This study involved a review of bonding and bond release practices in the states of the Eastern and Midwestern Coal Provinces. Data was collected from regulatory authorities and site visits to document the bonding and release procedures in the states related to achieving successful reclamation. The regulations related to PL95-87 were reviewed. The analysis included suggested modified or new bond release criteria, a review of applicable bond release inspection techniques was prepared, a conceptual graduated bonding system and incentive procedures for reclamation of surface mine sites to alternative or higher land uses. A number of conclusions and recommendations for further research were included. A detailed bibliography and a glossary are included in the report.

Develop a mobile manipulator that one person can use to lift and maneuver 50- to 600-pound loads. It can be used in maintenance shops and mines to reduce lifting accidents (Figure 1 and 2). Background Lifting heavy items is one of the leading causes of injury in the workplace. Mine Safety and Health Administration statistics showed that, in 2004, back injuries accounted for over 20% of all injuries (1,699 cases) and resulted in 110,000 lost days of work. Forty-one percent of those injuries resulted from materials-handling or maintenance activities.1 In addition to back injuries, lifting injuries include hernias, ruptures, sprains, and strains resulting from losing control of the item being lifted. Factors associated with accidents are weight of the item being lifted, awkward postures, inadequate handholds, and the working environment itself. High accident rates were noted when lifting items that ranged from 50 to 600 pounds, particularly in tight working quarters where maneuverability was critical. Research indicated that a mobile lifting arm would eliminate many lifting accidents in environments where other lifting devices (fork lifts, overhead cranes, mobile A-frames) would not be practical. NIOSH has built a first-generation mobile manipulator unit designed to be used on hard, level floors such as in a shop. The complexity of motion, number of moving parts, compact design, and design constraints of the manipulator required advanced computer-aided design work (Figure 3). As a result of the design work, thirty-eight claims are included in the patent applications. NIOSH will be conducting field trails and working with manufacturers to put the manipulator into industrial use.

The National Institute for Occupational Safety and Health (NIOSH) has developed a computer program called the Air Quantity Estimator (AQE). The purpose of the program is to provide a starting point for estimating the air quantity needed to dilute diesel particulate matter (DPM) in an underground large opening mine, albeit taking into account various input assumptions. The AQE estimates the total air quantity needed to dilute DPM emissions that enter the main airstream of the mine to current statutory levels. It helps operators pinpoint vehicles that are high DPM contributors. In addition, it allows the user to make “what if” scenarios by varying the input parameters to achieve the most efficient and practical ventilation system. The AQE is a stand-alone software program that does not require any type of spreadsheet software. Engine data must be known or estimated with some accuracy and assumptions must be made in order to limit the variability of the program output. Program calculations and two case studies, for validation purposes, are included in this report. It should be noted that the program does not ensure adequate face ventilation and personal exposure compliance.

[During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate data on weak rock masses into existing design relationships, with an emphasis on updating the span design curve for manned entries and the overbreak curve for longhole entries. Both curves were originally developed at the University of British Columbia, Vancouver, BC. The original database has been augmented by information from mines throughout the United States, Canada, Australia, and Europe. The common factor in all these mines is the presence of a weak back and/or walls. In most cases, the ore zone is the weakest rock unit and must be stabilized so that the mineral-bearing rock can be extracted safety. The current NIOSH research attempts to provide rock mechanics tools to assist a mine operator in making economic decisions that will also ensure a safe working environment. This paper documents the Nevada database with a special emphasis on Nevada underground gold mines.

The Windigo Theilson RARE II area has a low mineral potential. There are no mines or claims in the area. The only observed results of mining activities were five prospect pits near Tolo Mountain. Samples from these pits contained no significant assays. The study area contains more than 190 million cu yds (145 million m3) of cinders in 17 cones. Development of these cinders is unlikely because their locations are remote, and other sources supply area needs. The Geological Survey has classified the area as prospectively valuable for geothermal resources. However, there has been no geothermal exploration activity.

