Cameroon's mineral industry continued to be dominated by crude petroleum. The country's economic development depended on the production and export of crude oil. Oil output was estimated to be 56 million barrels in 1984 compared with 47 million barrels in 1983 and 39 million barrels in 1982. The country's only refinery processed approximately 16,000 barrels per day of crude oil in 1984, operating at slightly over 50% capacity. This volume, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economy continued to expand despite problems and setbacks stemming from the attempted coup of April 6, 1984. Gross domestic product (GDP) growth in 1984 was 6.5%, the same rate as in 1983. Offshore crude petroleum production was the chief factor in the sustained economic growth. The country also maintained a relatively strong balance-of-payments position through oil exports. Investment, ranging up to 25% of the GDP, greatly contributed to sustained growth. The oil sector contributed approximately 14% to Cameroon's GDP in both 1983 and 1984.

Workers exposed to vibrating hand tools are at risk of developing symptoms such as cold-induced vasospasms, loss of tactile sensitivity, and loss of grip strength in the fingers and hands. These symptoms are known collectively as vibration white finger (VWF) or hand-arm vibration syndrome (HAVS). Symptoms of VWF or HAVS are in part due to repeated and prolonged peripheral vasoconstriction[1, 2]. The reduction in blood flow that occurs with vasoconstriction can result in oxygen deprivation (hypoxia) in soft tissues, such as nerves and muscle, and lead to functional and structural changes in these tissues. The present study examined muscle tissue to determine if vibration-induced changes in transcript levels and protein concentrations result in enhanced vasoconstriction and hypoxia. Manual dexterity was also assessed intermittently to determine if vibration-induced changes in cellular factors are accompanied by performance deficits. Methods An animal model was developed to study the biological and functional changes that occur in response to repeated segmental vibration exposures. In this model, the right paw of intact rats was exposed to a platform vibrated at a frequency 250 Hz and amplitude of 49 m/s2 to simulate the vibration characteristics of hand-held grinders. Three groups of 8 rats each were studied: a vibration-exposed group, an exposure-control group, and a cage-control group. Exposure sessions, with or without vibration, were conducted 4 hr/day, 5 days/week for 5 weeks. Manual dexterity was assessed intermittently during the 5-week exposure period with the Montoya stair-case test[3], which quantifies the rat’s ability to reach for, grasp, and retrieve small food pellets placed below the rat on different levels or steps. Following the 5-week exposure period, the flexor muscles of the right forelimb were collected for analysis of gene expression, protein concentrations, and immunohistochemistry. Results Vibration-exposure resulted in an approximate 2-fold increase in the expression of a2C and a1D receptor transcripts in flexor muscles (Figure 1). These receptors mediate norepinephrine-induced vasoconstriction in smaller arteries. Vibration-exposure also resulted in an approximate 2-fold increase in hypoxia-induced factor-1a (HIF-1a), a transcription factor that is expressed in response to tissue hypoxia. Western analyses demonstrated that restraint caused a decrease in a1-receptor protein concentrations in the flexor, but vibration-exposure prevented the restraint-induced reduction (Figure 2). Immunohistochemistry performed on flexor muscles (not shown) demonstrated that a1 receptors are primarily located in arteries; maintained levels of these receptors could contribute to prolonged vasoconstriction following repeated vibration exposure. The staircase test showed some performance improvement, or a training effect, in manual dexterity for the control groups but not the vibration-exposed group (Figure 3).

The Federal Bureau of Mines conducted static tests at 2,500° F on 39 refractory compositions, and dynamic tests at [2,825°35° F] on 31 commercial refractory brick specimens to determine their resistance to corrosion and erosion by a slag similar in composition to that used in producing insulating mineral wool. The static tests showed fireclay, low-alumina compositions (<70 percent A1203), zircon, zirconia, SiC, and clay-bonded graphite refractories to be unsuitable. Dynamic test results indicated that magnesia and chromia compositions were superior to high-alumina compositions (=70 percent A1203) as a furnace lining for melting mineral wool. Data from these tests indicated that magnesia and chromia compositions with low RO/R203 mole ratios were more resis tant to attack by mineral wool slags than ones with high RO/R203 mole ratios.

