The flash induced combustion of Sewell and Pittsburgh coals was studied in air and in oxygen. The primary decomposition and combustion processes occur within the first 300 ~sec in oxygen and slightly later in air. Strong absorption spectra of CN and OH are indicative of the decomposition and combustion processes, respectively. Kinetic spectroscopy and combustion product analyses indicate that only about 35% of the coal dust is consumed in the explosive combustion which takes place in several (1-5) distinct but similar steps. The combustion-modifying effects of (NH4)2HP04, NH4H2P04, KHC03 and Rock Dust were studied in the 1-20 wt % range in coal dust flash com-busted in air and oxygen. The study reported herein shows Rock Dust to be the most efficient coal combustion inhibitor. KHC03 is the least effective agent, with the phosphate salts showing marginal effectiveness.

This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

An environmental assessment or impact statement for onshore waste disposal under the Notional Environmental Policy Act is expected to occur with the development of commercial deep seabed mining. An environmental assessment was conducted in order that testing and refinement of nodule waste disposal techniques can he completed prior to 1988, when commercial seabed mining can begin under U.S. legislation. Within this study three classes of process and four classes of waste disposal technique were identified, and five sites were selected as representative of first-generation nodule operations. Each realistic site/process/disposal technique combination was compared against potential effects to determine important characteristics of the rejects and the sites. Regulatory requirements were also considered at each site to identify important issues and their effect on the permitting process. Principal conclusions in the report are the following: (1) uncertainties exist in the regulatory regimes for hydrometallurgical process tailings, primarily regarding classification as hazardous waste; (2) slogs from nodule processing are expected to be inert and relatively easy to dispose of at all sites; and (3) additional physical and chemical information on properties of rejects from all processes is necessary to predict environmental effects.

The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facilitate research on the fundamentals of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, but Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing adit has an advantage over an active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin in September 1936, with a crew of four laborers under a resident engineer. The laborers were recruited from nearby farms, and although they had no previous mining experience, they have developed into satisfactory miners.

The purpose of this report is to demonstrate the flexibility of rte sensing techniques for providing data with which to implement mined-lands reclamation in an efficient and cost-effective manner. An operational program is presented for using satellite remote sensing data, collateral data, and automated image analysis to provide: 1) an inventory of coal and copper mines and mine waste in Arizona, 2) techniques for periodic monitoring of mining areas using multitemporal classification and image prediction techniques, and 3) delineation of high priority areas for future reclamation and current land-use planning of Arizona mining areas based on environmental hazards indices computed using classified scenes and collateral data.

The coal-mining districts of Washington are mainly situated west of the Cascade Mountains. The eastern boundaries of Whatcom, Skagit, Snohomish, King, Pierce, and Lewis Counties, shown in Figure 1, form the backbone of the mountain range. The mines are on the foothills of the slope and extend to the shores of Puget Sound in the central and northern portions. The subbituminous fields of Lewis, Thurston, and Cowlitz Counties extend into the valleys west of the mountains. The Roslyn field, a small but important area, Lies on the eastern slope of the Cascade Range. If western Washington is divided into three areas from north to south the bituminous coal fields and most of the active mining operations will be found largely in the central area. In the southern portion there are large areas of subbituminous coals of varying quality extending from Centralia to the Columbia River. In the northern portion, mining is at present practically restricted to one mine which is working a subbituminous bed near the city of Bellingham.

Mineral nodules from the ocean floor represent a vast potential source of manganese, nickel, cobalt, and copper. Process development studies to devise methods for recovering these metals were conducted by the Bureau of Mines using two types of nodules--relatively low-grade calcareous nodules from the Atlantic Ocean and higher grade siliceous nodules from the Pacific Ocean. Ammoniacal carbonate leaching of reduced nodules appeared to have the best potential for processing the calcareous nodules, but the method proved to be impractical for recovering manganese. Extraction of 90 percent or better of the nickel, cobalt, and copper showed the technique to be attractive for recovery of these metals. The siliceous nodules appeared amenable to a process that starts with either a sulfur dioxide leach or a sulfation roast followed by a water leach to dissolve the soluble sulfates.

"A successful procedure for the recovery of a valuable product from weathered tank-bottom settlings has been developed in the laboratories of the Bureau of lines and used in a field pilot plant. These heavy emulsion settlings, generally regarded by the industry as waste material, have usually been drained into open pits or storage ponds and eventually destroyed.Laboratory examination of the waste material shows it to consist essentially of a ""water-in-oil"" emulsion containing a considerable volume of congealed ""paraffin."" This paraffin is mainly high-melting-point wax; known in the industry as microcrystalline wax, for which there is an increasing demand.Because of the physical properties of this wax, the tank-bottom settlings are not responsive to conventional methods used for demulsifying ordinary crude-oil emulsions.The work upon which this report is based was conducted by the Bureau of Mines in cooperation with -the Kansas State. Board of Health and with special cooperative agreements-with the Cities Service Oil Co, Bartlesville, Okla., and the Bareco Oil Co,. Barnsdall, Okla. Subsurface disposal of oil-field brines was practiced in Oklahoma on a limited scale as early as 1925. The technique of subsurface injection has been improved immensely and has been applied with varying success in many oil-producing areas in Oklahoma, and elsewhere. This method of disposal, however, is only one of several methods available to operators of oil-producing properties, but, in contrast with usual methods of handling brines on the surface it eliminates the damaging effect of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. Other methods of brine disposal approved by regulatory agencies in some States include (1) impounding in impervious ponds and solar evaporation, (2) controlled diversion into surface waters, and (3) recovery of the mineral salts of the brine. In most, States where oil is produced regulatory bodies authorize the use of one or more of these methods of brine disposal. In Oklahoma, for example, the Oklahoma Planning and Resources Board of the Conservation Commission has been authorized to adopt whatever methods or means may be necessary to prevent contamination by mineralization of all potable waters within the State.

