THE determination of the question whether the Mayari and Moa mining-claims of the Spanish-American Iron Co. have been rightly denounced under the third section of the law of bases rests on the findings in the following questions of fact: 1. Is the mineral an iron-ore? 2. Is the iron-ore a bog iron-ore? 3. Is the iron-ore ocher? 4. If ocher is present, can it be mined separately and independently of the iron-ore ? 1. IS THE MINERAL AN IRON-ORE? Since the material is shown by a large number of analyses to contain from 41. to 50 per cent. of metallic iron and less than 0.02 per cent. of phosphorus, and since it has been and is being actually used on a commercial scale for the production of iron and steel, it must be classed as an iron-ore. 2. IS THE IRON-ORE A BOG IRON-ORE? Bog iron-ore has certain invariable characteristics of chemical composition, physical appearance, geological relations, and origin by which it can always be recognized with certainty. In chemical composition, it is the hydrated sesquioxide of iron, limonite, or a mixture of limonite and other closely-related iron hydrates. It never contains the anhydrous oxides-hematite or magnetite; is never magnetic, and never contains either nickel, chromium, or cobalt oxides. On the other hand, it is invariably high in phosphorus-content. In physical appearance and texture it is a yellow or reddish-brown amorphous spongy material, and always contains water-worn sand-grains, silt, clay, and plant-remains. THE Alaska Juneau mine has been developed through an adit driven at the elevation of the top of the mill and all mining is done above this main haulage level. As a result of wholesa1e"mining operations about 11,000 tons rock containing one dollar' per ton in gold is, hauled to the. concentrator during every 24 hr. Due to the method of mining, whereby a system of oreways delivers-the.ore direct from the stope to the bottom level of the mine, no tramming of ore is done on any of the upper levels. However, ;in doing exploratory drifting and crosscutting on the upper levels, the broken material is trammed by hand in 1-ton 18-in. gage cars to a nearby raise connecting with one of the several oreways. This constitutes the only tramming operation except that on the main level.

THE following is an account of a survey undertaken to test the possibility of outlining a kimberlite pipe by magnetouietric methods. Kimberlite is a basic igneous rock closely related to melilite-basalt or alnoite, which occurs either in the form of volcanic plugs or as dikes intruded into rocks of various types and geological ages up to and includ¬ing the Lower Cretaceous. The famous diamond mines of South Africa are all in kimberlite pipes and these pipes are probably the original source as well of the vast alluvial deposits found in various parts of the country. The pipe chosen for this experiment is one that ' occurs on the farm Goedgevonden No. 20, about sixteen miles north of the village of Klerksdorp and ninety miles southwest of Johannesburg. Some prospecting has been done on this pipe and diamonds were produced from it but not in paying quantities. The magnetometric survey was made in June, 1932, by R. Krahmann and H. Wallisch and the results are shown on the accompanying plan. On the plan are shown also the boundaries of the pipe as exposed at the surface and details in regard to the surrounding foundations. These are taken from a geological survey made at a later date by W. Beetz, of Johannesburg.

THIS process is performed in the Pernot puddling furnace; it removes from 75 to 80 per cent. of the phosphorus, most of the sulphur, and practically all the silicon, from crude iron, in from five to eight minutes. It has been in regular use since March, 1877, and has prod uced over seventeen thousand tons of washed metal for the open-hearth furnace. During two years, nearly all, and lately, all the open-hearth steel produced in these works has been made from about 5 tons of washed pig and 2 tons of scrap per open-hearth furnace heat. There are 12 open-hearth furnaces, of which 4 to 9 are running, according to the state of orders. A large amount of highly phosphoric iron from France and Belgium has been also washed and then puddled for parties who have taken, or are expected to take, licenses. The washing of pig for puddling, however, is not a practice at Krupp's works, because pure pigs are nearly as cheap as impure ones. The author and his assistant, Mr. Laureau, spent, during the last month, three days at Krupp's works, examining this process. They copied out of the office books characteristic analyses and physical tests, some of which are given herewith. They also brought hone many samples of pig, cleaned metal, puddle bar, and steel, which they saw treated. Analyses of some of these samples appear in Table IV. As there are no blast furnaces at Essen, the iron is melted in two Bessemer cupolas with fore-hearths; they melt 12g pounds of iron with 1 pound of coke. The metal is run by a spout from the fore-hearth into an opening at the side of the main door of the washing-furnace. The Washing furnace.-This is a regenerative gas furnace. It has a Pernot revolving-hearth of 12 feet external diameter and 3 feet depth. (See Plate.) The four regenerator chambers have 780 cubic feet capacity, which is about the same as the average regenerator capacity of open-hearth steel furnaces of equal tonnage. The lining is 13 inches thick on the sides and 9 inches on the bottom, thus giving a hearth 9 feet 10 inches by 2 feet 3 inches deep. The lining is composed of lumps of highly refractory ores

