Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. Sustainable development is a critical discussion topic in the mining industry today. The topic is necessarily broad and complex, covering an entire spectrum of related areas, from geology to end-use products. The objective of this keynote address is to focus on the chemicals and chemistry aspects - especially research and technology transfer - in sustainable mineral processing. Chemicals came to play a critical role in mineral processing during the last century, and they will play an equally vital role in confronting the sustainability challenges of the 21st century, particularly in the areas of greener chemicals, water efficiency and water resource management; waste reduction and remediation; minimising environmental impact, safety and health risks (meeting and exceeding the requirements of regulations); energy efficiency; and converting mineral resources into reserves. This keynote address argues that the current research framework is no longer adequate to serve the goals of sustainable mineral processing. The problems studied are often too narrowly defined or irrelevant, while the research efforts are fragmented and the methods and approach employed are often too reductionistic to produce useful knowledge. A new framework for research is needed. This address further argues that a new framework based on a holistic or systems approach can best tackle the challenges of sustainable mineral processing. Central tenets of this approach include a recognition that, in complex systems, the behaviour of the whole system is more than the sum of the individual contributions, and that interactions occur in real time, often in subtle and complex ways. The focus is thus on the behaviour of the whole system. Indeed, a comprehensive understanding of the system through large-scale measurements should precede a study of parts or of idealised models of the complex system. The result will be a sound knowledgebase, better solutions to the challenges of sustainable development, and improved technology transfer. Developing such a framework will pose a formidable challenge, requiring significant time and effort as well as a confluence of diverse specialties and strategic collaboration. Fortunately, recent developments in the context of reagent optimisation provide us with a prototype of a holistic approach. We can also draw upon methodological innovations in the biological sciences, where the critical need for a systems approach is well recognised and significant advances have been made.

Resources and reserves are critical inputs into the determination of an operating mineÆs financial results and balance sheets, but how well understood is this fact. Do the investors, directors, accountants and geologists/engineers responsible for preparing or relying on relevant aspects of the end results properly understand the inputs and outputs and the associated risks that may be established. The first step is to understand how financial reports are impacted. The most obvious, and best known, impact is in the calculation of depreciation and amortisation charges against long term assets. In addition, however, there is a requirement to regularly determine whether asset book values are impaired û this is nearly always performed globally by the preparation of a discounted cashflow model for a mine which is usually based on a mine life as determined from the resource and reserve statement û the particular driver here is normally the short and long term production plans. A key aspect of the short term production plan is that it would normally not assume that the reserve and resource statement implies consistent grade, stripping ratios, etc. However, outside of the early years of a plan, more generic assumptions of these variables are often made in conjunction with the reserve and resource statement. Depending on the timeframe of the detailed production plans, this can have a large impact on a projectÆs net present value. Other financial balances that may also be impacted include restoration and rehabilitation provisions, retrenchment provisions and deferred or equalisation stripping accounts. The age old question of whether all reserves should be used or whether some or all of the resources should be included for financial reporting purposes has never been adequately resolved. It is our view that there should be no prescriptive answer to this question but judgement of all professionals involved in the process needs to be included. Furthermore, the company needs to be able to support their conclusions with well thought out and appropriate answers. This may not be in line with the approach that certain accounting standard setters may be proposing or taking, and this paper will outline the current status of global requirement and the likely future directions. Whether reserves or resources are utilised, does not change the key requirement that those preparing or using reserve and resource statements need to understand key aspects. For example: geologists/engineers do they know how reserves or resources will be used? have they imparted information on variability of key drivers such as grade or depth or dilution? do they know that major financial/business altering decisions may be made based on the analysis? accountants do they understand where the numbers have been derived from and the assumptions that may have been made in their determination? do they understand the degree of accuracy (or inaccuracy) that may exist particularly with resources)? do they understand the history of resource reconciliations and what it may mean for the future? directors do they understand the processes undertaken by the company to prepare the financial report and the interaction between the geologists/engineers and accountants? do they understand the potential sensitivity of results to the input variables? Financial reporting is extremely reliant on the use of the reserves and resources, however, the geologists/engineers, accountants and directors do not always understand the interactions between themselves which may lead to misleading public reporting. More education and communication between various parties is needed.

