It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives. Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring? It is these questions which I wish to discuss in this address.

Laboratory tests were conducted to study the effects of thrust or pull-down force and rotary speed on the vibration signatures of a particular drill in a known rock type, and to determine how the vibration signatures could be used to assess bit wear. The vibration signatures were analysed using a Wavelet Transform analysis technique, which decomposes the signals in multi-bands of frequency and presents the results simultaneously in time and frequency domain. Results show that as the bit wears, large fluctuations in amplitudes in the high frequency ranges occur, and prominent peaks in the low frequency ranges were observed for a worn bit. The Wavelet Transform technique provides an appropriate and effective metrics for monitoring and evaluating the state of wear as drilling progresses through the post-processing of wavelet coefficients. This study provides a basis for the development of an on-line detection technique of bit wear in rock drilling through Wavelet Transform technique or time-frequency analysis that can be used in real time.

In mining and remote areas of resource industry, there has been a development towards lacking emergency medical first aid response, that creates a potential disadvantage for patients after work accidents and other medical emergencies compared to standard population. This raises the question how a professional emergency medical coverage can be provided underground, taking into account lacking medical professionals in small resource companies combined with long rescue times. Aiming on the closure of this gap, a team of the mine rescue brigade from the Research and Training Mine Reiche Zeche (Forschungs-und Lehrbergwerk (FLB) Reiche Zeche) of the TUBAF Technische Universität Bergakademie Freiberg in Freiberg/Germany and its cooperating emergency departments of the Freiberg District Hospital and the Zeisigwaldkliniken Bethanien Chemnitz developed a totally new rescue concept using elements from tactical medicine and advanced emergency medicine combined with a specifically designed compact equipment and a highly standardised teaching curriculum. A fully new standardised and condensed tactical medical approach was developed including specifically adjusted equipment, and was taught in a didactically optimised way within 16 lessons in two days. Objective Structured Practical Examinations (OSPE) using manikins and simulated patients were conducted and compared to the identical exam of the reference group, which consisted of advanced paramedics. The standardised tactical medical scheme includes vital functions and body checks, advanced life support, nasal and intraosseous drug application, supraglottic airway management, artificial ventilation, thoracocentesis, bleeding control including tourniquet, fracture repositioning and splinting, transport bedding and thermal preservation. The developed Tactical Medical Mining Rescue (TMR) concept was subsequently included in the German guidelines for mine rescue services in 2022 and is already implemented in many companies in Germany and several international projects.

