A major domestic aluminum producer raised its price for primary aluminum metal from 44 cents per pound to 48 cents per pound, effective August 5, 1976. Other major producers have increased their list prices by equivalent amounts COAL: The strike which began July 19 in southern West Virginia enlarged by early August to involve approximately 80,000 miners in nine States. As of August 4, the aggregated loss of production is estimated to be 5.8 million tons. Reportedly, at this time, the railroads which serve the struck areas are feeling the largest impact with coke plants and electric utilities relying on stocks which are generally high.

The heats of formation of lanthanum sulfate and the enneahydrate are -939.8 ± 3.1 and -1,587.1 ± 3.2 kcal. per mole, respectively. The heat of hydration is -32.5 ± 3.5 kca1. per mole. These values were obtained from heat-of-solution measurements of lanthanum oxide and salts. Low rates of solution precluded more accurate determinations of the thermal data. The heat of formation of the chloride was similarly observed to be -256.18 ± 0.28 kcal per mole. Heats of solution and combustion of lanthanum metal yield mutually concordant results, and earlier discrepancies reported in the literature may be ascribed to impurities.

This study presents the economics of the hot-carbonate purification process for removing C02. It considers three variations of the process in order to meet the design specifications, which call for a feed-gas flow of 10 million standard cubic feet per hour (std.c.f.h.) with C02 inlet concentrations of 10, 20, and 30 percent and exit C02 values of 5, 2, 1, 0.5, and 0.1 percent. Inlet pressure and temperature are 350 pounds per square inch [e] (p.s.i.g.) and 300° F., respectively. Estimated capital and operating costs are shown in the following to tabulations: [ ]

Past reports by the Bureau of Mines have described the extraction of alumina from numerous aluminum silicate materials by the lime-soda sinter process. The results from pilot-plant investigations of six materials, with alumina-to-silica mole ratios from 0.3 to 8.7, indicated a relationship between the alumina-silica ratios and the processing characteristics of the sinter. A series of laboratory tests was conducted to define this relationship. Sinter and leach tests determined that an alumina-to-silica mole ratio of 0.90 or greater resulted in the best alumina and soda recoveries while leaving the leach slurries practically free from any tendency toward gelation. The widely different chemical and mineralogic properties of the various aluminous materials used in compounding the mixes had no perceptible effect on the leaching characteristics of the sinter. The blending of low-cost, high-alumina materials with aluminum silicate materials to give an alumina-to-silica mole ratio of 0.90 or greater would improve alumina and soda extraction and minimize operating problems in the lime-soda sinter process.

"This Bureau of Mines publication presents a statistical analysis of official U.S. Mine Safety and Health Administration (MSHA) metal and nonmetal mine fire reports from 1950 through 1984, plus accounts of selected nonreportable fires (less than 30 min and no injury) and opinion data on fire hazards from mine safety directors. Fires were analyzed by time trends, ore type, ignition source, burning substance, location in mine, equipment involved, means of detection, duration, number of injuries and fatalities, mining method, and successful extinguishing agent. The leading ignition sources were electricity in underground fires and engine heat in reported surface fires. The most frequent burning substance was combustible liquids for all nonreportable fires, reported surface fires, and reported underground fires from 1978 to 1984. For underground fires reported prior to 1978, timber was the leading burning substance. Mobile equipment was the type most frequently involved in both underground and surface fires. Underground fires occurred most often in haulageway or drift areas, and reported surface fires occurred most often in plant and mill buildings, while most nonreportable surface fires occurred in other areas. The most common methods of extinguishment were water hose lines for reported fires and dry chemical handportable extinguishers for nonreportable fires. INTRODUCTIONIn support of the Bureau of Mines research on mine fire protection, two separate baseline studies on mine fire incidents have been prepared. The first study addressed coal mine fires. The results of that study are summarized in the Bureau's Information Circular 8830, ""A Statistical Analysis of Coal Mine Fire Incidents in the United States From 1950 to 1977."" This second report, addressing metal and nonmetal mine fires, is the companion to IC 8830. Together, these two reports provide a comprehensive, factual summary of the mining industry's fire experience.This report, like IC 8830, covers (1) MSHA fire incident reports, (2) records of nonreportable fires (less than 30 min and no injury), and (3) mine safety directors' opinions on fire hazards. The MSHA fire reports provide the most reliable, objective, and accurate historcial record of the major noncoal mine fires that occurred during the study period (1950 through 1984). However, MSHA fire reports alone understate the true magnitude of the fire problem because metal and nonmetal mines have been legally required to report fires to MSHA only since 1968. Although some fires were reported prior to 1968, doubtless a great many were not. Also, the reporting regulations that took effect in 1968 specify that only fires lasting 30 min or longer or involving an injury need to be reported. MSHA fire reports are thus limited in scope by MSHA's legal authority. In order to provide a more comprehensive data base, it was also necessary to gather and analyze mine company records of nonreportable fires."

