Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. New developments are taking place in the recovery of gold from leached pulps that are based upon the adsorption of the metal cyanide species onto ion exchange resins. Despite the success of several resin-in-pulp pilot plant operations in the Western World and large-scale plants in the former Soviet Union, the process is yet to gain recognition as a viable alternative to the carbon-in-pulp process. An experimental research program has investigated the use of a variety of different types of resins for the recovery of gold, but to-date no resin studied has the desired properties of high selective loading capacity for gold cyanide and a simple inexpensive elution procedure. In addition very little is known concerning the physical strength of resins and their ability to resist shattering due to osmotic shock during cycles of adsorption and elution. The ability of ion exchange resins to enhance the leaching of refractory and re-adsorbing ores has not been investigated. This paper highlights the necessary factors that need to be addressed before commercialisation of ion exchange technology for gold extraction is feasible.

The process design for green- or brown-fields metallurgical plants typically starts with two fundamental elements: the detailed mass and energy balance and the plant flow availability. The detailed mass and energy balance is generally developed using process flow-sheet simulation software and represents the steady-state operation of the plant at normal operating conditions. The plant flow availability, also known as a range of other industry-specific terms such as ‘flow availability’ and ‘operating factor’, describes the ratio of plant production to the steady-state mass balance. These elements are then used together as the basis for equipment selection and design.Plant flow availability takes into account a myriad of production loss factors including planned and breakdown maintenance, feed availability and composition changes, variability in operational performance and the interaction of batch and continuous unit operations. The combined impact of these loss factors are complex and as such plant flow availability is usually derived using a top-down approach such as comparison to an existing operation, a group of similar operations or to an anecdotal ‘industry leading’ benchmark. These top-down approaches are fraught with risk however, as they cannot factor in changes to equipment selection, flow-sheet or plant operating philosophy, and can result in over-expenditure of scarce capital or shortfalls in plant production.The use of dynamic simulation to provide a bottom-up alternative to quantifying the plant flow availability in metallurgical plant design has been growing rapidly in recent years. Fibre reinforced shotcrete has long been accepted as temporary ground support in both mining and civil tunnel linings. Greater knowledge and understanding of shotcrete as an engineering material and advances in its quality have enabled designers to eliminate the requirement of a second pass lining. The initial shotcrete can be used as the permanent tunnel lining or be incorporated into the final lining design, rather than ignored and considered as sacrificial.For the initial shotcrete lining to become a suitable permanent tunnel lining it must be able to establish and maintain stability over time when subjected to all possible loads. To ensure this, best engineering practices are required during the design phase of the project to analyse; ground conditions including rock mass properties, ground and ground water quality, rock mass loadings, excavation sequencing, and construction methodologies.The increased durability of steel fibre reinforced shotcrete over traditional tunnel support, in the right ground conditions, makes it possible to achieve a serviceability design life of greater than 100 years (as required in most infrastructure projects). By specifying a good quality shotcrete mix and ensuring adequate quality control for batching, fibre dosing, preproduction testing, excavation sequencing, and application control, it is possible to eliminate the requirement of a secondary lining. The properties of a suitable permanent lining must be well established using suffi cient preproduction testing in combination with post application monitoring.A major benefit of steel fibre reinforced shotcrete in ground support applications is the removal of any requirement for workers to work under unsupported ground. Its use can also significantly reduce, if not eliminate, the manual handling associated with placing traditional reinforcement such as lattice girders and mesh. Both of these benefi ts are significant with the ever increasing focus on health and safety.This paper highlights factors that must be considered in the design and specifications to enable an initial shotcrete tunnel lining to become the permanent shotcrete tunnel lining.

This paper addresses the question: how can the minerals industry remain viable; viable in the sense that we are able to access land for exploration and discovery, we are able to develop and operate mines (and processing plants) safely and profitably and we are able to close operations in a responsible manner, so that modified landscapes are restored to acceptable community standards?Many of the answers to this question can be addressed through the theme of this conference û that of eco-efficiency. The eco-efficiency concept is very useful, since it does help to translate principles of sustainability into business value at the operational level. To provide some context to how this can be achieved, the paper discusses what is happening at the international level, outlines some key industry initiatives within Australia and then discusses what work is being done within companies.

