With the continued drop in export coal prices (as measured in US$) delivered to the Pacific Rim market, and a fixed annual 12 per cent increase in overburden, Usibelli Coal Mine Inc was faced with the need to reduce mining costs substantially or else forfeit its foreign coal contractual commitment which amounted to about half of annual mine output. Management made a difficult and fortuitous decision to proceed with an engineered plan to switch from a two seam, extended bench dragline operation to a two seam, cast blast and spoil side operation. While down-sizing and cut-backs became the rule in all departments of the mine, the drilling and blasting budget was more than doubled. Most will agree that this is contrary to what usually happens when a mine is faced with down sizing. The more common scenario would have management target the drilling and blasting budget for decrease as a first priority to cutting cost, and then later witness a decrease in equipment performance leading to an increase in the production cost per tonne. Although Usibelli Coal Mine more than doubled its annual drilling an blasting budget three years ago, the overall stripping cost has be, reduced by more then 37 per cent.

Mount Isa mine has a long history of successful exploration since discovery 70 years ago. Remaining reserves, although substantial, exist in a scheduling framework which involves long-term production from new ore sources with attendant technical risk and major capital investment. Current exploration aims to incrementally increase reserve tonnage to maintain existing production levels as well as to provide a buffer for potential start-up delays from new ore sources. Exploration also aims to increase the net present value of the operation by discovering new major orebodies around the Mount Isa and Hilton mines.

Electron paramagnetic resonance provides a fast method to characterise quartz. Quartz from veins associated with the Cambrian massive sulphide deposits in the Mt Read Volcanics of western Tasmania and from Devonian reefs associated with gold mineralisa- tion at various localities in Tasmania exhibit specific EPR patterns, different from quartz from common veins. The intensity of the EPR spectra of the quartz can be used as a statistical guide to gold mineralisation at Beaconsfield.

The Mount Stavely Volcanic Complex compri- ses one of a number of northerly trending fault bounded greenstone occurrences in Western Vict- oria, of probable Cambrian or older age. The greenstone belt is coincident with several linear positive aeromagnetic anomalies, which outline the surface and subsurface extensions of these greenstones. Mapping at Mount Stavely has identified serpentinite, variolitic basalt, two-pyroxene and pyroxene-hornblende andesite, dacite, rhyodacite and their pyroclastic equiv- alents. Chemically and mineralogically the volcanics constitute a calc-alkaline assemblage. The mineral potential of the region has been enhanced following a discovery by Pennzoil of Australia Limited near Ararat, of sulphide min- eralisation containing approximately 1 million tonnes at 2.7 percent copper. The volcanic environment of the Mount Stavely Volcanic Complex is discussed in terms of similar environments found in Canada.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. INTRODUCTION The association of methane with coal has been known almost since coal was first mined and in general it has been considered the curse of underground coal mining. Historically, most of the effort to handle this methane has been directed at diluting it to a safe level and preventing an explosive mixture of methane and oxygen from forming in any part of the mine. This is generally achieved by in-mine activites. This approach has two principal drawbacks, the severity of which are dependent on local conditions. The first is that the activity associated with the handling of the methane is undertaken in the mine and there- fore competes with the mining activity for the limited space available. The second drawback is that the whole methane handling activity is generally a cost to the coal because methane is so diluted that it cannot be used. The central thickened discharge system of tailings disposal takes advantage of the natural beach slope formed by sub-aerially discharged tailings, and the non-segregating properties of thickened tailings, to create a homogeneous conical stack. The need for containing embankments can be largely avoided leading to capital and operating cost savings. Methods for estimating beach slopes and tailings density, essential parameters for the design of such a system, are described. Case histories from three mining operations are used to illustrate the application of the technique, There are also seen to be potential advantages in the areas of water management, seepage, and rehabilitation. Laboratory and in-situ testing enable parameters to be determined.

