This report summarizes the incidents that preceded the December 9, 1970, propane-air explosion in Port Hudson, Mo., and then attempts to establish the nature of the explosion from the ensuing events. Special emphasis is given to possible ignition sources, the distribution of flammable vapors, and the analysis of blast damage. Both near-and far-field damage indicated that this explosion may be attributed to the detonation of propane in air with an energy release equivalent to that from about 50 tons of detonating TNT.

The use of a suspended growth system of T. ferrooxidans attached in a film to individual particles of bentonite and operated as a sequencing batch reactor has been shown to be a practical way of oxidizing ferrous iron in acid mine drainage. This component followed by limestone neutralization is both a technically and economically feasible approach to the treatment of these wastewaters in comparison to existing and proposed methods. The advantages, in addition to less expense, are greater safety, acceptable treatment at a lower pH, lower solids buildup, less danger of overtreatment, and greater flexibility in operational characteristics. In this report data on the continuous bench scale operation of the system under a variety of conditions shows sustained levels of oxidation in excess of 9%. A cost analysis projects capital and operating costs of $80/1,000 m3 of wastewater.

About 65 percent of the more than 400 million tons of coal produced annually in the United States is mechanically cleaned to remove the inorganic impurities before being sent to market. The impurities, principally shale and clay with some pyrite, average about 20 percent of the raw coal treated. Nearly 95 percent of the tonnage is treated by wet processes, in which water, suspensions of solids in water, or occasionally calcium chloride solutions are employed. Difference in density of coal and impurity is the basis of these processes. Of major importance in the separation is the competency of the impurities, that is, the resistance of the impurities to size disintegration in water. In general, the impurities are more resistant in geologically older coals or those in effect made older by metamorphism. If the impurities suffer reduction in particle size when immersed in water, the separation of organic from inorganic material becomes more difficult, Recently the Scientific Department of the National Goal Board (Great Britain) undertook fundamental research into the interaction of shale and water and also developed an empirical method of assessing shale breakdown or disintegration. 6

INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

The Cranberry magnetite deposits occur in pre-Cambrian granite-gneiss, in a belt extending from 3 miles southeast of Cranberry, N. C., to about 6 miles southwest of Magnetic City, Tenn. The belt forms a curve) elongated to the north, approximately 26 miles in length. The Bureau of Mines investigation has been confined to the eastern part of the belt, comprising the area from Fork Mountain, Avery County, N.C., to the Hcupscup Knob prospects in Carter County, Tenn. The deposits were worked at least us early as 1820. The Cranberry Iron & Coal Co. and its successors operated the Cranberry mine intermittently for about 50 years until 1930, when operations were abandoned.

The COALSTAR Project, which operated from November 1981 to December 1982, was a research and development project aimed at providing a reliable and inexpensive means of monitoring various waste site conditions via the GOES satellite system. The GOES system provides data transfer from unattended isolated sites where neither power nor telephone lines exist. The reliability and resolution of the data received while using the satellite link were excellent; however, the site instrumentation gave considerable trouble. The disastrous failure of a large coal waste embankment in 1972 led the Bureau of Mines to undertake a comprehensive program to reduce the likelihood of such an occurence again. Part of this program involved the installation of instruments to monitor the stability of a specially-selected embankment operated by Armco Incorporated near Montcoal, West Virginia. Initially, the instruments were monitored by normal telephone lines and used normal commercial power from the local utility. The project described here was initiated to replace this monitoring system with an unmanned, solar-powered data collection system which transmitted data via satellite to a central computer facility. The satellite data network is the National Earth Satellite Service of the National Oceanic and Atmospheric Administration.

This publication describes an investigation conducted by the Federal Bureau of Mines regarding the cause of an explosion of a dephlegmator or fractionating column at the Cities Service Oil Company Refinery, Ponca City, Okla., January 22, 1959. The column was that used with the refinery&apos;s No.1 Dubbs Coker. The explosion caused the death of an employee of the refinery and resulted in extensive damage to the refinery and to nearby property. The Bureau&apos;s study of the explosion began January 26.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Iron and steel scrap has accounted for 45 to 50 percent of the metallics used by the steel industry. In an electric furnace which utilizes a 100-percent cold charge consisting of about 99 percent scrap and 1 percent pig iron, sensible heat from molten pig iron is not present as it is when hot metal is charged to open hearths and converters. A study of means for more efficient utilization of iron and steel scrap in steelmaking indicated that the time and fuel requirements to melt scrap were important cost factors, particularly in arc-furnace steelmaking. A process to preheat scrap economically prior to charging into the arc furnace has been developed, utilizing efficiently the heat from combustion of fossil fuels as a substitute for electric-arc heating in the initial stage of arc-furnace steelmaking. Scrap is loaded into a portable vertical cylindrical furnace body that is open at the top and has a perforated dropout door at the bottom. In the heating operation, the furnace body containing scrap is placed upon a hollow base connected to a flue, and then the burner and combustion-chamber unit is lowered on top of the furnace body. The stream of hot-combustion products flows down through the bed of scrap imparting heat to it, and the cooled gases exhaust through the flue. After the heating operation the furnace body containing hot scrap is transported to the arc furnace for charging. Thus, the furnace body serves as a charging bucket for top-charged arc furnaces, enabling this preheating process to be integrated into existing material-handling patterns in many arc-furnace plants.

