This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. Few efforts have been undertaken to date to assess the quality of mandated coal mine health and safety training for new miners and for experienced miners. This study was concerned with the quality and effectiveness of existing classroom health and safety training programs. The study involved field data collection through pre- and posttesting of trainees, audio-taping class sessions, and administering short feedback forms with trainers and trainees at 14 sites in West Virginia, Maryland, Kentucky, and Pennsylvania. Results indicate that goals, methods, materials, and outcomes of existing training programs vary widely among trainers and sites. The report provides less by way of solution to problems, than it highlights the breadth of issues that relate to the question of training effectiveness and quality. The report concludes that additional work by industry, labor, government, and academia is necessary in order to improve health and safety training programs. Recommended steps are: (a) to develop performance standards and measurable criteria in each of the types of mandated training, (b) to develop better training of trainers, (c) to develop expanded training support services. and (d) to undertake further research and development in health and safety training in the mining industry

From site demolition, to design, to construction, Detroit's new Tiger Stadium project is required to be completed within a short 2 ½ years from award of the design-build contract. Such extreme schedule requirements together with somewhat difficult ground conditions at the site, resulted in several challenges in the design and construction of the deep foundation system for the stadium. During the geotechnical investigation, an intermittent water bearing sand layer was encountered overlying the hardpan at the site. As a result, some concern developed regarding the potential for collapse of caisson bells within this layer, as well as the potential for flooding of the caissons during drilling. Although sand and/or ground water was encountered within about half of the caissons, standard drilling and belling methods were used, and adverse conditions were controlled in almost all cases through expeditious drilling, inspection and concreting of the caissons. This paper will present a summary of the ground conditions, design and specification requirements, and construction methods used to successfully install the caissons for this project.

On average, there are approximately 10 fatal haul truck accidents per year. The most common causes for haul truck accidents include mechanical problems, inadequate training and insufficient road/berm maintenance. Due to the frequency and magnitude of haul truck accidents, new training methods are being investigated. With the widespread availability of computers and new technology becoming more reasonably priced, the ability to incorporate computer-based training for miners is becoming more possible. It has been shown that computer-based training is just as effective in knowledge acquisition as traditional lectures, and computer-based training can lead to a significant increase in the retention of material (Williams and Zahed, 1996). Studies have also shown that more engaging training methods lead to more effective knowledge acquisition (Burke et al., 2006). A supplemental system for current and new miner training to address the common causes of fatal accidents was developed. The training system is a virtual preshift inspection of a haul truck, and it can train new haul truck operators to identify parts that look defective. The training will increase an operator?s ability to recognize problematic parts and correctly identify the corrective action needed. Increasing the quality of training by providing an engaging, simulated hands-on environment will lead to safer behaviors by trainees, which will ultimately lead to fewer accidents and fatalities.

Lime was a highly useful commodity thousands of years before the simple chemistry of its manufacturing process was known. The employment of lime for agriculture, building, and even certain essentially chemical purposes is so old that its origin is among the unrecorded details of man's first ventures into the manufacture and use of prepared substances. Lime is a most versatile material and consequently has come to be widely utilized in modern civilization. Immediately before the depression of the early 1930's the annual production of lime in the United States was more than 4 million tons, valued at 33 to 42 mil-million dollars. This output was sold to many industries, so many that mere enumeration becomes tedious.

The use of wetlands to treat mine drainage has become increasingly common, particularly as more information is available on their operation and construction. However, the lifetime of each system is still, at best, an estimate. Treatment lifetime depends on the types of processes that provide the majority of the metal removal. Anaerobic systems (vertical flow systems) rely primarily on sulfate reducing bacteria, which reduce sulfate to sulfide and generate alkalinity. Metals can be precipitated as sulfides, and acidity is neutralized. These systems can remove over 90% of the metals and increase pH from around 4 to over 7. The bacteria will remain active as long as the system remains anaerobic and contains an adequate supply of sulfate and small chain organics. Although estimates of lifetime made on the total carbon in the system suggest that lifetime should exceed 20 years, data from field and laboratory studies show that the rate of sulfate reaction decreases with time, and that after several years rates decreased substantially. To maintain acceptable treatment, either additional organic material must be added or the total metal and acid load to the system would need to be reduced substantially. Aerobic systems (overland flow wetlands) can effectively remove metals from neutral mine drainage by reactions with organic material in the substrate. Over 90% of the copper and nickel have been removed in aerobic systems treating mine drainage in Minnesota. The primary removal processes in these systems include adsorption, ion exchange and complexation, which are finite; removal will cease unless new removal sites are generated. Two wetlands built in Minnesota have been successfully treating mine drainage for 12 years. At one of the wetlands, the annual production of new removal sites has been estimated to be equal to the annual metal input, and, as a result, metal removal should theoretically continue indefinitely.

