Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. In June, Azrock Industries was purchased by the R L. White Co. Gilsonite, a solidified hydrocarbon found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California); by Ziegler Chemical and Mineral Corp.; and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT. Gilsonite is used for a variety of purposes including automobile bodysealer, light-weight aggregate for cement used in oil well drilling, asphaltic building board, protective coverings, anticorrosive paints, and roofing compounds.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of “handling supplies or material, load and unload” and “moving power cables.” Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods—the mobile manipulator, the in-mine hoist, and a cable-handling system—being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

Miners, like many skilled blue-collar workers, are not traditional learners. They have not always been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. law requires that miners have a minimum of 8 hours of safety training annually, plus 40 hours for underground miners and 24 hours for surface miners when they enter the industry. However, miners rarely view this training time positively. In fact, it has been called “safety jail” by many, who regard it as a time to get a little extra sleep While mining has become far safer in the past 100 years, it is still a dangerous occupation. The Office for Mine Safety and Health Research, a part of the National Institute for Occupational Safety and Health (NIOSH), has funded a project for the past 4 years to address this challenge. The purpose of the research was to find a way to develop effective safety training for these people. Miners are born story tellers. They share “near miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environment, they also instruct listeners in the culture of mining and the values that it embraces. Stories, it seems, are a way to get safety messages across to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how a series of training videos was developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

Since roof falls in the vicinity of the working face in underground coal mines are a major source of fatalities and injuries in this country's coal mines, it is evident that the present systems of temporary support for use in this working area are ineffective. This seems to be chiefly due to the inconvenience of setting up heavy and awkward devices such as jacks, posts and the like, which also interfere with the movement of men and machines in this critical working area. This program was concerned with defining and testing commercially available materials that could be used as support elements in a more convenient flexible personnel shield. The objectives of this program were to: 1. survey the materials that might provide the support elements of a flexible-material personnel shield for use in underground coal mines and prepare a list of those materials which appear most suitable for use in coal mines. 2. prepare a proposed testing plan for the materials to be selected from the aforementioned list by the Bureau of Mines for further evaluation. The test plan was designed to provide the following information: a. Tensile strength. b. Proportional limit. c. Creep characteristics at room temperature. d. Elastic properties depicted by stress-strain curves. Properties were tested in two directions for woven fabrics. e. Density. f. Resistance to abrasion. g. Resistance to attack by mine atomsphere. h. Resistance to humidity. i. Impact characteristics.

The Stange and Byrnes Heirs manganese mines, adjoining properties in Bland and Giles Counties, Va., have produced at least 20,000 long tons of concentrates containing 8,000 long tons of manganese. They were selected as the site for a strategic-mineral development project because of the existence of geologic possibilities for extensions of the known ore body. In plan, the long dimension of the ore body parallels the axis of a major anticline. Localization apparently is due to longitudinal and transverse fracturing incident to two-way folding. That the manganese oxides were deposited by downward-moving solutions is suggested by the fact that mineable concentrations are confined to a coarse, porous sandstone under-lain by impervious silt and clay. Bureau of Mines project work began on January 15, 1941, and was completed on April 23. The work sampling the faces of the pit, bulldozer trenching, and churn drilling. Pit sampling consisted of 132 channel samples usually 5 feet long and taken at 20-foot intervals. Seventeen trenches aggregating some 4,500 feet in length were dug by the bulldozer. Trenches averaged 12.6 feet in width and 5 feet in depth. A total of 1,978 feet of churn drilling was done in 33 holes. In preparation for churn drilling it was necessary to construct roads to 21 of the 33 sites. A total of 2,867 linear feet of road averaging 13 feet in width was built.