Laboratory crushing experiments were conducted on a range of low- to high-volatile bituminous coals to investigate the various factors influencing airborne respirable dust (ARD) generation. This research was conducted to identify the principles of ARD liberation from the coal product. Five U.S. bituminous coals were uniformly prepared and processed through a double roll crusher located in a low-velocity wind tunnel. Experimental factors studied included inherent coal seam constituents, coal grind ability, specific energy of crushing, product size characteristics, dust cloud electrostatic field, and specific ARD generated. The results of this investigation indicate that a combination of several factors are associated with ARD generation. One factor is the effect of coal rank, described by the inherent moist fuel ratio, on the product size characteristics, defined by Schuhmann size function parameters. Another key factor is the effect of air dry loss(ADL) moisture in the coal seam on the breakage-induced electrostatic field of airborne dust. The effect of these factors is that different percentages of <10-m coal particles are dispersed as ARD. A discussion of electrostatic field principles, coal ADL, and its effect on ARD generation is presented.

The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

The Bureau of Mines investigated the effect of gamma radiation on reactions between Pennsylvania anthracite and fluorine and chlorine. In the tests with fluorine about 90 percent of the coal reacted at 350° C to form volatile products whether or not irradiation was employed. Up to 0.8 ml of liquid products per gram of anthracite was collected. Among the 25 com-pounds indicated by gas chromatography, fluoroform and l,l-difluoroethylene were tentatively identified from their relative retention times and perfluoro-cyclopentane from its infrared spectrum. In addition, a clear, hard, wax, probably a fluorocarbon, was formed at 45° C in both the presence and absence of radiation. With chlorine there was no significant difference due to radiation, and preliminary tests indicated that the chlorine reacted more with the organic matter of anthracite at 200° C than with inorganic matter. At 400° C the results were inconclusive because of excessive corrosion in the reaction vessel.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... Controlling natural-water drives to effect efficient and economic production of petroleum, through wells, from reservoir sands and rocks is a problem of major importance in the oil-producing industry. Water-drive fields are characterized by large quantities of mobile water under high pressure immediately below the oil in the flanks or extraneous parts of reservoir formations. Hence, the water, which is in fluid connection with the oil and a source of a large proportion of the energy available for moving it, advances up-structure to replace it. This phenomenon of water moving crestward into the oil-bearing parts of the reservoir and replacing oil is termed edgewater encroachment. The mechanism by which oil is flushed out and continually replaced by water as the hydrocarbon content of the field is depleted must be understood if natural-water drives arc to be used successfully to, induce efficient recovery of oil from its reservoir rocks. Until recently, the function of water in the production of oil has been somewhat obscure and was not given the consideration it deserved in early petroleum production-research programs because of the greater importance associated with and the effort devoted to investigations concerning the relations of natural gas to production of oil. Thus, with virtually no fundamental information at hand, it is not surprising that at first edgewater was considered a necessary evil, and the manner in which it was dealt with depended largely on the experience of the operators. During the intervening years, however, .practical information on encroachment of edgewater in oil sands has been widely disseminated as a result of studies of oil-field depletion, and many theories pertaining to petroleum-reservoir energy and performance have been advanced; these theories necessarily included consideration of edgewater as an integral part of the reservoir fluids and a source of energy for propelling hydrocarbon fluids through the reservoir and to the surface of the ground.

Tests of resistance to molten metals , to oxidation at elevated temperatures , and to various chemical reagents were made for a series of compositions in the TiB₂ - CrB₂ subsystem . In reaction with molten metals , there was no noticeable difference in reaction of the various compositions in the ( Ti , Cr ) B₂ series . The oxidation tests were ( 1 ) a rising - temperature test in which the specimen temperature was increased 4° per minute to 1,200 ° C and ( 2 ) a constanttemperature test in which the specimen temperature was held constant at 1,000 ° C. Compositions near Tio.6 Cro.4 B2 had the best oxidation resistance . Ti。.6 The chromium- rich alloys showed marked superiority to the titanium- rich alloys in resistance to corrosion by the chemical agents investigated . The chemical reagents used were sulfuric , nitric , and hydrochloric acids and sodium hydroxide of different concentrations .

Oil shale, a potential source of products presently obtained from petroleum, is found in many countries. The most extensive known deposits from the standpoint of potential shale oil in place are those in Brazil and the United States of America. Mining methods used for oil shale range from open-pit operations for shallow deposits to room-and-pillar and longwall techniques for deposits with thick overburdens. Oil shales from different sources vary greatly in the amounts and types of organic and inorganic constituents. By retorting, the organic material is converted to oil, gas, and coke. The largest percentages of oil are obtained from materials having the highest hydrogen content. Over 2,000 retorting systems have been patented, but only a few have been used industrially, and no single process seems best for all types of shales or economic conditions. Shale oils have different characteristics, depending on the source rock and method of retorting. They contain large quantities of olefinic hydrocarbons and more oxygen, nitrogen, and sulfur derivatives of hydrocarbons than most petroleums. Consequently, petroleum refining methods usually must be modified for shale oil. This is particularly true in catalytic processing. Hydrogenation, even under mild conditions, improves shale-oil refinability. Several byproducts may be obtained from both the retorting and refining steps.

