The mining of an underground orebody requires development both in waste and ore before stoping commences. Regardless of what metal is being extracted, the waste development is minimised to reduce the cost per unit of metal mined. At the Western Metals Zinc Kapok mine site, reducing the cost per tonne of lead and zinc mined is paramount. Decline waste development costs can be minimised by methods such as increased gradient or reduced drive size. Ore development will also involve some mining of waste. The degree to which waste mining can be minimised will depend on the thickness and dip of the orebody. The drive geometry will also determine the percentage of waste within the face. It is by mining methods such as resue mining that selective mining may be used to maximise the amount of metal mined and reduce waste dilution. Resue mining can be used around a set of selection criteria established by the mine site. These selection criteria will determine how resue mining can be applied to the mine site. Selection criteria include firing times, number of headings available, acceptance criteria for percentage lost metal, dilution and most importantly operator acceptance. The single pass or two pass resue mining method should be chosen depending on the site acceptance criteria and selection criteria. The Western Metals Zinc Kapok mine site has established a set of parameters which accept the two pass resue mining method for the mining of the ore drives. The blasting results from a single pass resue method were reviewed during more recent trials in a single heading. Through a comparison of results, the parameters allowed the decision to determine the applicability of resue mining and its current form to Kapok. This paper outlines the parameters set by the Kapok mine site, reviews these in relation to the two forms of resue mining and examines the criteria which make this mining method applicable for Western Metals Zinc.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

A modular computer-based monitoring system for mines is dis-cussed. The system consists of the following modules : production moni-toring system HADES, methane monitoring system CMC, seismoacoustic and seismometric systems SAK and SYLOK, communication systems. The system enables one to compose flexible,` economic structures according to the specification of a mine. Application of microcomputer-based monitoring and control systems in coal preparation plants also is discussed.

The Burragorang Valley lies approx. 95 km by road south west of Sydney and some 35 km west of Camden. It is over 80 km in length and varies in width from 3 km to over 16 km. Geologically, the history of the Burragorang Valley is of interest. It was referred to by early geographers and N.R.M.A. booklets as the largest sunken valley in Australia. This description is incorrect as it is a water worn valley formed by the dissection of an uplift in the south western portion of the large Sydney Sedimentary Basin. Ages2 ago there extended right across the Blue Mountains, a continuous tableland into which the Nattai, Wollondilly and Cox's Rivers have carved out the formation of the Burragorang. This dissection together with other valleys such as the Megalong, Jamieson and Grose, formed part of the eastward drainage pattern of the uplifting tableland into the Pacific ocean. This paper reviews some of the factors thought to control the formation of supergene gold in the Pacific and its Rim. Discussion of these should lead to reassessment of the economic potential of many areas. In several parts of the world many gold-bearing veins display rich gold values only in the oxidized zone, whereas beneath the present (or ancient) watertable the unaltered vein commonly holds only sub-economic refractory low grade sulphides or arsenides. In the Eastern Highlands of Australia some of the most spectacular concentrations of - gold have been found at shallow depths. For example, Harper (1918) describes the Canton mine in New South Wales which was stoped over a length of 180 metres from the 45 metre level to the surface. The reef yielded gold at 300 g/t in the upper levels, but became gradually poorer at depth. Present geologists of N.S.W. Geol. Survey, G.R. Mcllveen and B.P.J. Stevens, believe that many similar Australian enrichments were formed between the surface and its ancient water table level during the extended period of weathering in the Eocene or pre-Eocene. They concede, however, that further supergene movement of gold may have occurred since the early Tertiary. Large quantities of Mesozoic supergene gold of extreme fineness (Au 99.7%, Cu +òFe 0.3%; Leibius 1885) was found at Mt. Morgan near the Tropic of Capricorn in Queensland. Lower Jurassic sediments cover part of the gossan in a small depression caused by oxidation and collapse of the Main Pipe, thus showing that the supergene gold is pre-Lower Jurassic (Cornelius, 1968). Because the Lower Jurassic landscape around Mt. Morgan was mature with a surface slope of less than 10 (Playford and Cornelius, 1967), erosion would have been very slow. Moreover, once all sulphides had been removed from the ore body the Lower Jurassic environment would have reverted from highly acid to alkaline as it is at present. Accordingly, gold, goethite and 1. Exposed, open pit mine highwalls contribute significantly to the production of acid mine drainage (AMD) thus causing environmental concerns upon closure of an operating mine. Four innovative technologies were evaluated under the US Environmental Protection AgencyÆs, Mine Waste Technology (MWTP), Prevention of AMD Generation from Open Pit Highwalls Demonstration Project. This project is funded by the US Environmental Protection Agency (EPA) and jointly administered by the EPA and the US Department of Energy (DOE) through an Interagency Agreement. The objective of the field demonstration was to evaluate the technologies ability to decrease or eliminate acid generation from treated areas of the highwall in comparison an untreated highwall area. The field demonstration was performed at the Golden Sunlight Mine (GSM) a subsidiary of Placer Dome US, located near Whitehall, Montana. GSM is an operating gold mine. The highwall at GSM was divided into five plots measuring 15.24 by 15.24 m and each technology was assigned a plot with the fifth plot being used for comparison as a background control plot. The four technologies were spray-applied. The applied in situ treatment technologies included: a modified, furfuryl alcohol resin sealant, utilising wood and agricultural by-products to coat the rock surface; EcobondTM ARD, a phosphate based process that forms a stable, insoluble compound, coating the rock surface; and two AMD passivation technologies, magnesium oxide and the Dupont technology developed to create an inert layer/coating on the pyrite, preventing oxidation. The technologies were evaluated using the following methods: ASTM D 5744-96, accelerated weathering of solid materials using a modified humidity cells; mine wall residual wall rinse sampling; microscopy; and core drilling followed by water injection testing. The following paper describes the technologies used for passivation of acid generation from the highwall, the field demonstration, and the testing results from the background and each technology plot.

