"The metal mining industry in Canada has been dramatically affected by the changes that have occurred in the world mineral market place. World economic restructuring in the post ""oil shock"" period of the mid-1970s, greatly increased competition from suppliers in the developing countries, and commodity price and currency pressures have all combined to severely test Canadian competitiveness. In the new mining world, the rate of growth of demand for metals has declined due to product downsizing, materials substitution, and a relatively slower growth of over-all world economic activity.The interplay of market and political factors is complex. Canadian metal mining companies must compete in world markets against low-cost producers in developing nations whose priorities often appear to be centred on maximizing foreign exchange earnings to foster development goals and debt repayment. Many of these countries have high levels of government intervention in their mining industries. The result is a greatly in-creased number of suppliers all vying for a share of a world demand growing at a relatively slower rate than in the past. To be able to compete under these circumstances, Canadian companies have had to undertake 'survival mode' measures and look to new ways of doing things. In order to identify the effects that the recent market and economic trends have had on the Canadian metal mining industry, a study was undertaken by Canada Employment and Immigration to assess these changes and their implications for the metal mining workforce.The Canadian Occupational Projection System (COPS)—Sector Study Group with the cooperation of the Mining Association of Canada, undertook a human resource survey to gather current employment and occupation information. This formed an important part of the Canadian Occupational Projection System Metal Mining Sector Study. This article addresses the with survey results, a C.E.I.C. worker mobility study, and trends and issues that are changing the mix of jobs and the way they are being done.Figure 1 shows metal mining employment for the period from 1974 to 1984. It provides a clear picture of the employment swings that the industry has experienced especially during the recession period of 1981 to 1983. From 1981 to 1983, employment dropped by 14 000, from 68 000 to 54 764, and then dropped to its lowest point in 1984 of 52 783. We feel that employment in the medium term will be flat with growth in gold mines being largely offset by continued workforce rationalizing in other sectors.Perhaps the key point is that equivalent levels of output have been achieved in the recent period (1981-1984) with a workforce that is 25% smaller than it was in 1974. This also raises the questions which the COPS/MAC survey and COPS mobility study sought to clarify, namely, what jobs have been cut and where have these people gone? Equally important are the questions of occupational skill level changes, and what types of jobs are declining and which ones are becoming increasingly important, as economic and technological changes have altered the mining work place."

"A study carried out on behalf of the National Research Council (NRC) indicates that economic losses due to wear in the Canadian mining industry are in excess of $700 million annually. Severe wear, mainly by abrasion, was identified as the most important wear mechanism in terms of possible savings. One way to reduce losses would be the proper use of databases. A joint project of The Canadian Institute of Mining and Metallurgy (CIM) and NRC (Tribology laboratories at IMRI) has been initiated to create a factual database containing all relevant experience in the area of wear in the Canadian mining industry. As a first step, a prototype covering slurry pumps is being built. This should help to answer many questions, such as the number of people involved, interest from industry, cost vs benefits, etc.IntroductionTribology is concerned with the understanding of the mechanisms of friction, wear, and lubrication.Tribology is concerned with the correct use of materials for interacting solid surfaces, with the interaction of those surfaces with lubricants, with the chemistry, physics and use of lubricants and their additives. It is concerned with the reduction of friction and wear (or, in the case of belts, brakes, clutch plates, and similar devices, in achieving optimum friction with minimum wear) and is concerned with the avoidance of associated failures in machinery.Lubrication is usually the solution to a problem of friction and wear. Yet far from all the problems of friction and wear are solved by lubrication. The wear of grinding rods or shovel track pads can hardly be solved by lubrication, to name just two examples with which mining engineers will be familiar. There are indeed many situations of wear and friction where the surfaces in contact are unlubricated.In part, tribology is a matter of design. A major aspect, however, has to do with the choice of materials, to satisfy external constraints upon the component design or choice. The operating conditions for much industrial equipment, particularly in mining are, often very severe. The development of wear resistant materials, including materials which are applied as coatings, is clearly an important technology from the point of view of tribology."