Excavation engineering involves three key design processes; excavation design, blast design and reinforcement design. An excavation engineering methodology is proposed in an attempt to promote integration and simultaneous consideration of these three design processes. This methodology requires research and development of, inter alia, a universal rock mass classification system and a universal data display system. Simple examples are used to explain and illustrate the concepts central to these components in the three design processes.

Mining plants and infrastructure, and the decisions made by their designers, can have large impacts on their environmental and social context, commonly referred to as the site or plant footprint. They can also be the source of constructive contributions to sustainable development when designers are enabled via the information, systems and tools to incorporate sustainability in engineering processes. A facility’s footprint and the project’s contribution to sustainability – economic, environmental and social aspects – are now key considerations in regulatory approval processes and are the fundamental drivers of support, or opposition, from the project’s stakeholders.Historically, plant and infrastructure designers have not been well integrated with the environmental and social professionals who are engaged to pursue regulatory approvals. Despite this, many objectives central to technical and process engineering have in fact contributed positively to a facility’s footprint and indeed its contribution to sustainable development. Examples of these objectives include increasing process and energy efficiency, and minimising the quantities of waste requiring disposal. With the framework of sustainability, mining plant and infrastructure designers are indeed at the forefront of incorporating sustainability into resource industry projects and are central to the process of obtaining regulatory approvals and ongoing stakeholder support. The process of incorporation starts with a shared understanding of sustainability and sustainable development, and continues with project processes that facilitate information and knowledge exchange throughout the project life cycle.CITATION:Murphy, A, 2014. Material transport plays a significant role in the efficiency of horizontal grinding mills - autogenous (AG)/semi-autogenous (SAG)/ball mills. The magnitude of benefits that can be achieved with efficient material transport in AG/SAG mills has been demonstrated in a greenfield milling operation at Mirabela MineratpoÆs SantaRita Nickel operation located in north eastern Bahia in Brazil. This grinding circuit was commissioned in October 2009, was designed as a typical SABC circuit to grind 4.6 Mt/a (575 t/h) to produce a P80 of 125 ¦m with ten to 12 per cent ball charge in the SAG mill. However, it has been operating as an ABC circuit without any grinding media in SAG mill. The nameplate design capacity was achieved in few days and was gradually increased to an average of +800 t/h, still operating in ABC mode. The Santa Rita grinding circuit consists of one 30 ft + 15.4 ft 8.5 MW SAG mill fitted with Outotec patented Turbo Pulp Lifters (TPLÖ) in closed circuit with a HP400 short head pebble crusher and one 20 ft + 28.4 ft 5.5 MW Ball Mill in closed circuit with a Warman cyclone cluster fitted with 10 + 26 in CAVEX cyclones. This paper examines the comminution design process, operating philosophies, experiences, post commissioning optimisation and future development works. Recent advances in ruggedised industrial control system technology and architecture in combination with latest technologies in the fast-evolving 3D LiDAR sensor sector becoming available have enabled the implementation of sophisticated automation algorithms for mining equipment such as bucket wheel reclaimers, as published by the authors in the peer reviewed AusIMM 2019 Iron Ore conference proceedings. This paper provides an overview of a second use case for such automation technology in bulk material ports integral to iron ore operations. The real-time 3D machine-vision based port automation system described in this paper was originally developed for the BHP-Mitsubishi Alliance’s (BMA) Hay Point port. The system has seen deployment at other major mining and general ports in Australia, such as at Dalrymple Bay Terminal (DBT) (shown in Figure 1) managed by Dalrymple Bay Infrastructure Management (DBIM), Hay Point, Queensland. The Rosebery Mine on the west coast of Tasmania is a world class polymetallic base metal deposit, containing six major minerals: galena, sphalerite, chalcopyrite, gold, silver and pyrite. This resource has been exploited for nearly a century, yet a reliable estimate of the reserve continues to present a challenge.Over the past twenty years, the operation has changed from relatively low productivity cut and fill timber-support scraper mining, to higher productivity bulk mechanised open stoping. At the same time, economic constraints have changed and grades have fallen, which have increased the pressure to refine the resource/reserve estimating processes. This paper compares the restrictions of the polygonal section method of the past with the advantages of a kriged block model. The limitations of Mine Call Factors, the problems involved in converting decades of diamond drilling data on paper into a computer data base, and the effect of this new methodology at Rosebery, are described.