Engineering and economic evaluations were performed by the Bureau of Mines on 14 Frasch sulfur, 1 native sulfur, and 21 metal sulfide operations in 11 market economy countries. The evaluation included discounted-cash-flow rate-of-return economic analyses at 15 pct to determine the average total cost of production of these two commodities and the potential availability of elemental sulfur (8) and pyrite concentrate. The Bureau evaluated the potential availability of elemental sulfur and pyrite concentrate. Approximately 279 million metric tons (Mmt) of pyrite concentrate at 46 pct 8 is potentially recoverable from 422 Mmt of in situ metal sulfide ore. Nearly 89 pct of the total pyrite concentrate is available at an average total cost of production below the January 1984 pyrite concentrate market price ($43/mt). About 185 Mmt 8 is potentially recoverable from 253 Mmt of in situ elemental sulfur. About 99 pct of this sulfur is available at an average total cost of production below its January 1984 market price ($131/mt).

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

This Bureau of Mines report presents the design for a commercial-sized flue gas desulfurization (FGD) demonstration plant that uses the citrate process. The goal of the Bureau&apos;s citrate process is to minimize the undesirable environmental impacts of industrial plants emitting SO2-bearing gas. The FGD plant is located at the George F. Weaton powerplant, Monaca, Pa. Construction was completed in April 1979 and will be followed by preliminary testing and a 1-year testing and evaluation program. Design capacity of the FGD plant is 156,000 scfm of 0.2-volume-percent-SO2 flue gas yielding about 16 tons of sulfur per day. The plant is intended to (1) clean fly ash, SO2, and Cl- from the gas while cooling the gas in a venturi scrubber, (2) absorb SO2 from the gas using 1,200 gpm of a countercurrent-flowing citric acid-sodium citrate-sodium thiosulfate solution, (3) react the absorbed SO2 in two 13,000-gal stirred closed vessels with added H2S, thus precipitating elemental sulfur and regenerating the citrate solution for recycle, and (4) recover the sulfur from the slurry by air flotation, followed by melting in a heat exchanger and separation from the occluded citrate solution in a sulfur decanter at 35 psi and 135° C.

METALLURGICAL ACTIVITY in 1963 was again dominated by the insatiate demands of research and development conducted in conjunction with the nation&apos;s defense and aerospace programs. An increasing effort was noticeable throughout the year, however, to apply to the commercial field many of the processes and techniques that have been developed by government-sponsored research. Particularly effective has been the Industrial Applications Program of the National Aeronautic and Space Agency through which many of the technological advancements made during the course of NASA research and development have been published and released to the public. POWDER TECHNOLOGY Powder metallurgy techniques for fabricating metals, not long ago declared outmoded because of improved casting and shaping methods, have since made an astonishing comeback. Traditionally mechanical pressing of powder shapes has been employed when melting and casting was difficult or impossible, when phase relationships needed to be sidestepped, or when machining costs could be avoided. Hence, it has long been used for producing relatively small special shapes of high-melting metals and alloys. Small iron parts produced with a punch and die have been common for many years, but powder metallurgy techniques are now applicable to a wide range of materials and items. Hard-to-handle materials including refractory metals and their alloys are now rolled, forged, or extruded from billets made by sintering isostatically compacted powders. The major element of the powder metallurgy industry still comprises iron shapes, however, and two-thirds of the annual 100,000 tons of powder metallurgy products are made of iron. The largest single user of powder-forming techniques is the automobile industry which currently consumes 14,000 to 16,000 tons of iron powder per year. A typical 1963 model auto contained more than 100 pressed powder parts (e.g., transmission gears, timing gears, sprockets, ball joint suspensions) totaling 5 to 7 pounds per car. This paper describes the drilling equipment and accessories for use with the Federal Bureau of Mines three-component deformation borehole gage. Operation and calibration procedures for the deformation gage are discussed in detail. Site selection and overcoring procedures are included to provide a complete working knowledge for surface or underground applications.

Crude shale oil produced by underground retorting of Green River Formation oil shale was hydrogasified over a cobalt-molybdate-on-alumina catalyst at operating temperatures ranging from 800° to 1,300° F, pressures of 500, 1,000, and 1,500 psig, and a liquid hourly space velocity of 1.02 volumes of oil per volume of catalyst per hour (Vo/Vc/hr). At a temperature of 1,300° F and pressure of 1,500 psig, 94 weight-percent of the liquid feed was converted to gas containing 72 volume-percent methane. With two reactors in series at a temperature of 1,170° F in reactor 1 and 1,260° F in reactor 2 and a pressure of 1,500 psig, 97 weight-percent of the liquid feed was converted to gas with a methane content of 75 volume-percent. Liquefied petroleum gas (LPG) was hydrogasified at operating temperatures ranging from 500° to 1,400° F at a pressure of 500 psig over a cobalt-molybdate-on-alumina catalyst. Similar experiments were made with an empty tubular reactor. The data indicate that gasification reactions in the presence of a cobalt-molybdate catalyst change from predominantly a catalytic (carbonium ion) reaction to predominantly a thermal (free radical) reaction at temperatures greater than 1,100° F. The data also indicate that a reaction temperature of 1,350° F is necessary at the space velocities used in this investigation to make a synthetic natural gas (methane content of 90 volume-percent) from in situ crude shale oil.

