The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

Evaluating the resources and reserves in a mineral deposit requires many interdependent subjective decisions. The decision of stationarity is arguably the most important. This decision includes: the choice of domains that subset the entire deposit, modelling the boundaries of each domain, and understanding and considering the nature of the contacts between domains. Reasonable choices are made in consideration of the geological context, the available data, the goals of the study and the available resources for the study. This paper reviews aspects of the decision of stationarity in modern resource assessment with a focus on quantifying uncertainty and using numerical/statistical tools to help the geomodeller. The use of volume/distance functions to quantify uncertainty in domain limits is particularly important and is presented in detail. The use of contact plots provides help with the continuity of grades across domain boundaries. Realisations are not assembled as a branching combinatorial of all possibilities, but as a set of realisations that provide a measure of uncertainty. This paper amounts to a definition of stationarity for modern resource assessment.

An intermediate scale (8 m + 8 m + 5 m high) constructed waste rock pile experiment was built upon a contiguous grid of 16 gravity drainage lysimeters to investigate the flow of water in unsaturated waste rock. Average net infiltration to the uncovered waste rock pile is 55 per cent of precipitation. Large rainfall events have net infiltration of 55 per cent to 85 per cent. Net infiltration estimates range from 23 to 120 per cent of precipitation between lysimeters. Small-scale lysimeters of less than 4 m2 area are shown to be poor predictors of net infiltration for uncovered waste rock. The appropriate size for lysimeters increases with increasing flow rate. The residence time distribution has an estimated median value of 3.0 to 3.9 years under average infiltration conditions. Water flows within the fine grained matrix, within larger pores (macropores), and in matrix free areas of the pile. In situ tracer concentrations vary between pore sizes, and between spatially distinct areas of the pile, indicating water geochemistry may also be variable. Water samples collected from in situ soil water samplers are dominated by the most mobile water fractions. In situ measurements of water content and matric suction are compared to the measured outflow. The data indicate the focusing of flow in spatially distinct areas can make in situ instrumentation a poor (non-conservative) predictor of volumetric water flow.

A study of the passive treatment system for Hilton minewater revealed that it consists of four main process steps. The water, which contains soluble and particulate iron and zinc and is supersaturated with CO , is pumped to the surface and then passes throuqh a degassinq unit into settling ponds where larger particles of iron hydroxide, containing some adsorbed zinc, can settle out. The still turbid supernatant is pumped to the top of a hill, from where it is allowed to trickle in a broad sheet, releasing CO , towards an earthen channel in the valley below. Consequently the pArises from around 6 to 7.5. This in turn promotes further decrease in the concentration of soluble zinc by increased adsorption of zinc on to iron hydroxide particles. The channel then transports the water to the third process in the system - a 53 ML pond acting primarily as a flocculation-sedimentation basin. The clarified water overflows into a second channel, downstream of the pond, which constitutes the fourth process in the system. Here, copious quantities of filamentous algae further reduce zinc concentrations to acceptable levels before the water is collected for recycle into mine operations. The work reported here represents a detailed study of this system and describes the optimisation of the operation of each of the individual steps involved.

This paper proceeds from the premise that process improvement is a key part of the mineral engineer’s role, and one in which he/she can make a significant contribution to shareholder value. It presents four tools to help with process improvement projects. Two are designed for process monitoring, to determine as soon as possible whether there has been a true change in performance: the cumulative sum (cusum) control chart plot with V-mask, and the control chart using a process model. The other two are used for process optimisation: simplex self-directing evolutionary operation (SSDEVOP), and a response surface model developed using a central composite rotatable experimental design (CCRD). These methods are robust, have a rigorous theoretical basis and are easy to implement. They also promote project continuity which increases the chances of success, particularly in fly-in/fly-out (FIFO) operations. Variants are used in other industries, but they are rarely if ever applied in mineral processing to-day for reasons which are unclear. The paper gives examples of the application of each method in concentrators which demonstrate that they have the potential to be useful additions to the mineral engineer’s professional toolbox.CITATION:Napier-Munn, T J, 2014. Kidston Gold Mine is a 3.5 million tonnes per year operation located 280 kilometres west of Townsville, Queensland. Kidston's ore body consists of 44.3 million tonnes graded at 1.79 grams per tonne gold and 2.22 grams per tonne silver. Full production commenced in March, 1985. During the remainder of 1985, Kidston milled 3.77 million tonnes of ore and produced 213,614 ounces of gold.The ore is comprised of granodiorite, polymictic and volcanic breccias. The degree of oxidation of the rock influences the milling capacity and therefore determines the cut-off grade; ore is categorised as oxide, transition and fresh. The milling rates are 15,400, 12,000 and 9,600 tonnes per day for oxide, transition and fresh ore respectively.The ore is treated in a conventional cyanidation/ carbon-in-pulp plant (CIP). The plant consists of a primary crusher, semi-autogenous grinding (SAG) and ball mills, leach circuit and carbon-in-pulp circuit. Carbon stripping and dore smelting are done on site. The major difference between the Kidston plant and other Australian CIP plants is that a cyclone separation and washing circuit rejects half of the dry tonnage as a sand tail prior to CIP treatment. This difference allows the CIP circuit at Ki.dston to be smaller and makes the CIP less sensitive to the grind circuit product size.

