In the year 1948, more than ever before, the coal industry established itself on the threshold of a new and exciting future expansion. While production did not equal the wartime and peacetime peaks of 1944 and 1947, it was, in review, a good coal year. During the latter part of the year a combination of mild weather, record stock piling, and general business slackening reduced coal demand to the extent that marginal mines suspended operations, while mines remaining active found it necessary to renew their attention to producing better products at lower operating costs.

THE results are presented of an investigation to discover the fundamental atomic conditions existing in Corson's high-copper alloys hardenable by means of silicide solution and reprecipitation. The study attracted the writer because it offered a very convenient example of the general type of hardenable alloys exemplified by duralumin. Sykes' iron-tungsten and iron-molybdenum alloys and the hardenable lead-antimony. SUMMARY OF RESULTS AND CONCLUSIONS In brief, the investigation shows that very perfect crystallinity exists in the solid solutions prepared at high temperature to contain as much dissolved silicide as possible. The lattice parameter of copper is altered very little by the amount of cobalt, nickel or chromium, and silicon dissolved. The hardening by drawing at a temperature to initiate precipitation of excess silicon and metal produces a remarkable change in the atomistics of the solid solution. The old perfection of crystallinity in the solid solution is destroyed and the new atomic spacings are of variable magnitude even in one grain, and a condition in a measure resembling that found in martensite is observed. Were no particles whatever precipitated by the drawing action, still ample causes for hardness would be in evidence in the solid solution alone. The lack of plane continuity in the crystal grains would oppose slip in a very effective manner. Complete annealing restores the crystalline perfection in large measure. In these alloys even the most sensitive methods failed to reveal the characteristic pattern of the silicide precipitated by the anneal, but this was largely to be expected as the amount is relatively small.

THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

THREE MINING colleges are maintained in France; the École Nationale Supérieure des Mines, of Paris; École Nationale Supérieure des Mines, of Saint Etienne; and the École Supérieure de la Metallurgie et des Mines at Nancy. Besides graduates of these schools, a few graduates of the École Centrale des Arts et MIanufactures and of the École Polytechnique are employed as ]nine managers or engineers; however, most of the latter have taken a graduate course at one of the mining schools.

ARRANGEMENTS for the Annual Meeting of the Institute were well advanced at the end of December as the following program will show. Heretofore this has been printed separately, but its inclusion in the Annual Review issue of MINING AND METALLURGY will, it is hoped, make it more easily available for reference until the final program is issued, which will be distributed at the meeting. Added details will appear in the February issue. Last year's meeting drew a record crowd of over 2300 which should be exceeded this year. Early reservations at the headquarters hotel, the Waldorf-Astoria, or any other convenient hotel are desirable, as are prompt reservations for the Annual Dinner. No one need worry about too much speechmaking this year, for the honors will be awarded and accepted in a few words instead of a few paragraphs, in seconds rather than minutes.

IN the four mills of the Cerro de Pasco Copper Corp. in Peru, some 3000 tons of complex sulphide ores are treated daily, with four kinds of concentrates produced: copper, lead, zinc, and pyrite, each containing values in silver, gold, bismuth, and some other metals. Copper occurs in the various ores as chalcopyrite, enargite, tetrahedrite, tenantite, bournonite, and chalcocite; lead as galena; and zinc as sphalerite and marmatite. Small amounts of silver and tungsten minerals are also present. The gangue consist mainly of shale, quartzite, calcite, rhodochrosite, pyrite, and pyrrhotite. In general the values are freed with a relatively coarse grind, about 70 prr cent minus 200 mesh being the finest to which the pulps are ground. In Morococha and Casapalca however. sphalerite particles much finer than this contain inclusions of chalcopyrit r. At Cerro de Pasco the silver and gold are present in all sizes of the ground pyrite.

THE period of new oil discoveries in Illinois began in February 1937, when The Pure Oil Co. found the Clay City field the forerunner of a number of limestone pools. The importance of the area was emphasized greatly in December of the same year with the discovery of excellent sand production by The Carter Oil Co. at Louden and in June, 1938, with the discovery by The Texas Co. of the Salem field producing from two sands and one lime- stone horizon. By September, 1939, new discoveries in Illinois were estimated to have added, under prevailing production practices, some 500,000,000 barrels to the crude oil reserves of the United States and to have produced to that date some 63,000,000 barrels with daily production passing the 300,000-barrel mark by Sept. 1.