The importance of formation factor, F, not only in electric logging but as a fundamental rock parameter has recently been stressed.',: The desirability of investigating the range of variation of the resistivity index exponent, n, in the relationship I = S ;", where I is the resistivity index and Sw the water saturation as a fraction of the void volume of a porous medium, has also been urged.3 The magnitude and variation of n with saturation and rock texture is a subject not only of theoretical interest but also one of prime importance in the interpretation of electric logs. A simple technique has recently been developed which enables both F and u to he measured with high accuracy and which may also find acceptance as a convenient method for the determination of irreducible saturation attainment in the restored state method of core analysis. Experience has taught that reproducible measurements of F are possible only if the resistance measuring electrodes are so arranged with respect to a plane face on a porous medium that they are able to make electrical contact with substantially all entry pores in that plane. In practice this may be achieved by using a platinized-platinum gauze electrode backed by some absorbent material (such as felt) which has been saturated with a fluid identical with that used to saturate the porous medium. Applicatiorl of pressure to the electrode and absorbent material then forces the gauze against the plane face of the porous medium and simultaneously squeezes saline solution through the meshes of the gauze. By this means the electrode is in continuous aqueous contact with all pores and satisfactory and reproducible low resistance contact with the porous medium is achieved. Clearly this method, although satisfactory for measurements of F, cannot be applied to the making of continuous resistance measurements on a porous medium while capillary pressure desaturation is being carried out. However, accepting the principle that for satisfactory results electrical contact must be made between a measuring electrode and all pores adja- cent to that electrude, methods of bringing electrodes into intimate contact with the surfaces of porous media were investigated. Two methods were ultimately found to be satisfactory: in the one, the metal electrode is formed on the required portion of the porous medium by the use of a metal spray gun, while in the second the electrode is painted on with an ordinary camel's hair brush. The first method has the advantage of permitting the use of any metal which can be sprayed, but has the disadvantage of requiring rather elaborate and expensive equipment. The second method is presently limited to silver electrodes although in principle other metals, e.g. platinum or gold, could be used. Moreover, the method is so simple and cheap, and has been found to be so satisfactory that it will be described in some detail. The core being investigated is cut into a right circular cylinder and is extracted and dried in the usual manner. The ends are then lightly painted with silver conducting paint* of the type used in printed electrical circuits. The quantity of paint used is not critical but the recommended, minimum compatible with entirely coating the core ends is recommended, particularly on the end that contacts the barrier. The core is then dried at atmospheric temperature for one hour or for shorter periods at any suitable elevated temperature up to about 110°C. It will be found that silver coatings so prepared are not only strongly adherent but also permeable and the core may be the core may be desaturated by the ordinary capillary pressure technique through one of the coated faces. The same permeability is characteristic also of thin metal coatings formed using the spray-gun technique. An ordinary Lucite capillary pressure desaturation cell has been adapted to a form suitable for measuring the resistivity of the saturated silver faced cores both at 100 per cent saturation (i.e., F) and at intermediate saturations down to the irreducible minimum. This has been achieved as follows: A Coors porcelain barrier, having a displacement pressure of c 30 psi was grooved across a diameter. Dimensions of this groove were c 1 mm deep and 1 mm wide at the top. The groove was then painted thickly with silver conducting paint, the paint in the groove being extended lightly over the edges of the groove for a distance of c 1 mm on each side. A 30 gauge silver wire was then arranged in the groove in a form of a spring bow, each end of the silver being held at diamet~ically opposite ends of the groove by means of plastic cement. The arc of the bow at its highest point was arranged to be a millimeter or so above the face of the barrier, while one end of the bow wire was led by means of a pressure-tight connection through the wall of the capillary pressure cell. The groove in the barrier was then Surrounded by suitably cut portions of Kleenex in the conventional manner so as to ensure capillary continuity from core to barrier, and the core placed on the barrier. The weight of the core distorted the silver spring bow and good electrical contact was thereby made between the outside of the cell and the lower painted silver electrode. THE value of a mine is basically dependent on its capacity to yield profits. Since the ore must be mined, treated, and sold, some of it in various future years. there is a risk involved as to future costs, selling price, and working conditions. It cannot be expected that the economic condition existing at the time of valuation will continue unchanged for long periods in the future. During the past 20 years, mineral production in the United States has been conducted under a changing economy in many respects more exacting than that applied to other businesses. There have been increased production incentives, technical aid, exploration of privately owned mineral deposits by government at federal expense, and liberal loans for development and equipment, with risk partially assumed by government.. Some of these benefits have been counterbalanced by price ceilings, consumption controls, and stimulation of competition from foreign producers who have been offered the same advantages extended to American operators. For the present, mines will operate under a government policy directed toward reducing federal aid and control. The tenure of this change will depend upon future elections and the status of foreign relations. War and threat of war are now of the most vital significance to the mineral industries. Other factors which influence cost of production, markets, and price of mine output might be classified as Acts of God or Acts of Government. In some countries expropriation and the difficulty of exporting earnings or investment returns are risks that must be considered by foreign capital. Recognizing that this retards American investment in foreign countries, the Mutual Security Agency offers insurance against such expropriation and guarantees the convertibility of capital and profits. Since it is impossible to predict with certainty either cost of production or selling prices of metals for long periods, some assumptions must be made as to profits in the future. The basic assumption must be that the price of the company's product will vary in proportion to changes in operating cost. There is often a lag in this reaction, however, for prices of minerals are generally more sensitive to declines and less sensitive to increases than are costs. This reflects in part the resistance of labor to downward wage revision and a corresponding alertness in realizing its share of price advances. Some labor contracts include automatic adjustments to metal prices. Notwithstanding the complexity of the, problems involved and the difficulty of weighing their effect on value, such risks may be appraised with reasonable accuracy and a rate of earnings adopted that is compatible with the