The Chambishi Metals Cobalt Plant in Zambia has recently installed a novel oxidation/precipitation pressure leach process as part of the COSAC (CObalt from Slag And Copper as by-product) Project. Aniron-cobalt-copper alloy, produced by the carbothermic reduction of slag, is atomized and pumped to the COSAC Leach Plant, where cobalt and copper are recovered as dissolved sulphate salts, andiron is rejected primarily as hematite. Cobalt and copper are subsequently recovered as cathode metal in the existing Chambish ioperation by conventional electrowinning. This paper examines the challenges faced during the design and subsequent successful commissioning of the COSAC Leach Plant. The challenges discussed include alloy handling, autoclave design, autoclave cooler design, residue liquor recovery and the water balance design. "The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

The final removal of inclusions in the ladle, tundish, and mold in a continuous casting process involves the kinetic steps of liquid film drainage, interface rupture, and absorption of the inclusion into the overlaying molten slag. During this process, oxide inclusions can undergo chemical reactions with the slag. This paper presents recent results on imaging the slag/steel interface and elucidates the evolution of Al2O3and Al2O3-CaO inclusions during their separation from the steel and on their incorporation into the slag. Experimental results, obtained through a Confocal Scanning Laser Microscope, are compared with thermodynamic predictions.

New South Wales has a successful history of pillar extraction stretching back more than 60 years. Various methods of pillar extraction ranging from the rib pillar methods (such as the Wongawilli system) to the more recent pillar stripping techniques (similar to those used in the USA) are discussed in this paper. These discussions are based on the experiences of the author stemming from a recent research tour of seven underground pillar extraction operations in New South Wales as part of the Coaltech 2020 collaborative research initiative. Some operational issues of each site visited are presented before some general comments pertaining to the overall success of pillar extraction in New South Wales are discussed. Generally pillar extraction in New South Wales is on the decline in favour of longwalling. However, the pillar extraction that is conducted is done so along specific guidelines to ensure their success, and these are also discussed.

Mintek has been involved in numerous projects to remove Fe and Mn from dilute Co sulphate solutions by means of oxidative precipitation using air/SO2. Test work was done using a gas induction system, designed and supplied by Outotec. Various aspects, such as SO2 concentration, SO2 flowrate, impeller rotation speed and pH were investigated on a 2 m3 scale. Batch tests were performed using a residence time of 5 hours. Impeller rotation speeds of 0-220 rpm were tested, and it seemed that speeds of between 80 and 220 rpm gave similar Fe and Mn removal rates. Co and Cu losses were generally below 1% and 5% respectively at pH 3.

The status of sampling practices in the gold mining industry in Africa was determined as an initial step in a process to standardize sampling practices in the mining industry. Twenty-one gold mines, twenty metallurgical plants, and thirteen laboratories were rated for the potential influence of the relevant sampling errors on each component of the particular sampling system. The findings of the study on the status of equipment, standards, procedures, and management principles were presented in a dissertation (Spangenberg, 20121) and are now used by AngloGold Ashanti?s mines in the quest for correct sampling practices. The information is also used to compile a guideline on leading practice procedures for sampling methods in gold mining. Shovel-truck systems for loading and hauling material in open pit mines are now routinely analysed using simulation models or off-the-shelf simulation software packages, which can be very expensive for once-off or occasional use. The simulation models invariably produce different estimations of fleet sizes due to their differing estimations of cycle time. No single model or package can accurately estimate the required fleet size because the fleet operating parameters are characteristically random and dynamic. In order to improve confidence in sizing the fleet for a mining project, at least two estimation models should be used. This paper demonstrates that the Machine Repair Model can be modified and used as a model for estimating truck fleet size in an open pit shovel-truck system. The modified Machine Repair Model is first applied to a virtual open pit mine case study. The results compare favourably to output from other estimation models using the same input parameters for the virtual mine. The modified Machine Repair Model is further applied to an existing open pit coal operation, the Kwagga Section of Optimum Colliery as a case study. Again the results confirm those obtained from the virtual mine case study. It is concluded that the Machine Repair Model can be an affordable model compared to off-the-shelf generic software because it is easily modelled in Microsoft Excel, a software platform that most mines already use. Decision-making regarding plant-scale reagent dosage regimes and air rates is a topic of ongoing investigation and high importance. The current work explains some techniques that have proven useful in deciding on plant-scale flotation operating regimes. Specific focus has been placed on the reagents: frother and depressant, as well as some discussion around the control of air rate and froth depth. Air rate has been selected based on its effects on the froth phase. Froth velocity and froth height above the cell lip are the two variables measured and used to select the operating air rate. Pulp level is then adjusted to increase or decrease mass pull. A technique has been developed using the Anglo Platinum Bubble Sizer on an industrial flotation cell to determine the relationship between bubble size and frother concentration. This technique has been extended to measure the equivalent frother concentration or frothabilities of various streams on a rougher bank. A mass balance for frother was performed successfully, and this provided a better understanding of the way frother moved in the rougher bank. With this knowledge, more informed decisions can be made about frother addition required in subsequent flotation stages. For depressant, a new protocol for deciding on dosage rate has been developed. The depressant dosage should be based on the amount of fresh feed material reporting to a bank. Currently 400 g per ton of fresh feed has been assumed a reasonable starting point, with promising results. Improved froth stability and grades were observed. There is scope for more accurately defining the optimal dosage rate. Importantly, the combined effect of changing the chemistry and the hydrodynamics together has been demonstrated. A significant upward shift in the grade-recovery relationship for a cleaner bank was observed.