"The oil sands industry in northern Alberta disposes of the by-products of bitumen extraction into tailings ponds. The mix of tailings sand and mature fines, with gypsum added as a flocculent, constitute a waste stream called consolidated tailings or composite tails (CT). The two main challenges of the tailings disposal process are a chronic shortage of economical containment and the potential mobility of CT deposits in the event of breaching by, for example, long-term erosion, which makes abandonment of tailings ponds more complicated. Thick deposits of CT do not consolidate in adequate time to provide reassurance for abandonment of the CT containment facilities and that is why the containment must be adequately robust or the properties of CT improved for long-term stability. This paper addresses potential solutions to these problems by applying the gravity drainage of CT and quasi-homogeneous construction for containment facilities.Gravity drainage is suggested as a mechanism to facilitate the consolidation of CT in critical areas of the ponds by inserting internal sand layers within the body of the deposit. Critical CT areas are defined as areas around the perimeter of containment. The advantages of this solution are longterm stability of the disposal area by creation of stiff deposits around its perimeter and facilitation of reclamation efforts on its surface.The present solution for containment of CT deposits is not favourable from a materials balance point of view. In general, sand has become a valuable resource as it both forms the primary component of the CT matrix and becomes the containment building material. If sand is required for CT, less is available for dyke construction. This puts additional pressure on the industry as a whole to maximize the use of overburden and interburden for construction of tailings containment structures. Typically, only 50 percent of dry mine waste (overburden + interburden) is incorporated into dyke construction. The remainder of dry waste is stored either in waste dumps or in tailings ponds, consuming valuable in-pond space originally allocated to CT material. Quasi-homogeneous dykes are proposed to contain CT deposits rather than traditional minimum cross-section dykes built of overburden and/or cell sand. The quasi-homogeneous dyke may change the unfavourable material balance and lessen the construction constraints that are presently imposed on the mine/waste disposal process."

INTRODUCTION When divers discovered that sections of a tunnel housing the pipeline that conveys wastewater from the Charleston Peninsula to the Plum Island Wastewater Treatment Facility had caved in, the Charleston Commissioners of Public Works(CPW) moved quickly to determine a long term solution for the city’s collection system, immediately focusing on the Ashley River sewer tunnel along the western boundary of the peninsula. Working with the Charleston community, as well as federal, state, and local officials, CPW developed a fast track yet long life design that can be used as a model for underground construction of tunnels in urban areas. The paper that follows summarizes key aspects of the Ashley River sewer tunnel project. HISTORICAL CHARLESTON Charleston, South Carolina is a culturally significant and historic city that was originally settled in 1670. There are over 100 buildings on the National Register of Historic Places within the Charleston area. Additionally, the first shots of the American Civil War were fired at Fort Sumter in the Charleston Harbor in 1861. As one can imagine, tourism generates significant business for the area with over 1.5 million people visiting Charleston each year. No project, especially one that requires digging, is done within the old city on the Charleston peninsula without careful planning. Many precautions are necessary to prevent damage or disruption to the historical properties. The Ashley River sewer tunnel project is exclusively in the old city. A lot of work was done during the design phase to minimize the impact to historical properties. Some of this work included: an archeological study (where pre-digs were monitored at all shaft sites by an archeologist); a building/structure assessment study (where structures near a shaft site were completely surveyed and cataloged); and an environmental study.

Slurry pipelines are used in a number of countries to convey processed ore mixed with water over long distances from remote mine sites to ports or plants for further processing. In Egypt and Sudan, numerous mineral resources are scattered in remote areas. Through the years, Egyptian geologists have identified 268 sites for metallic ores and 386 sites for industrial nonmetallic minerals. A large portion of these sites are in the Eastern Desert in an area called the Nubian Shield. Similar sites are found in the Sudan where mining contributes to less than 1 percent of the gross domestic product (GDP). There are three important components of infrastructure needed to develop these resources ? power, water and transportation. While Egypt is able to satisfy 70 percent of its needs in iron ore from the Gadideh Mine in the Western Desert, it needs to expand its other resources to reduce imports heavily sedimented. Dredging of these sediments and transporting them by slurry pipelines would enhance an industry of bricks or agricultural development based on tailings technology often used in mining. This article explores the potential for slurry technology for opening new mines in the desert or recuperating the sediments of the Nile. The technology by itself would be new to both countries and would benefit from collaboration, particularly to de-silt the Nasser-Nubia Lake.

