In California hydraulic mining for gold, shut down for forty years, will shortly be resumed following revision of restrictive laws. Disposal of hydraulicked ground is to be regulated by settling dams so as not to interfere with agriculture. Gold mining has been aided also by the development of a new high-efficiency dry amalgamator which applies the Ramsay mercury separator to the original de Phily process. IN his review of developments in 1943, Gilbert Seil, Chairman of this Committee on Reduction of the Ferroalloy Ores, tabulated the consumption of the alloying metals in relation to the steel production of that year. T HE Executive Board of the American Engineering Council held its fourth meeting at St. Louis on the first anniversary of the organizing conference which met in Washington on June 3,1920. Representatives of a number of the leading engineering organizations in the vicinity of St. Louis were present by invitation. The members of the Executive Board were guests of the Associated Engineering Societies of St. Louis. They were given a delightful ride about the city and were entertained at the Glen Echo Country Club at dinner. The special committee that had been appointed to draft resolutions to Mr. Hoover submitted the following, which were adopted : WHEREAS, our President, Herbert Hoover, has been appointed Secretary of Commerce in the Cabinet of the President of the United States, and WHEREAS, in consequence of his acceptance of this high public office, he has deemed it necessary to tender his resignation as President of The Federated American Engineering Societies.

IN OPERATING the Alpha mine of the Consolidated Coppermines Corp., Kimberly, Nev., it was necessary to pump out approximately 1200 gallons of waiter per minute to prevent the mine being flooded. There were three levels in the mine at which water accumulated and from which it was pumped, the 1200, 1400 and the 1800- ft. levels. At each, the pumping equipment was installed in duplicate so that if for any reason one unit was out of commission the other would be available to prevent flooding. The two centrifugal pumps at the 1200-ft. level were 600 hp. each; at the 1400-ft. level, 100 hp. each; and at the 1800-ft. level, 300 hp. each.

THE production of soft coal from strip mines in the United States has shown a remarkable growth in the last sixteen years, increasing from one and one-quarter million tons in 1914 to approximately twenty-two million tons in 1929. This is a growth of approximately 1660 p& cent, as compared with a growth of approximately 20 per cent in the underground mines for the same period. But even with this marked in- crease the total tonnage produced by open-face mining represents only 4 per cent of the nation's soft coal tonnage.

CREATION of a "committee on promotion of student interest in coal mining" has an encouraging implication for the coal industry. It is indicative that mining men, both in the field and in the educational centers, realize that the problems of the industry require the best talent available. Young men are being invited into coal on the premise that it needs them, that it offers opportunity for creative work and the realization of their objectives. In initiating a movement which purports to meet the objectives of any young man who spends four or five years of his life in college, the industry does so with a full realization of its obligations.

G EOPHYSICAL prospecting was presented in its several aspects and discussed with much vigor at two sessions during this year's annual meeting of the Institute. The first session was devoted entirely to the presentation and discussion of various technical papers, while the second meeting took the form of a round table conference on the advisability of revising the existing mining laws to recognize the results of geophysical prospecting. This conference was immediately followed by further consideration of technical papers. Each session was well attended and great interest was displayed by everyone present.

THE 142D MEETING of the Institute is rapidly shaping up with splendid prospects of a strong technical program and the lighter side of this annual occasion amply provided for. The date is February 20 to 23. The technical sessions will be held in the Engineering Societies building; the smoker-dinner, the informal dance, and the annual reception and dinner, at the Commodore Hotel, Monday, Tuesday and Wednesday respectively. The news to date on the technical side is as follows: Mining Methods-Subsidence The Mining Methods Committee has prepared an interesting program which will be divided into two sessions to be held early in the week. At the first there will be papers on mining methods and development, including a description of the "Sinking and Equipment of No. 2 Shaft at Minas de Matahambre," by Dudley D. Homer and R. H. Cromwell. They describe in considerable detail the equipment used and the practice followed in sinking this important shaft, giving detailed costs and performance figures. Hoist¬ing ?arrangements and mining practice at the "Red Ore Mines of the Woodward Iron Co. at Bessemer, Ala.," are described by Tenny C. DeSollar, superintendent of mines, in a second paper. At this session of the Mining Methods Committee, H. M. Roche and R. E. Crockett, of the Committee on Eastern Magnetite Mining and Milling Methods, will present their paper, "Iron Ore Mining at the Scrub Oak Mine." This mine is in the highlands of New Jersey about 40 miles west of New York City. Prof. Robert K. Warner of Yale University will present a paper on "The Selection of a Mining System," which should have an interesting discussion. Pierre R. Hines, of Portland, Ore., will present, with stereopticon slides, his paper on "The Owyhee Tunnels, U. S. Reclamation Project, Owyhee, Oregon," describing one of the recent irrigation undertakings.