risk. It is, of course, possible to revert to a yardstick of value such as the commodity dollar, which has been advocated from time to time, but while revaluation in 1933 disturbed public confidence, the theoretical gold dollar continues to be the standard of greatest stability. Its gain or loss in purchasing power is reflected ultimately in cost of production and selling price of the mine product. At present 35 dollars are allocated to one ounce of gold. Measurement of Risk In the application of the Hoskold and most other formulae, a yearly dividend rate commensurate with the risk involved is set aside out of annual earnings. If the risk is great, this rate may be 15 to 25 pct of the amount invested. The remainder is placed in a sinking fund invested in safe securities such as high grade bonds or conservative equities, and the interest or dividends from these securities are added to the sinking fund. The sum of these sinking fund payments and the compounded interest at the end of the mine life is taken as the value of the mine. Admittedly the decision as to the size of the risk rate is the most difficult element in valuation and one requiring the most exacting consideration. It is necessary to look years ahead in an effort to determine future costs, market prices, demand, competition which may develop, including that of substitutes, and other influences common to the mine and to the region in which it is situated. Another phase of risk is the enactment of unfavorable legislation, taxes, and what appears to be an alarming spread of nationalization and expropriation. Capital is sometimes borrowed from the government to finance strategic production. Such loans may be collectable only out of production and involve no liability otherwise. Valuation in these cases must recognize the effect of such a reduction in liability. Offsetting some of these risks are the possibilities of mechanization and other cost-reducing discoveries, improvements in mining and treatment methods, new uses for minerals and metals, and normal growth of markets. In this paper, the terms risk rate, dividend rate, and speculative rate are synonymous. Safe rate and redemption rate are also used interchangeably. These alternatives are used here because they are commonly found in the literature on mine valuation. In Michigan, the State Tax Commission has long employed a risk rate of 6 pct in its valuation of iron mines. There the outline of reserves is well established and operating costs and conditions are based on adequate experience. The following comment on rates appears in the report of the Minnesota Interior commission on Iron Ore Taxation submitted to the Minnesota Legislature of 1941.1 Most engineers agree that 7 percent for the specu-lative rate is "an absolute minimum". IN a previous note1 it was pointed out that the available information suggests a distinct correlation between the occurrence of the CsCl-type ordered structures formed in equi-atomic binary alloys of transition elements and the location of the components in the periodic table. A definite increase in the bond strength between unlike atoms, as compared with that between like atoms, is indicated when, in binary alloys of iron group elements, the other component is changed from chromium to vanadium or tantalum, to titanium. Laves and Wallbaum,2 eported a CsCl-type ordered structure for the stable intermediate phase at the equi-atomic composition in the Ti-Fe system (and also in the Ti-Ru and Ti-Os systems). On the other hand, Tagaya, Nenno, and Nishiyama8 found no ordering of this kind in the body-centered-cubic solid solutions in the Cr-Fe system. It was concluded' that the occurrence of a CsC1-type ordered phase of intermediate stability may be expected in the V-Fe system. Preliminary results were described: suggesting that at least some degree of order does exist in the equi-atomic alloy VFe, annealed at 1200° C and quenched in cold water. Using CrK radiation, at least one weak superlattice line was found in the X-ray diffraction pattern which could be indexed as (100). and which disappeared, as expected, when FeK radiation was used. It was found more recently that the impurity phase (presumably VN), previously giving rise to additional X-ray diffraction lines and thus preventing definite indentification of the (111) superlattice line,' can be eliminated by preparing the alloy by arc melting in a helium atmosphere. The alloy specimen melted in this manner had clean surfaces and showed very littte, if any, nitride phase in the microstructure after annealing in vacuum at 1250°C and quenching. The relative intensity of the (100). superlattice line with CrK radiation was greatly increased and, in addition, a fairly strong (Ill) , superlattice line and even a detectable (210) , super- lattice line was obtained, when the powder produced by filing from the 1250°C annealed and quenched specimen was reannealed in vacuum at 625°C for 1 hr. By using a cellulose acetate film as a filter in front of the photographic film in order to absorb the soft radiation resulting from air fluorescence, the background intensity could be reduced considerably in relation to the intensity of the diffraction lines. All three superlattice lines, (100),, (111)., and (210)a, disappeared, as expected, when a radiation other than CrK, was used.1 For the powder reannealed at 625ºC, the strongest lines of the s pattern also appeared weakly, indicating that during an: nealing at 625°C a small amount of transformation took place from the body-centered-cubic to the u phase. However, since all superlattice lines to be expected in the 0 angle range used were actually very clearly present, it was evident that the high temperature body-centered-cubic phase had transformed into a CsCl-type ordered structure before much s phase could form. Reannealing filings for 1 hr at 700°C resulted in complete transformation into the u phase. After 1 hr at 650°C the transformation into IT was not quite complete, the strongest body-centered-cubic diffraction lines were still present, although fairly weak, and only the (100), super-lattice line was detectable (extremely weak). These findings not only confirm the previous conclusionsL as to the existence of a CsCl-type ordered structure in the Fe-V system, but they also indicate that this metastable ordered structure forms at about 600°C preceding the formation of the stable s phase, while at 1250°C the disordered body-centered-cubic phase is stable. The faint (loo) , super-lattice line previously observed in specimens quenched from 1200°C was probably due to the fact that the quenching of the powder in an evacuated fuse:! quartz capsule was not fast enough to prevent completely the ordering reaction on cooling. The present results conform with the suggestion that the A-B bond, in relation to the A-A and B-B bonds, increases in strength from CrFe to VFe to TiFc. It is, therefore, of interest to compare the measured values of the average atomic diameter for these three alloys with the corresponding average atomic diameters calculated from the atomic radii of the elements concerned. IN THE FIELD of track haulage, interest has seemed to center on the question of larger mine cars both for handling material from loading point to shaft bottom or surface, and for shuttle service. Saving of time in car changing is obvious if larger cars are used. In addition, shorter trips result where car transportation is from face to opening without transfer. This also brings about side-track and equipment savings. Track shuttle service, using large automatic-dump cars (10 tons) between loading machines and trip loading point, has been a satisfactory solution for the operator who mechanizes a working mine regularly equipped with a large number of small mine cars. This development in track shuttle haulage, has made track installation and maintenance increasingly important, requiring closer supervision.