Bio-Oxidation of Arsenic and Stibium Bearing Gold Ores Bio-oxidation of arsenic and stibium bearing gold ores with acidithiobacillus ferrooxidans was studied. The preoxidation results show that the best bio-oxidation technical parameters are the initial pH in the range of 1.8 ~ 2.0, particle sizes under 0.074 mm, temperature in the range of 25¦C ~ 30¦C and rotating speed of the orbital incubator in 100 rpm ~ 160 rpm. The leaching results show that If the ore, of which contain 10.37 per cent arsenic and 36.81 per cent stibium, is not bio-oxidised, gold leaching is only about 41 per cent, after 8 days oxidised, the result is about 76.55 per cent, which improved about 35.62 points. The relationship between gold leaching and arsenic oxidation is direct proportion, furthermore, it needs only partly oxidise and higher gold leaching could be get, for example, gold leaching is over 90 per cent when asenic oxidation is 60 per cent. The results will provide theoretical and technological supports of bio-oxidation arsenopyrite for pretreating refractory gold ores.

Calcination of samples from the Savage River region of Thsmania containing varying magnesite/dolomite ratios under conditions optimized for the magnesite component, followed by carbonic acid leaching at elevated pressures, leads to leachates of varying composition. For a 3 per cent solids slurry leached at 15.5°C and 700 k Pa carbon dioxide, the leachates have magnesium concentrations in the range 0.71 - 13.2 g/litre. The corresponding magnesium extraction data are 12.5 - 86.4 per cent. The variation in leachate composition would be unacceptable in terms of continuous processing, so that a feed of "constant" composition is essential. Selective mining and physical beneficiation to remove the bulk of the dolomite do not appear to be practical. It is concluded that the most appropriate method of feed preparation is to carry out extensive blending of the magnesite/dolomite ore and the resultant calcine.

In Australia Alcoa has launched a co-ordinated effort to accelerate our application of Cleaner Production principles to delivering cost-effective in-process solutions to environmental issues. Our Western Australian Operations are a signatory to the WA Cleaner Production Statement, through which we provide a Cleaner Production Plan to the State Government on a voluntary basis. Fourier transform infrared (FTIR) spectroscopy and other near infrared (NIR) tools have been used in the bauxite industry for many years. Infrared spectroscopy exploits the differences in chemical composition and lattice structure to produce a characteristic response. Spectral devices, such as those from ASD Inc and the HyLoggerTM, provide qualitative mineralogical data targeted towards hydrated minerals detected in the near and short wave infrared region. The FTIR spectrum extends into the mid and thermal infrared range and can therefore respond to the presence of silicates and oxides, in addition to hydrates and carbonates.The key to successful utilisation of infrared spectra, however, is the interpretation methodology. In this study, FTIR spectra were calibrated against quantitative X-ray diffraction data for the determination of the mineralogy of iron ore. A full pattern profiling machine learning technique was utilised for the calibration, and the assessment of the regressions determined from an independent validation set. The abundance of key minerals – hematite, goethite, kaolinite and quartz – were determined and the results correlated against X-ray fluorescence assays and loss on ignition data. The results of the study indicate that spectral techniques using a full-pattern profiling machine learning approach and artificial neural networks can be used successfully to obtain objective and quantitative mineralogical data to support field observations and analytical results for iron ore resource modelling. A comparison of this technique to the cost, quality and timeliness of other quantitative mineralogy tools is also made.CITATION:Carter, J, Auyong, K and Dixon, L, 2017. I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. The rotary drilling of rocks is widespread technology in mining and in tunnelling. The paper describes the results of research by aim to find relationships between optimal drilling and sound signal of drilling machine. The optimisation criterion has been formulated as the minimisation of specific energy with maximal effective speed of drilling in process of the rock disintegration. The research in this field has been made on experimental drilling stand. Our monitoring system has measured following variables: the pressing force of core drill, the revolutions of drilling head, the length of drilling, the time, the power, and the acoustic signals. For measurement of acoustic signals have been used very sensitively sound meter MEDIATOR 2238. From this measurements have been processed acoustic spectrums. Then we are found relationships between optimal control of drilling and composition of acoustic spectrum. On base of experimental results, we can formulate the optimal control following: æTo achieve the minimum difference between the equivalent sound level at the load and idle modes only at the representative frequency (f = 1000 Hz)Æ. The representative frequency dependences on type of the rock New method based on these relationships enables the optimal control of drilling machine by using measured acoustic signals only.