The Tenth International Conference of Directors of Safety in Mines Research was held in the United States from September 28 through October 2, 1959, at Hotel Webster Hall, Pittsburgh, Pa. The Conference was organized by the Federal Bureau of Mines. In accord with the program outlined at the Ninth Conference (1956, Heerlen, Holland), the papers submitted dealt with the following three subjects: 1. Safety of coal mine explosives 2. Explosion hazards in mines 3. Ignition and fires in mines Seventy papers were presented. There were eight technical sessions followed by an extended tour of the Bruceton facility of the Bureau of Mines on October 2. Simultaneous translation was provided in the three official languages of the Conference--English, French, and German.

As part of the Bureau of Mines program to reduce U.S. reliance on foreign suppliers of strategic and critical metals, research was conducted to improve technology for the recovery of critical metals from hardface alloy grinding waste, a form of superalloy scrap. This report describes a hydrometallurgical process that demonstrated on a laboratory scale that 79 pct of the chromium, 97 pct of the cobalt, 99 pct of the manganese, 99 pct of the nickel, and 90 pct of the tungsten could be recovered in chemical form from hardface alloy grinding waste. The process involved deoiling the grinding waste, followed by chloride-based dissolution of the deoiled material. A high-grade calcium tungstate (CaW04) product was recovered from the resultant leach residue by caustic leaching and precipitation. Iron, cobalt, man-ganese, and nickel chlorides were sequentially recovered from the leach liquor by solvent extraction. Amine extractants were used to extract the iron, cobalt, and manganese; decanal oxime was used to extract the nickel. Market-grade cobalt chloride (CoCI2), manganese chloride (MnC12), and nickel chloride (NiCl2) products could be produced directly from the resultant strip liquors. The final raffrnate was a relatively pure chromic chloride (CrCI3) solution that compared favorably with commercial solutions.

Two coal seams were selected and the conceptual designs were based on the geological and physical conditions typical of these seams. As a result of the screening process presented below, the two coal seams selected were the Lower Kittanning Seam in central Cambria County, Pennsylvania and the Pittsburgh Seam in northwestern West Virginia and southwestern Pennsylvania. SELECTION PROCESS FIRST SCREENING OF LONGWALL OPERATIONS The list of longwall operations prepared in Phase I and included in the Phase I report, was used as the basis for a first screening. From this list it was determined which longwall operations were not in the Appalachian coal fields and not in a coal seam of the thickness range of 42 to 72 inches. The first screening eliminated 30 of the listed operations, leaving 48.

In ventilated tunnel fires, smoke and hot combustion products may form a layer near the ceiling and flow in the direction opposite to the ventilation stream. The existence of this reverse stratified flow has an important bearing on fire fighting and evacuation of underground mine roadways, tunnels and building corridors. In the present study, conducted by the National Institute for Occupational Safety and Health, a CFD program (fire dynamics simulator) based on large eddy simulations (LES) is used to model floor-level fires in a ventilated tunnel. Specifically, the critical ventilation velocity that is just sufficient to prevent the formation of a reverse stratified layer is simulated for two tunnels of different size. The computer code is verified by checking the computed velocity profile against experimental measurements. The CFD results show the leveling-off of the critical ventilation velocity as the heat release rate surpasses a certain value. At this critical ventilation, the ceiling temperature above the fire reaches a maximum for both tunnels. The velocity leveling-off can be explained from this observation. An extended correlation of Newman (Combust. Flame 57 (1984) 33) is applied to the temperature profiles obtained by CFD. At the critical ventilation, temperature stratification exists downstream from the fire. The computed critical ventilation velocity shows fair agreement with available experimental data taken from both horizontal and inclined fire tunnels. The CFD simulations indicate that the Froude modeling is an approximation for tunnel fires. The Froude-scaling law does not apply to two geometrically similar fire tunnels. In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. nonmetallic mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and sand and gravel mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the cool mining sector.

This study of underground mine water inflow was initiated by the U. S. Bureau of Mines in March 1980. The objective of this study is to evaluate the hydrologic variables associated with surface water and ground water systems that affect the inflow of ground water into an underground mine. Data collection techniques are reviewed for their applicability for quantifying these hydrologic variables. Innovative techniques are also investigated. Existing analytical and numerical procedures for predicting underground mine water inflow are reviewed and evaluated. Over 300 computer models were reviewed for their applicability to modeling underground mine water inflow. The model UNSAT2 is utilized for modeling inflow to a shaft and tunnel or drift. This model and the techniques developed in this study are applied to two existing mines.

The secondary copper industry is comprised of numerous enterprises which collectively employ many of the recovery and refining processes now used in primary plants as well as many other processes that are unique to the industry. Effective methods are used for identifying and segregating all types of scrap according to widely accepted standard classifications. Segregated scrap and waste materials usually require some preliminary processing to remove both valuable and deleterious associated constituents. Smelting, melting, alloying, and pyrorefining are common methods used for producing secondary metal, but operating techniques usually differ from primary metal operations because of the difference in physical and chemical properties of the respective raw materials. Some copper scrap is converted to copper chemicals rather than to refined metals or alloys. Recovery efficiencies of all processes are reasonably high, and the quality of products meets rigid specifications.
