The Frémont test for measuring the energy consumed in breaking a notched bar of steel is not so well known in this country as it deserves to be. The test specimen used in this test is about # by 6 by about 16 in., notched with a hack saw on the lower side to cause the piece to break at a fixed point. A weight of 10 kg. falling 4 m., and provided with a knife or chisel which strikes the specimen, breaks the test piece by impact. The residual force in the falling weight after it has broken the specimen is recorded by a suitable device, and the difference between the total energy and the residual energy of the weight (in kilogrammeters) is the force consumed in breaking the specimen. An experience of several years with the Frémont testing machine has shown its great value in readily detecting brittleness not revealed by tensile testing or slow bending testing. In this paper it is proposed to discuss (1) the supersensitiveness of the test as applied to cast steel and (2) its value in revealing the effect of heat treatment under certain conditions. In testing coupons cut from castings heat treated by quenching and annealing, attention was drawn to the wide variations in the value of the Frémont test of specimens cut from different parts of the coupon. The latter was of the form and dimensions shown in Fig. 1, and Fremont test pieces were cut from two parts of this coupon, marked A and B in that figure. THE occasional occurrence in metalliferous veins of rounded fragments of rock, matrix or ore, lying loose, embedded in clay, or enclosed in some kind of cement, may be attributed to four causes:¬ I. They have been washed in from the surface, or from an upper portion of the vein. II. They are of concretionary origin. III. They have been produced by movements in the country-rock or in the walls of the vein. IV. They have been found in situ, by the upward, downward or lateral flow of water in the vein itself. In this paper the word " conglomerate " is confined to a rock composed of rounded fragments or pebbles cemented together, as distinguished from a " breccia," in which the rock-fragments are angular. I. BOULDERS AND PEBBLES WHICH HAVE BEEN WASHED IN FROM THE SURFACE, OR FROM AN UPPER PORTION OF THE VEIN. In this type it is presupposed that the vein at onetime com¬municated by a fissure or open space with the surface, or with the upper portion from whence the fragments have been washed. One well-authenticated occurrence was described long ago by Fournet. Owing, no doubt, to later dislocations in the lode, pebbles from an old alluvium and sands containing titaniferous iron, as well as fragments of wood, were found in a vein at Huelgoët, in France. I HAVE been asked by the Chairman of the Engineering Education Committee to outline what the engineering colleges would like the mining companies to do with the young engineer just, out of college. It has been suggested that, because my own personal experience has been almost entirely within the coal industry, I handle this subject from that view- point. Many thoughtful engineering educators are today wondering what effect the present employment policies of many industrial companies are going to have on the young man just starting out in his profession. Since before the World War large industrial concerns, such as those in the electrical and mechanical industries, have gone to the colleges to interview 'likely graduates until today there has developed in most of our engineering colleges, especially in the eastern part of the country, what appears to be a lively competition on the part of these companies in bidding for the young graduate engineer. The employers of mining engineers, with one or two exceptions, have not yet begun to enter this competition. It remains to be seen how serious this situation will become, how it will affect the training of other engineers, and what effect, if any, it will have on the mind of the young man about to enter college who may be inclined to take up mining engineering, but who gains the impression from this well advertised employment service just mentioned that there is no opportunity for him in the mineral industry as com- pared with the opportunities offered in say civil, mechanical, and electrical engineering.

Attempting to analyze a 25-year forecast after less than a third of the time has elapsed may seem premature. The President's Materials Policy Com- mission's report necessarily painted with a broad brush and made no claim for pinpoint accuracy in its predictions. More importantly for present purposes, it made no attempt to predict the detailed courses of production and consumption during the period forecasted. Several statistical highs and lows may very well lie between now and 1957, so comparing recent figures with points taken from the report on a straight-line basis would be illogical. Moreover, the report assumed that the general trend of consumption-domestic and foreign-would be upward. Contrarily, domestic figures were lower in 1957 than in 1950. Therefore, to project curves from 1950 through 1957 leads to conclusions that are probably false. Many in the industry would feel more uncertain about forecasting 1975 domestic conditions now than they would have been in 1950, even though nearly a third of the 25 years has elapsed. In making comparisons, several statistical problems are encountered. The Paley report figures for 1950 were estimated in several cases and corrected figures vary as much as 10 pct. For example, the report placed 1950 lead consumption at 800,000 tons, whereas actual consumption was 885,000 tons. Obviously, in comparing more recent figures with the report's projections, adjustments must be made for positions taken in error from the start. Over the long pull, such discrepancies will probably be insignificant, but they must be noted in comparing short-term changes.

INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2). THE first difficulty mentioned is that in some instances two or more beds of coal separated by sandstone or slate rocks of considerable thickness in one part of a basin, are found running together in another part. Of course, we may happen to strike first the part of the basin where there is but a single seam, and in this case the bed would appear to divide into two or more branches within a short distance. Such cases are not rare in the anthracite coal-fields. I would suggest as an explanation of this phenomenon the gradual sinking of the peat-marsh-the embryo coal-bed-on one side, and the moving forward of the marsh, so that on one part of the bed the formation of peat would still be progressing, while another part, being under water, would be covered with mud and sand. Thus we have different portions of the same bed of different ages. Now if the sinking of the marsh be stopped for a time, the bed will become thicker in the portions left exposed, and if the sinking now changes in direction, so that the part that had previously gone down com¬mences to rise, we should have the phenomenon of a bed, continuous throughout, with one portion overlying another, and separated from it by rock strata. These are exactly the conditions observed in splitting beds. While one side of the lake is sinking, and the peat-marsh moving on in that direction, the other side may be rising,

The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore- deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flowage, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrystallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. A PARTIAL phase diagram for the As-Te system is given in Hansen.' The only compound reported is As2Te3, melting at 362°C. Stoichiometric quantities of reagent-grade elements were reacted in evacuated quartz and directionally cooled. The resulting ingot consisted of very thin threadlike crystals from which only very small single-crystal fragments were isolated. A powder diffraction diagram disclosed nonisomorphism with the analogous V-VI compounds insofar as these have been reported; Sb2S3, As2S3, Bi,S,, and Bi2Te3 data in the ASTM index of powder patterns, together with the single-crystal data on Sb2Se3,2 were used for the com- parison with the observed spacings. Single-crystal data confirmed the uniqueness of the As2Te3 structure. Single-crystal Weissenberg diagrams have so far yielded the following data: As2Te3 is monoclinic, space group C-m (OkO data still lacking), a = 14.4A, b = 4.05A, C = 9.92A, ß = 97". The cell volume is about 5802. The set of isomorphous ortho-rhombic cells of Sb2Se3, Sb2S3, and Bi2S, are apparently related to As,Te, in having one lattice constant close to 4.0 and with cell volumes as large as 540A8. Assuming Z = 4 for As2Te3 also, the density is calculated as 6.1 which agrees well with a roughly determined value of 6.0. A complete structure analysis is under way.

B RITISH COLUMBIA in its mining activities is going ahead by leaps and bounds both in development and production. Mineral production for 1925 was $61,492,242 in value as compared to $48,704,- 604 in 1924, or an increase of about 26.2 per cent. This is a new record. It is the first time in the history of mining in British Columbia that we have gone over the fifty million mark. But we have got in the habit of making new records. The year 1924, with its mineral production of almost forty-nine million was a new record. And I am confident that when the mining history of 1926 is written it will be found that we have established yet another new record and that we can report another 25 per cent increase over 1925. What is the explanation? It is not only that the world is settling down, and settling up, after the war. It is not only that in the rebuilding, the refashioning in which all nations are busily engaged, the metals that come from our mines are needed. More than anything else, at least as far as we are concerned, it is because British Columbia has the resources and the fact that the province has been fortunate in recent years in finding men with the enterprise and the vision required to push ahead the labor of their development. From the ranks of our own people in Canada we have prospectors who have faith, energy and requisite knowledge. They are combing our hills season after season and they are of the type of manhood that does not know the meaning of the word quit. More and more these men are learning the importance of the guidance furnished by geological reports, and to an ever increasing extent such reports, thanks to the valuable work of the Canadian Geological Survey, covering areas little known to man, are made available to them-but it is recognized that in the opening up of our Province, containing within itself 372,000 square miles, it is essential that we should have the cooperation of our cousins on this side of the line as well as of our fellow citizens of the Dominion and of the Mother Country.