In Bureau of Mines research on recycling chrome-containing refractory wastes, used refractories from argon-oxygen decarburization and electric steelmaking furnaces were beneficiated. By means of dry magnetic separation on minus 6-mesh crushed wastes, a concentrate was produced. After minor adjustments to the particle size distribution, full-size refractory brick were dry-pressed by a commercial producer and fired to 1,450° and 1,730° C. Standard testing procedures were used to determine the cold-crushing strength, modulus of rupture at 25°, 1,300°, and 1,500° C, hot load, thermal shock resistance, thermal expansion, and slag resistance. Optical and electron microscopy were used to determine grain-bonding mechanisms, and energy-dispersive analysis of X-rays was used to determine elemental distribution. The test results indicate that the beneficiated material could be used to produce a refractory product suitable for moderate-temperature applications.

The Bureau of Mines designed a down-fired refractory-lined combustor that efficiently burned pulverized coal to produce a gas suitable as working fluid for an open-cycle gas turbine. The gas contained relatively little carbon, so the load on the ash-separation equipment was significantly reduced. Moreover, reduction in carbon content of the gas increased the average density of the solid particles making them more amenable to removal by centrifugation. Centrifugal-type separators failed to remove sufficient ash; however, to limit blade wear enough to achieve operating periods generally deemed necessary for commercial practicability.

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador&apos;s total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. The objective of this program was the development, design, fabrication, and laboratory testing of a mine-worthy continuous respirable dust monitoring system (CRDMS). The operation of the sensor unit of this system is based on the light scattering intensity of the respirable fraction of airborne dust. The CRDMS is compatible with the typical environmental rigors that characterize coal mines and, in particular, the shock, vibration, impact, moisture and dust conditions prevailing at active training machines. The sampled area must be within the breathing zone of the mining machine&apos;s operator, whose dust exposure is to be monitored by the CRDMS sensor unit. Instantaneous, as well as shift-averaged dust concentrations, are displayed and recorded for later retrieval, Alarm indications and other diagnostic information are provided. The project was completed with the delivery of three sensor/display units (SDU), one data retrieval unit (DRU), two mining-machine-compatible power supplies, and two [auxilliary] battery packs.

A laboratory-scale investigation was made of the basic problems involved in developing a ceramic heat exchanger to operate at high temperatures for using nuclear heat from gas-cooled process-heat reactors. Technical data were obtained on transferring heat by forced-convection from helium to air in a single-tube vitreous-alumina heat exchanger. Coolant air was passed through the annulus parallel with, and either concurrently or counter to, the flow of helium inside the tube. The data obtained pertain to removing heat from the helium. Average inside film coefficients were determined at mean surface temperatures of 200° to 1,570° F., inlet-gas temperatures of 1,450° to 2,665° F., and Reynolds numbers up to 560. The gas-to-surface temperature ratios were varied from 1.05 to 7.6. The tabulated results are shown in the appendix at the end of this report. The film coefficients of heat transfer were correlated by taking into account the physical properties of the helium at the average fluid temperature. With experimental conditions pointing to a laminar flow, the Nusselt number was found to decrease as the ratio of gas-to-wall temperature was increased to a value of 3. However, within the range tested, gas-to-wall temperature ratios above 3 did not affect the Nusselt number, regardless of the value of the Graetz number. Thus, beyond this point any increase in this ratio ceased to influence the heat-transfer relationship.

The effectiveness of an industry&apos;s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. The Deep Creek zinc and lead mine afforded an excellent example of a relatively small underground mine operation that approached the low mining costs of large, highly mechanized mines, An open stope mining method incorporating sublevel benches and vertical long holes was used (fig. 1). Detailed descriptions are given on the exploration program, stope development, stoping procedures, and pillar removal. Pressure grouting was used to check the inflow of water and thus prolong the life of the mine. Statistics on mining costs and on electric power consumption, haulage from mine to mill, and milling costs are included.