ON milling plants, where a large number of slime samples are collected each day, considerable work is involved preparing them for the assayer. The usual practice (as the material usually passes a 150-mesh screen) is to place the sample on a 30-mesh screen an 1 brush it through on to a cloth below. The sample on the cloth is mixed and a portion taken out for the assayer. A simple apparatus that would rapidly disintegrate and prepare these slime samples for the assayer was needed. The manufacturers of assayers' supplies appear to have overlooked apparatus for this class of work. To overcome the tedious preparation of slime samples by the above method, the writer devised the apparatus shown in the accompanying drawing (Fig. 1). It will be seen that the apparatus is a combination of a modified household flour sifter and a riffle sampler.The apparatus is made up in two parts, the top half consisting of a screen box carrying the disintegrator, and the bottom half a, riffle divider, the joints between the two being a slip-in fit. A lid is provided for the screen box. The disintegrator consists of an open drum, to which are soldered three rows of spring steel fingers. Each row has a number of steel fingers which, on rotation, press against the semi-circular screen in the screen box, forcing the slime particles through.To operate the apparatus an 8-in. sample tin is placed under each spout of the divider. The sample of slime, which is about 2 lb. in weight and usually in lumps, is placed in the screen box, the cover replaced, and the drum rotated about half-a-dozen times by means of the handle.The disintegrated sample is divided by the rifle divider into two portions, which are found in the tins under the spouts of the apparatus. One of these samples is taken, mixed on a sheet, and sent to the assayer.

Surface mining accounts for more than 50% of the world's total mineral production. In future years this status is expected to change somewhat in favour of surface mining. The production technology during the past decade has concentrated on greater degree of mechanization with high capacity heavy duty equip- ment. This trend will continue. Next two decades will also see microproces- ,or based equipment, health and performance monitoring and management information systems fully integrated with excavated and material handling systems which in themselves will be amenable to auto- matic and remote control. Computerized mine planning will also be integrated within the system providing a fully integrated planning, excavat- ing and materials handling system. The surface mines of the 1990's and beyond will be so computer dependent that manpower will be reduced to one third of current levels.

The PACMANUS and Jade deposits are two active hydrothermal fields that are forming massive sulfide deposits at the Pacific rim margin. Both are associated with felsic submarine volcanic rocks and both occur in back-arc settings. However, PACMANUS is associated with almost sediment-free dacites and lies on the crest of a volcanic ridge, whereas Jade occurs in a heavily-sedimented tectonic depression associated with a basement of pumiceous rhyolite. The PACMANUS deposit is richer in Cu and Au, and Jade in Pb. Zinc, Ag, As and Sb contents are similar. Sulfide textures at PACMANUS suggest formation of Cu and Zn sulfides by simultaneous double-diffusion involving inwards-moving seawater mixing with outwards-moving hydrothermal fluid. By contrast, at Jade there is a more complex history of formation where initial growth of barite on the sediment surface, probably associated with microbial activity, formed an impervious cap which trapped higher temperature hydrothermal solutions.

Titrimetric studies have been carried out on the activated carbons Kintal 1105, Norit 2520 and Kuraray 2GA. Titration curves of the carbons before and after acid and water washing and gold loading indicate that the acid-base properties of the carbons are affected by both the method of treatment and also by the loading of gold. It is considered that the pKa values of the functional groups on the carbon surface are in the regions of 11, 7 and 3 respectively.