T HE Tonopah Extension assay office is a two- story, concrete structure on a solid foundation of andesite, situated about 100 yd. from the company's mill, so that it will not be affected by the stamps or the tube-mills; also it will not be affected by under- ground blasting. On the second floor are the mine superintendent's office and drafting and blueprint rooms. On the ground floor are the assayer's office,' mixing room, furnace room, crusher room, chemical laboratory, parting room, store room, and change and shower room for the mine superintendent, assayers, and engineers. The crusher room is outside of the main building, and has four concrete walls, thus eliminating the jar of the crusher; it is so situated that the least possible amount of dust spreads through the main building. An 8 by 10-in. jaw crusher, which crushes to ¼ in., was made by a local foundry. Attached to the top is a small galvanized-iron hopper covered with a ¼ in. screen, on to which the sample is dumped. The fines-pass through the screen into the hopper, while the oversize is dumped into the crusher. The crushed sample and fines from the screen drop down to a set .of splits suspended from an iron rod below the crusher jaws. The small sample is caught below in a small pulp pan. The rejects drop from the splits through a 2-in. pipe on to a bucket conveyor, which dumps into a galvanized-iron hopper in an upper corner of the room. The rejects drop through a 2-in. pipe to a reject bin outside the build- ing. This bin is constructed high enough for a truck to be loaded from it by means of a chute door on the side.

THE subject of violent bumps in coal mines has been again brought to attention by a recent succession of such occurrences in the coal mines of the Cumberland field of eastern Kentucky and southern Virginia, which have caused fatalities and injuries to underground employees, a report on which is being issued by the United States Bureau of Mines1. The A.I.M.E. has had two valuable papers on bumps in the No. 2 Mine, Springhill, Nova Scotia, each followed by general discussion on bumps and their causes2. This paper gives a brief review of suggested causes and remedial measures given in English, Canadian and United States reports on bumps in coal mines, and then presents suggestions arising from the writer's recent investigation of the bumps in the Cumberland mines, made at the request of the mine operators, to determine the causes and remedies. These bumps, which occur under the simplest natural conditions, provide better opportunity for analysis of causes and effects than afforded under more complex conditions. The simple conditions in this field consist of relatively thin and level coal beds and uniform roof strata free' from folding and faulting.

INTRODUCTION The resurgence of coal mining activity in the United States, brought on by the spiraling costs of fossil fw1 energy in the Seventies, has come at a time of intense public concern for the quality of the environment. Notwithstanding pressure on our economy to develop alternate sources of fue1 energy to the import of oil, the legislatures of several states have reacted to public concern over the environment by passing strict regulations aimed at con- trolling the subsidence effect s of underground mining. Agencies of the federal government charged with assistance to the mining industry, including the Department of Energy and the Bureau of Mines, have sponsored a number of instrumentation and field measurement projects aimed at the development of subsidence prediction models that can aid the mine operator's task of subsidence control. There are good empirical models developed in Europe for subsidence prediction, but they were made possible by a large body of mining-induced subsidence data collected there over a long period of time. No com- parable subsidence data base exists in the United States, and consequently empirical modeling of subsidence is not a realistic approach for our near term needs. Moreover, the geologic and topographic diversity of the several coal regions in the United States is expected to necessitate the development of several empirical models, each one expected to be relevant to its own region. Because of the time and costs that are likely to be involved in an empirical modeling approach, it is considered more expedient and cost effective to develop a general, mechanistic model for subsidence prediction purposes. In order to develop such a model, it is necessary to investigate and quantify the mechanics of the subsidence process from the mine level up to the ground surface. The series of projects discussed in this paper are designed to achieve this objective and include the following work: (1) the identification of geotechnical instrumentation that will pro- vide mine level overburden and surface subsidence data. (2) a field demonstration of selected instruments, and (3) documentation of case histories for complete subsidence mechanics, using the demonstrated and preferred instruments. An identification of feasible instrumentation and monitoring techniques was completed by Woodward-Clyde Consultants (WCC) in 1977 (O'Rourke and others). This paper discusses a demonstration of those instruments at a mine in Utah, and at two subsequent projects, currently underway at longwall mines in Colorado and West Virginia. 'he latter two projects when complete will provide documented case histories of subsidence mechanics. The process of optimizing subsidence instrumentation and monitoring techniques to the conditions encountered during installation and monitoring for these underground mines is shown to be an evolving one, and one which has had some notable successes to date. INITIAL DEMONSTRATION The initial design and demonstration of selected monitoring systems was carried out at the SUFCO No. 1 mine, near Salina, Utah. The instrumented panel was approximately 152 m wide. 640 m long. and was 290 m to 320 m deep. The mined height of coal. seam averaged 2.4 m. The mining method was room and pillar using continuous mining machines. This method allowed some monitoring of the supported condition during development, and eventually allowed monitoring of a caved system when both chain pillars and room pillars were extracted on retreat. The two instrument systems shown on Table 1 were selected from the earlier feasibility report for demonstration at SUFCO No. 1. Collectively, the two systems, one for a fully-supported mining method and the other for a fully-caved method, incorporate most of the instrumentation to be found within all five systems listed in the earlier feasibility report. The instrumentation includes surface, subsurface and mine monitoring installations. All of the SUFCO instruments selected to meet the specifications of the general instrument types listed on Table 1 were manually operated. That is, data from the installed system could only be obtained while a person was there to physically observe or operate the system readout. Automatic data recording equipment was available for some installations, but the objectives were to keep the systems as simple as possible for the demonstration project. A complete description of the surface, sub- surface and mine level instruments, and the demonstration project results are given in WCC (1982), and selected features are discussed in this paper.