Mine rehabilitation is a sustainability issue that has been revisited ad infinitum; however, the persistent lack of demonstrated on-the-ground performance and an increasingly intractable rehabilitation liability in Queensland continue to erode the credibility of the mining industry and regulatory bodies. For at least ten years the need to change the current, process-based approach to rehabilitation to an outcomes-based approach has been apparent. The ISO 14001 series temporarily diverted attention from this important point, however it would appear the limitations of an ISO 14001 approach are now more widely accepted. It is proposed that a successful outcomes-based approach cannot be achieved without meaningful community engagement. The apparently intractable nature of the rehabilitation issue will continue to generate conflict and criticism unless all stakeholders are encouraged to participate in the process of developing robust and practical outcomes for rehabilitation. Sharing the responsibility will ensure the best possible outcome. It is important to recognise the valuable resources inherent in community groups, many of whose committed volunteers have considerable expertise in relevant areas. Community groups should not be seen as adversaries but as allies in the process of solving problems that affect the wider community. Several projects that can be seen as test cases for the engagement of stakeholders exist, and in this paper the process of achieving multiple stakeholder engagement in the context of Environmentally Sustainable Development is discussed.

Higher bed height up to 680 mm, including 30 mm hearth layer of sized return sinter and high suction below the grate bars up to 1400 mm WG have resulted in increasing the productivity to a level of 33 t/m2/day and reduced coke rate to a level of 46 kg/tonne sinter. The ferro-wastes like blue dust, flue dust, mill scale, collection from dust catcher and gas cleaning plant, etc have been successfully added in charge mix to produce quality sinters. In this paper, brief description of the work done at Regional Research Laboratory (CSIR) in last few years and two case studies are discussed including the successful development of pan sintering units.

Mining is both a high risk and a long term business. This is dramatically illustrated by the fact that, on average, the explorer will expend over $30 million in a ten year period for each significant economic discovery. The time required to complete the exploration process is one of the most substantial commitments made by any mining company. For example the time lag between the implementation of an exploration programme and an economic discovery is variously estimated to take two to ten years. The ore definition phase following discovery currently takes between two and five years while subsequent mine development may take one to two years in easy situations and up to 8 in difficult environments. In most countries the critical path through the early stages is determined largely by technical considerations but in almost all countries the path through the later phases is dictated by the plethora of permits, licences and community involvement steps.

BHP Billiton Iron Ore has replaced the conventional product quality control batch system at Yandi with the Continuous Stockpile Management System (CSMS) centred on a fully integrated æcontinuousÆ stockpile flow from mine planning through to port reclaiming. With increasing tonnage rates, tight operational coupling associated with the original batch system caused production interference which achieved final product quality but in an increasingly inefficient manner. This innovative approach places a continuous emphasis on product grade control and takes full advantage of the most appropriate blending opportunities of the mine to port planning and production system in order to reduce the natural variability of the ore to an acceptable level. To implement continuous control, product variability throughout the process is classified as long-term and short-term. Long-term variability is best controlled through the monthly mine planning process which determines monthly grade targets while taking into account optimum mine development. In the past, attempts to control long-term variability were made at the port through selective stockpiling and reclaiming which reduced operational efficiency. Short-term variability is best controlled around the monthly mine grade target by daily mine production scheduling, train sequencing, stacking into port stockpiles of appropriate size and systematical stockpile reclaiming. The implementation of the new system has maintained customer accepted shipping grades and has provided significant improvements in resource utilisation, operational efficiencies and costs.

This paper is intended to give a general review of current gold extraction technology for free-milling or non-refractory auriferous ores. Fundamental process concepts and some of the differences between the current technologies is referred to. Typical flowsheets and layouts are provided and it is demonstrated that technology for extracting free-milling gold is relatively simple. For environmentally sensitive areas such as encountered in New Zealand relevant cyanide decay and destruction technology is also discussed. Brief mention is made of some likely future innovations. Finally reference is made of New Zealand's previous significant contribution to gold extraction technology. These contributions were pioneering ranging from the cyanide leaching of gold to adsorption by carbon and precipitation by zinc. New Zealand has not allowed its potential gold projects to develop at a rate commensurate with the rest of the world thereby stifling its renowned innovative approach in this technology. It is time for New Zealand mining to recognise its unique opportunities in developing gold extraction technology and again take a rightful place in leading the way.