Since the of Bergstrand's Geo-dimeter in 1946, and Wadley's Tellurometer in 1956, there have been numerous Electromagnetic Distance Measurement (EDM) instruments produced throughout the world by a variety of companies.This form of measurement has not merely replaced other methods of measurement, but has caused considerable change of emphasis in survey techniques. Major control surveys are now being accomplished using trilateration instead of triangulation. The surveying of open cuts or engineering work may be done in a fraction of the time and, in the majority of cases, to a greater degree of accuracy than with older methods.It is surprising that with this new tech-nology and development of EDM equipment which is compact, easy to use and no longer so expen-sive, no advance has been made in underground surveying. If we look at equipment being used by the majority of mining companies, we see that there have been very few changes since the Second World War. Very little research has been carried out to enable the surveyor to do his work more easily in conditions which, at the very least. are hazardous.

An experimental investigation was carried out to determine the various gas flow characteristics of bituminous coal samples. Adsorption and desorption tests were first conducted to estimate the quantity of methane that is retained by coal, and the rate at which it is released. Experiments were then carried out to study the variation in coal permeability with changes in applied stress and gas pressure - factors that change continuously with time. To further understand the phenomena involved in retention, release, and flow of gas, electron microscopy was used to study the microstructure of coal and how it affects these characteristics of coal.

When the writer first saw the square-set timbering, he was at once impressed with the fact that the frames made by the sets, along the lode amI across it, were composed of panels with rectangular openings, and it was puzzling to understand howsuch a collapsible construction could resist pressure that came unevenly on it. Later he learnt that the sets did not satisfactorily resist such pressure, but mullock filling had, to a great extent, to undertake this duty for them. So it appeared that the setswere practically an expensive scaffolding, enabling the miners to work in the face and carry the stope forward, till the filling was put in behind them to take the pressure of the roof and sides of the excavation. Of course some of the pressure is takenby the sets, but this is because the set timbers prevent the filling being done perfectly; if it were practicable to remove the sets before filling, the filling by itself would more effectively support the back and wall, than do the combined sets andmullock. On the whole, therefore, the sets can hardly be said to be of much benefit where pressure has to be resisted. Jameson cell pilot plant trials were conducted in a number of areas in the Red Dome gold/copper flotation plant during 1991. The aim of testwork was to reduce the amount of cyanide soluble copper reporting in tailing to the gold leach plant, and hence reduce cyanide consumption. A number of these tests were conducted in parallel with conventional flotation columns. Laboratory tests were conducted to simulate the performance of the existing plant when compared with the addition of the Jameson cell allowing an extra sulphidising phase. This paper reviews the comparison of the Jameson cell and conventional columns in recovering cyanide soluble copper, while maximising copper concentrate grade. Key parameters that are investigated are residence times, air/pulp ratios, superficial gas recoveries and size by size recoveries. A brief comparison of performance of the Jameson cell and column in the controlled potential sulphidisation process is also presented. An estimation of the reduction in cyanide consumption is given.

Based on twenty years of experiences of applying computers in mine water engineering in Hungary, a program package was developed for home utilization and for other users abroad as well. This program package has been adapted to the CAD System of Coal Mining of COMECON countries. The main features of the "mine water subsystem" in the CAD System of Coal Mining and short descriptions of the key programs of the package are presented in this paper. Foreword The serious water problems of Hungarian mining pressed and/or stimulated its professionals to apply computers for supporting their problem-solutions. The first trials of these computer applications in mine water engineering were dated from the sixties. Owing to its twenty years of experiences in computer appli- cations in mine water engineering the Central Institute for the Development of Mining in Hungary was requested to work out the "Subsystem of Mine Water" for the Computer Aided Design System ('CAD) of Coal Mines in COMECON countries. This paper gives a brief presentation on the main features of this "subsystem"with reference to significant components.