The deep seafloor in Papua New Guinea's proposed Exclusive Economic Zone appears to be a gold-rich province in the same sense as the territory above sea level. Two significant sites with polymetallic massive sulphide deposits forming today are known on neovolcanic ridges in the Manus Basin. Their high precious metal contents have led to renewed interest in the issue of exploiting seafloor mineral deposits. The prospects of finding other, possibly larger deposits in the region appear substantial. This paper reviews current data on seafloor deposits in Papua New Guinea (PNG) and raises some issues relating to future commercial exploration and mining of the sea floor. One of the known PNG deposits could become a prime candidate for the trials needed to develop technology, establish costs, and minimise environmental impact.

Over the past five years in coalmine slope evaluation the application of 3D modelling has increased significantly as software has become more user friendly but also areas requiring evaluation have become increasingly complex. Often simplistic 2D Limit Equilibrium modelling and analysis has been poorly used to solve slope stability issues by back analysis and subsequent forward predictive analysis. A plane strain condition with slope movement perpendicular to the slope strike is assumed where in reality the problem is more complex. This often leads to a misinterpretation of the failure mechanism because the failure mechanism being modelled in 2D does not generally represent the actual failure mechanism observed in the pit, with 2D modelling often oversimplifying a slope. This paper presents a case study where the initial slope assessment and remedial design evaluation was undertaken as a 2D Limit Equilibrium model which led to an overly conservative and costly remedial solution being implemented. Subsequent modelling of the slope using both 3D Limit Equilibrium and Finite Element methods were able to provide a better understanding of the structural complexities associated and correlate well with slope monitoring data to create a more realistic outcome.

The environmental and economic impacts of a significant dependence on fossil fuels are affecting the future of sectors such as of mining. These impacts are prompting the Australian Government to seek solutions for reducing its dependence on fossil fuels more generally, such developing clean energy and improving energy efficiency. However, limited research has been undertaken to assess the potential synergies between clean energy and mining in an uncertain global future. This paper analyses current energy use by mining in Australia and reviews the drivers and opportunities for energy efficiency and cleaner energy technologies to be coupled to mining under three future scenarios. Linkages between mining and clean energy are investigated for three global scenarios for mining and metals to 2030, developed by the World Economic Forum (WEF), namely Green Trade Alliance, Rebased Globalism and Resource Security. These scenarios are applied to assess how they could change the barriers, opportunities and trade-offs required for the development of a more sustainable energy sources by the minerals industry in Australia.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

Mining is inherently a risk-based business and risk governance is an integral part of corporate assurance and business decision-making. Mineral Resources and Ore Reserves are the key assets for a minerals company and senior management/company boards require assurance regarding the likely accuracy of estimated and reported technical information. Reviews and audits improve the level of assurance in the reliability of estimated short-term (grade control) estimates, reconciliation, Mineral Resources and Ore Reserves.Peer reviews and audits contribute not only to governance processes, but also provide valuable technical improvement opportunities, as well as mentoring and professional development guidance to those whose work is being reviewed. Technical review is particularly crucial at a time in the industry when companies are running lean or perhaps inexperienced teams, with limited technical or management oversight.Despite both industry guidance and some companies’ standards expecting or requiring reviews and/or audits of Mineral Resource and Ore Reserve generation and reporting processes, it is surprising how infrequently or ineffectively these are actually carried out. Examples of governance systems are presented, which include appropriate peer review processes that if effectively applied, can identify shortcomings in technical processes and provide timely correction to prevent, or mitigate against, erroneous outcomes.Peer reviews are ideally carried out concurrently with the preparation of data, selection of estimation procedures and validation of outputs from Mineral Resource and Ore Reserve estimation prior to the handover of results between disciplines, or the final reporting of results. Audits, on the other hand, are generally retrospective reviews by independent and/or external reviewers who rate the risks inherent with an already completed process, identifying opportunities for improvements in the future.This paper outlines the main components of peer reviews and audits, discussing how a combination of these can provide a structured and objective assurance system leading to systematic and disciplined processes to improve the effectiveness of, and confidence in, grade control, reconciliation, Mineral Resource and Ore Reserve risk management, and support good governance.CITATION:Noppé, M A, 2017.