The possibility of removing the phos phorus and sulphur contained in steelmaking slag has been studied by observing directly through the microscope melts heated on Pt- filaments. After a CaO crystal was placed in the molten slag, distributions of P, S and other elements formed around the CaO crystal were determined with the aid of EPMA. The results indicated that a layer of 2CaO SiO2 is formed on solid CaO in CaO-Si02 melts. Then between CaO and the newly formed compound the molten slag tends to migrate through cracks. For higher Fe 2 03 contents, the layers of the compounds 2CaO.Si02 and 3CaO SiO2 formed around the CaO crystal are not continuous but look more like particles, which promotes the dissolution of CaO. Phosphorus in slag was found to be enriched in the 2CaOòSi02 layer. Phosphorus in the 2CaO SiO2 phase is not related to the primary slag composition, being about 5-7% P205.. Sulphur in slag,as well as the phos- phorus,was concentrated in the 2CaO.Si02 phase. Disintegration due to weathering observed for slags produced in these investigations appeared to be due principally to hydration of lime.

The Ranger Uranium Mine is located in the wet-dry monsoonal tropics approximately 250 km east of Darwin in the Northern Territory of Australia (Figure 1). Mining of open-cut ore bodies commenced in 1980 (Pit 1) and ceased in 2012 (Pit 3) and milling and production are scheduled to cease by 2021. At the conclusion of mining and milling operations, mine tailings will be returned to the mined out pits 1 and 3, which must then be physically isolated from the environment for at least 10,000 years (Australian Government 1999). The final landform also needs to have sufficient mitigation measures in place to ensure that areas downstream are not impacted by erosion products from the mine site. The proposed post-mining rehabilitated landform will cover approximately 847 hectares (8.5 km2) which represents an area that has the potential to supply sediment to catchments and streams downstream. One method of reducing runoff and associated sediment is the construction of rip lines along the contour to slow down the runoff velocity and to also trap fine sediment and nutrients in the depressions to assist vegetation growth.CITATION:Saynor, M J and Lowry, J B C, 2018. Mechanical cleaning of coal was porforined in a few small plants in New South Wales from 1577 brit the first large coal washeries were built by Broken Hill Wbprietary Company Limited and Australian Iron and Steel Pty. Limited in the late 1940's. Mechanization of colleries in the 1950bs was abcomp" anied by construction of many coal washing plants and in the 1960's the growth of the coal export trade gave further impetus to the coal preparation industry. Design of coal preparation plants in Australia is modelled on practice overseas. Planning of a new plant in- volves investigation of many factors both technical and economic and the preparation of a specification by the operator for the designer's guidance. A wide range of preparation processes and equipment is on offer, but the nature of the coal to be treated and the separating efficiency desired usually dictate process selection. Simple or moderately difficult separation can be achieved with jigs, shaking tables or water washing cyclones. Coal which is difficult to treat or which has to be cut at a specific gravity lower than 1.5 is normally washed in a heavy medium process. In large plants it is usual to separate the coal into large, small and fine fractions and concentrate each fraction in a circuit designed to suit the grain size handled.

This paper presents the results and findings of geochemical and mineralogical testwork conducted on samples collected from waste rock dumps at two mine sites, located in South Carolina, USA (Site 1) and Sudbury Ontario, Canada (Site 2). Important aspects of the relationship between the physical and geochemical aspects of the dumps are also presented. The overall aims of the project were to 1. determine if the physical and hydrological nature of the waste-rock dumps had any impact on the geochemical and mineralogical characteristics of the dump materials; and 2. to identify key implications for dump construction for ARD control. The results of geochemical and mineralogical tests indicate that the waste rock at Site 1 had undergone significant in-dump weathering and was relatively advanced with respect to ARD evolution. In contrast, the waste rock at Site 2 had undergone some weathering, however still contained a considerable amount of sulfide minerals. Testing also suggested that flushing of oxidation products at Site 2 had been limited, which therefore promoted the storage of oxidation products at the site. In addition, materials that had a D50 particle size in the range of 5 mm to 30 mm appeared to be more readily flushed than samples that had a D50 particle size of 30 mm. This suggested that preferential water pathways may have developed within the dumps at both sites.