The data previously reported for the quantity as a function of oxygen pressure at 1550°C have been used to compute the activities of Fe, FeO, Fe2O3, and COO in slags of the ternary system. Activities of the first three have been obtained also for two quasi-ternaries involving fixed CaO:SiO2 ratios. IN a previous paper1' the authors reported the results of an investigation into the effects of oxygen pressure on the composition of various simple slags analogous to some of those which are found in steel-making practice. The ratio of ferric iron to total iron was studied at 1550°C in iron oxide melts to which lime, magnesia, lime-plus-silica, and other oxides were added. The oxygen pressures involved those of air, carbon dioxide, and carbon dioxide plus carbon monoxide in several proportions. Although very low oxygen pressures could not be used, the slag-metal equilibrium studies of Fetters and Chip-man' permitted extending the results to slags in equilibrium with iron. For the ternary system CaO-FeO-Fe,O, the oxygen pressure-composition relationship has been determined from zero percent lime to lime saturation over an oxygen pressure range from air to that represented by equilibrium with liquid iron. Lime and silica were added to iron oxide in the ratios 0.54, 1.306, and 2.235 to form three quasi-ternary systems which were also studied over the entire region of liquid melts at 1550°C. Ternary Gibbs-Duhem Equation Wagner" has developed a method by which the activities of two components of a ternary system can be calculated if' the activity of the third component is known throughout the composition range being considered. The fundamental form of the Gibbs-Duhem equation for ternary systems is N, d In a, + N2 d In a, + N3 d In a3 — 0. In a2/?N2) y To apply this equation to the slag system CaO-FeO-Fe,O,, the activity of one of these components must be known. However, the only activity which is known from the experimental data is the activity or pressure of oxygen in the gas phase with which the slag is in equilibrium. The activity of oxygen in the slag can be defined as the square root of the oxygen pressure. In order to use oxygen as one component, the composition of the slags must be converted to the basis Fe-O-CaO. Oxygen, exclu-sive of that contained in CaO, then becomes com-ponent 2 in Eq. 1, Fe is selected as 1 and CaO as 3. Then y = Ncao/(Ncao + NFe). Eq. 1 then becomes (? In a fe/? Nx) y = -y/(1-No)2 (? In ao/?y) xp - No/ 1- No (? In ao/ O No) y. In order to evaluate Eq. 2, the boundary conditions must be known. The obvious choice of a standard state for iron is to assign slags in equilibrium with iron an activity of one. Lime-Iron Oxide Slags Iron Activity: The oxygen pressure of lime-iron oxide slags is shown in Fig. 1 as a function of j, de-fined as j = Fe+++/(Fe++ + Fe +++) for various constant mol percentages of lime. The selection of a particular machine for production drilling is the most critical drill evaluation the pit engineer is called upon to make. It is a true engineering design problem requiring value judgments. Generally, the procedure follows these steps: (1) Determine and specify the conditions under which the machine will be used, including such service factors as labor, site, weather, etc. (2) State the objectives for the rock-breakage phases of the production cycle of operations--considering excavation and haulage restrictions, crushing capacity, production quota, and pit geometry-in terms of tonnage, fragmentation, throw, etc. (3) On the basis of blasting requirements, design the drill-hole pattern (hole size and depth, in- clination, burden, spacing, etc.) (4) Determine the drillability factors and select the drilling methods which appear feasible for the kind of rock anticipated. (5) Specify the operating variables for each system under study, considering drill, rod, bit and circulation fluid factors. (6) Estimate and compare performance parameters, including costs. Major cost items are bits, drill depreciation, labor, maintenance, power and fluids. (7) Select the drilling system that best satisfies all requirements with the lowest over-all cost.