Following a short review of the history of rails used in the transport of passengers and goods, this paper describes the process for rail fabrication, rail structure, and properties, and summarizes the fatigue test curves carried out on rails used today. Also reported is the process for “continuous rail” production using aluminothermic welding via the introduction of weld metal in onsite casting, as a homogeneous melt. Weld characteristics of aluminothermic welding using different preheating procedures—fusion zone, heat-affected zone, microstructure, hardness, slow bend test, and fatigue test resistance (Wöhler curves)—are related to preheating and welding procedures of 700, 900, and 1,100 MPA rail grades. The Locati method is preferred over the staircase method for ascertaining the fatigue limit due to its simplicity. Macrographic and metallographic inspection of broken specimens reveals the reliability of welding techniques and the good metallurgical quality of welds.

"Construction of the Cigar Lake uranium mine in northern Saskatchewan is well under way. Production is anticipated to begin in the first half of 2007. When in full production, the mine is projected to produce a net 18,000,000 pounds of U3O8 per annum from a high grade ore averaging approximately 20% U3O8.Water management was a major issue that required substantial effort in the Cigar Lake design. Not only is effluent quality controlled, a tight water balance to minimize effluent volume is also designed into processes in order to minimize environmental impact. This paper focuses on the water treatment process and water handling equipment, as well as the operating philosophies that will reduce fresh water consumption to a minimum. An overview of the mining and ore handling systems, as well as aspects of controlling water production from the ore formation and the mine development areas will also be discussed.INTRODUCTIONThe Cigar Lake ore body has proven and probable reserves that total 232 million pounds U3O8. Cigar Lake is the world’s largest undeveloped high-grade deposit. It is the second largest highgrade deposit surpassed only by the McArthur River deposit another Cameco - operated mine in the Saskatchewan Athabasca Basin. Cigar Lake is owned 50% by Cameco Corporation, 37% by AREVA (COGEMA Resources Inc.), 8% by Idemitsu Uranium Exploration Canada Ltd. and 5% by TEPCO Resources Inc. When production starts in 2007, ground ore slurry from Cigar Lake will be shipped to the McClean Lake mill (owned by AREVA) some 80 km away. All of the Cigar Lake uranium will be leached from the ore at McClean Lake. During initial production ramp up, all uranium will be processed at McClean Lake to yellow cake (uranium oxide). After the average production has exceeded a 10 million pound per year rate, Cigar Lake uranium will begin to flow from the McClean Lake Mill to the Rabbit Lake Mill. At this point, subject to regulatory approval, 57% of the Cigar Lake uranium, in a uranium rich solution, will be transported to Rabbit Lake mill (owned by Cameco) for purification to yellow cake. A complete summary of the flow of uranium from the Cigar Lake ore body through to product at both McClean Lake and Rabbit Lake can be found in a recent paper titled “The Cigar Lake Project – Mining, Ore Handling and Milling” in the March 2004 issue of the CIM Bulletin. Flash Smelting Furnace (FSF) hot dust-laden is cooled in a waste heat boiler (WHB) and then dedusted in electrostatic precipitators (ESP’s) before being treated, together with the Peirce Smith Converters off-gases, in the sulfuric acid plants for SO2 removal. FSF dust is sulfated by SO2 and O2 in the WHB. Typically, 70% of the dust from the FSF drops in the WHB while the remainder is caught in the ESPs. The collected dust is recycled to the FSF for Cu recovery. Some smelters have developed hydrometallurgical treatments to recover Cu from the dust; impurities, such as As and Bi, are bled as leach plant residues. This paper presents a study (laboratory scale), of leaching the FSF dust, generated in Atlantic Copper Smelter using the weak acid bleed from the gas scrubbing/cooling section (GSCS) of sulfuric acid plants. Leaching was performed with 0.5 mol L-1 sulfuric acid concentration, 60ºC, and a solid/liquid ratio 1/3. After leaching, H2O2 was used for arsenic and iron oxidation. pH was adjusted for precipitation of arsenic and iron as scorodite or as scorodite and arsenical jarosite. The precipitation was carried out at 95ºC during 3-6 h. Liquids after precipitation are suitable for subsequent treatments of electrolysis. INTRODUCTION The copper smelter dusts are usually recirculated totally or partially to the flash furnace. This practice increases the amount of impurities feeding the furnace. Some authors have developed processes for treatment of these materials for copper and zinc recovery and for arsenic, antimony and bismuth inertization. The processes for the treatment of copper smelter dusts can be pyrometallurgical (Yu, 1987; Carter, Vance, Aldridge, Zaw, & Khoe, 1994; Fu, Jiang &Wang, 2000), hydrometallurgical, or mixed processes (Yin et al, 1992; Mulale, Mwema, & Mashala, 1999; Gorai, Jana, & Khan, 2002). Hydrometallurgical processes have been extensively studied and, in some cases, applied to an industrial scale. The most important chemical reagent proposed for leaching the dusts has been sulfuric acid (Roman-Moguel, Plascencia, Pérez, & Garcia, 1995; Gabb, & Evans, 1997; Larouche, 2001; Morales, Cruells, Roca, & Bergó, 2010; Cáceres, Cruells, Morales, & Roca, 2012; Ecometales, 2013; Yang, Fu, Liu, Chen, & Zhang, 2017). Processes developed in alkaline media, and in some cases with the presence of sulfide, have also been carried out (Gabler, & Jones, 1988; Morales, Hevia, & Cifuentes, 2009; Alguacil, Garcia-Diaz, Lopez, Rodriguez, & Alonso, 2013), as well as by using a bioleaching process (Massinaie, Oliazadeh, & Seyed Bagheri, 2006; Bakhtiari, Atashi, Zivdar, Seyedbagheri, & Fazaelipoor, 2011).

