Microseismic equipment is discussed to provide familiarization with the components of monitoring systems. Factors to be considered and procedures for developing a microseismic monitoring system are presented. Both physical and electrical considerations for the installation of a monitoring system are discussed in detail. The operation of a microseismic system including data analysis procedures is presented. Field examples to illustrate use of microseismic data in evaluating ground control problems are presented in a number of case histories.

A significantly different method of evaluating mine ground system safety is investigated. The method measures touch and step potentials around ground beds and grounded equipment resulting from a series of extremely small simulated faults. The values are then scaled for a full-scale fault. The method should be particularly useful for large ground beds and under conditions where the ground bed cannot be isolated from the rest of the ground system in order to make traditional ground bed resistance measurements. Instrumentation for making the alternative measurements is evaluated under rigorous field conditions. A step-by-step procedure is proposed for evaluating a surface mine ground system. This procedure was subject to several field tests at eastern metal/non-metal mines. The final evaluation procedure is written as a stand-alone document for use by MSHA inspectors and mine operating personnel, and is included as an appendix to the report. The authors conclude that the procedure is effective in evaluating ground system safety and recommend that it be further evaluated in the field.

Consumption of abrasive materials in the United States decreased 23% in value from that of 1981 to $262 million, of which 53% was manufactured abrasive, 39% was industrial diamond (natural and synthetic), and 8% was natural abrasive. Production of natural abrasives, excluding industrial diamond, appeared to be stable when compared with that of 1981. Production of tripoli, a porous siliceous rock, increased slightly after decreasing steadily over the three previous years. Samples of raw oil shale and kerogen concentrates were oxidized by alkaline potassium permanganate, air, nitric acid, oxygen, and ozone to obtain information about the chemical structure of organic kerogen in oil shale. In one test, oil shale and oil-shale products were oxidized exhaustively with alkaline potassium permanganate, and the distribution of the organic carbon in the final oxidation products was determined. Comparing results of this oxidation with those obtained from other carbonaceous materials and known compounds gave information about the structure of kerogen. Alkaline potassium permanganate oxidation also was used partly to degrade kerogen into soluble products for characterization purposes. Structures present in these degradation products were indicative of type structures originally present in the kerogen. Nitric acid, oxygen, and ozone were used also for partly degrading kerogen to soluble oxidation products. Carbon-balance oxidation tests using alkaline potassium permanganate showed that Colorado oil-shale kerogen differs from many other carbonaceous materials such as coal and kerogens from other areas. Composition of the degradation products indicated that Colorado oil-shale kerogen is predominantly cycloparaffinic and saturated heterocyclic structures with some long-chain paraffinic and aromatic structures present. The ring systems may be connected through short carbon chains or bridges containing oxygen, nitrogen, and sulfur.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions2 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made, Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Alabama ranked 19th in the Nation in nonfuel mineral value1 in 1994, down from 18th in 1993, according to the U.S. Bureau of Mines. The estimated value for 1994 was $576 million, a 2.5% increase over that of 1993. This followed a 3.5% increase in 1993 over that of 1992. The State accounted for a little less than 2% of the U.S. total. Nonfuel mineral production in Alabama consisted entirely of industrial minerals; no metals were mined in the State. Bauxite materials mined in the State are a natural mixture of bauxitic clay and bauxite having very low iron oxide content and are primarily used to make refractory (high temperature resistant) products, rather than in the production of primary aluminum. In descending order of dollar value, the top four mineral commodities produced in Alabama were crushed stone, portland cement, lime, and construction sand and gravel. These commodities accounted for almost 88 % of the State's total non fuel mineral value, while crushed stone and portland cement together represented almost 65 % of the total. In estimated mineral production for 1994, Alabama remained first in common clays and first of only two States that produced bauxite; third in lime, kaolin clays, and fire clays; seventh in portland cement and salt; and was one of the top seven States that produce bentonite clays. The State dropped from third to fifth in masonry cement. Production of talc and pyrophyllite resumed in 1994. Compared with 1993, the value of crushed stone, lime, construction sand and gravel, common clays, kaolin clays, fire clays, bauxite, and talc and pyrophyllite increased. Decreases occurred in portland cement, masonry cement, industrial sand and gravel, and dimension stone.

The Bureau of Mines conducted laboratory tests to determine the slur- ry transport and deposition properties of coal waste. A 188.5-ft pipe test loop was constructed with instruments to measure density, flow, and power and discharge, suction, and differential pressures. A 20-ton sample of Western coal waste was crushed and screened to 100 pct minus 1/2 in. Eight loop tests using this graded waste were run at slurry densities ranging from 1.15 (25 wt-pct solids) to 1.46 (60 wt-pct sol- ids). The resultant friction-pressure gradients ranged from 0.06 to 0.24 ft of water per foot of 4-in standard steel pipe. Particle-size degradation was significant. In a typical loop test lasting 25 min, the minus 200-mesh fraction increased from 19 pct to 34 pct. Deposi- tion tests showed that without the use of a flocculant, the slurries would not dewater when left to stand for 1 week. With flocculant, ad- ditional water was released; however, the settled slurries remained thixotropic. Further testing is necessary to determine their suitabil- ity for use as backfill material in active mines.

This report describes the preparation characteristics of the significant coalbeds in Nicholas County, W. Va. It is one in a series describing coals suitable for producing metallurgical coke, either as mined or after beneficiation. Almost 5 million tons of coal were produced in Nicholas County, W. Va., in 1960, of which over 2.6 million tons were cleaned in eight preparation plants. It has been estimated that over 6 billion tons remained in the county as of December 31, 1960, in beds 12 inches and more thick.