THOUGH the dust-control systems in the crushing plants and other buildings at Morenci do not differ materially from similar installations in other large copper reduction works, it is probable that in few other plants has as much attention been paid to the dust problem. Possibly the most striking feature of the Morenci installation is the manner in which the necessary equipment has been built into the various structures, and the absence of unsightly pipes, ducts, and fan houses. That this result has been attained is due, in no small part, to the basic conception that the control of the dust in a milling plant should be an essential part of the process itself and not something to be tacked on later after the plant is in operation. The control systems were designed and developed along with the general plant construction program and when the first car of ore was dumped into the crusher the dust-control equipment was ready.

IN THE early summer of 1917, it became evident that the then existing sources of supply of guns and gun forgings were totally inadequate for the enormous and rapidly growing requirements of the Ordnance Department of the Army, so arrangements were made with sixteen makers of other products to take up the manufacture of guns and gun forgings. Nine of these makers were required to produce their own steel from the raw materials and convert it into rough machined gun forgings; the others finished and assembled these forgings into completed guns. In December, 1914, four of these makers of steel and rough gun forgings were instructed to manufacture the same amount of the 6-in. and 9.5-in. guns and howitzers. It, therefore, seemed practical .and profitable to assemble these makers into a small group, together with the officers of the Ordnance Department, and provide standard 'equipment in each of the four works for the production of these two types of guns. The advantages of this cooperation were immediately manifested, and there commenced an interchange of shop practice and a free discussion of facilities and methods that covered not only the equipment but the manufacturing processes.

