All aspects of precious metals processing were featured at a symposium held Oct. 3-6, 2007, at Loews Ventana Canyon Resort in Tucson, AZ. Although billed as "Precious Metals Processing: Advances in Primary and Secondary Operations," the symposium also looked at economic, regulatory and environmental issues affecting the precious metals industry. The symposium was sponsored by SME; The Minerals, Metals & Materials Society (TMS); and the International Precious Metals Institute (IPMI). It included workshops, technical presentations, guest speakers and social activities. Mining industry management, process engineers, equipment manufacturers, consultants, metals marketers, academics and others involved in the precious metals industry attended the conference. Needless to say, with gold nearing $25.721g ($800/oz) and platinum pushing $41.801g ($1,300/oz) at the time of the meeting, the mood among the attendees could not have been more positive. The symposium was privileged to have Father Ernest S. Sweeney, professor of Latin American History at Loyola Marymount University, as a guest speaker. Sweeney, a Jesuit priest, provided a colorful account of the history of mining in Arizona and the surrounding region of North America (Fig. 1). He described the importance of the mining industry and said, "To go down into the bowels of the earth to extract its riches for the benefit of all of us is an awesome task deserving our sincere respect and gratitude." However, he warned the industry that: "The ever increasing de¬mands on the mining community for the protection of the environment calls for endless efforts to maintain ethical standards in a business filled with risk, uncertainty and frustrations." Sweeney noted that the Spanish conquest of the Americas was driven by the three fundamental motives of "God, glory and gold." He noted that gold was the basic, most powerful driving force of the conquest and occupation of the Spanish empire. The first European to explore Arizona was the Franciscan missionary Marcos de Niza. He came to Arizona in 1539 in search of the fabled Seven Golden Cities of Cíbola. Sweeny noted that Spanish explorers were consumed, as Cortes himself described it, "with a burning fever that only gold could cure." Sweeney told the story of some of these early explorers, including Francisco Vázquez de Coronado who "mounted an expedition in pursuit of gold and rich empires to conquer." Coronado passed through Arizona and discovered the Grand Canyon. "Coronado returned to Mexico exhausted, bankrupt and disillusioned, but with a wealth of new knowledge of the borderlands of the Spanish empire," said Sweeney. He then described the colorful history of early gold, silver and copper exploration and mining in Arizona, including the famous tale of the Lost Dutchman's Mine. As the University of Hong Kong and their advisors planned their new Centennial Campus it became clear that they would have to re-provide existing water reservoirs on an adjacent site with new salt water reservoirs located underground in two new caverns. The existing reservoirs are owned by the Water Supplies Department who provide salt water for sanitary flushing and a separate potable water supply for regular use. Although underground reservoirs had not previously been adopted locally, the planning has been completed to a tight schedule and the construction is well advanced. The need to preserve historic buildings imposed constraints, as did the requirement to minimise potential construction nuisance for the local community and environment. This paper presents the background to the project and the work carried out to develop an innovative, sustainable and environmental acceptable solution. Construction progress to date is also presented.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. "PURPOSEThe purpose of this presentation to the Canadian Mineral Processors is to review gold heap leaching systems currently in use and discuss their applicability to Canadian ores. The author's experience with the development and operation of heap leaching spans the past four years at. Pinson, and visits to many ether heap leaches in the western United States.INTRODUCTIONBy way of introduction to the heap leaching system, I will describe in slight detail the method used at Pinson Mining in northern Nevada. This will be followed by a discussion of optional methods in use at other operations visited.The Pinson orebody is a finely disseminated, well-oxidized hydrothermal deposit. Gold particles are finer than 20- microns. The orezone hostrocks are metamorphosed and silici¬fied limestone and shale. Sulfides and carbonaceous materials are negligible.The Pinson open-pit mine has operated since June 1980. It produces 1500 tpd of C.I.P. mill feed averaging .10 oz gold per ton, and 1500 tpd of heap leach material averaging .025 oz gold per ton. Cutoff grades are 0.04 for mill feed, and 0.01 for heap leaching. Stripping ratio is 9 tons of waste and leach grade to 1 ton of mill feed.The project is located in northern Nevada at 4900 feet above sea level.,Winters are fairly severe, with freezing conditions affecting operations from early December through April. Although officially designated as ""high-mountain desert"" country, snow and/or freezing rain occur almost every week of the winter.To date, all Pinson production-scale heap leaching has treated run-90,000 tons of ore are stacked on 300 foot square clay leach pads. Cyanide leach solution is applied through ""wobbler"" sprinklers at .0025 gpm/sq ft for 60 to 90 days. The pregnant solution flows from the heap by gravity to plastic-lined ditches, into a collection sump and then through buried piping to the 2.2 million gallon pregnant solution pond."