A combined process of segregation roasting-flota-tion or magnetic separation was developed to recover nickel from lateritic iron ores and oxidized nickel ores. An ore was mixed with a halide, such as sodium or calcium chloride, and a solid reductant, and roasted, whereby the nickel content was segregated out as discrete metallic particles. Either by magnetic separation, or by flotation using a sulfhydryl collector together with a heavy metal salt as an activator, the metallic nickel could be concentrated, Effects of such variables as the types and amounts of the halide and solid reductant addition and of the roasting conditions were extensively investigated. The concentration results on several types of ores from Japan, the Philippines, and New Caledonia are presented. Laterite is a residual product of rock decay in tropical and subtropical regions, and consists mainly of hydrated oxides of iron and alumina. Those derived from serpentine sometimes become enriched in nickel, cobalt, and chromium contents. Oxidized nickel ores are of the similar origin, but their nickel as well as silica contents are higher due to gamierite-type silicates. Apparently, nickel enrichment is more pronounced in the transition region between the surface layer of iron laterite and the underlying serpentine. Iron laterites often contain over 50% iron, and their reserve is reported to exceed 22 billion tons, corresponding approximately to 20% of the world iron ore reserve.1 It is readily apparent, therefore, why the iron laterites have attracted much attention of the steel industry as a potential source of iron ores. Numerous attempts to remove nickel and chromium as byproducts, have been reported in literature.' Worldwide discoveries of high-grade iron ore deposits in recent years have inevitably lessened the interests in iron laterites. However, in view of the tremendous potential for their gross value and supplies of nickel, cobalt, chromium, and alumina along with iron, the problem remains as a challenge. Much of the chromium in laterites is present in the form of relatively coarse particles of chromite, and various classification methods have successfully been applied for its removal.2,3 The nickel, however, is intimately associated with limonite, and ordinary concentration techniques are totally ineffective. Much attention has, therefore, been given to hydro-metallurgical or pyrometallurgical means. Yet, all the known processes appear to have limitations either economically or for the use of products as iron raw materials due to a high residual content of nickel. Some attempts have been made to pre-roast laterites or oxidized nickel ores, particularly with sulfidizing agents, and to remove nickel either by magnetic separation,' or by flotation.4 It is apparent that any such concentration process would require grain growth of nickel during roasting for effective separation. Oxidized copper ores are reported to be concentrated by the segregation roasting-flotation process,5 in which the ores are roasted with a chloridizing agent and a carbonaceous reductant in order to promote the growth of metallic copper through repeated cycles of copper chloride volatilization and its reduction on the solid reductant surfaces. Examination of a vapor pressure-temperature diagram of various metal chlorides indicates that a separation of nickel from iron may be effected by a similar process. In fact, the segregation roasting of laterites was reported to increase the extraction of nickel by the ammonia leach process, as compared to the ordinary reduction roasting.6 In the present article some of the preliminary experimental results of the segregation roasting, followed by either flotation or magnetic separation, on laterites and oxidized nickel ores are reported. The effects of various parameters in the roasting as well as in the concentration steps are discussed. THE phenomenon of air-hardening is well known in connection with special steels. It occurs when the rate of decomposition of austenite to marten- site is so retarded that it takes place on free cooling in air rather than on more rapid cooling in a quenching bath. If an air-hardening steel is quenched sufficiently rapidly it will remain in the soft austenitic state, while if it is cooled very slowly it will again become soft owing to growth of the carbide particles. It depends on a critical adjustment of the decomposition velocity and diffusion rate, and such alloys are rather rare, especially in the non-ferrous field. In carrying out some experiments on some copper- rich copper-cobalt alloys, the author found that these possess very marked air-hardening properties. The alloys are covered by a patent issued to M. G. Corson (1,723,022-1919), which states that an alloy containing between 2 and 5 per cent cobalt is hardened by simple quenching from above 850° C.