A QUARTER of a century ago, a pessimistic Belgian financier in conversation with the founder of the Belgian Congo, that great ruler, Leopold II, emphasized the danger to the colony should the synthesis of rubber be discovered. The king replied, "I do not worry. The Congo has had its ivory period; it now has its rubber period. Tomorrow it will have that of its mineral wealth; eventually that of agricultural products." That "tomorrow" arrived some twenty years ago. Through her mines the Belgian Congo has survived the present depression, and her mines for the next decade will safeguard her. The Congo, in turn. is the surest foundation industrially and financially of Belgium itself. In few, if any, political units is mining as dominant as in the Belgian Congo. In 1930, 1931 and 1932 mineral products represented respectively 67.9 per cent. 70.5 per cent and 59.3 per cent, of the total exports. In 1933 for each white person in the colony, there was produced about $1,675 worth of gold, diamonds, copper, tin ore and minor mineral products and in 1930 the per capita production, notwithstanding the larger population, was almost $2,000.

DAME Nature was in a generous mood when she distributed widely over the face of the globe numerous deposits of phosphate rock from which man can make phosphatic festiIizer to replace the phosphate re- moved from the soil by crops. The principal deposits are readily accessible to the world's greatest consuming areas and most of them are such that mining operations can be carried on at relatively low cost. The world's known reserves shown in Table 1 are sufficient to last well over 2000 gears at the present rate of consumption. Before giving a brief outline of the phosphate rock industry of foreign countries let us try to get a picture of the movement of phosphate rock throughout the world in 1938, the last full normal calendar year where it came from and where it was consumed. Table 2 shows the origin and finial destination of world shipments in 1938 by grand divisions. Table 3 (p. 499) shows shipment9 of phosphte rock to each country in Europe. Europe is seen to be by far the world's greatest market and the French North African mines the world's most important producers outside of the U. S. A.

Diamond-drill blasthole sloping has now been used for a long enough time to permit us to discuss fairly its problems from the ore-breaking angle and to attempt to peer into its future. To do this we have gathered information from many properties through questionnaires. The operators have indicated fairly well in their answers what they think of the method. The many variations of methods have by now been fairly well developed, and performance rates and. mining costs are well established at each property. All this can be laid down on paper with fair completeness. Now. knowing all this, what will the future of the method be? To attempt to look into the future of a mining method immediately brings to light many problems and variables. For instance: why were diamond drills used in the first place? What has the cost trend been? In what type of deposit has the method proved most advantageous? What will the future cost of diamonds be? What are the possible substitutes?