"Aeromagnetic data can be useful in helping to delineate structures and rock types in gold exploration. Magnetic anomalies associated with Archean volcanic belts in northeastern Ontario can be quickly and effectively analyzed in profile form with the use of model curves. The model curves help to locate contacts between strata. They also help to estimate the magnetite content of the rocks and their depth beneath overburden.An aeromagnetic map of part of Catharine Township, Ontario has been analyzed with the aid of model curves. Several magnetic rock types, potential fault zones and areas of relatively thick overburden were delineated.IntroductionIn any exploration program, a good understanding of the stratigraphy, rock types and structure enhances the possibility of success. For example, environments which host gold deposits in the Abitibi Volcanic Belt may be characterized as follows (Jensen, 1980; Pyke, 1980):(I) They have major faults, especially as tectonic boundaries between volcanic piles which include mafic and ultramafic rocks and clastic sedimentary rocks or gneisses.(2) They have subvolcanic felsic intrusions.(3) They have extensive carbonitization, with or without carbonate and sulphide-facies iron formation.In all cases, delineation of structure and rock type should be a major objective in exploration. The analysis of magnetic data can be a useful tool in this task. This paper is presented with the purpose of describing the application of the magnetic method to gold exploration in Archean volcanic terrains.Magnetic AnalysisTotal-intensity magnetic contour maps can be used to discriminate rock units according to differences in magnetization. However, because of smoothing of texture resulting from the compilation procedure and the fact that survey lines are widely spaced, contours should not be directly used for quantitative analysis. A much more definitive means of magnetic analysis is provided by the use of the original profile or chart recordings. Model curves provide a basis for analyzing these profiles both accurately and rapidly."

"This paper will initially outline the specific types of copper castings used in blast furnace iron production. Tuyeres, tuyere coolers and stack cooling plates will be discussed in some depth, with particular reference to their dimensional configuration and purpose.Following this, the failure of such cooling members will be discussed, with special focus on tuyeres. Tuyeres are the most common casting which often requires replacement. Reasons for failure and its effect on operations will also be included.The latter sections of the paper will deal with the strict specifications demanded by ironmakers regarding copper castings. The justification for such rigid demands will be explained through the material presented earlier in the paper.IntroductionThe modern 5000-tpd blast furnace, worth millions, is a large capital investment to be sitting idle. Consequently, ironmakers strive to minimize the loss in iron production and revenue from furnace downtime. Two major causes of downtime are furnace relines and shutdowns to replace damaged tuyeresor tuyere coolers. Copper ancillaries are important items in the production of iron. They are consumable items, therefore they contribute to the campaign life or to the downtime in blast furnace production.Several combinations of lining and cooling systems have been used with varying degrees of success. Blast furnace refractories have evolved from ceramic to carbonaceous linings. The Russians and Japanese have successfully introduced stave-cooled furnaces that may have several forms, such as evaporative cooling. Stelco has two furnaces which use the Russian-designed cast iron system. However, this paper will be confined to the use of copper cast cooling members in a conventional internally cooled furnace.Figure 1 is a schematic cross section of the E blast furnace. The three major sections of a blast furnace-the stack, bosh and hearth-are identified. Further, the locations of the various copper members are indicated. This furnace produces an average of 5300 tons of hot metal per day."