This paper describes the survey monitoring processes at Venetia, which are discussed under visual inspections, ad hoc investigations, system monitoring and slope stability radar monitoring. This is followed by a description of the main survey monitoring methods. The next section briefly states typical problems, i.e. the atmospheric corrections required to adjust total station distances, maintenance of the system and management of the monitoring process. The paper ends with some important lessons that could be applied to similar monitoring programmes. These lessons are firstly, communication is most important, process a vital part of the system, a champion must take responsibility for the programme and system planning ensures that the monitoring results are needs driven.

Operators within the metals market have developed and deployed pneumatic conveying and pneumatic injection technologies. On 16 July 2004, at 07:10 a collapse of about 1.8 million m3 (about 4 ½ million tons) took place on the north wall on Nchanga Open Pit. This collapse was the result of a developing instability that was first identified when the benches in this area were exposed during September 2002. The NOP geotechnical and survey departments closely monitored the development of the failure. Control measures were implemented to reduce risk to men and equipment. These measures were continually improved and adjusted in reaction to observations and changing conditions. The purpose of this paper is to describe in detail the monitoring results that were obtained both by traditional methods and the novel slope stability radar system (SSR). Difficulties encountered in establishing critical deformation levels and deformation rates that can be used to predict the onset of collapse are described. Details of the monitoring and control measures, which led to the successful completion of mining in the area, are also described in this paper.

