A nuclear method was developed for continuously and automatically deter-mining the moisture content of coal flowing through a bin. Fast neutrons from a 1 curie americium-beryllium source penetrate the coal, are thermalized (slowed down) by hydrogen in the moisture, and are counted by a thermal neutron detector. The difference between the number of these thermal neutrons and those thermalized by dry coal (in a reference drum) is a measure of the moisture content of the coal. A materials handling system was developed and in tests at a commercial coal preparation plant, moisture in coal was monitored continuously within 0.2 percent of values determined by conventional means. The meter responded rapidly to change in moisture content, making it adaptable to automatic process control, and was operated for 1 year without malfunction or recalibration. Shielding of the source by the coal kept the neutron flux level at the bin wall less than 1 milliroentgen per hour, a safe level for personnel.

The works recorded in this Test Report have been performed by Rade Roncar - Electrotechnical Institute of Zagreb, SFR Yugoslavia in collaboration with Bureau of Mines. The main objective of these investigations was to investigate the possibility of fabrication of thin-walled square enclosures of satisfactory safety factor in accordance with requirements of effective technical regulations. The results and the investigations can be divided in three main fields: - investigations of thin-walled enclosures with the view of determination of pressures causing technological deformations before performing tests in accordance with effective applicable regulations, - finding the safety factor by means of tests of metal-foam pressure vents, - comparison of enclosures with and without pretreatment by technological deformation.

The following pages discuss the objectives, the background, and scope of work of an industrial engineering analysis of far-,n haulage systems in underground retreat coal mining. This study ran concurrently with an existing industrial engineering study of methods of improving safety and production efficiency in underground pillar extraction. 1. OBJECTIVES The objective of this project was to provide basic data inputs that will inpart knowledge as to the major constraint to pillar extraction sections. Furthermore, the industrial engineering study will suggest ways to optimize haulage systems and to develop more efficient work practices and operational techniques that will maximize equipment utilization.

The field tests involved ten coal mines in which transients were initiated on the dc system from which the parameters of the dc mine electrical power system could be determined. The data processing involved the use of a Fourier Analyzer to filter noise and fit an exponential curve to the field waveforms. From this data analysis it was possible to find the dc system resistance, inductance and time constant. The survey of nationally recognized laboratories was conducted to establish that the recommended test criteria were practical. The development of test criteria for dc fuses used in mines was based on the measurement of parameters in the field, the survey of testing laboratories, literature searches, laboratory test, etc. A computer program was written to analytically predict the parameters measured in the field. This approach has limitations but reasonable agreement with field results was obtained. A brief laboratory testing program was carried out to verify the practicality of the recommended criteria and establish the accuracy of the conclusions concerning dc fuse performance.

The purpose of this report is to demonstrate the flexibility of rte sensing techniques for providing data with which to implement mined-lands reclamation in an efficient and cost-effective manner. An operational program is presented for using satellite remote sensing data, collateral data, and automated image analysis to provide: 1) an inventory of coal and copper mines and mine waste in Arizona, 2) techniques for periodic monitoring of mining areas using multitemporal classification and image prediction techniques, and 3) delineation of high priority areas for future reclamation and current land-use planning of Arizona mining areas based on environmental hazards indices computed using classified scenes and collateral data.

The flash induced combustion of Sewell and Pittsburgh coals was studied in air and in oxygen. The primary decomposition and combustion processes occur within the first 300 ~sec in oxygen and slightly later in air. Strong absorption spectra of CN and OH are indicative of the decomposition and combustion processes, respectively. Kinetic spectroscopy and combustion product analyses indicate that only about 35% of the coal dust is consumed in the explosive combustion which takes place in several (1-5) distinct but similar steps. The combustion-modifying effects of (NH4)2HP04, NH4H2P04, KHC03 and Rock Dust were studied in the 1-20 wt % range in coal dust flash com-busted in air and oxygen. The study reported herein shows Rock Dust to be the most efficient coal combustion inhibitor. KHC03 is the least effective agent, with the phosphate salts showing marginal effectiveness.