The Alimak mining method was introduced at the David Bell mine in 1998 to extract an otherwise uneconomic and inaccessible reserve. The success associated with the extraction of these reserves led to major expansion of the method. To date, results have been extremely positive in terms of grade control, reduced dilution, stope recoveries, productivities and mining costs. It is hoped that through further development of the method at David Bell mine we will continue to see positive results in these areas and be able to increase mineable reserves to include proven resources that do not currently meet the criteria of our current stoping plan.

Globalization and a growing demand for limited raw material resources have forced changes in the approach to the supply chain. This is particularly true in the case of rare earths, which are regarded as one of the most important development indicators of modern technologies. To ensure a secure supply of commodities, the European economies have been prompted to investigate REE recovery from sources which until recently, for technical or economic reasons, were considered not sufficiently attractive. An interesting example is apatite phosphogypsum waste dumps. The REE content in these waste dumps averages around 0.5-1 %. One of the most important phosphogypsum locations in Poland is the Lower Silesia region where a phosphoric acid Chemical Plant "Wizów" operated for several dozen years. In this work, rare earths are leached from the phosphogypsum crystalline structure by a chemical treatment and can then be separated into individual chemical compounds. The technology used in these recovery tests, matches up to a coherent European raw materials policy supporting effective management of resources and promoting waste materials recycling.

Open Cut Mining: now widespread, likely to be sustained in the future though the long-term is hard to predict as new mineral deposits are likely to be deeper ? Waste Rock / Overburden: increasing rapidly, likely to be sustained in the future and closely linked to open cut mining, especially for coal and base metals ? Economic Resources: commonly increasing but some remain stable or gradually declining, future is linked closely to exploration, technology and economics; Increasing population, changing life style and technology development, ultimately result in sustainability in mining industry to hang in the balance and continue.

ERP systems have been widely implemented nowadays in several industries. However, ERP was originally designed to fit former MRP and MRP II users, and most of the ERP research has been focused on discrete manufacturing . On the other hand, process industries ? and mining in particular ? present many peculiar characteristics, which are difficult to comply with ERP systems standard functionalities. Again, very limited research has been developed covering enterprise management systems in mining. The objective of this paper is to identify, through an explanatory study that includes a case study methodology, how ERP systems manage the functional areas of the mining industry, and how they fit into the mineral value chain IT requirements. A secondary objective is to identify the gaps between ERP?s functional capabilities and the mining industry business requirements, and to point out the perceived benefits they generate to the companies.

Silver and cupric ions have been proven to play the roles of catalysts to promote the oxidation kinetics of chalcopyrite in acid solution. In this study, the interaction between silver ions and cupric ions during ferric leaching of chalcopyrite in sulfuric acid solution has been investigated. The electrochemical study by Tafel analysis showed a significant boost of dissolution rate for chalcopyrite dissolution in Fe3+- Cu2+ containing sulfuric acid solution after Ag+ was added in the solution. For 10 ppm Ag addition, the dissolution rate of chalcopyrite increased to 7.94 ×10-6 A/cm2 from 3.2 ×10-7 A/cm2, when Ag+ was absent. On the other hand, the effect of Cu2+ on the dissolution of chalcopyrite in Fe3+-Ag+ containing sulfuric acid solution was not obvious from electrochemical measurements. The chalcopyrite leaching tests in different acid solutions showed that silver addition had an obvious catalytic effect on promoting chalcopyrite dissolution. Comparing the leaching rates of chalcopyrite leached in Fe3+ containing, Fe3+-Ag+ containing, Fe3+-Cu2+ containing and Fe3+-Cu2+-Ag+ containing sulfuric acid solutions, it was found in Ag+-Fe3+-Cu2+ containing sulfuric acid solution, the leaching rate was highest among all the aqueous acid systems. Further leaching tests suggested that with increase of the Ag+ concentration from 0 to 20 ppm, the leaching rate of chalcopyrite in Ag+-Fe3+-Cu2+ containing sulfuric acid solution also increased and reached 57.62% with 20 ppm Ag+ addition after 24 h. INTRODUCTION Chalcopyrite is the most important copper mineral in copper hydrometallurgy and it accounts for nearly 80% of the universal copper resource (Olvera, Rebolledo, Mora, Dixon, & Asselin, 2018). The hydrometallurgy of chalcopyrite has been intensively studied with emphasis on solving the slow dissolution kinetics of chalcopyrite in acid environment. A variety of aqueous systems, such as sulfate (Hiroyoshi, Miki, Hirajima, & Tsunekawa, 2001), chlorides (Liu, Chen, & Yang, 2017), and ammonia (Hua et al., 2018) have been studied to improve copper leaching. From another perspective, chalcopyrite leaching studies have indicated that the mechanism of chalcopyrite dissolution in acid solution is essentially electrochemical (Li, Kawashima, Li, Chandra, & Gerson, 2013). Therefore, extensive studies have recently been carried out to explain the dissolution kinetics of chalcopyrite in different media by various electrochemical techniques.