Western Australia is a major exporter of minerals, which places significant economic and environmental responsibility on Government and the stateÆs mining industry. Moving into the 21st century, mineral production in Western Australia is $14 billion accounting for 50 per cent of the stateÆs export income. There are over 60 large-scale mining operations distributed throughout the arid regions of the state (less than 300 mm/year rainfall). There are four key mineral provinces in arid Western Australia including the Pilbara (iron ore), Murchison (gold), Northern and Southern Goldfields (gold and nickel). These provinces have significant differences, particularly in respect to groundwater demand from mining and mineral processing, aquifer systems that are utilised, and approaches to groundwater management. The arid nature of the stateÆs interior and subsequent lack of surface water resources has required substantial groundwater resource development by the mining industry. A variety of aquifers have been explored and utilised ranging from shallow alluvium and calcrete, discrete fractured zones in bedrock, concealed palaeochannels and inland sedimentary basins. Groundwater usage by the mining industry is about 150 GL/year with most abstraction related to mine dewatering, mineral processing and dust suppression. Groundwater abstraction in Western Australia is regulated by the Water and Rivers Commission. In the Goldfields, the depletion of brackish (>2000 mg/L) and saline groundwater from storage is permissible, as mining is considered the beneficial use for groundwater which may be as much as 200 000 mg/L. In contrast, the low salinity groundwater of the Murchison and Pilbara is allocated on a sustainable basis. The role of monitoring and ongoing aquifer reassessment is crucial in water management, in evaluating the condition and performance of stressed aquifer systems. Mining operations face a variety of water resource issues ranging from insufficient availability for processing to excessive mine dewatering. These issues also change as a mine operation proceeds through its development, commonly starting with a deficiency and moving into surplus as deeper pits require more dewatering. Operating mines have to contend with three main issues: water supply, wastewater disposal and contamination of local water resources. In contrast, post closure issues are related to aquifer recovery or re-establishment of groundwater equilibrium, development of pit lakes in mine voids and isolation of waste products and associated seepage or run-off.

Fundamentally, the development of a minerals processing project is a very risky enterprise. Most mining companies do not have sufficient financial resources to undertake significant projects and hence have to undertake external financing. Indeed, most resource companies understand the high risks associated in developing their projects and therefore, wish others to share in the risks. Most merchant banks, on the other hand, are searching to find suitable resource development projects in which they can share their risk and also share a large proportion of the ærewardÆ. To resolve this issue a Feasibility Study is completed by the project developer and assessed by the merchant bank often with the assistance of an æIndependent EngineerÆ (IE) who assesses the validity of the development proposal. Generally speaking, unless the Feasibility Study has been prepared improperly, the technical aspects of most mineral projects are reasonable. Some of the more recent so-called æhigh techÆ projects are exceptions but these still do not present major technical mistakes or misconceptions. p> In most cases, the major criticism the IE presents after discussing the validity of the ore reserves focuses on production plans, capital costs and operating costs. Of these three parameters the production plan is one in which owners tend to be far too optimistic and financiers, until recent years, have not taken a position. The most critical part of the development plan is the ability of the project, as designed, to attain the required design performance and, even more critically, the ability of the owner to reach and sustain this level of production. In short, how long should the æramp-upÆ be planned to take? Financiers have become more circumspect and are now taking a more conservative view of new project performance by factoring into their project financial analysis longer periods of ramp-up, higher capital costs and higher operating costs. However, these financiers can also be part of the æproblemÆ if they become overly conservative. This paper attempts, by way of case studies available from the public arena, to identify the pitfalls the project owners can meet and possible means of avoiding the disastrous financial conundrum whereby the second or third æownerÆ is the company that reaps the rewards initially extrapolated. The paper briefly discusses this problem by referring to projects known to the author and including previous studies that looked at this very problem. It is emphasised that many of the opinions stated within the paper are strictly those of the author and could be subject of much debate.