"A successful procedure for the recovery of a valuable product from weathered tank-bottom settlings has been developed in the laboratories of the Bureau of lines and used in a field pilot plant. These heavy emulsion settlings, generally regarded by the industry as waste material, have usually been drained into open pits or storage ponds and eventually destroyed.Laboratory examination of the waste material shows it to consist essentially of a ""water-in-oil"" emulsion containing a considerable volume of congealed ""paraffin."" This paraffin is mainly high-melting-point wax; known in the industry as microcrystalline wax, for which there is an increasing demand.Because of the physical properties of this wax, the tank-bottom settlings are not responsive to conventional methods used for demulsifying ordinary crude-oil emulsions.The work upon which this report is based was conducted by the Bureau of Mines in cooperation with -the Kansas State. Board of Health and with special cooperative agreements-with the Cities Service Oil Co, Bartlesville, Okla., and the Bareco Oil Co,. Barnsdall, Okla. This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

An environmental assessment or impact statement for onshore waste disposal under the Notional Environmental Policy Act is expected to occur with the development of commercial deep seabed mining. An environmental assessment was conducted in order that testing and refinement of nodule waste disposal techniques can he completed prior to 1988, when commercial seabed mining can begin under U.S. legislation. Within this study three classes of process and four classes of waste disposal technique were identified, and five sites were selected as representative of first-generation nodule operations. Each realistic site/process/disposal technique combination was compared against potential effects to determine important characteristics of the rejects and the sites. Regulatory requirements were also considered at each site to identify important issues and their effect on the permitting process. Principal conclusions in the report are the following: (1) uncertainties exist in the regulatory regimes for hydrometallurgical process tailings, primarily regarding classification as hazardous waste; (2) slogs from nodule processing are expected to be inert and relatively easy to dispose of at all sites; and (3) additional physical and chemical information on properties of rejects from all processes is necessary to predict environmental effects.

The Bureau of Mines, United States Department of the Interior, has established a testing adit on the Government reservation at Mount Weather, Virginia, to facilitate research on the fundamentals of mining under actual metal-mining conditions. A number of sites in several Eastern States were investigated, but Mount Weather was selected because the rock seemed best suited for rock drilling and other mining tests and because the ground was already owned by the Federal Government, the site having been acquired in 1902 for use of the Weather Bureau. The testing adit has an advantage over an active metal mine for certain investigations because variable conditions affecting any particular research problem can be controlled and maintained in a fixed status, whereas in an operating mine this seldom is feasible. Operations were begin in September 1936, with a crew of four laborers under a resident engineer. The laborers were recruited from nearby farms, and although they had no previous mining experience, they have developed into satisfactory miners.

Mineral nodules from the ocean floor represent a vast potential source of manganese, nickel, cobalt, and copper. Process development studies to devise methods for recovering these metals were conducted by the Bureau of Mines using two types of nodules--relatively low-grade calcareous nodules from the Atlantic Ocean and higher grade siliceous nodules from the Pacific Ocean. Ammoniacal carbonate leaching of reduced nodules appeared to have the best potential for processing the calcareous nodules, but the method proved to be impractical for recovering manganese. Extraction of 90 percent or better of the nickel, cobalt, and copper showed the technique to be attractive for recovery of these metals. The siliceous nodules appeared amenable to a process that starts with either a sulfur dioxide leach or a sulfation roast followed by a water leach to dissolve the soluble sulfates.

The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. In ventilated tunnel fires, smoke and hot combustion products may form a layer near the ceiling and flow in the direction opposite to the ventilation stream. The existence of this reverse stratified flow has an important bearing on fire fighting and evacuation of underground mine roadways, tunnels and building corridors. In the present study, conducted by the National Institute for Occupational Safety and Health, a CFD program (fire dynamics simulator) based on large eddy simulations (LES) is used to model floor-level fires in a ventilated tunnel. Specifically, the critical ventilation velocity that is just sufficient to prevent the formation of a reverse stratified layer is simulated for two tunnels of different size. The computer code is verified by checking the computed velocity profile against experimental measurements. The CFD results show the leveling-off of the critical ventilation velocity as the heat release rate surpasses a certain value. At this critical ventilation, the ceiling temperature above the fire reaches a maximum for both tunnels. The velocity leveling-off can be explained from this observation. An extended correlation of Newman (Combust. Flame 57 (1984) 33) is applied to the temperature profiles obtained by CFD. At the critical ventilation, temperature stratification exists downstream from the fire. The computed critical ventilation velocity shows fair agreement with available experimental data taken from both horizontal and inclined fire tunnels. The CFD simulations indicate that the Froude modeling is an approximation for tunnel fires. The Froude-scaling law does not apply to two geometrically similar fire tunnels. The CFD results are compared with two simple theories of critical ventilation by Kennedy et al. (ASHRAE Trans. Res. 102(2) (1996) 40) and Kunsch

