Open cut coal-mining has been conducted in the Bowen Basin region of central Queensland for almost five decades, and has disturbed an estimated area of 140 000 ha of agricultural land until 2011. Approximately one-third of the area disturbed by mining has been rehabilitated to pastures or bushland. However, none of the rehabilitated land has yet been assigned a specific end-use. This research project develops an approach for assessing end-use risks for the regionÆs mined land, and develops risk assessment models for selected end-uses. First, a web-based survey of stakeholders was used to identify risks to be assessed. The risks identified were surface erosion, subsurface erosion, bushfires, weeds and feral animals. The survey also identified possible end-uses of bushland and grazing. Second, conceptual risk models were developed based on the risk assessment concepts of likelihood and consequence specified in the Australian and New Zealand risk assessment standards. Likelihood was modelled using site characteristics and management factors that influence the occurrence probability of risks (eg surface erosion), while consequence was modelled using a set of site condition indicators and condition thresholds (changes in root-zone water-holding capacity, soil erodibility, vegetation ground cover and soil organic matter and transition probability to a non-preferred ecosystem type).The factors influencing likelihood and consequence for each risk have been integrated using Bayesian networks. The next step in model development is to parameterise the Bayesian networks using existing equations, empirical datasets, or expert opinion where data are not available. The parameterised models will be used to assess grazing and bushland end-uses against erosion, bushfire, weed and feral animal risks for rehabilitated mined land sites, with the purpose of identifying the relative risks associated with each end-use, and the landform design specifications and land management practices under which end-use risks are minimised.CITATION:Maczkowiack, R I, Smith, C and Erskine, P D, 2012. The efficiency of any iron ore value-adding operation is closely associated with detailed knowledge of the mineralogy, especially in the processing of lower grade and complex ores. There are a number of physico-chemical properties of iron oxide mineral phases (eg goethite, hematite and magnetite) that can be prudently exploited to enhance their processing efficiency. Recent iron ore studies on the upgrading of high-goethite iron ores have highlighted that the knowledge of the various phases of both iron oxide and gangue minerals is critical to the economic processing of these ores. Appropriate knowledge of this kind can lead to better-designed flow sheets for economically viable production of saleable products. With the increasing use of goethitic materials as blend components of iron ore concentrates for steelmaking, this review paper focuses on relevant beneficiation processes and the pivotal role of mineralogy and petrology in producing saleable iron oxide concentrates from ore blends. For goethites, mineral impurities including silica, phosphorus and alumina are very important. Carbon sequestration in planted forests provides an immediately available, low cost option to address the greenhouse impacts of coal mining and coal utilisation in a carbon constrained world. In addition, planted forests also offer the opportunity to address other environmental issues, particularly salinity and loss of biodiversity. Given salinity is characteristically associated with agriculture in the 500 to 700 mm rainfall belt, then where such forests can also produce commercial timber products, they offer the additional opportunity to establish new, diversified rural employment in both timber growing and processing. In the majority of Australian catchments affected by salinity, where rainfall is generally less than the 700 mm limit to conventional forestry, and where groundwater reserves are often saline, the objective of achieving economically viable forestry production presents a significant challenge. In 1996, Saltgrow commenced a collaborative breeding program to combine the salt and stress tolerance of E camaldulensis, with the growth rate, stem form and wood properties of the commercial species, E grandis and E globules. This program aimed to produce trees with the potential for commercial rehabilitation of saline landscapes. Results covering a range of site conditions from SaltgrowÆs network of over 100 trials around Australia are presented. The opportunity for commercial plantations integrated with agriculture in low to medium rainfall areas to address salinity and sustainability will be discussed. In addition, the significant potential for partnerships between land-rich, cash-poor farmers, catchment management authorities seeking to invest in public good projects that enhance environmental sustainability, and major carbon producing industries with either mandated or voluntary requirements to curtail net emissions will also be discussed.

