This paper details how the Australian Securities and Investments Commission (ASIC), as a disclosure and conduct regulator, approaches regulation of continuous disclosure, capital raising and control transactions in the mining and resources sector, and the reasons for the approach. In examining this topic the paper considers the Joint Ore Reserves Committee (JORC) Code (JORC, 2004), the VALMIN Code (VALMIN Committee, 2005), the relevant ASX Listing Rules and the relevant provisions of the Corporations Act 2001 (Corporations Act). The material properties and hence performance of saturated alluvial sediments slope can be incorrectly forecast if the water content is not preserved, and materials properties not correctly determined. The occurrence of saturated sediments in the Western Australia (WA) Goldfields, while not common, should be a significant investigation focus. Geotechnical engineers new to the area may be unaware of this and hence the importance of correct testing and determination of the material strength. Application of appropriate analysis to determine stable pit slopes to an acceptable level of risk, is not possible unless the appropriate strength and hydrogeological parameters have been established at the outset. A back analysis is presented of a pit that had extensive slope failures in alluvial clay-rich sediments with discussion on the approach adopted by the original design engineers to assess pit wall stability and consequent poor slope performance. Learnings from a full pit 3D back analysis are presented, with an approach to geotechnical and hydrogeological investigations and analysis for slopes in similar materials.

Successful management of geotechnical risk at a mining operation is more than just having a good ground control management plan or using advanced numerical modelling and the latest monitoring technologies. The fundamental requirements for effective geotechnical risk management include identification of potential failure modes, identifying and implementing appropriate controls, and demonstrating the effectiveness of those controls. Effective geotechnical risk management requires an integrated approach by confirming that appropriate risk management systems have been identified and implemented (management plans, procedures etc), and that these systems are executed consistently in the field across all working areas. Development of a thorough integrated auditing process executed by an experienced team of technical subject matter experts with substantial operational knowledge, provides a more complete picture of catastrophic hazard management. Following consistent evaluation criteria allows benchmarking of systems and implementation compliance between the sites being audited, and the results can then be ranked against other operations in an industry database.

Online analysis of continuous and batch processes has seen a dramatic increase in recent years, with examples ranging from petrochemicals to pharmaceuticals, to industrial biotechnology and food and drink. The particularly challenging environment of alumina processing has meant that instrumentation needs specific features and characteristics to be truly suitable, features such as: robustness, resistance to caustic conditions both in the analyte and the ambient environment, and reliability for long-term continuous use. Here we present the development of a novel FTIR spectrometer that achieves these requirements through the use of a static optics arrangement of mirrors, and stable diamond-tipped light-pipe probe. Firstly we give a very brief explanation of spectroscopic analysis, and the difference between FTIR and other infrared methodologies. Next we outline the novel arrangement of mirrors required to produce an interferogram without moving mirrors, and compare the benefits and drawbacks of this approach instead of conventional designs. We then share the results of laboratory analysis of synthetic Bayer liquors, with detection limits for aluminium hydroxide, sodium hydroxide, sodium carbonate and various sodium salts of organic acids. We then share the results of analysis on production samples, both in idealised laboratory conditions and then online in the process itself. Lastly we present work on in situ ultrasonic descaling solutions to avoid scale build-up and provide continuous cleaning of the probe – preventing the need for probe removal and manual cleaning.

