Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

PGE concentrations of 18 g/t occur in the pyroxene rich rocks at the Union Bay Alaskantype complex. This PGE enrichment is hosted in magnetite veins. These veins cross magmatic layering and have an irregular morphology in both outcrop and thin section. Fe-Ti oxide geothermometry suggests that this mineralization took place between ~700-400°C. A variation in the amount of ilmenite and Mg- Al spinel exsolution in magnetite correlates with temperature estimates, lower temperature magnetite has less exsolution. Hydrous silicates form an alteration envelope around magnetite veins with a formation temperature of <575oC, vary with temperature, and contain appreciable amounts of Cl. Interaction of a PGE-Fe-Cl rich fluid with clinopyroxene increased the fluids pH and decreased PGE and Fe solubility depositing a PGE enriched magnetite within the Pyroxenites and Olivine Pyroxenites of the Union Bay complex.

The number of Native Americans presently working as mining engineers is extremely low-perhaps three in the entire US. At the New Mexico Institute of Mining and Technology, it was felt that introducing high ability students to mining engineering at the high school level would encourage more to consider mining engineering as a career. New Mexico Tech, in Socorro, NM, has initiated a continuing summer college program for Native American high school students. The program, which began in the summer of 1980, is designed to introduce participants to college life, enrich their high school curricula, and expose them to the problems and challenges of a career in mining and related engineering fields. Students From reservations throughout New Mexico with a demonstrated aptitude for science and mathematics were encouraged to apply for admission. Preference was given to high school sophomores and juniors since it is hoped that students will want to return for a second year before graduating from high school and beginning university studies. The program seeks to impress upon the students the need fir Native Americans in the fields of seience and mineral engineering.

The authors studied small seismic exploration blasts for vibration characteristics and effects on structures in Mexico. Obtained were 267 three-component recordings of ground vibrations and structure responses from 62 test blasts at six single-story masonry structures. Charges were 4.55 kg (10 lb) of Vibrogel expolsive at depths of 20 and 30 meters. Initial blasts were 240 meters distant and proceeded towards the structures to as close as 5 meters. All blasts were in soil media in two basic types of terrain, low saturated areas and upland dry areas. Structural inspections were before, during, and after the test blasts.

Fosterville gold mine recently celebrated production of its one millionth ounce of gold based firmly within a history of refractory sulfide gold mining. Compared with other Victorian gold mines, the disseminated nature of the sulfide gold is a deposit style with low estimation variance combined with established processes to accurately delineate the controlling structures. The systems in place had been established and have worked effectively for the majority of the one million produced ounces.By the end of 2014, diamond drill campaigns targeting the lower Phoenix orebody at depths of 800 m below surface began showing a change to the nature of the gold within the deposit. Coarse visible gold within 0.5–2 m thick quartz carbonate veins were being intersected with regularity showing the emergence of a different zone of gold mineralisation.Data about the new and exciting discovery couldn’t be gathered fast enough, however, established systems and processes throughout the geology and processing departments were not developed to handle a coarse gold environment. Change would be commensurate with the size and scale of the discovery, and new learnings would need to be implemented quickly to keep in front of a mining schedule that was focused on producing tonnes due to the dropping grades of the sulfide ore.Gold assays being returned were showing that the gold nature was different to those of other Victorian deposits. Comparative to the highly nuggety nature of gold found in other Victorian goldfields, the fine grained gold accumulations were dispersed in relatively consistent narrow linear trends grading consistently into the hundreds of grams per tonne. New drill intersections were being returned by the day and research to find developed orebodies that had published information into how to handle such a rapid change yielded few examples.The challenge was to review and set new standards with regards to handling an orebody that transitioned the very nature of the gold being mined. This involved reviewing all steps in the estimation process including data capture and quality control and quality assurance through to mineral liberation through the mill. Difficulties also involved finding analogous orebodies that consisted of both free milling and refractory ores that were dealing with drill assays that were measured as percentages of gold.CITATION:Phillips, N, 2017. The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

The adsorption of Cu2+ ions by Penicillium sp. displayed a dual rate, with an initial faster phase followed by a slower one. The adsorption rate increased with increasing pH due to chemical and biochemical reactions. The Cu-loading capacity of the biomass increased at higher initial Cu2+ concentrations. Above 40 degrees C the adsorption rate decreased which may be due to partial hydrolysis of biopolymers which are essential constituents of the cell wall. Adsorption kinetics followed the Freundlich isotherm and the equilibrium concentration that was calculated on the basis of the isotherm matched the observed value well. A series of theoretical adsorption curves were produced using mathematical correlations between the mass transfer coefficient, the Cu2+ ion concentration at equilibrium and at time t. The correlation between the theoretical and observed adsorption rates for different experimental conditions was good. It was concluded that the results from the study were best explained using a mass-transfer adsorption model