Block caving is an important mining method for the future economic exploitation of large, low-grade, steeply dipping orebodies. While block caving is not a new method, there are still many unknowns surrounding the mechanics driving the process, particularly as we are forced into deeper, higher-stressed and stronger ore deposits. The caving industry is desperate to provide some explanation behind the myths of caving geomechanics to better predict and manage current caves and caves of the future. Large amounts of data are collected to help understand caving, but it is not fully utilised and current approaches for analysing the data are capacity limited. The application of virtual reality and scientific visualisation (VRSV) technology to visualise and analyse block caving is a critical future component in the assessment toolbox. VRSV enables large, complex, multidimensional data sets to be analysed and the power of human visual problem solving processes to be utilised. Block caving is a complex system and needs to be analysed as a system, rather than looking at individual factors one at a time. A software module has been developed at UNSW Australia for use in the advanced visualisation interactive environment for analysis of the block cave mining system (BCMS). This fully immersive, 3D virtual assessment tool shows exciting potential and is used to analyse the BCMS with a close linkage to time (ie the chronological occurrence of data). This tool will enable a true investigation into the cause and effect relations within the BCMS. Current research is investigating Newcrest Mining Limited’s Ridgeway Deeps operation and is aiming to turn some of the cause/effect relationships into increased geomechanics understanding to provide improvements to ground control management. Improving the understanding of the processes governing ground movements in and around brown coal open cuts is of significant interest for both operating stability and rehabilitation. Brown coal, lignite, is a low-rank coal that is best described as a soft rock, with geotechnical characteristics that derive from its organic origin. It is well-known that low-rank coals exhibit creep behaviour; however, little has been reported on the impacts of chemical processes on brown coal creep behaviour even though organic substances are susceptible to chemical alterations and mining processes will contribute to changes to the geochemical environment; around most mines, groundwater flow patterns are altered leading to enhanced surface water infiltration. Here we study the deformation behaviour of brown coal in response to ion exchange reaction. Our experimental results show that for different ion exchange conditions different characteristics of secondary compression are observed. With the addition of Ca2+, the ratio between coefficients of secondary and primary compression (Ca /Cc) initially decreased, presenting a minimum value at the concentration of 0.005?M, then increased significantly. This implies the importance of ion exchange process for the long-term deformation of brown coal. On the other hand, increasing Na+ concentration did not affect Ca /Cc values significantly over all tested concentrations. The suppression of diffuse double layer was still observed for Na+-treated samples as increasing Na+ concentration decreases Ca values. Current attitudes by exploration companies towards working on another party's exploration permit or equivalent vary widely. That this is so is due to the virtual absence, on the one hand, of anything in the mining legislation in any jurisdiction that establishes what are the exclusive rights to explore, as opposed to apply for a mining tenement, that the grant of such an authority conveys on the holder, and on the other hand, of any code of ethics or set of guidelines to proper practise. By contrast, in most states and territories, if not all, it is an offence to enter onto a mining tenement, other than to cross it, without the consent of the holder, although until recently most field personnel would have been unaware of this and most explorers would have transgressed at one time or another. A similar vacuum exists where aerial surveys are concerned. There are in fact no guidelines. It has always been assumed that a party wishing to carry out such a survey was free to do so, without even an obligation to notify the holders of any tenements or permits in the area to be surveyed, let alone make available to them any data from the survey. Concepts of 'geophysical trespass' now being tested in the US also raise the possibility that data won from adjoining ground using geophysical techniques may be privileged. Attitudes now appear to be changing. In the absence of legislation or any code of practise, what does the industry regard as ethical behaviour? Do we need to define the rights and obligations of various parties more clearly, and if so, what should they be and to what extent will it be necessary to confirm them by legislation as opposed to adopting a code of practise? Will the existence of such a code in fact improve corporate practise?

The iron ore producer Rana Gruber AS is situated in northern Norway just below the Arctic Circle, and has been producing hematite and magnetite concentrates for more than 60 years. Since the late 1990s, the major part of the production comes from a sublevel stoping underground operation after many years of open pit mining. Despite moderate mining depth, the operations have experienced considerable rock stress problems due to quite high tectonic, horizontal stresses. To manage the problems, comprehensive rock mechanics investigations have been carried out by SINTEF, a major contract research organisation. This has included in situ rock stress measurements, laboratory investigations and numerical modelling. Based on this and practical experience, satisfactory design of vertical and horizontal pillars was achieved. At depth, the ore width increases from 30–40?m to more than 100?m. This, together with a major planned increase in production, called for a change of the mining method. After thorough investigations and considerations, it was decided to change to sublevel caving, very much like the LKAB system. The development of the new system has been closely followed up by rock mechanics measures, including 3D numerical modelling and comprehensive monitoring of deformations and rock stress changes. To achieve a satisfactory caving of the hanging wall, all vertical and horizontal pillars in the sublevel stoping area had to be removed. This has been a challenging task, and the development of the caving has been slow until recently. When revegetation is a part of a rehabilitation strategy at mine sites in arid and semi-arid environments, its success can be strongly affected by the availability of water prior or during the time of seed dormancy, germination and early growth of seedlings. The semi-arid and arid environments of northern Australia are characterised by highly variable and erratic rainfall and hence the actual weather conditions at and around the time of germination and seedling emergence play a critical role in determining the success of plant establishment and the type of plant community that may develop.Using available climate data, an analysis has been undertaken and a set of indices has been developed which describe the suitability of the climatic conditions for rehabilitation. In total, eight sites from Queensland and one site from New South Wales, Australia have been analysed. It could be determined that regular rainfall and relatively short periods of water-deficit are key characteristics of climate suitability. A comparison of the locations studied allowed the separation into suitable and susceptible locations in terms of the availability of water, amount of rain and duration of drought between rain events.In our experience, specific estimates of climate suitability are rarely incorporated into the design of mined land rehabilitation programs. We consider that the regional intensity, seasonality and extremity of climate represent an overarching component of landscape complexity, which in turn will influence the development of post-disturbance ecosystems in these regions. This paper presents the outcome of climate analyses paired with the development of suitability indices. In underground mining, the often unpredictable variability in ground conditions may lead to the application of suboptimal drilling and blasting patterns, resulting in poor performance. Experience and pertinent information to develop and implement improved drilling and blasting strategies can be easily lost due to the lack of means to help engineers store, access and manage this information. The Julius Kruttschnitt Mineral Research Centre (JKMRC) through a series of industry funded applied research projects has been developing a system that can facilitate the drill and blast design, analysis, auditing, documentation and data management processes. The system is a hybrid between an information management software module called BMS (Blast Management System) and two design and analysis modules, 2DRing for underground production blasting activities and 2DFace for development blasting activities. A concise description of the software tools and its applications are given in this paper, supported by two case studies. Opportunities to further develop the software are also highlighted, they include options to integrate these tools to existing drilling and blasting automation systems and portable computing technology to facilitate the design, implementation and continuous improvement processes.