An analysis of coal slurry pipelines was presented in our May 1976 study, Route Specific Cost Comparisons: Unit Trains, Coal Slurry Pipelines and Extra High Voltage Transmission (4]. The present study extends that analysis. The earlier work included technical and economic cost descriptions of the black Mesa and ETSI pipelines as well as some hypothetical pipeline routes. Water problems, safety and environment, required resources, and labor impacts were discussed at some length. Additionally, pipeline impacts on competing railroads, slurry-rail comparisons, and cost escalation. were analyzed. The difference in pipeline profitability to an owner-operator versus a promoter-builder was suggested. These aspects are not redone in this study. Here, we present a synopsis of the previous results and a general statement of coal slurry pipelines. Extensions of the arguments are presented where they appear warranted. New material is developed in the area of pipeline branching and tapping. This would appear necessary if slurry pipelines are to function as more than private lines; if they are, for example, to be responsive to common carrier requirements.

Drying and preheating (partial induration) the green, unfired iron ore pellets is a means of reducing the energy required to produce metallized pellets. The Bureau of Mines processed three magnetite and two hematite concentrates through the unit operations of pelletizing, preheating in air, and reduction to metal to determine the effects of preheating upon the properties of the metallized pellets. The pellets were prepared in a 16-inch-diameter laboratory balling drum. Preheating and metallization were carried out in an externally heated 4-inch-ID by 4-inch-long stainless steel drum using air for the preheating atmosphere and lignite char as a reductant. The results &apos;varied considerably: two of the magnetites spalled when preheated in air at temperatures of 900° C and above, and the third magnetite and the hematite flotation concentrate required complete induration at 1,300° C to produce satisfactory pellets. The earthy hematite ore yielded excellent pellets at all preheat temperatures.

The Bureau of Mines conducted field-scale experiments in underground gasification of coal with oxygen-enriched air. A path about 140 feet long was linked at the rate of LO feet per day through a coalbed hydraulically fractured with a mixture of starch gel and sand. During the best gasification period, which extended for 2-1/2 days, 785,000 std. c.f. per day of 124-B.t.u. gas was produced. In other periods the heating value at times was almost 300 B.t.u. per std, c.f,, but sustained production of such gas was not achieved. During gasification, a total of 50 tons of coal was gasified and 114 tons of coal was carbonized. Approximately 12 million B, t .u. per foot of nominal path was recovered at the surface.

An investigation was conducted of the use of a mechanical rock splitter as the primary means for rock fragmentation in underground hard rock mining systems. Analyses and scale model tests showed that reasonably sized splitters that could be mounted on the booms of conventional drill jumbos were capable of fragmenting over a ton of rock per cycle. Detailed drill-split mining systems were developed for entry development, room and pillar, bench mining, and cut and fill mining. Economic analyses of these systems showed them to be generally competitive with conventional drill-blast methods. Except for bench mining, drill-split offered substantial cost savings over drill-blast. The investigation also included a technical evaluation of the mechanical splitter, an analysis of health and safety, and a determination of the potential applicability of drilling and splitting.

This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

The primary purpose of this contract was to evaluate methods and techniques by which the size distribution acid concentration of mining-related dusts can be measured. One result has been the development of a portable, battery-operated optical particle counter/ multi-channel analyzer system which can he used to determine the size distribution and concentration of mining aerosols. One important aspect of this program has been the development of a calibration technique which relates the output of the optical particle counter to the penetration of the particles through an impactor: This results in a calibration curve in terms of the aerodynamic or Stokes&apos; diameter or the aerosol particles. Using this technique, calibrations were performed on coal, silica, Arizona road dust, potash, and rock dust (corer ore) aerosols. Another task of this program was the calibration and evaluation of the GCA respirible dust monitors (RMD) 101-1 and 301. The results of evaluation showed that the instruments were within the manufacturer&apos;s specification of ±25% of the true mass concentration up to about 15 mg/m , if the dust particles were in a size range from about 0.7 to 10 µm aerodynamic diameter. Particles smaller tan about 0.7 µm were not collected by the instrument and particles larger than about 10 µm were lose in the inlet. Other tasks included performing field studies in cooperative research programs with the Bureau of Mines personnel, development of a portable polystyrene latex generator for use in optical particle counter calibrations in the field. The incorporation of impactor classification devices on the inlets of aerosol mass measuring instruments to give mass size distributions, and a study of the density of coal particles as a function of the particle size.

The purpose of this Bureau of Mines research was to investigate the theoretical and practical aspects of using ionizing radiation to promote chemical reactions that are of interest to metallurgists, and to carry out a radiation study of a suitable reaction. The effect of 44,000 roentgens per hour of 120,000-volt X-rays on the chlorination of highly pure mixtures of rutile, carbon, and various catalysts at temperatures up to 540° C. is described. At these low temperatures, recoveries were very low; however, in the eight different systems studied, an increase in yield due to X-rays was statistically significant in two instances and was of borderline significance in a third instance. In the other five systems, the differences in yield were not significant. Impurities and added catalysts caused relatively large variations in the yield of TiC14 from the reaction. Although the catalysts employed were reported in the literature as positive catalysts for the reaction, most of them were negative catalysts for the highly pure system studied. With only one exception, each increase in the purity of the charge resulted in a decreased yield of TiCl4. The experimental results indicate that many substances catalyze the reaction studied and suggest that the differences in reactivity of the charge stocks may be due to their various contents of positive and negative catalysts.