High-expansion foam was applied to the flames of six fuels burning in a 1-foot-diameter tray. The flames of three hydrocarbon fuels were more readily extinguished than the flames of methanol, acetone, or unsymmetrical dimethyl hydrazine. The result is rationalized on the basis that heat transfer from flame to fuel surface is primarily radiative with the hydrocarbons and more largely convective with the nonhydrocarbons. INTRODUCTION Equipment for producing high-expansion foams has been developed by the Bureau of Mines to control coal mine fires.5 Recently such equipment has been redesigned for portability and has now been produced commercially for other fire-fighting applications. In May 1961, a 50-by 50-foot gasoline fire was extinguished within 2 minutes by a trailer-mounted foam unit that produced 12,000 cu.ft./min. of high-expansion (1,000:1) foam.6

As part of a research program to reduce injuries and fatalities in the U.S. mining workforce, NIOSH is investigating the potential use of noncontact vibration measurements to identify hazardous ground fall conditions. In the present study, the effectiveness of remote vibration sources in exciting resonant responses in damaged structures is examined. Initial experiments were performed on a damaged concrete slab in a controlled environment. Vibration response was measured with a laser Doppler vibrometer using both single-point and two-dimensional array recordings. Excitation sources included direct mechanical impacts to remote portions of the slab and a remotely located industrial demolition hammer. Surficial damage was effectively delineated with both sources through visualization of vibration response in spectral bands selected to discriminate wave propagation from large-scale slab resonance effects.

On Thursday, March 18, 1937, the country was shocked by news of a terrific explosion at the New London, Tex., school, which caused the death of 280 pupils rind 14 teachers. The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Figure 1 shows this building, market; "Main high school building?, with respect to other buildings, pipe lines, oil wells, and gas lines on the property.

Occupational hearing loss is a permanent illness with no recovery currently possible. For underground coal mine workers, Noise Induced Hearing Loss (NIHL) continues to be a serious health issue. One of the principal and fundamental machines used in underground mining operations is also one of the loudest. Noise generated on the continuous mining machine is the result of 3 operational components: the cutting system, the dust collection system, and the onboard conveying system. During underground acoustic evaluations, the conveyor system noise was observed to be dominant. In order to more closely examine sound generated by the continuous mining machine, sound power levels were measured in a reverberation chamber at the Pittsburgh Research Laboratory (PRL). Different chain types and configurations were installed on the conveyor system, and the resulting sound power level ranged from 118 dB(A) to 108 dB(A). Noise generated by the dust collection system was also examined and found to be 107 dB(A).

On May 15, 1936, Congress authorized the Bureau of Mines to conduct certain studies, experiments, and investigations of subbituminous coal and lignite .4/ Appropriations were made in July 1937, and since that date an active investigation has been underway to complete the provisions of the act. Part of the investigation has included a comprehensive survey of the known properties of the lower-rank non-coking coals, and provisions were made to obtain more data on certain varieties. In line with this plan, a typically subbituminous coal was selected for an extended series o tests in the standard Bureau of Mines-American Gas Association unit,5/ at the Central Experiment Station. This particular noncaking coal was the first one of its rank that ha& been tested in the apparatus; for this reason the results are of particular interest because the testing apparatus was originally designed for use in studying the coke- and gas-making properties of coking coals. The test as described below has been developed by the Bureau of Mines since 1927 through a cooperative agreement with the American Gas Association.6/ Ninety to 180 pounds of coal is heated in a circular retort, 13 to 18 inches in diameter, at wall. temperatures ranging from 540°C. to 1,110°C. in 100°C. steps. All products axe collected and measured; their physical and chemical properties axe then carefully determined to ascertain the gas- and coke-making properties of the coal.