OIL, the abundance of it in the hands of the Allies and the lack of it in the hands of the Axis, played a major role in winning World War II. It bids fair to implement the winning of the peace. In fact the signing of the revised agreement on petroleum between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the United States of America on Sept. 24, 1945, may be considered as the first step in establishing a new pattern in foreign relations by our Government. The significance of this agreement on petroleum is that it was arrived at on the part of the United States of America through the advice and consent of the most interested parties, the leaders of the petroleum industry and the Government, distinctly a first step toward unifying the power of business and the strength of the Government, which places us on a par with the British Crown which has always had the advice and counsel of its business leaders in formulating its foreign trade policies. And what is the thing so patently discernible in this new first step toward winning the peace? It is that the petroleum agreement, the first draft of which, signed in Washington on Aug. 8, 1944, almost caused an epidemic of apoplexy among the leaders of the oil industry, represents the desire of the people most concerned with the problems of petroleum both at home and abroad. This new agreement, which will come up before the Senate for ratification this month-hearings will commence in January - derives its "power from the consent of the governed," something about which our forefathers were vitally concerned once upon a time.

THE Guianas region is a geological unit, consisting of the northern lobe of the Brazilian Shield, but political accident and the fact that rivers act as the principal means of transportation have divided the region between five separate sovereignties. Brazilian and Venezuelan Guiana have already been considered. The French, Dutch, and British colonies consist of a coastal plain some fifty miles wide, which, together with the lower reaches of the principal rivers, support the greater part of the population. Inland from this tidewater region is a wide area of low, forest-covered hills, under-lain by gneisses, schists, granites, and pegmatites of the Shield. As in Venezuelan Guiana, these rocks are overlain by a thick series of horizontal continental sediments intruded by moderately basic magmas. Gold, bauxite and diamonds have been the principal products of the colonies. The first metal is quite widespread in the hill country. The quartz mines are small, though occasionally rich; probably the greater number of veins remain undiscovered because of the thick mantle of decomposition product that covers the schists and gneisses. The greater proportion of the gold, therefore, is derived from placers which are exploited in all three colonies. Some geologists claim that they occur in two belts parallel to the coast; whether this feature has its origin in the location of the primary mineralization or in the gradients of the rivers is not clear. In some instances the river gravels grade into auriferous laterite. The laterites are well developed in the Guianas and represent the weathering products of the more basic rocks.

IN 1920 the Minnesota Tax Commission estimated a reserve of 1,341,674,538 long tons of iron ore in Minnesota, the Michigan State Tax Commission report showed 199,092,855 long tons in reserve in that state, and the Wisconsin Geological Survey set the Wisconsin reserves at 21,500,000 long tons. The total reserve that year for the Lake Superior District amounted to 1,562,267,393 long tons. Ten years later the reserves of iron ore in these same districts were Minnesota 1,235,227,510, Michigan 168,349,823, and Wisconsin 23,000,000, or a total of 1,426,577,333 long tons. The decrease in ore reserves in this ten-year period was 135,690,060 long tons, but the shipments were 520,746,975 long tons. In other words, the ten-year depletion in reserves was only 8.68 per cent. If similar conditions carry into the future this calculation would indicate a life for the ore reserves of the Lake Superior region of over 100 years.

FROM the time the Japs overran the Far East, the United Nations faced a serious military problem in the critical shortage of many raw materials desperately needed to prose¬cute the war on two fronts. For many months this critical shortage threatened substantially to limit the gigantic effort to get shooting equipment into the hands of the fighting men on the far-flung battle lines. Now this crisis has been met. Solvency in raw materials has been achieved. Simply stated, this job of producing solvency has been done by "cutting cloth to fit the garment." This does not mean that we have all the raw materials we need. Unfortunately, a few raw materials are still short, thereby limiting the total production of certain war goods, or making these goods less effective. Where the supply of raw materials is known to be limited, however, substitutions have been made or production schedules have been geared to the amounts available, and an over-all balance has been achieved between various parts of the war-production program.