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

This paper describes some of the results of a project for the design and demonstration of subsidence monitoring systems for underground coal mines. The project was designed to test monitoring systems described in an earlier feasibility report (O'Rourke and others, 1979). General objectives of the project were to develop reliable cost- effective monitoring systems for use above caving- type mining operations, over supported mines, and in urban undermined areas. Topics selected for discussion in this paper include a description of the instrumentation systems, the site conditions, problems of installation, resulting recommendations and an over- view of subsidence performance data obtained. There were some particularly difficult problems of installation to overcome at this site. Some of these could be experienced at any surface or under- ground project, others are probably more directly related to Western coal fields. Good morning and thanks for the chance to talk to you. It's really pleasing to see so many industry representatives here I want to spend a few minutes talking about issues relating to your industry. At the end of today I would like to leave you with three strong messages from government. The first is that this government supports environmentally responsible mining and the endeavours of the mining industry. The second is that explorers and developers are wanted and welcomed in New Zealand. And the last is that it is up to the industry to keep the public properly informed about how your industry and to constantly work on improving your public image. The mining industry is a high-tech industry which fits snugly with our concept of a growing knowledge-based economy. It has particular value for regional development, the gold mining industry alone provides more than 4,000 jobs û mostly outside of the main cities. The industrial minerals industry is twice as large as that. As well as those people directly employed by the industry there are greater downstream effects for the community. One example from the broader extraction industry of this is of the local pie shop down the road from one of Taranaki's petroleum industry locations. The shop sells over $4,000 worth of pies a week to workers in the industry. That's just one example of the positive benefits the industry brings to its local community and is the sort of real positive benefit you need to be telling people about

"Environmental considerations are a key driver within marine mining consenting processes across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. At the individual project level, the environmental effects of any given development project are typically defined within the scope of an Environmental Impact Assessment (EIA). For well-established industries operating in well-studied environments this approach typically works well. However, where emerging industries or existing industries that are operating within new environments are concerned, there may be significant knowledge gaps pertaining to our understanding of how specific anthropogenic practices or activities interact with the marine environment. These knowledge gaps can cause significant uncertainties pertaining to the likely significant effects of a project. Such uncertainties may result in barriers to industry and economic progress, increased consenting risks, increased project costs to be borne by individual project developers through the acquisition of additional environmental data during the pre-consent or post-consent project phases, project delays and/or significant increases in environmental monitoring burdens with corresponding increases in project costs."

Background information, formulae and a systematic set of procedures for estimating capital and operating costs for open pit mining equipment are presented in this paper. Firstly, equipment capital costs are required. These can be obtained from either suppliers, contractors or from first principles. The equipment is then divided into cost elements. Typically these are fuel and power requirements, spare parts consumption, wear items such as tyres, teeth and drill bits and finally repair and operating labour requirements. By consideration of the cost and life of each element a base cost can be derived. The base cost is then adjusted to suit specific site conditions such as the proximity to spare parts suppliers, the duty or ground conditions and the management and operator skills specific to the site. Hence, the same item of equipment can be costed to reflect different operations. Included are tables and data for typical plant items. Several examples are also given to illustrate the methodology being presented. The intention is to provide a set of procedures to allow costs to be built up from base level in a systematic and repeatable way. Applications for these costs include feasibility studies, budgetting and data for economic analyses.