The concept of using specially designed slot blasts to mine through stress abutments that intersect faults, while controlling fault-slip seismicity, has come of age at Mt Charlotte Mine. Due to the high and adverse stress field and the presence of major faults, the mine is vulnerable to significant fault-slip seismicity. As mining proceeded, advancing stress abutments around various mined areas encroached on several major subvertical faults. If the sequence formed a diminishing pillar between stope and fault, the removal or failure of that pillar daylighted the fault, and often resulted in significant fault-slip seismicity. A new strategy called ‘Tight Slot Blasting’ (TSB) was developed to restrain or dampen this style of fault-slip movement. The TSB has geometric similarities to a conventional cut-off slot used to create stress shadows, but its function is different. Its objective is to trigger and control a sudden shift of the stress state on a fault from an initial stable state, through an unstable transition, to a second stable state. A TSB firing advances a long tall narrow slot through a stressed abutment between a stope void and a nearby fault, using a rapid blast with a low swell ratio, so that the slot substantially and rapidly fills with blasted rock fragments. During the blast process, the stressed rock is rapidly removed and transformed into the fragmented rock fill in the slot. The strategy deliberately allows a fault-slip episode to manifest at a chosen time and place. The tight-packed broken rock in the slot performs an essential shock-absorbing function by controlling the slip amount and rate on the fault, while at the same time the fill becomes compacted by the movement. This controls the dissipation of fault-slip energy, and greatly reduces the seismic response in time and space. A small closure across the slot occurs, with consequent relaxation and destressing of the adjacent rock mass. Stress monitoring data shows that slot creation lowers the abutment stress in the nearby rock mass, while the newly placed fragmented rock fill acts as a shock absorber, providing considerable resistance to substantial fault-slip movement that otherwise could deliver a significant seismic event. First used in 2007, the strategy has been refined to become a routine specialised practice for management of seismically hazardous situations at Mt Charlotte, with 12 successful TSBs conducted to date. Despite mining through multiple high stress abutments, seismic reactions have not exceeded ML 2.1 with any TSB firing, all remaining below the site tolerable maximum of ML 2.3. This paper presents an overview of the strategy, and five case examples of the strategy in critical stressed areas in July 2016, Sept 2017, Dec 2017 and two in Oct 2020. The strategy has successfully managed the seismicity and is expected to remain an essential part of the seismic management plan at Mt Charlotte Mine.

The use of mining by-products for beneficial use may face approval, and acceptance barriers. This paper described the use of a sustainability framework to assess the safety, effectiveness and economic value of modified bauxite residue (Alkaloam«) for use on agricultural land in the Peel-Harvey region of Western Australia. The results indicate the merit associated with using this by-product from a safety and, private, community and environmental value perspective. They may be used to indicate the worth of pursuing any future community acceptance and agency approval process.   The use of Alkaloam« for beneficial use on agricultural land in Western Australia was first investigated over 25 years ago. Efforts to gain regulatory approval and community acceptance of Alkaloam« have had a complicated and enduring history. Understanding and assessing the value of a by-product using social and economic considerations, in conjunction with an environmental assessment, provided a more complete evaluation to that previously used.

The approach to risk management during the procurement of major projects often has a significant outcome on the ultimate delivery of a project. The NZ$1.4 B Waterview Connection project is the largest and most complex project yet undertaken by the New Zealand Transport Agency (NZTA) and the procurement process for an alliance contract was refined to provide compliance with the International Tunnel Insurance Group (ITIG) Code of Practice for Risk Management of Tunnel Works (TCoP). The principle of shared risk within an alliance incentivises a common understanding of project risks prior to finalising the alliance agreement and therefore enables superior risk management through design, construction and beyond. Risk management practices need to be instigated well in advance of commercial phases, so that commercial competition does not lead to a significant elevation of project risk. In particular the practice of gaining commercial advantage by taking on a potentially unmanageable level of risk is one of the outcomes to be avoided by the TCoP.During the procurement phase the NZTA placed high value on design and construction mitigation measures proposed in order to address ground risks, as is appropriate for a major tunnel project. In order to achieve alignment on the level of geotechnical risks an Alliance Geotechnical Baseline Report (AGBR) process was developed.This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. In planning mine ventilation systems, heat issues are normally associated with deep-level mines where auto-compression and virgin rock temperatures play a major role. However, a number of mines suffer from high ambient temperatures and humidity, very steep virgin rock temperature gradients and an influx of hot groundwater. Mines in Australia and, particularly, South-East Asia have to deal with these environmental conditions, both in the operational and planning phases. These operations normally have to take heat into consideration during the planning stages at much shallower depths. In high rainfall regions, the water table is saturated and groundwater flow rates are particularly high, which add significant water heat load potential to the mine ventilation system.This paper considers the ventilation challenges associated with hot groundwater conditions in mechanised mines. The paper is based on specific project experience gained from a number of projects in the United States, Australia and South-East Asia and draws on data from mines that experience hot groundwater conditions. The Water Delivery Alliance (WDA) was established to design, construct and commission the pump station and desalinated water delivery pipeline to link the desalination plant on the Kurnell Peninsula (constructed by others) with the existing distribution network at Erskineville, Sydney, Australia. The WDA consisted of McConnell Dowell Corporation Ltd (Macdow), Bovis Lend Lease Pty Ltd (BLL), Kellogg Brown and Root Pty Ltd (KBR), Worleyparsons Ltd (WOR), Environmental Resources Management Group Inc (ERM) and Sydney Water Corporation (SWC).Sydney’s Desalination Project is one of the initiatives to secure Sydney’s water supply against the effects of climate change, population growth and drought. The desalination plant, 100 per cent powered by renewable energy, can supply up to 250 million litres of water per day (mld), which is up to 15 per cent of Sydney’s water needs. The project involved the construction of an 18 km pipeline with an ultimate capacity of 500 mld to accommodate any future increase in the output of the desalination plant.The Alliance procured three full-face tunnel boring machines (TBM) from Herrenknecht AG to construct the 6.5 km of tunnel that would provide a conduit for the DN1800 welded mild steel cement mortar lined (MSCL) pipeline at a number of locations along the route. Nineteen shafts and 16 tunnels were required to complete this work.Crucially one of the TBM drives involved construction of a tunnel into Botany Bay under protected marine life habitats; enabling the connection of the MSCL water carrier pipeline into the dredged section of pipeline underwater, approximately 800 m off-shore in Botany Bay.This paper details the retrieval of the 17.4 m long TBM from the ocean floor upon completion of the Botany Bay tunnel allowing for subsequent use on the Project. Elements covered in the paper include the 835 m tunnel, design and construction techniques for the tunnel and recovery, and details of the methods used to install the DN1800 water carrier pipeline.