This Bureau of Mines report is concerned with the testing procedures for evaluating clays, shales, and slates for lightweight aggregates using the rotary-kiln method of production. To meet the increasing demand for light-weight concrete, rapid, accurate methods for appraising raw materials for light-weight aggregate are needed. Preliminary tests were made on samples of clay, shale, and slate, using laboratory equipment, and the data were used to establish operating conditions for pilot-plant-size rotary-kiln tests. Lightweight concrete was made from the processed aggregates and the properties determined. The results show that the laboratory data can be used to guide rotary-kiln testing, and, with the exception of sampling, a complete appraisal of a raw material for lightweight aggregate concrete can be made in 3 days by the methods described in this report.

Originally developed for use in mineral exploration, regional geochemical mapping based on stream (and lake) sediment sampling is showing broader application in other areas of the earth sciences and in environmental science. The purpose of this paper is to focus attention on the role of regional geochemical mapping in relation to geological and environmental studies. This is achieved using a descriptive equation for the chemical composition of a stream-sediment sample and then relating it to the use of successive approximations in geochemical and environmental investigations. The procedure is further qualified with reference to time and process in the formation of regional geochemical patterns. Examples are included of studies based on stream sediments related to bedrock geology, surficial geology, ecology and man's effect on the geochemistry of the environment. The range of applications of regional geochemical mapping in earth and environmental studies is outlined and some conclusions drawn regarding the future development of geochemical mapping under Canadian conditions.

The corrosion behaviour of 304L stainless steel laser-cladded with various amounts of ruthenium (Ru) was evaluated in solutions of sulphuric acid and sulphuric acid plus sodium chloride at 25°C and 45°C by open-circuit potential and cyclic potentiodynamic polarization tests. In general, the addition of Ru to the stainless steel increased its corrosion resistance in 1 M H2SO4, as well as in 1 M H2SO4 plus 1 wt% NaCl. This was observed for a number of parameters such as corrosion rate, corrosion potential, open-circuit potential, and current density. However, increasing the amount of Ru added beyond a certain level did not result in further improvement in corrosion protection. For each environment there is an optimal Ru concentration for the best corrosion protection. For example, in 1 M H2SO4 at 25°C, 2.44 wt% Ru shows the least active surface in terms of corrosion. Further research into ruthenium coatings on stainless steels is recommended.

The Bureau of Mines conducted a trenching and sampling project during 1947 on the tungsten-rich granodiorite that outcrops in Henderson Gulch, Montana. During the course of this investigation, interest was attracted to the Sunrise copper-gold mine in metamorphosed limestone in the north slope of the gulch. The mine was examined by S. H. Lorain, Chief, Mining Division, Albany Branch, in May 1948. A trenching and drilling program was recommended to develop a parallel vein indicated by outcrops to lie below the principal productive Queen vein. In the meantime, the Queen Mining Syndicate initiated a trenching program that exposed high-grade lead-copper-silver-gold ore in a nearly vertical vein that strikes N. 600 E. to east. A core-drilling program to develop this vein was initiated in September 1948. This report presents the factual data obtained from the trenching and drilling operations. The Sunrise mine was discovered about 1890. Production has been estimated to be $120,000 in gold from 40,000 tons of ore mined during the period 1892-1903. The tailing from this operation was treated by cyanidation in 1912, with a reported recovery of $3.50 to $4.00 a ton from 15,000 tons of material. Subsequent production of sulfide ore was 7,396 tons treated by smelting, with recovery of 1,569.42 ounces of gold, 10,003 ounces of silver, 352,899 pounds of copper, and 354 pounds of lead.

Tunnel construction on the Brightwater Conveyance System?s East and Central contracts required ground modifications of the existing site soils, comprised of sandy alluvium to very dense glacial till, to assist with both hand-mined and TBM tunneling operations at vertical access shafts. The ground modification program was completed with a modified double fluid jet grouting system to construct continuous overlapping soilcrete columns to depths up to 94-ft below existing grade. This paper presents the sequence and methodology for the ground modification work and capabilities of jet grouting for structural support and groundwater control in the challenging soil profile present at the Brightwater Conveyance System Project.

Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Heap leaching Heap leaching has a long history as a hydrometallurgical process for copper recovery. The methodology of heap leaching established at Rio Tinto in Spain more than 300 years ago is basically the same as that used today. A case history of design, prediction, probe pile driving, and construction of a pile foundation for Building 3 of Waterside at Bay Beach Condominiums located in Fort Myers Beach, southwest Florida, is presented. Site geometry constraints, the presence of a 12.0 ft (3.6 m) deep lake occupying the southern one-third portion of the proposed building footprint, and marginal subsoils provided specific challenges for design and construction of the foundation. The subsoil conditions were explored by performing Standard Penetration Test (SPT) borings and a Piezocone Penetration Test (PCPT) Sounding to depths of 100 ft (30.5 m) within the building footprint. Additionally, borings were performed to envelope the building. Deep foundation alternatives included driven concrete, monotube, and steel pipe pile as well as drilled shaft. Following an evaluation of high structural loads, site-specific constraints, foundation test data from buildings 1 and 2, and preference expressed by the project owner, a pre-cast prestressed concrete (PPC) pile-supported foundation system was selected as an economical and effective foundation approach. Use of an augered cast-in-place (ACIP) pile foundation system was precluded by the project structural engineer. This paper deals with the design aspects and methodologies utilized in choosing and economizing the foundation system. The building foundation was designed for an allowable pile capacity of 40 tons (353 kN) in compression, 1.5 tons (12 kN) in lateral capacity for a deflection of 0.25-in (0.64 cm) and 15 tons (133 kN) in uplift capacity. For the single story extended garage structure, a pile capacity of 27 tons (238 kN) was indicated in compression. As part of the design process, an extensive probe pile driving program was carried out in order to evaluate the pile driving equipment, determine and verify pile capacities, and optimize the production pile lengths. A total of 33, 14-in (356 mm) square, PPC concrete piles were driven within the entire building limits, and dynamically load tested utilizing Pile Driving Analyzer (PDA) as part of the probe pile driving program. Utilization of PDA during probe pile driving helped in predicting pile set-up (i.e., increase in pile resistance with time) as well as reducing the pile lengths by as much as 20 percent. It resulted in variable pile lengths during the production phase. This information was effectively utilized as part of the overall quality control program to install a total of 559 PPC piles (including 33 probe piles) within the Building 3 footprint, including the reclaimed lake area, to depths ranging from 45 to 58 ft (14 to 18 m) below existing ground elevation as part of the foundation support system. Prior to installation of probe or production piles, a termination criterion was established using 1-dimensional wave equation analyses in addition to the design pile embedment requirement. The predicted pile capacities compared reasonably well with the capacities from the CAPWAP analyses for probe piles. This engineered, monitored and tested foundation solution provided a cost effective and satisfactory basis for completion and approval of the foundation work for the building resulted in cost savings over other foundation alternatives for the owner. The building has since been occupied and a recent reconnaissance has indicated that the building foundations are performing satisfactorily.

VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

This report is intended as a reference for personnel interested in the computer anlaysis of coal-mine-electrical-power systems under either normal operating conditions or fault situations. The procedures developed for this purpose are described and implementation considerations are discussed with respect to the mine-power system. Considerations for choosing a solution technique and a number of examples are included. Procedures described include the Newton-Raphson iterative technique for the analysis of normal operation as well as a non-iterative Z-bus technique for analysis of unbalanced or balanced faults. During program development, strict attention has been given to the inclusion of core and/or time saving techniques such that these algorithms may be implemented on small as well as large computers. Program languages include FORTRAN IV for batch processing applications and APL or BASIC for interactive applications.

In most cases, slope movement monitoring data are collected on a temporal basis and displacement or velocity is plotted against time in order to assist the engineer to make judgements about slope behaviour. Once an unusual behaviour pattern has been established, the data are then analysed to estimate when the key inflection points occur in the data, when the slope movements start to accelerate and, ultimately, when the slope is expected to collapse. The identification of these inflection points is sometimes difficult to achieve with the naked eye. This paper presents the application of a trend analysis technique, known as cusums, to assist in this process. The authors have presented a range of data from various real life examples which highlight the effectiveness of the cusums technique. A key aspect of the cusums technique is the use of a constant (K) against which data trends are assessed. This constant is best derived from slope performance data at each site, as each rock mass will behave in its own unique way. The authors have experienced slopes that have had threshold values ranging from 0.1mm/day through to 10mm/day, and therefore a conservative approach should be adopted when assessing the performance of slopes.