The colliery is owned by the BHP Collieries Proprietary Ltd., the principal shareholders being the Broken Hill Pty. Company Ltd. and Hebburn Limited.It is situated due west of Newcastle and 6 south-east of Cessnock, N.S.W., and is conneeted by 36 miles of railway to the port of Neweastle. Of this mileage, 3 miles are owned by the Company, 3 by Hebburn Limited, 9 by the South Maitland Railways Ltd., and 21miles by the Government Railways.The seam worked is known as the Main Greta Seam of the Greta Coal Measures and is on the southern slope of the Lochinvar anticline.At the shaft, the seam is 1190 ft. below the surface, and the section of the coal measures is:-Upper or Main Seam, . 24 ft. 0 in.Conglomerate and shale 70 ft. 0 in.'Middle Seam 8 in.Conglomerate 25 ft. 0 in,Bottom Seam 1 ft. 2 in.These lie between two marine measures, and are the lower coal series of the permo-carboniferous period.Only the upper seam is workable in this area, the lower seams being too thin for eompetitive working. The section of the workable seam at the shafts is as shown on Fig. 1.Unfortunately, only the lower 12 ft. 5 in. of the seam is saleable.

The Northside Storage Tunnel is a TBM driven rock tunnel system designed to collect and store sewage from four major storm overflow points along the existing Northern Suburbs Ocean Outfall Sewer. At present, sewage overflows during wet weather are the main source of pollution for Sydney Harbour. The tunnel system comprises a 16 km long by 3.8 m to 6.5 m diameter tunnel from Lane Cove to the North Head Sewage Treatment Plant and a 4 km long by 6.3 m diameter branch tunnel from West Chatswood. The tunnel will have a typical rock cover of about 50 m to 150 m. Most of the tunnel alignment is contained within the Hawkesbury Sandstone Formation which is generally an excellent tunnelling stratum, and offers few geotechnical constraints. However, the tunnel is required to pass beneath incised palaeochannels at Middle Harbour and Manly with each palaeochannel containing about 70 m of sediment.Innovative geotechnical and geophysical investigations were undertaken to examine the tunnel route and characterise the rock beneath the palaeochannels. These investigations have located zones of poor quality rock beneath one palaeochannel in particular, suggesting significant stress relief had taken place in the rock at times of lower sealevel producing structural features indicative of valley bulging. This paper presents the geotechnical model developed for the tunnel, and the models and constraints for tunnelling beneath the palaeochannels.

This present paper deals with the fundamental study of the separation of fine cassiterite and quartz by liquid-liquid extraction using iso-octane as an oil phase, dodecylamine acetate (DAA) as a collector, and sodium chloride as a depressant. With regard to the distribution of fine cassiterite and quartz between oil and aqueous phases, the effect of DAA has been investigated in terms of pH, DAA and NaCl concentrations, zeta potential, and adsorption density. From the results of the experimental work, a maximum recovery of cassiterite in the oil phase was obtained with pH around 6.0, DAA concentration of 1.0 x 10-5 mole/litre, and NaCl addition of 0.1 mole/litre. In these conditions of liquid-liquid extraction, most of the fine quartz remained in the aqueous phase. Thus it was found that NaCI was an effective depressant for fine quartz under optimum conditions. A series of separation tests by liquid-liquid extraction was then conducted for the mixed samples (6.0 per cent Sn) of cassiterite and quartz. By a single separating process, the per cent of recovery of cassiterite in the oil phase was about 92 per cent with a grade of 27 per cent Sn. The same results could also be obtained by using kerosene in place of iso-octane as the oil phase.

The Haveluck gold deposit, located 2.5km north of Meekatharra, contained 1,284,000 tonnes at an average grade of 1.8 g/t gold of drill delineated proved and probable ore prior to commencement of production. Following successful laboratory and pilot scale testing a decision was made to establish a 300,000 tonnes per year heap leaching operation. The ore, crushed to minus 100mm was stacked on an impermeable membrane and irrigated with a dilute cyanide solution. Gold was recovered from the resulting pregnant solutions by adsorption onto activated carbon and gold bullion produced in a modified Zadra process desorption plant. From the commencement of mining it was obvious that a high percentage of fine material was being produced which would adversely affect the percolation of the cyanide solution-through the leach heaps. A screening plant was incorporated into the crushing circuit which provided an oversize product satisfactory for heap leaching and an undersize for carbon-in-pulp treatment. Plant design provided for the slurrying of minus 0.8mm ore before feeding to the pachuca tanks. Initial practice was to use four tanks for gold dissolution and two for carbon contact. Vibrating screens were used through- out for the carbon-ore separation and the loaded carbon was stripped in the existing desorption plant.