The challenges of increasingly scarce water resources and the risk of dam failures has seen the mining industry turn to sustainable tailings management solutions such as dewatering and dry stacking. Filtering tailings has been seen in the past as a cost-prohibitive process for larger throughput mines. However, as larger pressure filters are developed, the economic case for filtered tailings has gained traction.Focus has largely been placed on the correct design and operation of the filters. It is critical, however, that the material handling portion of the disposal system is also properly designed and operated. Thorough testing at laboratory and pilot scale to determine the conveying properties of the filtered material needs to be conducted. This testing will insure the material handling system meets the important availability needs of the mine even during periods of variability in the upstream processes and mine plan.The control system must also be robust and flexible in design to compensate for this upstream process variability. Glencore Coal Assets Australia (GCAA) operates five coalmines in Queensland and has rehabilitated thousands of hectares of mined land across these sites. Accordingly, GCAA seeks to continually improve rehabilitation outcomes over time and work towards progressive rehabilitation sign-off. The ultimate test of rehabilitation success is the attainment of an agreed land-use target, whether for biodiversity conservation or some type of agricultural production, and the ability of the rehabilitated landscape to resist degradation and retain desired functions (eg biodiversity protection or grazing productivity). However, success must be based on documented evidence that can demonstrate adequate progress towards rehabilitation targets and is assessed at appropriate intervals. To assist this task, a stepwise decision guide for the GCAA monitoring program was developed to ensure consistent monitoring data is collected across the range of sites. "The Telfer processing plant commissioned its pyrite regrind and flotation circuit in August 2012. The circuit was designed to regrind pyrite concentrate to a p80 of <30µm then float a gold and copper rich concentrate before tails from the flotation circuit fed the carbon-in-leach (CIL) circuit downstream. Expected benefits were: improved CIL performance that would result from the finer grind and a reduction in cyanide soluble copper to the CIL circuit, as well as a small increase in overall flotation circuit recovery. While the benefits of a finer grind were soon realised, recovery in the post-regrind flotation circuit (named the ‘pyrite recleaner circuit’) was consistently and significantly lower than that expected based on laboratory test work. Selectivity in the pyrite recleaner circuit was virtually nil and copper reporting to the CIL circuit did not change as a result of the pyrite recleaner circuit operation.A pulp chemistry survey of the plant and comparison with the lab showed that the dissolved oxygen (DO) demand in the plant was much higher than that in the lab. Lab flotation tests conducted using nitrogen gas instead of air resulted in recoveries similar to those from the plant. It was identified that the freshly ground pyrite surfaces exiting the regrind mill were consuming oxygen in the slurry and there was insufficient oxygen available for collector adsorption and pyrite depression to occur. Test work, using a pilot regrind mill, showed that a reduction in grind size resulted in an increase in DO demand.A range of oxidising agents were tested in the laboratory and using a pilot flotation rig set-up in the plant. Oxygen was found to be the most reliable and effective agent and options for increasing oxygen delivery to the plant were explored. Historically the insurance industryÆs involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authorsÆ experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: personnel; environment; general management; compliance û legislation, systems, protocols; asset management; change management; financial impacts to the organisation; products/services; service delivery; and technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

Many mining companies routinely use benchmarking to review their operational activities and associated costs. The aim is to measure operational performance against industry norms, and identify areas where a company is performing better or worse than industry best practice. The goal is continuous improvement.In general, mine technical services, including mining geology activities, are not routinely benchmarked. There are exceptions, such as the cost of drilling per metre and the average discovery cost per unit of metal, but generally mining geology activities are only included indirectly in mining benchmarking studies.Aspects of benchmarking can play a critical role in assisting mining geologists to improve the efficiency and effectiveness of the services they provide. Industry norms for many generic mining geology functions have not been developed and measured, and therefore it is impossible to use external benchmarking to assess performance against other mines. But when used in parallel with quantifying the value of mining geology functions and establishing strategic goals for the team, key components of benchmarking methodology can provide essential feedback on how a team is performing against these strategic goals.CITATION:Berry, M, 2014. The Gameta Gold Deposit is located on the north-eastern corner of Fergusson Island in the D'Entrecasteaux Islands of Milne Bay Province, PNG, at lat. 9¦ 25' 5, long. 150¦ 47' E or AMG co- ordinate 256740 E/8959000 N (Figure 1). The area is covered by the Fergusson (SC56-05) 1:250,000 scale Topographic Map Sheet and the Koitabu (9079)1:100,000 scale Topographic Map Sheet. The property is held 100% by Union Mining NL (UMG) and lies 105 km NNE of Alotau and 33 km to the ESE of UMGs recently developed Wapolu Gold Mine, a Joint Venture between UMO (51%) and Macmin NL (49%). The inferred resource estimated from surface results and 105 RC drill holes, currently stands at 1.89 million tonnes at 2.6 git gold (1.0 g/t Au cut-off) or 155,000 oz. Evaluation of the property is currently proceeding. To date 111 RC holes have been drilled for a total of 4611 m.