ALUMINUM'S war history is the record of a successful race to expand facilities fast enough to meet the multiple increases in military requirements, principally for aircraft. From the beginning of the war program in 1940 through 1942, requirements estimates were repeatedly lifted to new high levels, and plans for increasing capacity had to be constantly revised. In 1943, basic metal supply caught up with and exceeded requirements, and by 1944, the surplus of primary production was large enough to force reduction in output and plant closings. In the past two years, ingot capacity has been ample, though periodic critical shortages have been experienced for a few fabricated shapes as a result of sudden shifts in demand. LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

THE HIGHLY SPECIALIZED heavy air transport services to mining regions, such as exist in the New Guinea gold fields and in northern Canada, have been even more essential in the development of mines in Peru. Few nations have been con- fronted with greater natural obstacles to transport than has Peru, and without the plane it would have been impossible to get the machinery and supplies for the construction of power plants and mills to many of these interior mines, situated as they are over high mountain ranges, with muleback the principal means of transportation. As the mines within a district become important producers and warrant the expenditure, the mule trail is being replaced by automobile roads to connect with the railway stations and with the airports.

CERTAIN physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. The appearance of the surface of the copper when cooled is considered as to its "pitch," or the general contour of the surface, and the "set," or the decail appearance of the surface of the shape. The set of the copper is, in a very large measure, directly related to the pitch; and so intimately are these characteristics connected that they are often used as synonymous terms by the refiner when he is speaking of well-refined copper. Oxygen is often spoken of as a medicine for copper, it being used to regulate the pitch.

DURING the past twelve years the iron and steel industry has made a major advance through the development of the continuous wide strip rolling mill. So far-reaching have been the results that not only has a better product been sold at a lower price but this improvement in quality has permitted manufacturers of products using steel to make important savings in the cost of fabrication. The net result has been a better product at lower cost to the consumer without reduction in either employment or of wages paid within the industry. That is why the iron and steel industry is proud of its attainment. Being a basic industry of strategic importance, such an advance in technology has had its effects on our internal economy, our standard of living, and our industrial power as a nation in both peace and wartime.

Two Opposed Interpretations of the Tonopah Structure.-The important geological publications concerning the Tonopah mining-district are those of Spurr 1 and of Burgess.2 In these publications are presented fundamental differences of interpretation, which are the more interesting because both authorities have had ample opportunity for observation, and because both are geologists of proved ability. I was vastly puzzled to know which had the better of it, and in order that I might reach a conclusion in my own mind, I recently spent some time in the district going over the physical evidence. Surprising as it may seem, this evidence looks agreeably conclusive. A review of it will, I believe, be of interest to those who are familiar with the previous publications. The general geological features of Tonopah are shown in Fig. 1, and the differences of interpretation referred to are outlined in the accompanying notes. Briefly, Burgess regards the various rocks as flows, lying in the order of their deposition. Spurr regards them in part as flows, and in part as flat-lying intrusives. The disagreement, then, concerns the rocks regarded on the one hand as intrusives, and, on the other hand, as flows. These rocks are chiefly the so-called calcitic andesite, the upper rhyolite, and the lower rhyolite. THIS method of briquetting flue-dust, or flue-dust mixed with fine ores, or, in a few exceptional cases, coke-dust, has come into large commercial use in Europe, and a small plant is already in operation in the United States. It promises to become of such great importance to the iron industry of the United States that the following description will certainly interest the majority of our pig-iron producers. Discovered in 1908, the process rests upon the observation of Dr. Schumacher that blast-furnace flue-dust, while possessing of itself no binding or cementing properties, acquires strong cementing properties if mixed with a very small amount of certain salt solutions, the amount of which is so small that the resulting cementation appears to be rather by catalytic action of the salts added than by the mass-action of such chemicals. To be more specific, fresh blast-furnace flue-dust mixed with from 5 to 10 per cent. of its weight of magnesium chloride or calcium chloride solution-that is to say, with from 0.25 to 2 per cent. of its weight of magnesium chloride or calcium chloride-acquires the property of setting within a short time, from 15 to 60 min., and forming a hard cemented briquette. Alkaline solutions appear to have no action such as described, and they even interfere, if present, with the action of the magnesium and calcium solutions. When treated in this way the flue-dust briquette sets very hard, apparently from pure excess of cementing- and setting-power. It is, therefore, possible to . mix with the flue-dust a considerable proportion of inert ore or like material, which has no setting-power by this process, and thus to make a compound briquette containing large quantities of ore mixed with flue-dust, but in which the flue-dust may be regarded as the cement or binding-material. NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. WITH gold at $35 for the last four years, almost double the old figure, and 'an unlimited market, there is perhaps more activity in the mining and milling of that metal than in that of any other of the widely distributed ores. Despite threats from Russia, the Rand district is still dominant. In South Africa in 1936, 48,200,000 tons of gold ore was crushed after sorting out about 10 per cent of that mined. The pounding of 5914 trusty stamps on the 60 mi. of Rand reefs is noteworthy. At the end of 1935, 466 tube mills were operating on the Rand, the popular size being 6 1/2 by 20 ft. The grinding medium normally consists of ore pebbles picked from the ore but recently a composite load of 3-in. steel balls and pebbles has found favor for added capacity, a ratio of 2.5 tons of pebbles to one ton of halls being maintained. The total ore fed to the mills is only about 0.14 ton per hp.-hr. Such a slow rate 'of feed cannot help but result in overgrinding. Ball mills, 9 by 8 ft., some of which have come from Canada, are now being tried. Stamps have been ousted from all new flow sheets, but the old stamp mills are continually renovated and kept on duty as they are at the Homestake in the United States. Half of the world's gold and silver ores is still crushed by stamps, a few of which are single, dropping in individual mortars.'