This document is the final report of a study aimed at defining the relative contributions of various sources of respirable airborne dust on longwall faces. In order to define the contribution of various primary sources, continuous dust level data were recorded on five longwalls for an average of five shifts at each. By analysis of these data with records of face activity, it was possible to determine the overall contribution of each of the major elements of the longwall system to overall respirable dust exposure at various face locations. Average levels were determined for roof support generated dust, conveyor and intake dust and for dust levels during various shearer activities. When average levels are compared between mines, a significant degree of consistency is noted. The next phase of the study was aimed at differentiating the various dust sources associated with the shearer. To this end 'fly cuts' varying from 6 in. to 30 in. were closely monitored as were dust levels at operators' positions over the various segments of longwall cycle. These data indicated that the clearance ring of the shearer drum as a disproportionately heavy contributor to shearer dust make. A statistical analysis of the effect of shearer haulage speed on dust make revealed that high haulage speeds are associated with low specific dust make.

Control of the particle size distribution of a muckpile after blasting is always an important subject for mining industry. Blasting has a significant impact on downstream processes such as loading, crushing and grinding. Improvement of blasting results provides increase in loader and excavator productivity due to increased diggability capacity, and increased bucket and truck fill factors. Suitable and uniform particle size distribution results increase in crusher and mill throughput and decrease in energy consumption in size reduction process. Digital image analysis technique has been used for many years in mining industry in order to determine blast fragmentation. The images of muckpile surface can be used to determine the mean fragment size (x50). The source of digital images can also be haul truck, leach pile, waste dump, stockpile, and conveyor belt. The screening that is conventional method to measure blast fragmentation is time consuming and expensive. Digital image analysis is a cost effective and faster method (1).

This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.

"Methods and costs of rock-dusting bituminous coal mines have been discussed in various publications by the United States Bureau of Mines and others.3 This paper discusses the present methods and cost of dusting at the Swastika mine of the St. Louis, Rocky Mountain and Pacific Co., Raton, N. M.In the Swastika mine the recommendations of the United States Bureau of Mines with regard to rock-dusting are followed at least as well as in any mine in the States of Wyoming, Colorado, and New Mexico. This mine is located at Swastika, N. M., approximately 4 miles west of the town of Raton and is in the Raton coal seam. The mine is rated as gassy and produces approximately 1,000 tons of coal per day.A mining system known as the ""room-and-pillar with cut-offs"" is used which results in recovery of nearly 100 per cent of the coal. The mine employs approximately 250 men.Ventilation is maintained by a Sirocco fan so arranged that the air current may be reversed and exhausting approximately 130,000 cubic feet of air per minute at 3 inches water gauge. This fan is supplemented by two auxiliary fans for emergency use. Three main entries penetrate the hill in a straight line for approximately 8,000 feet. The haulage is through the center entry, which is also used as the intake in conjunction with a two-compartment concrete-lined shaft located at the end of the entries. The main return for 3,000 feet inby the fan is 12 feet wide and 7 feet high. For this distance the ribs have been reinforced by a wall made of coke-breeze blocks plastered over with cement. Solid concrete blocks are used for the top row of blocks of the wall. Steel 10-inch I-beams spaced 40 inches apart center to center are supported on these solid blocks and thus support the roof. The next 1,000 feet inby has the same area, but the cement blocks extend to the roof, as no crosspieces are needed. The airways are kept clean and well rock-dusted.A rather unique system is used to handle gas feeders along the intake and haulage entries. There these feeders occur in the roof or where gas is apt to collect in high points along the haulage, tin funnels as large as 3 feet in diameter are placed near the roof. From these a 2-inch or other suitable-sized pipe is run into the return through the wall of the nearest break-through. A valve on this pipe line controls the amount of air pulled. These devices keep the high places clear of any gas, even when strong feeders are encountered.Fifteen-ton electric trolley locomotives are used on the main haulage and approximately 30 roller-bearing oars, each having a capacity of approximately 3,000 pounds of coal, compose a trip. All loaded tripe carry steel drags on the last car, and automatic derails are located at advantageous points throughout the mine.All loaded trips are thoroughly sprinkled on the sectional partings and at the main parting. The track is sprinkled every idle day, or if needed, every day; from a large tank mounted on a truck hauled by a motor. Neither nozzle nor spray is used, as these were unsatisfactory. The water leaves the tank. through a 11/2-inch valve and is permitted to flow on the road through a horizontal 11/2-inch T. Water is obtained from filling stations located throughout the mine. It is stated by the officials that the use of this method of sprinkling permits the entire haulage roadbed to be wetted down in two hours."

Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.

The Eskay Creek Mine is a high-grade gold and silver underground mine in northwestern British Columbia. The mine started operations in late1994. For the first three years, ore was crushed to -50 mm(-2 in.), blended to satisfy smelter terms and shipped to smelters in Japan and Canada. Preliminary evaluations indicated that a complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. So markets for raw ore were identified and underground mining and ore transportation operations began at a production rate of 300 t/d (330stpd).

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

This study estimated (1) radon and radon daughter emissions from underground uranium mines; (2) the reduction in radon that would be released to the surface by using control techniques such as bulkheads, sealants, backfilling, and positive pressure ventilation; (3) the cost for radon and radon daughter removal from total exhaust air; and (4) total radon and radon daughter discharge for lower occupational exposure limits. For 13 large underground uranium mines, estimated yearly radon emissions from each mine ranged from 900 to 3,400 Ci. The estimated age of air emitted from the mines ranged from 11 to 37 min. Potential radon removal methods for the total mine exhaust were evaluated. The cost of these methods was prohibitive. Diurnal and seasonal changes may affect radon emission over short periods of time, but do not affect the total emissions over the long run. Radon and radon daughter emissions would be little changed by increased ventilation requirements needed to achieve lower occupational exposure limits. The concentrations in the exhaust would be lower, but the total release would be the same

"Murrin Murrin Operations has not had a successful beginning. Numerous reliability and operability issues many of which are the result of design decisions have been addressed through mechanical and operational changes and the CCD circuit is no exception. Four design aspects of the CCD circuit that have caused and continue to cause operational problems are:1. the inclusion of solution neutralisation gypsum in the CCD circuit feed which was designed solely for HPAL residue without proper investigation of its impact on the achievable underflow density and resulting wash efficiency;2. the decision to construct the thickener base from thickened solids;3. the lack of redundancy in the overflow, underflow and tailings pipe work; and4. the lack of thickener operational flexibility in the central rake-lift and feedwell dilution system.In November 2002, the lack of operational flexibility in the rake-lift and the feedwell dilution system through mechanical modification as follows:•, CCD1 has a modified rake mechanism that now allows central vertical lift of 600 mm;•, CCD1 has forced dilution using the Outokumpu Turbodil® technology and replacing the E-Duc® technology of Eimco;The decision to install, the installation and the results of the CCD1 rake-lift mechanism and feedwell dilution system are discussed in this paper. The installation was justified on improved operational robustness and an increase in the in the underflow density of 1 per cent (per cent w/w). At approximately the same time process modifications in the solution neutralisation circuit were implemented and these changes altered the rheology of the slurry reporting to CCD1. Since the modifications to CCD1 and the solution neutralisation circuit, the CCD circuit has averaged a 2 per cent improvement in the circuit underflow density.The CCD1 modification was completed on time and mechanically has performed well. From a risk point of view, the central rake-lift and Turbodil®dilution system add a degree of freedom and robustness to CCD1 operation that has extended the range of operational confidence. In this respect, the modification has been a success and is complementary solution neutralisation improvements."