"Work in CSIRO with several Australian ores has shown that?by heating a high-phosphorus goethitic iron ore and then leaching with caustic or acid, the phosphorus levels in the ore can be lowered to a commercially acceptable value of around 0.08 weight per cent phosphorus (P). With increasing heating temperatures up to 1300¦C, the extent of phosphorus removal increased. This is considered to be associated with mineralogical changes in the iron oxide phases in the ore during the heating.Little phosphorus was removed from four high-phosphorus goethitic iron ores containing 0.12 - 0.16 weight per cent P in leaches with boiling water. However, leaches with sulfuric acid removed ten to 20 weight per cent of the phosphorus and leaching with sodium hydroxide removed even more phosphorus to produce leach products containing between 0.08 and 0.12 weight per cent P from three of the ores.After heating at 300¦C, leaches at a low pulp density of 0.5 weight per cent solids with 1 - 5 M NaOH and 0.1 - 1 M H2SO4 gave leach products with 0.06 - 0.09 weight per cent P. The lixiviant concentration required and extent of phosphorus removal depended on the ore. At a higher pulp density of 25 weight per cent solids, leach residues with between 0.07 - 0.14 weight per cent P were obtained.More phosphorus was removed from ores heated at 900¦C. Leaches at both the low and high pulp densities, with 1 - 5 M NaOH and 0.1 - 1 M H2SO4, gave leach products with 0.05 - 0.09 weight per cent P. However, the lowest phosphorus levels were obtained after heating the ores at 1200 or 1300¦C and leaching with 1 M NaOH or 0.1 M H2SO4. Leach residues with 0.02 - 0.06 weight per cent P were obtained, even from leaches at the higher pulp density of 25 weight per cent solids. Leaching tests on heated samples under heap leaching conditions at ambient temperatures have shown that phosphorus levels can be reduced to similar levels to that achieved in an agitation leach within ten days.CITATION:Fisher-White, M J, Lovel, R R, Sparrow, G J and Washington, B M, 2013. Accurate measure of fragment size distribution is a key objective in all blasting and crushing operations. Several generic distribution functions have been devised to describe the degree of fragmentation for the representative range of fragments from selected measurements. The application of four distribution functions, i.e. Rosin-Rammler, Swebrec, Grady and Gilvarry, in describing fragment size distribution of impact-induced fragmentation of a limestone rock has been investigated. A modified Hopkinson Pressure Bar experimental set-up is used to control both impact velocity and energy input into the target rock. The feed size in the sample holder is varied from 6.35mm to 15.88mm in three ranges and the impact velocity up to 14m/s. The size distribution in the product is determined by sieve analysis for a range of impacts. The experimental results are fitted to the four distribution functions to examine their relative accuracy and reliability.

The largest structure along the Tauern highway section between Salzburg and Villach is the 6.4-km-long Tauern Tunnel. The major geotechnical problems that came up surprisingly while driving the headings of that tunnel and their successful solution form the content of this article. A detailed discussion is presented of the special construction methods developed by systematic application of the principles of the New Austrian Tunneling Method with which even very heavily squeezing ground with large excavation areas can be mastered reliably and economically.

In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

The south west area of Cyprus has a long history of slope instability problems. The location and extent of these landslides has been influenced by ground morphology, geological structure and the presence of weak rocks and cohesive soils. The main triggering mechanisms have been precipitation and/or seismic events. Landslides have contributed to the decision to relocate villages and considerable efforts have been put into maintaining the integrity of the local transportation network. This paper uses a recent case study of road embankment failure near Pentalia in southwest Cyprus to review the available tools for the analysis of slope instability. It further demonstrates how the shear strength reduction technique can be used in a finite element analysis to better visualise the slope instability mechanism of a road embankment and provide a reliable tool in selecting appropriate remedial measures.

The Voisey’s Bay deposit contains a trace amount of cadmium, which reports to solution during pressure leaching of the nickel concentrate at Vale’s Long Harbour Hydrometallurgy Plant, and must be removed to produce high quality nickel cathode. In 2006, Vale approached Sherritt Technologies to collaborate on the development of a process for removing cadmium to low levels (<1 mg/L) in the nickel raffinate. Following successful bench scale and pilot plant testing at Sherritt’s laboratories, the cadmium removal process was then moved through engineering and construction, culminating in the successful commissioning and startup of a cadmium removal circuit at the Long Harbour Hydrometallurgy Plant in 2017. This paper presents the results of this collaboration and the challenges that were encountered through each stage of development, as well as current results from operation of the commercial cadmium removal circuit. INTRODUCTION Vale’s Long Harbour Processing Plant, with a nameplate capacity of 50,000 t/y nickel, began operation in 2014. In addition to electrolytic nickel rounds, the plant also produces electrolytic cobalt rounds and copper cathode. The Long Harbour Processing Plant uses a unique hydrometallurgical process developed by Vale Base Metals Technology Centre, as shown in Figure 1, to treat a nickel sulphide concentrate produced at the Voisey’s Bay mine and mill located in northern Labrador (VBN concentrate) (Stevens et al., 2009).