"Factors which affect the separation achieved in a hydrocyclone are discussed and illustrated with graphs of some mathematical relationships.Definitions of separation and sharpness include comment on use of elutriation devices.A plea is made for better evaluation of field data prior to their reporting or use in calculations. Methods of evaluation are suggested, with samples of the relevant calculations.An example of the effect of percent solids errors is given, with computer printout and plotted corrected recoveries.INTRODUCTIONThe range of interest in cyclones runs from a simple demand for classification results to a detailed study of published equations defining cyclone characteristics. Probably this group covers as broad a range and, in an attempt to offer something for everyone, I will begin with general operating comments, then move on to more analytical topics. Ideally, an author would compose his paper after the discussion period, when he would have a better idea of the areas of special interest to his audience.Sor'1e of you may share our incurable fascination with classification, especially as performed in cyclones. It is amazing that such a simple device could be in use for more than 20 years and retain as much mystery as it does. Substantial parts of the mystery have been solved but some remains, to keep up our curiosity. There is at least one valid reason: the unusual compactness of this device, which makes internal observation very difficult. What other unit can you think of which performs such a complex separation between particle sizes, shapes and specific gravities at such high capacity? Retention time in a cyclone is typically 3 seconds!Mutual Agreement - In a cyclone, every parameter of geometry and of operation interacts with every other. In an orderly discussion of individual parameters it would be necessary to repeat, in every section, 11 if all other factors are equal"". Could we agree now, for our mutual convenience, that that phrase is clearly understood between us during the remainder of this paper?"

"This paper was prepared for presentation at the 16th Canadian Mineral Processor's Annual Meeting, Ottawa, Ontario, Jan. 17 to Jan. 19, 1984.This paper gives an account of the development of treatment procedures for the differential flotation of refractory copper-zinc ores. Special references are made to the effectiveness of various zinc depressants and their combinations.Studies carried out on refractory copper-zinc ores demonstrated that conventional zinc depressants such as cyanide and zinc sulphate were not particularly effective when secondary copper minerals were present in the ore; the flotation activity of sphalerite was enhanced in the presence of cyanide.Among the various zinc depressants evaluated, the following depressant combinations were found most effective: Zn(OH) 2-S02 , 802-CaO, Na2S-Na2S03-S02, Na 2 S-S02 and Na 2S-S0rDS22.The practical application of any of these systems depends on the type of ore treated and other conditions such as pH, levels and points of collector and depressant additions.In this paper the effect of each depressant combination on different ores is described with reference to the selection of collectors."

This paper briefly describes the characteristics and induced factors of coal mining bumps based on the investigation of recent bumps accidents occurred in China. According to the theory of non-equilibrium thermodynamic and dissipate structure, the process of strain energy accumulation and dissipation in the ?Coal-Surrounding Rock? system (CSRS) is discussed during the preparation of coal bumps. In addition, a series of experiments are conducted to analyze the relationship between bump-prone property and micro-structural characteristics of coal. The process of coal bumps induced by propagation of fractures and deterioration of coal mass properties are also analyzed systematically.