In surface mining operations, the ease with which a muckpile may be dug is a dominant factor in mining efficiency. Within broad limits this is largely independent of the fragment size dis- tribution, since the equipment used to move the broken rock is generally larger than in underground mines. In such cases, muck- pile shape and voids ratio within a muckpile heavily influence mine productivity. In a particular operation, the muckpile shape after blasting should be tailored to the digging equipment being used. A front- end loader is best suited to a low, flat-lying, loose muckpile, because of its fairly good mobility and small break-out force with its bucket. In contrast, a rope shovel lacks mobility, generates a much larger break-out force with its bucket, and fills its bucket in a vertical filling motion. Therefore, it is ideally suited to well fragmented, steep faces. In situations where a dragline is used, the requirement for a suitable muckpile depends on the operat- ing scheme of the dragline. For a conventional highwall key method the preferred work- ing level of the dragline is the same as the highwall, so that the dragline may sit over its key. In this situation, the ideal muck- pile shape involves relatively little displacement of the fragmented rock, with a minimal "power trough" at the back of the blast. In throw blasting, on the other hand, it is desirable to cast as much of the spoil as possible across the pit. It is then necessary to optimize the blast design by maximizing the throw percentage under any necessary constraints (e.g. damage, vibration, flyrock, explosive cost).

I take it the character of addresses to conventions, should, following precedent, avoid details, and treat subjects rather from a philosophical point of view so far as they will permit.In the subject about to be treated on, an endeavour will be made to find here we stand as regards the past, in order that we may the better, hope to look correctly in the direction to be followed.It may be assumed that the main object of the Institute is to forward mining interests and the ways in which engineers can aid those interests are many. If all of us were to try to follow many of those interests we should become like" jacks of all trades and masters of none". Mining engineering is consequently subdivided, all are necessary to the common end, and it is on one of those divisions I have undertaken to address you. The subject or steam pumping is a large one, and I regret, not having received such longer notice as would have enabled me to do better justice to the subject, and more respectful regard for yourselves. I must, however, under the circumstances, crave your generous consideration, and hope the topics mentioned may furnish material for discussion and future papers of far more value than this one, Ind.eed, the subject is so illtimately and historically associated with mining that if treated on its merits would be highly interesting or could be made so in more capable hands.

The structure and tectonic setting has had a strong influence on gold mineralisation at the Porgera gold deposit. Here, the structural controls on the mineralisation at Porgera are discussed and placed in a regional tectonic context. The Porgera gold deposit is related to the emplacement of the Porgera Intrusive Complex. Prior to intrusive emplacement at Porgera, Papua New Guinea was affected by a major fold and thrust episode which occurred in response to arc-continent collision in the Late Miocene. After crustal shortening the region experienced a relaxation of compression which is expressed in the deformation accompanying mineralisation at Porgera. The first stage of mineralisation (stage I) is hosted by extension fractures, and is spatially associated with exposed intrusive stocks. A later episode of mineralisation (stage II) is hosted by the faults and fractures of the Roamane Fault Zone, which was active as a dip-slip normal fault during stage II mineralisation. Therefore a change in the tectonic environment from shortening to extensional tectonics can be seen at Porgera before and during mineralisation. Rapid fault-slip during stage II mineralisation may have aided high-grade gold mineralisation by subjecting hydrothermal fluids to changes in pressure, temperature, fluid-fluid and fluid-rock interaction. Uplift to form the highlands of Papua New Guinea occurred after mineralisation and was largely complete by 4.0 Ma.

Coal Services (Health and Safety Trust) funded ARRB Transport Research Ltd to investigate fatigue and performance of truck drivers over consecutive shifts. The main questions were to assess: What is the most important contributor to acute fatigue in mining? Is it length of shift (eg eight hours versus 12 hours) or is it time of day (eg circadian effects)? What is the limit of successive day or night shifts before chronic fatigue affects operator performance in open cut mines? The project methodology included utilising ARRB Fatigue Monitoring Devices (forced-choice stimulus reaction) in eight haul trucks, testing 24 subjects over several weeks. Each subject filled in a Fatigue Risk Questionnaire on lifestyle and health. Operators worked a 14-night, one day off, 13-day roster of 12-hour shifts in a fly-in/fly-out operation with excellent opportunities for restorative sleep between shifts. A total of 3500 hours of real-time data was collected, representing the first set of objective, real-time driver performance data for Australian mining. The data showed that for a single night of driving haul trucks, there appears to be no effect on operator fatigue from the amount of time on task (for the 12 hours). In fact performance was worse through the first eight hours than the last four. The circadian influence had a stronger affect than working more than eight hours. Of the 14 nights worked at the site, nights 13, 14, seven and two respectively, were the worst. This presents a conundrum for policy makers who may like to place caps on working hours or rosters in the hope that it will alleviate the fatigue issue. It will not. The major finding within this study is the combined influence of circadian rhythms (human body clock) and individual variability on performance. The lifestyle habits and the health of individuals have a profound effect on operator performance as shown by the strong positive correlation between high fatigue risk scores from the Fatigue Risk Questionnaire and poor performance. An individualistic approach would appear to have the best chance of reducing high potential incidents due to fatigue through successive nightshifts.