The emerging coal seam gas (CSG) industry has the potential to provide a large-scale energy province for Queensland. Aquifer impacts and management of associated by-product water, both in terms of quantity and quality, are pivotal considerations for the development of a sustainable CSG industry.Legislative changes have been introduced to ensure that the CSG industry manages potential groundwater impacts and beneficial reuse of the by-product water to a level acceptable to both government and the community.The relevant new pieces of legislation covering petroleum and coal seam gas activities include the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act), Petroleum and Other Legislation Amendment Act 2004 (POLA Act), the Petroleum and Gas (Production and Safety) Regulation 2004 and the Petroleum Regulation 2004. Other relevant legislation includes the Petroleum Act 1923 (Petroleum Act) and Part 7AA of the Mineral Resources Act 1989 (Coal Seam Gas Regime). The P&G Act introduces a full regime for managing water rights. This includes provisions for monitoring and reporting on the effects that the taking of underground water under petroleum tenure has on other bores in the area. The P&G Act also imposes a æmake good obligationÆ on petroleum tenure holders, which requires the restoration of bores affected by the taking of water or the payment of compensation. These provisions represent a significant departure from the Petroleum Act, which says very little about water rights and does not specify restrictions on the taking of water under petroleum tenure. This paper attempts to outline the requirements and obligations of the P&G Act for the CSG industry in terms of underground water rights, development impact assessments, aquifer trigger thresholds, monitoring and reporting requirements, as well as the make good obligations.

Occurrence data of Tastubian,Sterlitamakian, and Aktastinian (all of Sakmarian Stage of Early Permian) brachiopod genera are analysed by Q-mode cluster analysis, principal component analysis, and discriminant analysis based on presence or absence of genera. Five faunal provinces and their corresponding generic associations persisted throughout the Sakmarian Stage. The additional Sasian Province incorporating the Lhasa and Shan-Thai terranes became recognisable in Sterlitarakian and strengthened in òAktastinian, implying a Tastubian-Sterlitamakian rifting event, followed by subsequent northward drift and divergence from Gondwana, and convergence with Laurasia. The nature of Permian 'Tethys' is discussed on the basis of faunal migration and abrupt changes of faunal provinciality in Lhasa and Shan-Thai terranes.