The Bureau of Mines conducted research to devise technology for increasing the Nation's mineral supply by recovering valuable constituents from currently discarded waste materials. Municipal solid waste (MSW), presently a major disposal problem, represents a significant source of metals, glass, and a combustible fraction that can be used to supplement coal in generating heat and electricity. As part of the total metallurgical system to treat MSW, this study evaluates the combustible fraction of MSW to characterize the various combustible components and to identify the principal sources of elements that eventually may be objectionable from corrosive or environmental considerations. Several possible sources for cadmium, chromium, cobalt, copper, lead, nickel, and zinc have been tentatively identified. These sources are pigments, inks, paper stock, and additives to plastics. A correlation between industry consumption values and measured concentrations in MSW was found for several elements.

The systems MgO-MgFa-SiO2, at 2 and 4 weight-percent Li2O and at 3.8 and 7.7 weight-percent Na2O were investigated by solid state reaction at 1,200° C. The results are summarized in four ternary diagrams. Besides the expected humites and simpler silicates or fluorides, proto-amphibole and water-swelling fluormicas or fluormontmorillonoids were found in the systems containing lithium and monoclinic fluoramphiboles, water-swelling fluormicas or fluormont-morillonoids, and nonwater-swelling fluormicas were found in the systems containing sodium. These latter compounds were not in the base system MgO-MgF2-SiO2.

Working with or near underground coal mining equipment is hazardous because of the multiple sources of energy and adverse environmental conditions. Of the 4169 injuries reported to Coal Services during the three years to June 2005,447 were associated with continuous miners, 232 with LHD (load-haul- dump) vehicles, 140 with shuttle cars, and 140 with personnel transport - a total of 959, or 23% of all injuries reported during the period. An analysis of the injury narratives accompanying these injury claims highlights a number of opportunities for controlling injury risks. Using the frequency of reported injuries for the prioritisation of risk control strategies has limitations because of the tendency to underestimate the importance of relatively uncommon but potentially high consequence events. Injury reports also underestimate the contribution of risk factors such as whole body vibration, which have a long-term cumulative contribution to an elevated risk of injury. However, taking these limitations into consideration, the results of the injury narrative analysis suggests the following hazards as the highest priority for elimination or control: • handling continuous miner cable • strain while bolting • slipping off continuous miner platform • inadvertent or incorrect operation of bolting controls, and operation of controls while a person is in a position of danger • hitting potholes or other roadway abnormality • collisions while driving underground vehicles

Hydraulic backfill consisting of siliceous mill tailings was successfully dewatered and consolidated by electrokinetics in a field test conducted by the Bureau of Mines at the Star mine, Burke, Idaho. A stope at the 2,000-foot level was filled in such a way that slimes and coarse sand were retained in the scope. Following settlement of solids and decant of surface water, direct current applied between buried electrodes created a firm, dense material in approximately 3 hours. This rapid densification of fine-grained material demonstrated the utility of this method and suggests other applications, particularly in the control of slime deposits that cause serious problems in many deep mines.

Active and abandoned mine sites can be an irresistible- - and sometimes deadly - - draw for outdoor enthusiasts, particularly children and young adults. Despite repeated warnings, posted signs, and fencing, tragedies involving accidents on active and abandoned mine property continue to make headlines, especially with the arrival of warmer weather and the summer months ahead. Over the last few years, there have been dozens of tragic incidents involving children and adults ventur­ing onto active and abandoned mine property. They include: A 16-year-old youth suffered fatal injuries after his all-terrain vehicle became airborne in an accident at a gravel mine near Albany, New York. A young boy was electrocuted when he contacted a high-voltage power line while sliding down a stockpile at a sand and gravel mine in Grand Island, Nebraska during its off-shift hours.

Equilibrium partial pressures of gaseous HCl and H2O over aqueous binary and ternary solutions of HCl and AICls were calculated or estimated in the range of 20° to 110° C, and up to saturation with AlC13?6H2O. The results were extended to solutions containing less than 10 wt-pct FeCl3 by assuming that FeCl3 and AIC13 are equivalent on the molar basis, since both salts have trivalent cations with a cammon anion. The ionic activity coefficient of HCl and the equilibrium constant for dissolution of gaseous HCl were also computed. This research is part of the effort by the Bureau of Mines, U.S. Department of the Interior, to provide thermodynamic data to expand the technology base relevant to the extraction of alumina from nonbauxitic domestic raw materials.

The Bureau of Mines used regression analysis and applied statistical methods in an effort to rationalize the results of an experiment examining the effects of certain variables on carbon deposition in a reservoir for thermal recovery of petroleum. Although none of the 15 trials of the original experiment resulted in the response of weight-percent of carbon regarded by the experimenter as adequate, values calculated using canonical analysis in two trials yielded responses 33 and 54 percent higher than the minimum acceptable figure. The actual responses differed by less than 3 and 6 percent, respectively, from the predicted responses. Methods are described for defining a path of increasing response based on the minimum point and the response surfaces and for defining a set of values for the parameters in question, which result in increased response, A detailed explanation of the mathematical process used in this analysis is presented in the appendix for ease in computer programing the technique.