A practical field method for determining the maximum value of the intrinsic oxidation rate, Smax , of sulfidic materials in waste rock dumps is proposed. Knowledge of the intrinsic oxidation rate of sulfidic materials distributed in a dump is necessary for predictive modelling of oxidation and pollutant generation over time. The suggested method uses the fact that drilling waste rock dumps to install probes for monitoring temperature and oxygen concentration causes large volumes of air to be injected into a dump by the drill rig. By measuring the rate of decrease of oxygen concentration along the length of a borehole immediately after installation, it is proposed that Smax can be calculated at different depths. The aims of this work were: to derive a simple, practical formula for the estimation of Smax from the oxygen concentrations measured over time, based on some simplifying assumptions; to use a two-dimensional numerical model that incorporates all the necessary physical processes to model the behaviour of an aerated dump over time for a reasonable range of dump and material parameters; and to compare the results of the two approaches to assess the validity of the simple formula as a method for estimating Smax. It has been found that the technique can provide reliable estimates of Smax when the value is of the order of 10-7 kg(O2) m-3 s-1 or greater. At the lower end of the range however the radius of the zone aerated during drilling becomes an important parameter and further work has been recommended to investigate this aspect of the method.

In-pit crushing systems have been known in the mining industry for many decades. The question whether in-pit crushing is a viable option has often been asked. More than 200 mobile and semi mobile crushing systems have been installed worldwide at various locations and applications. Economic pressures have forced mine operators to reconsider the use of a conventional truck-shovel operation and have contributed enormously to the development of in-pit crushing and conveying systems. The in-pit crushing concepts have varying mobility capabilities. These range from fixed, stationary crushing plants to semi-mobile and fully mobile crushing plants. All these systems are operated in connection with a conveying system. In general in-pit crushing systems have technical and economical cost advantages over truck-shovel operation, particularly as mine capacities increase and mines become deeper. The integration of an in-pit crushing system represents a significant up-front capital investment and the mine is only able to depreciate the capital investment over a sufficient mine life including plant capacity to realise the benefit of the much lower operating cost.

Zircon is extensively used as moulding sand in the production of steel and high-duty iron castings. To achieve a satisfactory grade of zircon concentrate, the zircon particles may need ,to have surface coatings removed, as such coatings can hinder electrostatic and magnetic separation of zircon from associated minerals. Xn addition the presence of surface coatings on the zircon. particles can cause sinterins and fusion of the zircon to the east metal resulting in "burnt-on" sand or fritting of the casting. "Burnon" necessitates cleaning of the casting by grinding or chipping, which is expensive and results in loss of definition on the casting face.Hudson (1966) has pointed out ,that some coatings on mineral sands are lightly-adhering clays which can be removed quite readily by agitating the sands in water for a few minutes-thus their removal constitutesno problem. However, the heavy gingery coloured coating which adheres strongly to the surface of the particles in some deposits, and which has generally been considered to be a form of iron oxide (Baker, 1962; Hudson, 1966), cannot be removed effectively by attrition cleaning in water (Hudson, 1966). Such coatings limit the usefulness of these concentrates in the foundry industry.An investigation of strongly-adhering coatings on "ginger zircon" concentrates from the Yoganup deposit of Westralian Sands Ltd has shown that the stain consists of a cemented mixtvre of hydrated iron and aluminium oxides and kaolin minerals, and that it can be removed by a relatively low cost treatment.IDENTIFICATION OF THE STAIN BY XRDX-ray powder diffraction (XRD) patterns were obtained from small samples of stain scraped, individually, from the surface of hand-picked zircon and ilmenite crystals. These scrapings were mounted on quartz fibres and exposed to CoKa radiation in a 57 mm Debye camera. To avoid heavy fogging of the x-ray films, a substantial amount of the iron oxides was preferentially leached from the scrapings (before mounting) with an ammonium oxalate-oxalic acid solution (Rooksby, 1961). Equity finance provides the most suitable and frequently the only access to capital during the exploration and evaluation stages of resource projects when project risk is at its highest. Investors are prepared to provide equity funds in the knowledge that they are compensated for the higher risk they take on with higher potential returns or sufficient upside potential to justify the higher risk. The context of resource projects which determines the role of equity finance has changed considerably. Prior to the resurgence of the gold price and the development of new mining technology many resource projects were selectively mining orebodies by underground methods frequently with limited reserves proved up in advance of mining. The limited proved ore reserves base and the volatility of the gold price all contributed to a higher risk and higher return investment environment in which the use of equity finance was more appropriate and frequently the only option for capital raising. The financial risk of a resources project can be transferred to an underwriter who makes the commitment to distribute the financial risk between a number of investors. There is also the opportunity for financiers to use a mix of equity and debt finance to allow a company to proceed with the development stage where without such a mix the resource project would not proceed. By using a level of equity finance the project becomes robust enough in its ability to service the debt finance facility and the project proceeds with the equity participants receiving a suitable risk reward return. The liquidity from the establishment of a market for the company's securities enhances further capital raising and generally enables the company to satisfy its financial requirements on more favourable terms particularly during bull markets. The role of equity finance in the management of the financial risk during the exploration, evaluation, development and mining stages of resource projects is summarised in Table 1. In more detail the principal roles of equity finance and the ways in which equity finance impact on the risk management of resource projects will be considered in turn.