Two coal seams were selected and the conceptual designs were based on the geological and physical conditions typical of these seams. As a result of the screening process presented below, the two coal seams selected were the Lower Kittanning Seam in central Cambria County, Pennsylvania and the Pittsburgh Seam in northwestern West Virginia and southwestern Pennsylvania. SELECTION PROCESS FIRST SCREENING OF LONGWALL OPERATIONS The list of longwall operations prepared in Phase I and included in the Phase I report, was used as the basis for a first screening. From this list it was determined which longwall operations were not in the Appalachian coal fields and not in a coal seam of the thickness range of 42 to 72 inches. The first screening eliminated 30 of the listed operations, leaving 48.

As part of the Bureau of Mines program to reduce U.S. reliance on foreign suppliers of strategic and critical metals, research was conducted to improve technology for the recovery of critical metals from hardface alloy grinding waste, a form of superalloy scrap. This report describes a hydrometallurgical process that demonstrated on a laboratory scale that 79 pct of the chromium, 97 pct of the cobalt, 99 pct of the manganese, 99 pct of the nickel, and 90 pct of the tungsten could be recovered in chemical form from hardface alloy grinding waste. The process involved deoiling the grinding waste, followed by chloride-based dissolution of the deoiled material. A high-grade calcium tungstate (CaW04) product was recovered from the resultant leach residue by caustic leaching and precipitation. Iron, cobalt, man-ganese, and nickel chlorides were sequentially recovered from the leach liquor by solvent extraction. Amine extractants were used to extract the iron, cobalt, and manganese; decanal oxime was used to extract the nickel. Market-grade cobalt chloride (CoCI2), manganese chloride (MnC12), and nickel chloride (NiCl2) products could be produced directly from the resultant strip liquors. The final raffrnate was a relatively pure chromic chloride (CrCI3) solution that compared favorably with commercial solutions.

The Tenth International Conference of Directors of Safety in Mines Research was held in the United States from September 28 through October 2, 1959, at Hotel Webster Hall, Pittsburgh, Pa. The Conference was organized by the Federal Bureau of Mines. In accord with the program outlined at the Ninth Conference (1956, Heerlen, Holland), the papers submitted dealt with the following three subjects: 1. Safety of coal mine explosives 2. Explosion hazards in mines 3. Ignition and fires in mines Seventy papers were presented. There were eight technical sessions followed by an extended tour of the Bruceton facility of the Bureau of Mines on October 2. Simultaneous translation was provided in the three official languages of the Conference--English, French, and German.

A new mode of coal transportation based on the principles of pneumatic conveying has been recently, proposed by Soo, et al. [5]. Pneumatic transport is not a novel concept and commercial experience with pneumatic pipelines for short haul distances is plentiful. The list of applications is long and includes transporting ores, chemicals and pharmaceutical products, agricultural products, and domestic and industrial wastes. The study by Soo, et al. [5] updated an earlier one [l0] and presented the most recent economic evaluation of pneumatic transportation of coal. Their preliminary study concluded that there are immediate advantages for short-distance transport (less than 100 miles) and that it is both technologically and economically feasible. That study also concludes that pneumatic transport has a higher potential and more promising profitability in long-distance applications than rail if new track and roadbed must be built. Some of the advantages of long and short distance pneumatic pipeline transport of coal compared to rail and slurry transport are: 1) Replacement of diesel fuel consumed by unit trains, as the pipeline can be powered by coal-generated electricity; 2) Reduction of the skilled-labor costs required for upgrading and maintaining railroads; 3) Elimination of signaling, rerouting and overpass costs due to increased rail traffic on' mainline trackage;