As part of the Bureau of Mines methane control program, the Pittsburgh coalbed was studied in Washington and Green Counties, Pa., and in Marion and Monongalia Counties, W. Va., where this coalbed is now being mined at its greatest depth. The coalbed thickness appeared to be structurally controlled; the bed was generally thinner near the axes of anticlines and thicker near the axes of synclines. The overburden isopach shows a similar relationship. Most of the clay veins in coal occur in the synclinal troughs, generally under sandstone roof. Cleat orientations measured in 18 underground mines showed that face cleats are perpendicular to the axial trends of the folds, and the butt cleats are parallel to the axial trends, indicating structural control of the cleat. Measurement and analysis of surface joint orientations provide a method for predicting the cleat orientations of the coalbed, but linears measured from infrared photographs and photoindex sheets helped only to determine regional trends. The results of these investigations provide a geologic framework for rational planning for underground mine development to use the best available technology to cope with methane emissions, coalbed discontinuities, and related ground support problems.

Amyl nitrite (C5H11NO2) is a pale-yellow liquid with an ethereal fruity odor and a pungent aromatic taste. Its use in first-aid treatment of cyanide poisoning has been suggested by Chen and his coworkers. Although not the most effective treatment, it is the only one that does not require intravenous injections and is, therefore, very suitable as a preliminary measure, which only involves breaking a capsule near the patient's nose until intravenous injections can be given. In the case of the sodium nitrite -sodium thiosulfate treatment, for instance, such injections require about 15 minutes. As amyl nitrite "Pearls" (small capsules containing liquid amyl nitrite) are placed in many first-aid kits by various companies that handle, store, or use hydrogen cyanide gas, it appeared advisable to investigate the explosion hazards of this material in air and oxygen. Accordingly, tests were made to determine the limits of flammability, temperature range of flammability of amyl nitrite saturated with air and with oxygen, and minimum ignition temperatures of this material in air and in oxygen.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The U.S. Bureau of Mines preproduction Wireless Survey System (WSS) and its performance during an in-mine test are discussed in this report. The WSS was developed to reduce downhole surveying time in order to increase the efficiency of drilling long horizontal methane drainage boreholes in coal. Borehole survey data are electromagnetically transmitted from the WSS7s downhole guidance probe, via the drill rod, to the uph'ole subsystem in less than 1 min per survey transmission, regardless of borehole depth. The WSS7s in-mine test consisted of providing borehole survey data during the directional drilling of a 2,538-ft horizontal methane drainage borehole in the Pittsburgh Coalbed. By considering available drilling time, which does not include hydraulic drill downtime and the time spent traveling portal to portal, 24 shifts were needed to complete the borehole. Of the available drilling time during the tcst, 50 pct of the time was spent drilling and 50 pct surveying and maintaining the WSS to keep it operational. Previous Bureau experience indicates drilling efficiency was increased 108 pct because of the WSS, in comparison with using a commercially available wire-run directional survey instrument at 10-ft intervals.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

This Bureau of Mines publication describes the plan used to instrument two longwall gateroads at the Powhatan No. 4 Mine of the Quarto Mining Co. Vibrating wire stressmeters, flat jack U-cells, multipoint extensometer stations, and convergence stations were installed in or on the coal pillars, roof bolts, and roof strata of the gateroad entries. The instruments measure pillar stresses, bolt loadings, and strata movements as the gateroad entries are developed and the longwall panel(s) is mined. The report details only the instrumentation plan of the longwall gateroads and not the evaluation of any subsequent data. This is because a complete analy-sis of the data cannot be made until extraction of the longwall panel(s) is complete.

Recent research by the Bureau of Mines has demonstrated that the segregation process has merit for treating oxidized and mixed oxide-sulfide copper ores. The process comprises heating the crushed ore with salt and coke or other carbonaceous materials at about 700° C. to produce fine flake copper, which then is recovered by conventional copper-flotation methods. Bench-scale laboratory tests of a number of oxidized and mixed copper ores assaying 0.78 to 5 percent Cu gave copper recoveries of 73 to 96 percent. The flotation concentrates assayed 21 to 76 percent Cu, depending on the ore being treated.

An underground investigation was designed and implemented by the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of pre-driven longwall recovery rooms supported with pumpable concrete roof supports. The pumpable roof supports were instrumented with hydraulic pressure cells to measure support loading. Displacement of the support was also measured to assess the support reaction to ground movements. Movement up to 12.5 m (40 ft) into the roof was measured with sonic probes and multipoint extensometers. Borehole pressure cells were installed in the panel fender and outby pillars to evaluate load transfer. Shield loading was also assessed to determine the impact of the panel fender yielding on face loading. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 3.12 m (10 ft) from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 15-20 cm (6-8 inches) once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 10 m (32 ft) horizon with total deformation ranging from five to 10 cm (2 to 4 inches), indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in instabilities that can lead to catastrophic results. Understanding the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields is providing valuable information for the refinement of the NIOSH Ground Reaction Curve for standing and intrinsic roof support system design.