Since 1909, when an agreement between Minnesota's Tax Commission and the University of Minnesota's School of Mines was worked out, it has been the annual responsibility of the School to evaluate and classify the iron ore deposits within the State. These unique duties of an academic institution have provided School officials with an excellent view of the past, present and probable future of the mining industry in Minnesota as the average grade of iron ore (excluding taconite) * diminishes while at the same time it competes with beneficiated taconites and foreign high-grade ores for use in America's eastern blast furnaces. SYSTEM OF EVALUATION In the latter part of November of each year, the Mining Division of the Department of Taxation makes a preliminary study of the active mines which the Department wants the School of Mines to review. These are discussed with the engineers of the Ore Estimate Division of the School of Mines and with the mining companies. After these discussions, a list of the mines of each of the major operating companies is submitted to the Ore Estimate Division of the School of Mines with the request that these properties be reviewed by them as of the next assessment date (May 1st). At the same time, a letter is sent to the mining companies requesting that they submit to the Division their own estimates on the selected mines operated by them, together with all computations, drill records, maps and cross-sections. The mining companies are re- quested to send in this information during the first half of the year, and, as far as is possible, they have always complied with this request promptly. Much of this information received by the School of Mines is of a confidential nature and is treated as such.

WE as employees of these related companies, I am sure, are proud to be affiliated with them, and have great faith in the sagacity and fore- sightedness of our employers. Most of us here have been called into important positions in these organizations, and it should be our most earnest endeavor to sense and carry them out as if they were our very own. We have been asked to supervise and carry on a work over which our employers cannot personally watch. It has been well said that the most efficient organization is that which requires the least attention from its head. Because of the very nature and condition of our work, which separates us by many miles from our employers and makes it impossible for us to receive attention and instructions from the heads of our departments, save for occasional visits and correspondence, we are given a great opportunity to prove that we can be efficient workers without too much attention from the heads of our departments. There are few employees who cannot do their duty when it is laid before them in specific terms, and when their employers are always there to see that their plans are carried out. But the employee who is really giving efficient service sees his duty himself and willingly does it. '

AS an evidence of the fact that mines safety is not being neglected even in the remote district of the Philippines, a short account is appended of the organization and activities of the Mambulao-Paracale District First Aid and Mine, Rescue Association, whose headquarters are at Jose Panganiban Cam, Norte P. I. The second annual miner?s safety celebration which is sponsored by the Association was held in Paracale on Sept. 2, 1940. The event is the big occasion of the year when the thousands of employees of the mines in the district meet to compete for prizes and has become a great social function as well.=

Discussion of the paper of Charles R. Keyes, Bi-Monthly Bulletin, No. 19, January, 1908, pp. 1 to 31. BERNARD MACDONALD, Guanajuato, Mexico (communication to the Secretary*) :-Mr. Keyes's paper is very interesting to me because of my personal experience with the development of the ore-deposits of Lake Valley. Seeing that many of the important facts connected with the early history of the development of these mines are either now unknown, or have become more or less distorted, and thinking that it would be interesting as well as valuable to have these recorded as a historical supplement to Mr. Keyes's elaborate paper, I present the following narrative: In February, 1881, soon after the Atchison, Topeka & Santa Fé railroad made connection with the Southern Pacific at Denting, N. M., the Lake Valley properties were brought to the attention of New York and Philadelphia capitalists by John A. Miller, of Silver City, N. M. At that time silver was $1.10 all ounce and silver-mining was very attractive. Vast fortunes were being made in Leadville and other Colorado camps, and Tombstone was pouring out its millions. Lake Valley, like all' other mining-camps in their early history, had its drawbacks, but the railroad, then passing within 14 miles of it, mitigated many of these. The camp lay in the foot-hills of the Black range, in which the Apaches had their stronghold, and raided, when it suited their convenience, the surrounding country, killing the prospectors and pioneer settlers and stealing their cattle. This band of Indians was joined by the outlaws and desperadoes from the frontiers of Texas, Arizona, and Mexico, who collectively defied the United States soldiers, restrained, as the latter were, by the mollycoddles from the East.