"Dewatering of nickel concentrate at the INCO Thompson integrated mine-metallurgical site takes place within the smelter plant. The eight original 60 foot diameter cable torque thickeners of which four were operational and eight Dorrco internal drum filters have been replaced with a single Outokumpu high rate thickener and a single Lasta pressure filter. The modernization has resulted in a filter cake which has a more stable and lower moisture content. Control of the entire dewatering process has been improved and costs have been reduced.Typical filter cake produced from the Dorrco filters during processing of high tonnages of Birchtree mine ore was ~20% moisture vs. ~13% moisture for concentrate produced from the Thompson mine ore. The high moistures were correlated with the amount of fine magnesium silicate gangue in the concentrate. As Birchtree ore processing rates have increased, this filter cake moisture became unacceptable because of material handling problems and the impact on furnace metallurgy. The Dorrco filters were replaced with the Lasta filter in 2003 that has consistently produced filter cake at ~11% moisture.This paper summarizes the piloting, design, installation and commissioning of the modernized dewatering circuit.INTRODUCTIONThe Thompson integrated nickel processing facility was built in 1958 and originally consisted of a mine-mill-smelter and, soon after, a refinery.Nickel concentrate is pumped from the mill as a dilute slurry directly to the smelter facility ~200 meters along an unheated pipe trestle. Originally, nickel concentrate was de-watered using up to 8 conventional 60-foot diameter thickeners and 8 internal vacuum drum filters."

On the 26th of June 2000 a hydraulic fill retaining barricade failed at the Bronzewing mine in Western Australia. The barricade failure resulted in the release of 19,000 m3 of saturated hydraulic fill into the mine and caused the deaths of three miners. Following this tragic accident, the practices and procedures of mines using hydraulic fills came under intense scrutiny by regulatory bodies and mining companies. At this time, the use of hydraulic fill at Normandy?s zinc/copper Scuddles mine was suspended and waste rock became the sole backfill material in use underground. By 2003, development of the adjacent Gossan Hill mine had progressed to a point where a self supporting fill material was required to enable full recovery of high grade ore. Cemented hydraulic fill (CHF) was identified as the optimal fill type and work began on designing appropriate management procedures and controls to ensure the safe implementation. This work included definition of the fill properties, plant design and construction, reticulation system design, design of stope barricades and drainage systems and fill placement control and monitoring practices. CHF placement began on 16th July 2004 and has continued to date. Significant operational experience has since been gained in areas including plant performance, fill product quality assurance, barricade construction, stope drainage and in-situ performance.

Support performance was studied using field scale explosive detonation trials to simulate dynamic failure effects that are known to develop during typical rockburst events. Multiple seismic and high speed photographic monitoring techniques were used to provide detailed information concerning rock motion, surface fracturing, ejected fragment motion, and support liner survivability characteristics. Results of this study have demonstrated that TSL?s and variant layer combinations may be as effective as or better than conventional support materials for mitigating rockburst or like damage in highly stressed mine environments. In this study, field results have been verified using numerical modeling procedures to better understand the support behaviour of TSLs when subjected to highly stressed mine environments and mining-induced rockbursts, a factor that is essential when designing any rock support system. A series of numerical modeling assessments were conducted using FLAC3D modeling of a half circular TSL-lined tunnel, influenced by anisotropic stresses and simulated mining-induced rockbursts, to investigate the support potential of TSLs under prototype conditions. The effect of a mine rockburst was simulated using the three-dimensional dynamic analysis option of FLAC3D. Results of TSL-lined tunnels in highly stressed and mine rockburst conditions indicated exceptional effectiveness of TSLs for suppressing rock deterioration resulting from stresses and rockbursts. The rock support potential of TSLs on tunnel surfaces was compared with that of thin shotcrete linings, and results indicated that thin spray-on lining products currently available may be equally as effective in support as shotcrete materials.

Conversion of hydraulic equipment to fire resistant fluids has been hampered by less than satisfactory component performance and in some cases, catastrophic equipment failure. Concern over identifying possible causes to these problems led to a joint research project between the Potash Corporation of Saskatchewan Mining Limited and the University of Saskatchewan. This paper summarizes some of the results and conclusions derived from this joint project. In this study, the research was limited to evaluating the effects of potash contamination on the performance of hydraulic equipment. Two separate types of tests were conducted in order to provide a basis upon which trends could be established. This study concluded that the presence of potash dust in the hydraulic fluid can induce severe wear over relatively short periods of time. It was also deduced that a contaminant free fluid combined with proper fluid maintenance could extend the performance of hydraulic components using fire resistant fluids even under very severe operating conditions, such as elevated pressures and temperatures. Recommendations as to how to achieve this goal and the practicality of doing so are presented.