The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL) participated in an experiment to facilitate the remote control of dozers used on coal stockpiles. The experiment consisted of supplementing the normal sensory cues an operator requires to manipulate the dozer from a remote location. NIOSH provided and tested a vision systems intended to give the operator the ability to operate the dozer safely and efficiently from a remote position. This paper highlights the genesis of the experiment, identifies the contributions of Consol Energy and Caterpillar, and details the NIOSH efforts and successful test results. Disasters such as occurred at Oppau, Germany, in 1921, at Tessenderloo, Belgium, in 1942, and in this country at Texas City, Tex., in 1947 clearly indicate the explosive hazard associated with the manufacture, storage, and transport at ion of ammonium nit rate The importance and extent of the hazard may be Judged from the large amount of ammonium nitrate produced and transported annually in this country. Between July 1, 1947, and June 30, 1948, it was estimated that the United States produced 461,528 tons of ammonium nitrate commercially for agricultural purposes alone .5/ In addition, U. S. Army Ordnance plants have manufactured and shipped 779,730 tons of ammonium nitrate fertilizer to Germany, Japan, and Korea.6/

INJURY experience and employment data are presented in this (chapter for metal and nonmetal mines, stone quarries, sand and gravel pits, iron-blast-furnace slag plants, and metallurgical plants (including ore-dressing and nonferrous reduction plants and refineries) in the United States. Employment and injury experience data for all mineral industries are given in volume III. The 1963 figures are preliminary and are subject to revision. METAL MINES Preliminary estimates for the metal-mining industry of a combined fatal and nonfatal injury-frequency rate of 32.34 per million man-hours in 1963 indicate only a slight change from the rate of 32.00 in 1962. Metal operations had 41 fatal and 3,110 nonfatal injuries during 1963.

National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

The Bureau of Mines studied the presplitting technique used for controlling overbreakage in the walls of a vertical shaft at the U.S. Army Corps of Engineers Littleville Dam project near Huntington, Mass. The periphery of the shaft, the dimensions of which were 16-1/2 feet wide by 21 feet long and 52 feet deep, was presplit (cracked) in the solid to a depth of 48 feet prior to full-depth sinking. Presplitting prevented overbreak in a fairly soft schist and provided sound self-supporting walls which required very little scaling.

It will be observed from the accompanying chart that after following a consistent decline for 4 years, the fatality curve turned upward in 1923 and advanced sharply in 1929. Although this increase in fatalities coincided with a period of intensive development it tends to indicate some laxness in the industry during a period of increased hazards. Intensive drilling campaigns are usually started hurriedly and conducted with a great demand for speed, and the result is that accident-prevention work is too often relegated to a position of minor importance.

This volume, the first of a six volume final report, provides an executive summary of the research and results carried out under a grant from the U. S. Bureau of Mines on underground coal mine ventilation. Under the project, a mine ventilation simulator was developed. Sensitivity of leakage and friction factors on the total quantity and pressure requirements was studied. The simulator was applied to a new mine under development, and to an operating mine, to demonstrate the usefulness of the simulator in ventilation planning and in evaluating proposed changes to existing ventilation system. After becoming an oil exporter in 1972, Ecuador experienced a remarkable economic upswing until 1978. However, in 1979 and 1980, a combination of only slight improvements in agricultural output and stagnating petroleum output lowered rates of real gross domestic product (GDP) expansion to 5.3% and 4.3%, respectively. In current prices, the GDP in 1980 was estimated at $11.3 billion.2 The slowdown in growth is attributable in large part to the low level of petroleum exploration in the 1972-79 period. Ecuador's production of petroleum declined 4.5% in 1980 compared with that of 1979. The consortium of Corporación Eatetal Petrolera Ecuatoriana (CEPS), the State oil company, and Texaco, Inc., operating in Ecuador's eastern jungle region was responsible for nearly all of 1980 production, The volume of total crude petroleum exports from Ecuador dropped from 44.7 million barrels in 1979 to 40 million barrels in 1980, although crude petroleum export revenues rose from $1,032 million in 1979 to $1,294 million in 1980- The latter figure represented 54% of Ecuador's 1980 merchandise exports. Crude oil exports accounted far about 46% of the value of 1979 merchandise exports. The total nonfuel mineral exports in 1980 were valued at less than $1 million.