The high incidence of accidents and fatalities in the South African mining industry, in particular those associated with falls of ground, is often attributed to ineffective and/or inappropriate training methods and material. Recently introduced mine health and safety legislation in South Africa also requires that all mine workers receive appropriate and effective training to enable them to operate safely in their given mining environment. There can, therefore, be no doubt that methods to provide effective training, in particular safety related training, are urgently required in the South African mining industry. In the search for alternative and improved training approaches, attention has fallen on virtual reality (VR) technology as a possible solution. VR has found acceptance in a number of industries as an effective method of training for a variety of work place activities, including those of a safety related nature. VR has successfully been applied in a number of industries to improve the effectiveness of safety and hazard awareness training. The CSIR: Division of Mining Technology (CSIR Miningtek), in conjunction with the Safety in Mines Research Advisory Committee (SIMRAC), therefore evaluated the potential of VR to be used as a training medium in the South African gold and platinum mining industry. Aspects of the evaluation included an assessment of the technical capability of VR to represent a typical underground mining environment with sufficient realism and the relevance of the VR training concept for a largely illiterate workforce. For these purposes, a prototype PC-based VR hazard awareness training simulator has been developed by CSIR Miningtek, and a series of evaluation sessions conducted at a typical deep level gold mine. The conclusion from this evaluation work is that virtual reality technology has the potential to provide effective training systems that are relevant to the South African mining industry. Primarily ferrochrome is used to introduce chromium into steels and alloys. Chromium enhances hardness, hardenability, corrosion, abrasion and wear resistance of the steel. High carbon ferrochrome is one the cheapest sources of chromium, which finds large consumption in foundries and steel plants. However, carbon leads to problems viz. weld decay and sensitization of steels at elevated temperature causing catastrophic failure. Thus high carbon ferrochrome which otherwise enjoys financial edge over its low carbon grade is not suitable for final alloying or adjustment of chromium content. Subsequently, its addition burdens a steel maker. Hence, metallurgists around the globe have researched on finding out suitable technique for refining of ferrochrome. Traditional production methods of low carbon ferrochrome have drawbacks i.e. high refractory consumption, losses of chromium in slag and fumes etc-. Later these were overcome by adopting relatively new methods namely, metallothermic reduction, triplex process, vacuum technique to directly produce extra low carbon ferrochrome. A Life Cycle Assessment (LCA) of stainless steel production, including that of the nickel, ferronickel, ferrochromium and iron feedstocks was carried out using inventory data derived from the literature. The environmental impact categories considered in the study were Global Warming Potential (GWP), Acidification Potential (AP) and total (or full cycle) energy consumption. The effects of different sources of electricity (black coal, natural gas and hydroelectricity) were also examined in the study. The results of the LCA showed that when ferronickel is used as the nickel source, the total energy consumption for stainless steel production is approximately 50% higher than when nickel metal is used as the nickel source (75 MJ/kg cf. 49 MJ/kg). This result comes about largely because the Fe units in ferronickel have a much higher energy intensity than do the Fe units in pig iron, and the greater the use of the former at the expense of the latter, the greater is the total energy consumption. The results also showed that the production of ferronickel made by far the largest contribution (59%) to the total energy consumption for stainless steel production when this feedstock is used as the nickel source, but when nickel metal is used as the nickel source the contributions of the various stages are more evenly distributed. It was also observed that the electricity consumption of the electric furnaces used in the production of ferronickel, ferrochromium and stainless steel contributed approximately 50% to the total energy consumed in stainless steel production. Given the relatively low efficiencies associated with electrical power generation, significant reductions in the total energy of stainless steel production could be anticipated if more direct use of thermal energy was made in the ferronickel, ferrochromium and/or stainless steel smelting stages, for example by utilising bath smelting processes.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the 'AMIRA P754-Metal Accounting and Reconciliation' project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called `the propagation of error'.

Nickel is recovered as a by-product of the platinum-producing process operated by Anglo Platinum. The metal is mined mainly as sulphide minerals contained in platinum ores. These pass through the concentrating, smelting and converting process route and nickel is finally recovered by electrowinning. Smelting of the concentrated ore in the electric furnace produces a melt with a high slag to matte ratio. The resulting furnace slag is granulated and later milled and floated to recover matte. A project was initiated to investigate the distribution of nickel in the slag in order to improve recovery. Slag samples were examined using a combination of chemical and mineralogical techniques. The granulated slag was found to consist mainly of a silicate glass phase, which reflects the composition of the molten slag in the furnace. Nickel occurs as free matte granules, as matte phases locked inside the glass, and in the glass phase itself. Whereas nickel in the matte is as sulphide, most of the nickel in the glass phase appears to be oxide- bound(i.e. in solid solution). Milled slag as flotation feed showed recovery-limiting features such as free matte with oxidized surfaces and unliberated matte inclusions in the slag. The biggest nickel losses, assuming no tapping problems, are in the glass phase solid solution. Only around 40% of nickel would be recovered from the slag, even under ideal conditions. Spoon and pot slag samples were also examined to see if casting and crushing would improve recovery. Although larger and therefore more easily recovered matte phases formed, nickel partitioned into crystalline silicate phases, limiting the maximum theoretical nickel recovery to 70%.

Recent studies on the physico-chemical properties of molten slags and oxide solid solutions of interest is reviewed. The review covers redox and phase equilibria in slags, viscosity, diffusivity, electrical conductivity, kinetics of interfacial reactions between slags and CO-CO2, interfacial properties and phenomena. Some highlights from ongoing work on modelling phase diagrams, component activity, viscosity and electrical conductivity of multi-component slags will be presented and results compared with published experimental data on slags with or without suspended solid phases.