The Western Mining site at Olympic Dam, near the community of Roxby Downs in South Australia is one of the largest orebodies of its type in the world. It contains known reserves of over 10.6 M tonne of copper, with economic secondary metals including uranium, silver and gold. In 1996, an expansion project was commenced to increase mine production approximately threefold, to produce 200 000 tonnes pa of copper, 4600 kg pa of uranium oxide, 3600 kg pa of gold and 50 000 kg pa of silver. This expansion included both underground mining and surface processing investment. Because of the scale of operations, it was decided that ore should be transported underground by a railway system. In July 1997, ALSTOM Automation and Control Limited (then Cegelec Australia Limited), was awarded the contract to deliver a control system to manage and automate the rail haulage system for Western MiningÆs Olympic Dam Mine, as part of this major upgrade and extension project. This paper explains the overall design and the approach taken to implement route selection, route locking, train interlocking and track topology using normal industrial control equipment such as Programmable Logic Controllers. Included is a discussion of how this automation has improved the productivity of the haulage system by more than 15 per cent.

Shales form distinctive peaks in natural gamma downhole logs, which are used to manually identify the location of ore boundaries. These shales form important lithology markers that can potentially be automatically identified using Gaussian processes. This approach is trialled using data from a typical iron ore mine in Western Australia which contains the Marra Mamba sequence of the Hamersley province.The method uses Gaussian processes (GPs) with a single length scale squared exponential covariance function. A library of 8 m sections, where natural gamma measurements were taken at 10 cm intervals down the hole, was used to train the GP model. This library was iteratively improved and was tested using natural gamma logs that were not included in the library. Areas that were misclassified or were not clearly classifi ed were added to the library. The new library was then used to train the model and improve the results. The trials used a double gamma peak from the NS3 and NS4 shales at the boundary between the Newman 1 and Newman 2 ore zonesin the Newman member and the AS1 and AS2 shales at the base of the West Angelas member. The results show that both boundaries can be identifi ed with an accuracy of over 99 per cent. The classification has the highest accuracy on undeformed shales. This method provides a fast, accurate and objective identifi cation of shale and ore boundaries and can potentially replace the current manual detection.

How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

Accurate measurement of rock mass response during the mining of massive underground orebodies is essential, as mines become larger and deeper. These measurements enable: provision of quantitative data for optimal pit slope design and engineering; monitoring of the stability of deep pit slopes, the long-term integrity of shafts and large-scale underground infrastructure, and long-term measurements of deformation or rock mass creep following the mining process for environmental management. Strainmeters traditionally used for deformation measurement have neither the long-term stability nor the high sensitivity to perform measurements in these applications. This paper describes a new precision borehole strain monitoring system (GTS) currently deployed by CSIRO Exploration and Mining, which has the potential to solve these new issues in rock mass deformation monitoring. This technology was originally developed for use in hard rock mines (Gladwin, 1977) and refined considerably for earthquake research (Gladwin et al, 1994; Gwyther et al, 1992). A case study of the use of the GTS in monitoring longwall coal mining over the period 1993 - 1998 is presented.

This paper examines the statistical relationship between quality of life indicators and the gross value of mineral production from Australian regions. We used quality of life indicators, aggregated for 673 local government areas, of household income, housing affordability, access to communication services, educational attainment, life expectancy and unemployment. We find no evidence of systematic negative associations between quality of life and the gross value of minerals production. Instead, mining activity has a positive impact on incomes, housing affordability and communication access across regional and remote Australia. Whilst we do not establish causality between mining activity and quality of life, our analysis prompts a rethink of the æresource curseÆ as it applies within a single country. Nevertheless, our findings are tempered by extensive anecdotal and empirical evidence of the negative social impacts of mining on specific demographic sectors, localities, families of fly-in, fly-out mining operations and individuals. This contrast may be a scale issue, with the regional benefits of mineral wealth masking highly-localised inequalities and disadvantage. We suggest that there is a need to better understand these impacts and, more importantly, the types of policy mechanisms government and industry can adopt to mitigate or avoid them.