This study is concerned primarily with a backward look at the projections made in the Report to the President by the President's Materials Policy Commission issued in June 1952. Only a few years have elapsed since the date of this report, but definite statistics available then were often not later than 1947. Today we have figures for the intervening years through 1957-virtually a ten-year span. What, if anything, has happened during this decade that was unexpected or wrongly appraised? In the light of more recent data and trends, will we be justified in modifying the longer-term predictions made in 1952? This study will attempt to answer such questions. Major sources and forms of energy will be considered from the standpoints of ultimately available amounts and the rates of production and demand. Electricity: The PMPC projections were made on the basis of an unexpected growth of about 10 pct per year. This was at a time when some experts in the field were assuming growth rates of not more than 8 pct.

The Western industrial nations are facing today what can be defined as a gradual takeover of their investments in the developing world and more importantly, they are beginning to feel approaching problems with their adequate raw materials supply. This puts them into a strategically hazardous situation, which years ago would probably have been solved by conventional wars. However, the present political and military situation, and particularly the development of nuclear arms, makes such confrontations almost impossible or at least extremely dangerous. Thus other peaceful and more pragmatic solutions should be sought. This is particularly important because the present supply-demand situation in raw materials has a very strong political and ideological background. In the ultimate analysis there are two economic systems, that of free enterprise and the other of the collective or socialistic ownership. Both are competing for world domination, and it seems that both are eager to prove their advantages to the yet uncommitted Third World, which commands the great majority of the human race and a large part of its natural resources.

Coal reserves of the United States are enormous. Considered on the basis of proven reserves, and compared with reserves of other fuels, coal constitutes 88% of the proven recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium used in burner reactors. Considered on the basis of "ultimate recoverable reserves", that is, those resources which can be extracted with improved technology and at somewhat higher costs and including those resources of all fuels not yet found but believed to be waiting discovery, coal still accounts for 75 % of the national total. In the U.S. hydrocarbon economy about 76% of the total energy needs are supplied by petroleum and natural gas and about 20% by coal. Domestic resources of oil and gas are running dangerously low, and assuming a continued hydrocarbon economy, the 20% supplied by coal may increase dramatically. Nearly a quarter of the petroleum consumed in the U.S. is imported. Natural gas is in shorter supply than petroleum and the problems of its importation seem at least as difficult as those of oil.

This paper deals with the reinforcement of igneous rock slopes at three open pit iron ore trines in northern Canada. The pits involved utilize overall slope angles in excess of 60º with ultimate depths in the order of 250 m. Three case studies are described. The first concerns the reinforcement of a 300,000 Ton undercut rock wedge, approximately 70 m in height. This was accomplished using 20 cm diameter steel bales, installed in 25 cm diameter vertical holes, and a cement-sand grout. The second involves the reinforcement of a 40 m wide diabase dyke which had been continuously failing as the pit deepened. A unique form of rock reinforcement was used in that the entire mass of the undercut dyke was not pinned to the wall. Rather an interlocking effect between individual blocks within the dyke was relied upon. A third concerns the reinforcement of a berm which was undercut by the contact between the ore and waste. This reinforcement was also accomplished using a combination of steel bales, rods and cement grout.