The Rosia Montana gold deposit is located within the æGolden QuadrilateralÆ area in the Apuseni Mountains of Transylvania, Romania. The deposit is situated approximately 85 kilometres north of the regional centre of Deva, within the province of Alba, at elevations of up to 1100 metres above sea level. The Rosia Montana deposit contains a current resource of 344.07 million tonnes at an average grade of 1.3 grams per tonne (g/t) gold (Au) and 6.0 g/t silver (Ag) for a total (measured, indicated and inferred) contained resource of 14.29 million ounces of gold and 67.00 million ounces of silver. The resource was calculated using a 0.6g/t Au cut-off, a 10 x 10 x 10 metre block size and multiple indicator kriging. The low sulfidation style epithermal mineralisation at Rosia Montana is hosted within Tertiary age dacite intrusions and related vent breccias. Mineralisation is generally disseminated and associated with silica, adularia, illite, pyrite and carbonate alteration of host rocks, with minor late carbonate-base metal veins. Precipitation of precious metals is generally considered to have occurred as a result of over-pressurization, boiling and subsequent brecciation. The dacite intrusions are hosted in Cretaceous shallow marine and deltaic shales and slates, which overlie older Paleozoic sedimentary and metamorphic rocks within uplifted sections of oceanic sea floor.

Recent work on decoppering lead is reviewed CUS is formed rapidly even from dilute solutions of copper in lead. The mechanism of decoppering is discussed and an explanation for the retention of metals such as silver in lead is advanced. As decoppering tin appears to be an analogous process, the, Cu-Sn-S system is studied at 300&#176;C.. CuS, which is not an equilibrium product, is found m decoppermg drosses. In the removal of nickel from lead, Ni3Pb2S2 is formed; preliminary measurements show the equilibrium nickel content to be greater than that obtained by stirring in sulphur. Decoppering bIsmuth IS thermodynamically favoured, but is complicated by the occurrence of CuBiS2 The Cu-Pb-S system IS the only one of the four studied where the equilibrium can be calculated simply, as the presence of ternary sulphIde or other phases invalidates calculations based on binary data.

As time is costly, engineering companies have developed methods, procedures and mechanical equipment to tunnel faster. But the best excavation method will not be able to cope with the time pressure if there is not a reliable backup system. Therefore, the application of belt conveyors for tunnel boring machine (TBM) drives as well as for drill-and-blast driven tunnels assure a quick and smooth removal of excavated soil in order to enhance the efficiency of the tunneling equipment. During the last 10 years, belt conveyor systems have achieved ?state-of-the-art? levels and have become the first choice for muck removal systems in both TBM and drill-and-blast driven tunnels. Because time has become such a key criterion in tunneling projects, it is essential that all equipment is operated so as to derive optimum efficiency and minimize costs. Efficiency also means to think about new tasks for existing technologies.

While ring-blasting techniques offer substantial benefits, there are intrinsic problems that are exacerbated when large blocks of ore are mined in attempts to improve the production economics. These problems relate to both the convergence of holes around the ring drive and the charging of up-holes. The size and shape of the ore block concerned should be carefully considered so that good drilling, patterns can be achieved. The hole diameters chosen, both affect and are affected by the size of the ore block. The explosive selected depends on the hole diameter and together with the diameter, determines the nominal drilling pattern. Ring-drilling patterns are best derived through the use of computer software together with engineering judgement. The loading of explosive is necessarily high, and charging patterns require careful thought if overcharging is to he minimised and adequate energy is to be available at all parts of the ore block. Initiation systems are critical to the blasting results, but sub-optimal systems must be adopted if collar priming is practised. In view of all these factors, idealised guidelines can be given for ring design, but it should be recognised that developments in technology may in time change some of these parameters.

Due to increasing concerns of global rare earth element shortfalls in the near future, possible alternative sources of rare earth elements have recently become of economic interest. One such alternative is decanting acid mine water originating primarily from abandoned old mines in the Witwatersrand region of the Republic of South Africa. In this study, a novel way of rare earth element removal from the acid mine drainage was employed, making use of bentonite clay, which has very good adsorbent properties, as a rare earth element carrier material. The process can be economically viable only, if the elements can be selectively removed from the bentonite clay carrier material so as to yield reusable clay. Acid leaching was proposed to liberate the adsorbed rare earth elements from the bentonite clay. Accordingly, acid leaching experiments were performed to study the desorption of three commonly-found rare earth elements, namely neodymium, samarium, and dysprosium, from bentonite clay in the presence of sulphuric and hydrochloric acid. It was established that the three rare earth element species could be selectively removed as a group from iron, magnesium, and manganese metals through the careful manipulation of the pH. An investigation into the kinetic aspects of the rare earth element desorption process from the bentonite clay was also undertaken. The applicability of various kinetic models such as zero-order, pseudo first-order, pseudo second-order, elovich, parabolic diffusion, and power function were tested to describe the time-dependent desorption of rare earth elements from bentonite clay. It was determined that the pseudo second-order kinetic model represented the dissolution processes for neodymium, samarium, and dysprosium from bentonite clay the most accurately.