Many of the relevant engineering behaviours of tailings are controlled to a large degree by the density of the material. For example, loose tailings are prone to brittle strength loss, while dense tailings are dilative (i.e. gain strength) at large shear strains. The critical state framework has been successfully developed over the past few decades to assess whether in situ conditions are contractive or dilative, and estimate relevant engineering parameters on that basis. Tailings comprising primarily silt-sized particles, when subaqueously deposited, often form a particularly loose state compared to subaerially deposited material of similar index properties. Such subaqueous deposition occurs in the decant pond area, where the tailings typically pluviate in quiescent conditions within a pond of standing water. Silt tailings deposited in such a manner have been observed to be extremely loose in a number of TSF investigations. Of particular concern, the deposited material in such cases appear to be significantly looser than can be reproduced in the laboratory - even using moist tamping, the sample preparation method which can usually produce the loosest samples possible in laboratory conditions. While the loose density of subaqueously deposited silt tailings is clear, in a well-managed upstream-raised TSF the decant pond is usually small and far from the perimeter embankments, however there are a number of examples where the engineering performance of such materials becomes relevant – for example, when historical deposition practices were poor, resulting in subaqueous deposition near the perimeter embankment. This paper outlines the geotechnical characterisation of a number of such subaqueously-deposited zones, compares the in situ state to that achievable in the laboratory, and discusses options for assessing the expected engineering performance of such materials when comparable laboratory tests are unavailable.

Mill operators have traditionally been forced to rely on grade-recovery curves and overall flotation rate constants when analysing proposed improvements to plants. This has led to loss in money and time when a proposed change that showed potential in laboratory scale tests failed to show improvement in the plant. Frequently, this is a result of the operators being unable to gain insight into how and why the proposed change affected the flotation performance. This is due to the classical models not including any description of the subprocesses of flotation and their individual contribution to the overall flotation performance. A new flotation model has been developed as part of the AMIRA P9 project that separates the flotation process into subprocesses and includes the contribution of both the pulp phase and froth phase to the overall flotation recovery. It is not possible to determine the individual components of this new model on traditional pilot plants as they lack the required flexibility and scale. Therefore a new pilot plant has been developed known as the Floatability Characterisation Test Rig (FCTR) that has the flexibility and features required for the determination of the flotation subprocesses. The flexibility and features of the FCTR also make it an ideal tool for investigations into many different aspects of flotation research. These include the effect of reagents, grinding, and power on the flotation performance. This paper will describe the methodology for using the FCTR in these fields of research and highlights the advantages of using the FCTR over traditional methods.

The major technological advances of the last 30 years have profoundly reshaped mining practices. Machines keep getting bigger while productivity continues to increase and manning levels drop. These trends will continue and the introduction of breakthrough technologies will continue to accelerate, driven by a continued focus on lowering the cost of production, improving the productivity of workers and machines, and ensuring safer working environments. At the same time, global consolidation of mining companies has impacted on technology development in a range of ways. There are many potential technologies being proposed, some already operating in Australian mines. The automation of underground load-haul-dump (LHD) trucks for example, continues the process of removing workers from the most dangerous operating environments. Global positioning systems fitted to draglines, fibre optic communication channels, and 400 tonne trucks are only some examples of what lies ahead. However, where we need to return focus is to the technology of management û which is also one of the two key interrelated themes of this keynote address. Have we, as an industry, adequately been able to keep up with technological advances? Are our management systems as competent as the machinery we employ? The other key theme is the processes of globalisation and consolidation. What are the impacts on our industry? What are the implications of these processes, particularly for the ways in which we manage our people? My paper is divided into several components:some comments on the coal industry and the dramatic restructuring we have seen in recent years; in the context of this restructuring, an overview of my company and its evolution; my views on the role of contractors; some comments on the consolidation also occurring in the mining machinery and equipment, technology and services sectors; some observations on two major areas of technology û drill and blast; and trucks, shovels and excavators; the implications of consolidation and new technology for our employees and management; and finally some comments on research programs.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.