The Hemersley Ranges are located in the North West Division of Western Australia and extend, approximately, from latitudes 21¦ 30! to 23¦S and longitudes 117¦ to 120¦E. Their mean height above sea level is'. 2,000 feet, and they rise from 600 to 800 feet. above the gen- eral level of the tableland which extends south-east from the coastal town of Roebourne.. Mt. Bruce, the highest peak, is 4,024 feet above sea level. The ranges are intersected by numerous north-flowing streams, dry during the greater part of the year, which have carved deep gorges, and it is in these that the principal deposits of orocidolite outcrop. The presence -of the mineral was first recorded in 1917., but the deposits remained untouched until 1937 when reports of a strong market demand for-croeido lice resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Daleis Gorges. . It was established also that the blue asbestos belt extended from Willi- Wolli Springs north-west to Millstream Station, i.e.,-over a.:length of 180 miles and a width of 20 to 30 miles. A number of attempts were made to develop aid treat the Yampire and Wittenoom'Gorge deposits from 1938 onwards, but, for a ,variety of reasons, none of these-proved successful. Current production,. is wholly by Australian Blue Asbestos Pty. Limited at Wittenoom Gorge. This company commenced operations at the Wittenoom Mine in 1946, with an output of 601.8 long tons of- fibre,. and later transferred tb the Colonial Mine about one mile to the north-west. Output has been increased steadily to an' average of 12,000 to 14.,000.. long tons; per annum over the past six years. The total Western Australian output to the end of 1962 is reported by the Mines Department as 110,013 long tons valued at úAl2,403,728..

The introduction of cement into underground backfilling at The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines to improve mining efficiencies gave rise to several major problems, the magnitude of which had not been anticipated. These problems were 1. A loss of recovery in the milling circuit due to the presence of cement 2. The presence of cement-rich slime layers on the surface of the fills 3. The introduction of a safety hazard due to the slippery nature of the surface of cemented fills 4. The deposition of cemented slimes on the levels and in underground sumps and dams. The loss of revenue due to decreased metal recoveries considerably offset the gains from increased stoping efficiencies and the use of cement was substantially reduced while, (a) the Metallurgical. Department attempted to identify the chemical nature of the problem and overcome it, and (b) the Mining Department investigated methods of reducing cement contamination of the ore stream. As a part of this investigation the Mining Department added polymeric flocculants to the cemented fill pulp. Testwork was carried out in the following steps 1. The available Alfloc polymers were screened to determine which was the most effective and what was its optimum dosage rate. 2. This polymer was used in the laboratory to determine the reduction of surface slime, clarity of water, and effects on strength and percolation of fill. 3. Fills were placed underground to substan- tiate the laboratory work. /+. The polymer was then added to all cemented fills going underground to study its effect over a long term. The use of flocculants not only improved the distribution of cement in the body of the fill, but also the distribution of the fines fraction of the filling material, practically eliminated slippery surfaces and improved the clarity of the drainage water. Flocculant is now added to all cemented fills and restrictions on the use of cement are gradually being lifted.