During the last decade, since most smelters have included Cottrell plants as standard equipment for the removal of dust from furnace gases, it has become apparent that smeltermen have had a new problem slowly developing. This problem has manifested itself in accelerated destruction of, or serious injury to, the masonry of flues and chimneys. The masonry either spalls, if the material is of low strength, or acquires large major cracks, either of which conditions attains such proportions that renewals or reinforcing become necessary to maintain the structure in satisfactory condition. This paper describes the failure of a large modern brick chimney to such an extent that its safety was vitally impaired; the investigation of its condition; the methods of restoring satisfactory strength to the structure; and the installation of an acidproof lining. Plant History The Clarkdale smelter of the United Verde Copper Co., which was put in operation in 1915, was primarily a blast-furnace plant. The smelter at Jerome had utilized blast furnaces exclusively, and in the design of the new (1915) plant, blast-furnace smelting evidently was considered of major importance, the smelting equipment consisting of four blast furnaces 48 in. by 26 ft. 8 in. and three reverberatories, each 19 by 101 ft. The latter, supplemented by roasters, were intended mainly for handling dust and fine ore resulting from the crushing operations. The original roasting equipment consisted of six six-hearth Wedge roasters, six more being added in 1917. All gases from blast furnaces, reverberatories, roasters and converters were conducted by means of suitable flues and dust chambers to one central chimney. This chimney, 30 ft. inside diameter by 400 ft. high, is a self-supporting steel structure, lined with 4-in. brick supported on steel shelf angles, riveted to the shell, spaced about 15 ft. vertically. The bricks were of local manufacture, not particularly hard-burned, and were laid in ordinary cement-fireclay-sand mortar. No record is available to indicate that any particular effort was made to secure an acidproof mortar. As reported in a previous publication,' isothermal grain growth in high purity aluminum and in an aluminum alloy with 2 pct magnesium can be adequately described by means of the empirical relation: Here, D is the average gain size after an annealing period 1. The annealing period includes the time for complete recrystal-lization R, and the time for gain growth 1,. D, is the pain size as recrystallized, n is a parameter depending on the temperature and on the material. The effect of 2 pet magnesium in solid solution was to decrease D, and to increase R, A and n at a given temperature. The present work was undertaken in order to investigate the above listed-effects of magnesium in solid solution, as functions of the magnesium content. The work also includes the study of certain anomalous effects observed in the recrystal-lization and grain growth of the 2 pct magnesium alloy at 350°C. Experimental Procedure The method of producing the ingots used in this work was described in detail1 and need not be reproduced here. The materials used were high purity aluminum, furnished by the Aluminum Co. of America, of lot analysis shown in Table r and magnesium from a high purity distilled stock of magnesium crystals. Oil-field activities in Oklahoma made 1936 the best year since 1930. Approximately 2800 wells were completed, an increase of about 20 per cent over 1935. Purchasers' reports filed with the Corporation Commission showed a total of 200,240,252 bbl. of oil purchased from leases in 1936. The assembly of a complete table of the oil fields of the state was not achieved, as many of the early records of operators and pipe-line companies are not complete, and data for the older fields will perhaps never be fully tabulated. Table 1 includes all of the new fields and most of the important fields of the State of Oklahoma. The outstanding developments of the year were: the discovery of rich Wilcox-sand production in the Moore pool; the spectacular drilling campaign in the Capitol or Mansion extension in the Oklahoma City pool; the surprising extension of the Olympic pool and the Hunton lime zone in the Fitts pool; and the failure to find more Ordovician production in southern Oklahoma. Wildcat discoveries, which were on a par with 1935, resulted in the discovery of such promising pools as Billings-Wilcox, North Bethel, North Earlsboro and North Lucien. The Fitts-Upper Simpson, Edmond, Jesse, Keokuk Falls and South Burbank pools underwent considerable development. Fitts Pool.—The Fitts area in Pontotoc County was greatly extended during the year and was the leader in drilling activity in the state. The producing limits were pushed to the east and north and the development of the Hunton lime horizon was outstanding. In the Upper Simpson zone 162 wells were completed; 137 in the Hunton lime zone and 26 in the Wilcox zone. The Oil Creek zone, a sand body below the Wilcox member, was discovered by the Magnolia-Statler No. 3 well located in the 1/4. 1/4 of sec. 28-2N.-7E. Moore Pool.—The Moore pool, in Cleveland County, which was opened in 1935 by the Sinclair Prairie-Franklin Community No. 1 well, surprised the oil industry when the Sinclair Prairie-Marvel No. 1 well, on Apr. 1, 1936, discovered a rich body of Wilcox sand below the distillate