"The Olympic Dam geometallurgy program has generated a large quantity of data that has been used to create a geometallurgically enabled block model. An ongoing challenge is to convert data into usable information and embed geometallurgical practices into resource model development and mine planning to assist with the identification of opportunities to maximise value.This paper will discuss the methods used to disseminate geometallurgical information throughout the planning life cycle including data extraction methods from the geometallurgy acQuire database, and the inclusion of a geometallurgy module in the Olympic Dam Stope Reserves database. The use of geometallurgical information in short-, medium- and long-term mine design and scheduling, including its use in grade descriptor development and stope value assessment tools will also be presented. Private equity (PE) firms are comparatively free of mandatory requirements for the level and scope of due diligence applied prior to making investment decisions in minerals projects when compared to listed entities, sovereign funds or financial institutions adopting the Equator Principles (Equator Principles Association, 2013). While this freedom allows for flexibility, agility and innovation in making investment decisions, it can also expose PE firms to material risks that may impact their ability to successfully list the projects or attract later financing.Financial institutions and investors with mandatory due diligence and disclosure standards may refrain from investment in or acquisition of a project if it fails to meet various performance requirements. There are many high-profile projects that have suffered significant write-downs on book value after acquisition because specific non-mining issues were not adequately assessed. Thus, a PE firm may be left with an asset that is difficult to divest and incapable of securing development finance.PE firms can manage this risk by being aware of the growth trend in the adoption of ‘international standards’ in addition to host nation standards and legislative requirements. This paper outlines key issues for PE firms to address to maximise the chances of obtaining funding or successfully taking an exploration or mining project through to listing or divestment. Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

South32 (S32), a globally diversified mining and metals company, is listed on securities exchanges around the world (ASX, JSE, LSE), with its primary listing being on the Australian Securities Exchange (ASX). Chapter 5 of the ASX Listing Rules (Australian Securities Exchange (ASX), 2019b) requires a mining entity to provide a summary of governance arrangements and internal controls with respect to its estimation processes, estimates and reporting of Mineral Resources and Ore Reserves annually. As a global company, it is also important to design and implement all governance processes and internal controls which can be used consistently across the organisation. The three lines model (previously known as the ‘three lines of defense’ model) is employed across South32 to manage risk where the first line (Practitioners) designs, implements and executes processes and controls to manage risk; the second line (Stewardship) identifies material gaps and improvement opportunities in the first line by monitoring conformance with the group requirements, legislative and regulatory obligations. Second line also assists with the development and improvement of core fundamentals based on industry good practise. The third line (Group Assurance) provides independent and objective assurance over the Group’s system of risk management and control. The estimation of resources and reserves for most of the operations within South32 is managed by the Planning function. The estimation process is part of the annual Life of Operation Plan (LoOP). The LoOP identifies and assesses the strategic alternatives for the development of an operation and recommends the preferred pathway based on value and risk. The LoOP starts with opportunity framing and the updated resources as an input and ends with the short-term plan and annual budget (the outputs). Ore Reserves estimates are one of the outputs from the LoOP. All the inputs and outputs follow internal standards and procedures which includes peer review and performance reconciliation. Stewardship (Second line) which is a centralised function has standards in place to ensure compliance to internal controls and external regulatory requirements. This includes assessment of the competence of Competent Persons, technical reviews, independent audits and training in the relevant chapters of the ASX Listing Rules, Guidance Notes and Appendices. Group Assurance (Third line) which reports to the Risk and Audit Committee of the Board of Directors ensures the design and operating effectiveness of the processes, standards and procedures associated with the estimation and reporting of resources and reserves. While the level of scrutiny has a different intent for each line in the three lines model, the overall purpose is to achieve a consistent outcome across the organisation

Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. Human ventures into space are entering a new phase in which missions formerly driven by government agencies are now being replaced by those led by commercial enterprises – in launch, satellite deployment, resupply of the International Space Station and space tourism. In the not-too-distant future, commercial opportunities will also include the mining of asteroids, comets, the Moon and Mars. This research examines the role of off-Earth mining in a growing space economy. In this investigation, the term ‘mining’ is taken to embrace minerals, ice/water and other in situ resources. As the off-Earth mining initiative could be the engine that drives the space economy, it would be useful to understand what off-Earth mining market conditions and technology requirements are needed for that economy to prosper. These specific elements are studied in the wider context of creating an economy that could ultimately support a sustainable Mars colony. These challenges necessitate the adoption of innovative techniques and technologies to expedite development cycles and facilitate the efficient exchange of knowledge and expertise. Traditional mineral exploration methods rely heavily on data governance, visualisation tools, and expert interpretation skills, often operating in isolation and limiting the integration of valuable data and knowledge (Lindsay and Perrouty, 2019). To address these integration challenges and bridge the industry’s knowledge gap, the concept of a digital twin offers a holistic solution (Ahn, 2021; Nagovitsyn and Stepacheva, 2021).

The Otago Goldfield has produced approximately 8 million ounces of alluvial gold and over 2.5 million ounces of hard rock gold and is currently home to New ZealandÆs largest producing gold mine. In the eyes of explorers this production history makes the goldfield a good place to explore.   Modern exploration in the Otago Goldfield commenced in the late 1970s with the exploration for tungsten. However, a rapid rise of the gold price in the early 1980s saw the focus shift to the exploration for gold which lead to the discovery of the Macraes Gold Project in 1984, which since it came into production in 1990 has been New ZealandÆs largest producing gold mine. With the exception of the Macraes Gold Project, exploration continued in the Otago Goldfield for a further 20 years without further success.   In 2006, Glass Earth (NZ) Limited (Glass Earth) reviewed all the exploration technologies applied to the Otago region and available geological data, including the 1996 OceanaGold Helicopter Electro-Magnetic (HEM) data, and concluded that combined magnetics and HEM were able to delineate the Hyde Macraes Shear Zone (HMSZ) which hosts the Macraes Gold Project. Unlike previous explorers who explored the Otago region in a piecemeal manner, Glass Earth opted to collect a new, region-wide dataset which could be integrated with all previous collected geological information to come up with new exploration concepts and targets. As part of this process, Glass Earth applied in mid 2006 for New ZealandÆs largest on-shore gold Prospecting Permit, PP39-322 which was subsequently granted in November 2006. In mid January 2007, Glass Earth commenced acquisition of approximately 50 000 line kilometres of HEM data, making the Otago regional aerial geophysical survey (survey) the largest aerial geophysical survey ever undertaken in New Zealand.   This paper will report on the progress of the Otago Regional aerial geophysical survey and outline some of the preliminary findings from what is still a work in progress.

Northern Star’s Thunderbox Open Pit C-Zone cutback was designed to maximise extraction in a short life excavation; In fresh rock on the western wall this included 20 m to 30 m bench heights with 6.5 m to 10 m berm widths and a 90° pre-split angle. Rock mass quality in this area is generally fair to good, however, there are sections where the dominant foliation runs parallel with the designed pit wall, and more closely spaced, altered, foliation is present: these areas are difficult to predict and prone to failure. Stringent controls and monitoring were required in order to safely access below these areas, in particular the use of slope stability monitoring radar, Trigger Action Response Plans (TARPs), re-entry procedures, visual inspections, drone inspections and day-to-day personnel awareness of the hazard. Robust and comprehensively planned remediation was also required after two significant slope failure events where long reach equipment and rope access techniques were utilised to remediate the areas in question safely, but also in a timely manner, such that expected production targets were impacted as little as reasonably practicable. This combination of rigorous risk management and well planned remediation resulted in a successful and complete extraction of the C-Zone cutback with no impact to operational safety.