This paper summarises the results of a study carried out for the Sustainable Minerals Institute, University of Queensland, aimed at identifying the major water-related issues facing the minerals industry internationally and the research required to support the development of practicable solutions. An overview is given of the sources and uses of the worldÆs water resources and of the regional and global sustainability of water supply and management. Agriculture is the worldÆs major user of water; it wastes more water than the minerals industry uses. Water reform and its potential impact on the minerals industry are discussed with particular reference to Australia and South Africa. The sources, uses and management of water on mine and processing sites are outlined. Particular attention is paid to the importance of groundwater as a source of often saline water that can be used in mineral processing and for other purposes. Aquifer storage and recovery has the potential to help conserve water resources. Generally, the major uses of water on mining and processing sites are for mineral processing and refining and for the associated tailings disposal. Water consumption for these purposes may be reduced by recycling process water, using saline water, paying close attention to water management, thickening tailings and using techniques such as dry stacking and paste. A change in the minerals processing paradigm in respect of water use could come through research into new, improved and less costly dry processing techniques. The treatment of mine and processing water will be required increasingly before water is reused, stored, discharged or sold, and before sites are decommissioned. Research and development are required to reduce costs and develop new treatment methods. Mine closure and decommissioning raise a number of long-term water issues requiring continuing generic and site-specific research and development.

The empirical stope design techniques developed by Mathews et al (1981) and refined by Potvin (1988) and others, have gained rapid acceptance in Australia in the 1990s as a simple, æfirst-passÆ means of designing primary stopes. However, it is recognised that these æstability graphÆ methods can only provide broad design guidelines. Recently published stability graphs (Hutchinson and Diederichs, 1996) encompass a wide range of geological environments, which are not discussed, and the influence of time and blasting practices cannot be easily reviewed. The æscatterÆ in the graphs must reflect, to some degree, different operating practices as well as subtle but important differences in the pre-mining conditions that are not adequately accounted for in the æmodified stability numberÆ. Development of a ælocalÆ, site-specific stability graph may overcome some of these problems. At NormandyÆs Golden Grove Operations, Western Australia, detailed reviews of stope stability performance, including Cavity Monitoring System (CMS) surveys, are undertaken for every stope, with the objective of developing a series of local stability graphs, customised to site conditions and calibrated in terms of æAverage Falloff ThicknessÆ (AFT). Cablebolting of stope hangingwalls is used to develop reinforced æbeamsÆ on each sublevel, effectively dividing the full span into smaller, more stable æsubspansÆ. By analysing stope stability performance in terms of fall-off, cost-benefit studies can be undertaken of the effect of cablebolting and other options for modifying stope spans. The approach used to develop the local stability graphs, and their integration into routine stope design procedures at Golden Grove, is described. The experience gained during stope extraction in the Scuddles orebodies has been successfully applied to the Gossan Hill æC-PanelÆ orebody. This methodology should be applicable to other underground mining operations.

Large Off Highway Trucks operated in this country are generally of Diesel Electric Drive, this system tends to employ the familiar Electric Wheel. A number of fleets now employ the Traction Motor System as an alternative. An investigation is made of the operation of two such fleets. A brief description is given defining the components and their basic functions in each system. Available life history is presented and system reliability, maintainability and operator reaction is examined. This Is not a highly technical paper, but rather an attempt to give a general outline of coal mining for the benefit of those present who may have little or no experience in the industry, and is intended to give some general knowledge which may help to a better understanding of the problems of the industry. A knowledge of the disposition of workable material is necessary to give a comparison with other mining practices. Coal Is usually found in comparatively fiat seams of varying thickness, whereas other minerals are generally found in highly inclined lodes of variable width. However, even in comparatively flat seams unaffected by faulting, grades can, and do, vary greatly over short distances.This variation causes many local problems in working the small area affected. Even very steep seams, and some are much steeper than 1 in 1, vary considerably not only in grade, but also in direction of grade and level course. This is probably caused by folding during alteration of the shape and form of the basins after deposition.These swellies are common to most coal seams and vary only in extent. This type of variation in grade and direction of grade, while common to most ore bodies, is a matter of great importance in coal mining when it is considered that roadways are driven in the seam itself and have to be graded and made suitable for haulage purposes.The area of ground involved in an individual coal mining operation is often very large; many times larger than most metal mining propositions, and often comprises many thousands of acres.When it is considered that the specific gravity of coal may be only one-fifth of that of some ores mined, and the coal seam may be five or six feet in thickness, the vastness of the area necessary for continuous mining operations over many years will be realised.To achieve comparable outputs, with about five times the bulk of material to handle, much more ground and working places must...