The Olympic Dam deposit is located some 600 km north of Adelaide in South Australia. It was discovered in 1975 by Western Mining Corporation and in 1979 a joint venture was formed with British Petroleum for the evaluation and development of the project. Studies were completed and construction started in 1986 with the plant being commissioned progressively between April and August of 1988. In 1993 Western Mining acquired BP's interest and are now owners of the whole deposit. The scale of the initial development was 1.5 Mtpa of ore for the production of 45 000 tpa of copper cathode, 900 tpa of uranium oxide and some gold and silver. Two expansion programs have occurred in 1992 and 1995 and current performance is at the rate of 3 Mtpa of ore for the production of 84 000 tpa of copper cathode, 1500 tpa of uranium oxide, 24 000 oz per year of confined gold and 380 000 oz per year of confined silver (Table 1). An aerial view of the plant is shown in Figure 1. The benefit of diversifying into the production of more than one product is undoubted and the flexibility of being able to produce variable quantities of copper and uranium also allows advantage to be taken of a change in market conditions.

The HYC mineral deposit at McArthur River is about 1.5 kilometres long by 1.0 kilometres wide and 55 metres thick, and contains 227 000 000 tonnes of ore of average grade 9.2% Zn, 4.1% Pb and 41 g/t Ag. Major studies have been carried out continuously since 1955 over the deposit and in the general region. This work is continuing. A small underground mine was developed by driving a decline tunnel to intersect the mineralization 80m below the surface. This provided a fully representative sample of the total deposit unaffected by weathering or oxidation, and was available for the major test program carried out in a pilot plant built to determine the full metallurgical charac- teristics of the ore. The pilot plant operations followed investigations by research institutions, both in Australia and overseas, into the problems of this ultra-fine grained ore. The ultra-fine grained nature of the ore required grinding to an average size of 95% passing 37 micro metres or 400 Tyler mesh. A major feasibility and environmental report was submitted to the government covering all aspects of a development program. The geological, engineering, metal- lurgical, economic, cultural and environmental submissions contained in this report were studied by external consult- ants employed by the government, who agreed with the conclusions that the McArthur HYC deposit is at present Uneconomic.

Blue amphibole-bearing rocks in the North D'aguilar Block of southeast Queensland occur either as relict pods and lenses within regionally extensive greenschist facies phyllites and schists or as blocks entrained in serpentinite-matrix melange. Epidote + crossite-bearing varieties predominate and formed under conditions consistent with underplating and high P:T metamorphism in a subduction-related tectonic environment. Neither lawsonite nor jadeite has been observed and metamorphic conditions are estimated at 380-4500C for pressures of 0.5-0.8 GPa. High P:T metamorphism occurred during the earliest stages of deformation and was superimposed upon protoliths of inferred Late Devonian - Early Carboniferous age, including mafic volcanics, tuffs and coarse volcaniclastic breccias as well as pelagic and henipelagic sediments, all of which have undergone varying degrees of over-printing to the greenschist facies. Greenschist facies metamorphism occurred during the second phase of deformation and was associated with the formation of mainly flat-lying or subhorizontal structures; it followed the cessation of subduction and occurred in response to either thermal relaxation during uplift or the imposition of regional heating induced by crustal thickening and/or synkinanatic granite emplacement. Uplift and cooling of the high P:T rocks was completed by 260-265 Ma and may have occurred in response to the same extensional processes which gave rise to the onset of rifting in the adjacent Esk Trough.

Single-addition and sequential net acid generation (NAG) experiments were carried out on natural and prepared samples with varying contents of organic matter and pyritic S. Results show that carbonaceous matter can produce significant quantities of organic acids during peroxide oxidation in the NAG test, which leads to overestimation of acid-forming capacity and misclassification of benign samples as potentially acid forming (PAF). Organic matter effects were most pronounced in samples with low S (less than 0.5 per cent) and total organic carbon (TOC) contents of greater than seven per cent. The single-addition NAG test will tend to overestimate acid potential in samples with little or no pyrite and high organic matter content, potentially leading to sample misclassification. High pyritic sulfur samples tend to show little difference in single-addition NAG acidities with increasing organic matter, and it appears that pyrite is preferentially oxidised by peroxide when present in significant concentrations (greater than one per cent pyritic S). In sequential NAG tests overestimation was greatest in samples with little or no pyrite, but highly carbonaceous (>20 per cent TOC) pyritic samples were affected in later stages as the pyrite was depleted. A modified NAG method is proposed to account for the relative proportions of pyrite derived acidity and organic acidity in a given NAG solution.