Georgia, since 1829, has produced nearly $18,000,000 from her gold mines, but in late years the output has dwindled to insignificance. In view of present universal efforts to increase gold production, it seems pertinent to record some recent observations in that field, briefly review its past and weigh probabilities of reviving gold mining there. Little in this paper can be claimed as new or original, and it does not present results of a detailed or profound investigation of the whole region. The Allatoona gold mine was reopened in January, 1932, and explored at greater depth during the period from January to June of that year. A number of other abandoned mines were visited, but since the workings, in common with most such mines in Georgia, were flooded or caved, underground conditions could not be examined. For a wider knowledge of the subject, a search was made through available pertinent literature and statistics, a bibliography of which is appended hereto. To all the sources obligations are gratefully acknowledged. Production The discovery of gold in Georgia, in 1829, led to an influx of 6000 to 7000 miners and a production of over $200,000 in the following year. A branch of the United States Mint, established at Dahlonega in 1838, accounted for $6,115,569 up to the time of the Civil War. The output fluctuated greatly from year to year, with an all-time peak of $582,782 in 1843. In only one other year, 1845, was the half million mark exceeded. After the war mining began again, but 1883 is the last year for which an output of $200,000 is reported. Placers, always the main source of production, were yielding less and less, and in spite of increased quartz-mining activities the downward trend continued. The last year in which there was a production of $100,000 was 1902. In 1914, $16,270 came from 26 placers and 11 deep mines, with the latter reporting 1750 tons of $3 average value. In 1925, one placer and four lode mines that mined 8100 tons assaying $1.19 per ton produced $9500. One placer and one quartz mine, operating in 1930, reported a total output of $4194. Table 1 pictures the waning output.

RECOVERY of selenium and tellurium at Copper Cliff by the Ontario Refining Co. has been previously described by the writer.1 During 1935 a new building was erected to house this operation and description of the new plant and process form the subject of this paper. The building, of modern steel and tile construction, covers an area of 5900 sq. ft. with a volume of approximately 165,000 cu. ft. The large monitored center bay is flanked by two smaller outside bays, one of which is devoted to the tellurium section. All equipment, ceilings and upper walls, are treated with aluminum paint, giving good illumination and facilitating good housekeeping, essential from a health standpoint in handling material of this nature. EQUIPMENT Layout and type of equipment conforms to the requirements of the process as described below. In the selenium section, storage tanks, neutralizing tanks and precipitators are of steel construction, lead-lined and. arranged for gravity flow (Fig. 1). The neutralizing tanks are equipped with water-cooled lead coils for controlling solution temperature, agitation being accomplished with compressed air. The precipitators are provided with mechanical agitators, and sulphur dioxide is introduced into the solution through 3-in. lead pipes leading from a manifold attached to the cover of the precipitator. Each precipitator has internal cooling coils and an air-jet exhauster to carry off fumes. Neutralized solutions are filtered in a 29-plate wooden filter press using heavy cotton duck as a filter medium, forced feed being maintained by a Welmet centrifugal pump. Dilute solutions are concentrated by evaporation in a vacuum evaporator, constructed of cast hard lead. Heat is supplied by an outside steam chest operating under 15 lb. steam pressure. The solution is circulated through the steam chest by a pump of antimonial lead at a rate approximating 400 cu. ft. per min. The evaporator is evacuated by a water-jet condenser that creates a vacuum of 26 in. of mercury under normal operating conditions. The capacity of the vessel is 60 cu. ft. and the rate of evaporation 25 cu. ft. per hour.

A series of specimens of a Cu- 3.23 pct Co alloy were prepared with particle diameters from zero to 590A. The samples were then cold-rolled 95 pct and the effects of the particle size on the behavior on annealing for hr at temperatures between 100" and 900°C were studied (by hardness, light, and electron metallography). Particles, particularly for d r 105 to 590A, greatly impeded softening and vecvystallizn-tion, and tended to give elongated grains. Particles deformed fairly homogeneously with the ,matrix, be- IN a previous study by the author,' the growth of cobalt-rich precipitates was followed electron microscopically in Cu-3.12 Co alloy as a function of aging, typically at 650°C. The coherent spherical precipitates grew to 520 + lOOA average diam before spontaneously losing coherency and developing (111) facets. Stretching a few percent after precipitation 2aused loss of coherency to occur sooner at about 220A average particle diam. The particles apparently retained their fcc structure after loss of coherency. coming lau2ellae. For d = 55 to 180A, these lamellae gave streak-contrast effects apparently due to coherency strains , and spheroidized on annealing at 600" to 650°C, forming coherent particles. Particles of d = 250 ov 320A lost coherency during t-olling, giving incoherent lamellae. Recrystallization apparently occured by growth of new grains into unrecrystallized (recovered) material at temperatures below that at which cobalt atoms had much mobility. The present study was undertaken to explore the effect of cobalt-rjch particles of various average sizes from 50 to 600A diam on the isochronal annealing behavior of copper after heavy cold rolling. The previous work' was used as a guide in preparing the two-phase series of prerolling structures. The solution-treated alloy was also rolled for comparison. A further question of interest in the present study was whether dislocation and particle hardening were additive, since the prerolling structures covered the full range unaged - peak aged — overaged, and further precipitation might occur on annealing after cold rolling.