Attempts to rationalise the geological environment of nickel sulphide deposits associated with Archaean ultrabasic rocks has produced much speculation as to the origin of the sulphides and the relative importance of geochemical, mineralogical, textural and structural characteristics of the host rocks. From an economic viewpoint the object of such work is to establish geological criteria which can be used as an exploration guide. Exploration procedure for nickel sulphide mineralisation of the 'Kambalda type' (Hudson, 1972), which occurs at or near the basal contact of Archaean ultramafic flow units and lenses consisted of geological mapping, surface prospecting with soil sampling and rock geochemistry.

The Ngakuru zeolites are located about 20 km south of Rotorua and comprise a number of deposits dispersed along several fault lines. Relatively recent volcanic activity (250,000 years ago) resulted in ash depositions that vary in depth and mineralogy. Subsequent variable thermal alteration intensities generated predominantly clinoptilolite and mordenite zeolites with a range of physical characteristics. Typically the zeolites have low density (650 kg/m3), have high liquid (60% of dry weight) and odour absorption characteristics, and a high affinity for soluble cations (CEC =: 100 meq/100 g). Traditional kitty litter and oil absorbency markets are being expanded. New opportunities in waste and potable water treatment, organic and synthetic slow release fertilisers, use as a light weight aggregate for speciality concretes, and pozzalome activity are currently being researched.

The correct specification and then selection of primary or major fans for an underground mine is a critical decision not only in terms of fan capital and operating costs, but also safety and reliability which usually has a major impact on mine production. In addition, fan manufacturers may spend tens of thousands of dollars preparing proposals for a purchase enquiry for primary fans especially where they have complete responsibility for the installation (turnkey projects). There are many good reasons to thoroughly and fairly adjudicate fan tenders. A simulation and animation model was constructed for the Stockton Coal Mine. This mine is located in the north western area of the South Island of New Zealand. This model was used to study the optimum size of the stockpile areas whilst achieving the correct product coal qualities. The model evaluated the impact on stockpile size and product coal qualities for both bulk and selective mining. The effect of modifying the amount of known clean coal quality was also investigated. The software used was GPSS/H« for the simulation and Proof Professional« for the animation. From the study, it was recommended to incorporate selective mining in future studies. The shipping plan needed to be modified for a better correlation between coal production levels, in situ coal resources and wash plant capacity.

The ERMS Process was developed during four years of testwork by Austpac Gold NL to overcome the severe metallurgical problems of the ilmenite atWestport, in the South Island. These deposits have been known for about one hundred years. They were originally mined for gold, and only later attracted attention as a possible source of titanium minerals.   The resource is of world scale and may exceed 20 million tonnes of contained ilmenite. Similar deposits occur at Barrytown further south and together these areas would constitute an important opportunity for export-oriented mineral development, if a viable beneficiation technology were available. Further processing is essential, as the composition of the ilmenite is well below market specifications.

Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

The paper discusses how comprehensive early characterisation of the ambient surface and underground environment including aspects related to heat, dusts, strata gas, and geologic/mineralogical factors enables incorporation of the right ventilation and non-ventilation controls at a study level to mitigate the risks identified.

This paper describes the test work, process design, commissioning and operation of a processing system at the Ergo gold operation that improves the extraction efficiency from gold tailings material. The improvement in recovery is derived from the separation of the gold contained within the sulfides of the tailings material and a dedicated process stream to recover that gold.The sulfides are separated by means of a flotation circuit and that resulting concentrate is subjected to a regrind of below 20 ¦m to enable a greater liberation of the gold. The ultra-fine material is then subjected to a dedicated leach circuit to recover the now exposed gold particles.The case study is an example of the challenges of introducing new technology and methodologies to a well-established operation and thereby attaining improved efficiencies and tangible business benefits.CITATION:Ebell, M B and Capstick, D, 2013.