A physical beneficiation flowsheet was designed by the Bureau of Mines for reclaiming and recycling metal and mineral values contained in municipal incinerator residues, and a continuous processing plant was installed. Residue samples collected from incinerators located in various parts of the country were processed at a rate of 1/2 ton per hour. Continuous screening, shredding, grinding, magnetic separation, and gravity concentration techniques were applied to produce metallic iron concentrates, clean nonferrous metal composites, clean fine glass fractions, and tine carbonaceous ash tailings. Research to develop systems for refining and upgrading the reclaimed metals and glass into marketable products is also underway. From the engineering data developed in the continuous processing plant, evaluations of the capital and operating costs for plants with capacities of 250, 400, 670, and 1,000 tons of dry incinerator residues per day were made. Research on a parallel system to separate and recover the metals, minerals, glass, paper, and plastics from raw, unburned refuse it currently underway, as are studies on the use of air classification to separate the refuse into organic and inorganic fractions.

Handling of heavy vehicles such as tractors, trucks and buses require a large roll stiffness which causes large high accelerations at the seat level during impacts. To provide comfort and minimize the energy transfer from the chassis and the seat a pneumatic active seat suspension is proposed. An active seat suspension design and control algorithm under development at the University of Illinois at Chicago, UIC, is being developed and tested. Preliminary results are presented in this paper. The design of a passive suspension typically consists of optimizing the value of two parameters: the stiffness and the damping of the suspension. The general dynamic performance of the suspension is limited to the conditions under which these parameters were obtained. A change in the input conditions might lead to poor suspension and an amplification of the vibration transmitted to the body. The focus of this paper is a robust, semi-active suspension system with a variable controlled damping and using the body response an index measure to minimize the acceleration at the interface of the seat and operator. A summary of existing suspensions, such as MR and ER fluids, and spring loaded and dual valve shock absorbent will be discussed to highlight the need of a semi-active pneumatic suspension system design. Methods A model of the proposed suspension was developed in MATLB (Simulink) and different control strategies for the valve position in relation to the cylinder pressure tested. The effects of stiffening and softening resulting from pressure changes in the cylinder were examined. The vertical accelerations of the seat was computed for different control strategies and configurations of the suspension and compared to the response of a passive seat suspension. A lump -mass model was created to represent the human body including the head, the upper, middle and lower torso as well as the legs. The connective forces between body segments were modeled through modal analysis techniques from previous experiments at the Vehicle Technology Laboratory. ISO standards and absorbed power were used to evaluate the different configuration of the seat suspension system in relation to the dynamic response of the operator. Results Initial results of the semi-active suspension system show a significant reduction in the RMS value of the acceleration of the seat. A reduction of the total absorbed power by the operator is expected to provide an insight into the control strategies adapted in the active suspension.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. The geology, mining, beneficiating, types of products, and costs in terms of percent of total costs and of labor, power, and supplies of two crushed- limestone operations in Madison County, Iowa, are described in this paper. The operations are basically similar, differing in refinements in mining, product types, and markets. The operations are comparable as to personnel and as to weighted costs in terms of percent of total costs and in terms of man-hours, power, and supplies. The waste-to-stone stripping ratio is 1 to 0.8 at both operations, the powder factor is 0.29 pound of explosives per ton of stone, and daily production is 95 tons per man-shift. Both companies use crawler-mounted diesel shovels for loading, truck transportation, wagon drills, and dry screening.

Use of two-way radio communication at the Santa Rita open pit of the Kennecott Copper Corp. has furnished a satisfactory answer to the problem of communications for an operation covering an extended area. Coordination of operations has resulted, with little loss of time in making changes during the shift. Repairs are facilitated, and safety of operations is increased through better control of blasting and hazardous conditions. INTRODUCTION Expansion of mining operations brings increasing needs of improved communications to coordinate the mechanized operations that contribute to the efficiency of present-day open-pit methods. Equipment found satisfactory when first installed becomes inadequate as distances and demands increase. It is the, purpose of this paper to record the progress being made by one mine in meeting this problem.
